Grant Opportunities Bulletin

The grant opportunities bulletin is developed as a component of the First 5 San Bernardino Capacity

Building Continuum. It is provided to help organizations identify opportunities that may benefit

individuals in the inland empire. Opportunities are separated by type of funding source (foundation,

federal, state and local) and by the major category of service investment.

The following are summaries of grant opportunities that have either been recently released, or those

that have upcoming deadlines.

Foundation Funding Opportunities

BASIC NEEDS

The Walmart Foundation Announces the Availability of Funds for Hunger Relief and Healthy Eating, Sustainability, Women's Economic Empowerment, and/or Career Opportunities.

The Walmart Foundation is accepting applications through its Community Grant Program from local

nonprofit organization within the service area of individual Walmart stores. Grants will be awarded in

the areas of hunger relief and healthy eating, sustainability, women's economic empowerment, and/or

career opportunities.

Grant Amount: Grants of up to $2,500 are offered.

Eligibility: To be eligible, an organization must be tax-exempt under Section 501(c)(3), (4), (6) or (19)

of the Internal Revenue Code; a recognized government entity (i.e., state, county, or city agency,

including law enforcement or fire departments, requesting funds exclusively for public purposes); a

K-12 public or private school, charter school, community/junior college, state/private college or

university; or a church or other faith-based organization with a proposed project that benefits the

community at large.

Applicants need to be within the service area of individual Walmart stores.

COMMUNITY DEVELOPMENT

The U.S. Soccer Foundation Announces the Availability of Funds for Building or Enhancing a Field Space in an Underserved Community.

The U.S. Soccer Foundation is accepting Letters of Inquiry for the 2016 summer grant cycle of its Safe

Places to Play program, which provides grants to organizations to help them build or enhance a field

space in an underserved community. Grants will be awarded in four categories: synthetic turf,

lighting, irrigation, and sport court.

Grant Amount: Grants of up to $25,000 (for single-field projects) and $50,000 (multi-field projects)

are offered.

Eligibility: To be eligible, applicants be a 501(c)(3) not-for-profit organization, school, municipality,

college or university, or sovereign tribal nation.

Due Date: LOIs must be received no later than May 27, 2016.

CRIMINAL JUSTICE PREVENTION AND VICTIM SERVICES

The American Kennel Club Humane Fund Announces the Availability of Funds for Assistance to Domestic Abuse Shelters that Accept Pets.

The mission of the American Kennel Club Humane Fund is to unite a broad spectrum of animal lovers

in promoting the joy and value of responsible pet ownership through education, outreach, and

grantmaking.

The fund offers Women’s Shelters Grants, which support nonprofit organizations that provide

temporary or permanent housing for victims of domestic abuse and their pets, as well as nonprofit

organizations that house animals and have a working relationship with at least one shelter for victims

of domestic abuse.

Grants are awarded for essential operational support relating to the housing of pets or capital

improvements specifically for the housing and maintenance of pets.

Grant Amount: Grants of up to $1,000 per year are offered for a maximum of 3 years (maximum:

$3,000).

Eligibility: Eligible applicants include:

a) Not-for-profit organization that provides temporary or permanent housing for victims of

domestic abuse and their pets.

b) Not-for-profit organization that provides temporary or permanent housing for pets of

victims of domestic abuse and has a formal, established working relationship with at least

one not-for-profit shelter for victims of domestic abuse.

Due Date: Requests are reviewed quarterly; the remaining application deadlines for 2016 are May 15,

August 15, and November 15.

Aetna Foundation, American Public Health Association (APHA) and the National Association of Counties (NACo) Announces the Opening of the Healthies Cities and Counties Prize Competition.

The Healthiest Cities & Counties Challenge (the Challenge) is a $1.5 million prize competition where

small- to medium sized U.S. cities, counties and federally recognized tribes will compete to move the

needle toward healthier and more equitable communities. The Challenge recognizes health is much

more than just health care. Therefore, to participate in the Challenge, communities must build strong

cross-sector teams focused on public health issues of critical importance to their communities. The

goal of the Challenge is to develop practical, evidence-based strategies to improve measurable health

outcomes and promote health and wellness, equity and social interaction. The Healthiest Cities &

Counties Challenge is a collaboration between the Aetna Foundation, American Public Health

Association (APHA) and National Association of Counties (NACo) and is administered by CEOs for

Cities.

Grant Amount: Award amounts vary and depend on the size of the applicant city or county.

Eligibility: The lead entity can be a representative of any small- to medium-sized city or county

government, federally recognized tribal leader, non-governmental organization (NGO), academic

institution, local business or private sector organization that can effectively engage with all of the

relevant partners. Two tiers of participants are defined, based on population size:

Tier 1: Cities, counties and tribal nations with populations between 65,000 and 250,000

Tier 2: Cities, counties and tribal nations with populations between 250,001 and 600,000

The Finish Line Youth Foundation Announces the Availability of Funds for Youth Athletic Programs and Camps.

The Finish Line Youth Foundation, the charitable arm of athletic products retailer Finish Line,

provides funding to youth athletic programs and sports-based camps, especially those serving

disadvantaged children and those with special needs.

The foundation administers three grant programs: programmatic grants, legacy grants, and founder’s

grants.

1) Programmatic Grants: Grants will be awarded for community-based athletic programs and

to established camps that teach active lifestyle and team-building skills.

2) Legacy Grants: Grants will be awarded to support new facilities improvements and/or

renovations to existing buildings, grounds, and property.

3) Founder’s Grants: Grants will be awarded for emergency needs that are keeping the

organization from providing current services, such as natural disasters or other unforeseen

fiscal circumstances.

Grant Amount: Grant amount depends on grant program:

1) Programmatic Grants: Grants of up to $5,000.

2) Legacy Grants: Grants of up to $75,000.

3) Founder’s Grants: Grants of up to $25,000.

Eligibility: Applicants must be a nonprofit organization that provides opportunities for kids to

participate in community-based youth athletic programs or a camp that emphasizes active lifestyles,

especially programs that serve disadvantaged and special-needs kids. Priority will be given to

organizations or programs located near Finish Line retail stores.

The Carol M. White Physical Education Program Announces the Availability of Funds for Physical Education for Students in Grades K–12.

The Carol M. White Physical Education Program (PEP) provides grants to local educational agencies

(LEAs) and community-based organizations (CBOs) to initiate, expand, and improve physical

education for students in grades K–12. Grant recipients must implement programs that help students

make progress toward meeting State physical education standards.

Grant Amount: The estimated range of awards is between $200,000 and $800,000. Estimated total

funding available is $23,000,000.

Eligibility: Eligible applicants include: local educational agencies (LEAs) and community-based

organizations (CBOs).

The Dental Trade Alliance Foundation Announces the Availability of Funds for Oral Health Care Demonstration Projects.

The Dental Trade Alliance Foundation (DTA Foundation) is accepting applications for innovative

programs designed to improve access to and the productivity of the oral health care system by

identifying, nurturing, and leveraging promising projects.

Each applicant must be able to demonstrate that its project not only will improve access to oral care in

its immediate area, but also has the potential to scale and be implemented in other areas of the

country.

Grant Amount: Grant awards are funded up to a maximum of $25,000. It is suggested that the

majority of the requested project funds will be used for supplies, materials or new personnel not

presently on the project staff.

The Brookdale Foundation Group Announces the Availability of Funds for Group Respite and Early Memory Loss Programs.

The Brookdale Foundation is accepting applications to its Group Respite and Early Memory Loss

programs. Since 1989, the Brookdale National Group Respite Program has awarded seed grants to

organizations for the development and implementation of social model group respite programs —

programs that have served thousands of elders with Alzheimer's disease or related dementia and their

family caregivers. In addition to group respite, the development of programs for people with early

memory loss is also supported through this initiative.

Grant Amount: Grant support for either program includes:

a) $10,000 in year one, renewable up to $5,000 in year two (based on an evaluation of first-

year activities and the potential future continuity of the program).

b) All-expense-paid participation for one staff member at a training conference, to be held

November 11-13, 2016, in Denver, Colorado.

c) Ongoing technical assistance and support from staff in San Francisco and from the

foundation in New Jersey (including unlimited toll-free telephone support); and

participation in the Brookdale Respite Network.

Eligibility: To be eligible, applicants must be considered tax exempt under Section(c)(3) of the Internal

Revenue Code.

The Oak Foundation Announces the Availability of Funds for Supporting Students with Learning Differences.

The Oak Foundation anticipates the availability of grant funding to addresses the challenges people

with learning differences face in public school systems, elementary though college, by supporting

research and activities that assist students who struggle as a result of learning differences. The

foundation supports teacher development, student engagement and parental understanding to enable

students to follow their own individual paths to lifelong learning success. We seek partners who

design and create learning environments that are informed by student voices, neuroscience,

personalized learning best practices and universal design concepts.

Grant Amount: Grants of up to $500,000 are offered.

Eligibility: The Oak Foundation does not provide support to individuals and does not provide funding

for scholarships or tuition assistance for undergraduate or postgraduate studies. They also do not

fund religious organizations for religious purposes or election campaigns.

The PIMCO Foundation Offers Funding to Support Education, Gender Equality, and Women’s Financial Empowerment. The mission of the PIMCO Foundation is to empower people globally to reach their full potential. The

Foundation has recently released a request for proposals (RFP) for nonprofit organizations

nationwide that address one of the following categories: Education, or Gender Equality and Economic

Development. (A third category, Critical Human Needs, is limited to organizations serving Orange

County, CA, or the New York City metropolitan area.) In the Education category, the Foundation

supports organizations that are concentrated on early childhood education or college access for low-

income, high-risk, first generation college students. In the Gender Equality and Economic

Development category, the Foundation supports organizations that empower women and girls to

develop their collective voice to bring about change, as well as long-term approaches to women’s and

girls’ financial empowerment.

Grant Amount: Grant amounts range from $25,000 to $100,000.

Eligibility: Organizations must have had their 501(c) 3 status, or have been fiscally sponsored for at

least four years.

The David Bohnett Foundation Offers Funding to Support Social Activism.

The mission of the David Bohnett Foundation is to improve society through social activism. The

Foundation supports innovative nonprofit organizations that address the following areas: The LGBT

Community category focuses on national and Southern California organizations that provide equal

rights and protections for the lesbian, gay, bisexual, and transgendered community. The CyberCenters

category promotes the development of computer labs at LGBT community centers. The Gun Violence

Prevention category strives to reduce gun violence through research, advocacy, and community

empowerment. The Leadership Initiatives category supports the development of the next generation

of municipal leaders. The Animal Language category focuses on scientific and academic animal

language research.

Grant Amount: Grant amounts are not specified.

Eligibility: All eligible organizations must have a 501(c)(3) IRS designation and must fit within the

David Bohnett Foundation planned giving areas as described above.

Due Date: Letters of Inquiry are due June 30, 2016.

The Farrell Family Foundation Offers Funding to Support Education, Health and Human Welfare, and the Arts.

The Farrell Family Foundation provides grant funding in the following focus areas:

Education, with an emphasis on technology - Gifts will be made to tertiary institutions, as well as

secondary schools oriented toward technology. Ideally these schools will serve underprivileged

children who have the capability but not the resources to reach their full potential.

Health and Human Welfare - A FFF goal is to improve the health, well-being and self-

sufficiency of members of society who require a helping hand to get them out of difficulty, but have

the desire and will to eventually become independent and productive citizens.

The Arts - Recognizing that arts and culture play an important role in society as a whole, support

will be given to organizations that provide quality in their productions/exhibitions, access to the

entire community and strong outreach and educational programs.

Grant Amount: Grant amounts are not specified, but the foundation prefers to make major gifts

through “matching funds.”

The Weingart Foundation is Making Available Funds for Improving the Capacity and Sustainability of Organizations.

Weingart Foundation provides grants designed to strengthen the capacity and effectiveness of

nonprofit organizations delivering effective services in the areas of health, human services, and

education for people and communities in need. The Foundation gives highest priority to activities that

provide greater access to people and communities that are economically disadvantaged and

underserved. Funding is provided in the form of Unrestricted Operating Support, Special Project, and

Small Grant Program grants.

Grant Amount: The size of an Unrestricted Operating Support grant will generally range between

$75,000 and $200,000 over two years.

Eligibility: An organization that is certified as tax exempt under Section 501(c) (3) of the U.S. Internal

Revenue Code and is not a private foundation as defined in section 509(a) of that Code is eligible for

consideration. The Foundation does not fund Section 509(a) (3) Type III non-functionally integrated

supporting organizations.

Weingart Foundation funds organizations providing services in the following six Southern California

counties: Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara, and Ventura.

The Captain Planet Foundation Announces the Availability of Funds for Environmental Projects.

The Captain Planet Foundation anticipates the availability of grant funding for environmental

projects designed to encourage innovative initiatives that inspire and empower children and youth

around the world as they work individually and collectively creating environmental solutions in their

homes, schools, and communities.

Grant Amount: Grants ranging from $500-2,500 will be awarded.

Eligibility: Nonprofit organizations and schools with operating budgets of less than $3 million are

eligible to apply.

Walmart Foundation Offering State Giving Program in Several Focus Areas.

The Walmart Foundation State Giving Program awards grants to nonprofit organizations at the state

and regional level throughout the U.S. and Puerto Rico for programs that give individuals access to a

better life.

Applications will be accepted for programs within the scope of one of the following focused giving

areas: Career Opportunity, Hunger Relief and Healthy Eating, or Disaster Preparedness.

Organizations can also apply for Community Engagement grants. Community Engagement examples

include education programs, healthcare access, shelters, and other human service programs.

Grant Amount: Grants range from $25,000 to $200,000.

Eligibility: Organizations must have a current tax-exempt status under Section 501(c)(3) of the

Internal Revenue Code and must be recognized as a public charity (other than a Type III Supporting

Organization) to apply. Organizations must be listed in the most current IRS 50 State Master File at

the time the application is submitted and if approved, at the time the grant is awarded.

Due Date: Applications for the next funding cycle must be submitted between June 27 - July 1, 2016.

Federal Funding Opportunities

ARTS AND HUMANITIES

The National Endowment for the Arts (NEA) Announces the Availability of Funds for Art Education.

The NEA, through the Art Works category, is seeking applications for funding art projects that:

Are likely to prove transformative with the potential for meaningful change, whether in the

development or enhancement of new or existing art forms, new approaches to the creation

or presentation of art, or new ways of engaging the public with art.

Are distinctive, offering fresh insights and new value for their fields and/or the public

through unconventional solutions.

Have the potential to be shared and/or emulated, or are likely to lead to other advances in

the field.

Through Art Works, the NEA wants to achieve the following four objectives:

Creation: The creation of art that meets the highest standards of excellence.

Engagement: Public engagement with diverse and excellent art.

Learning: Lifelong learning in the arts.

Livability: The strengthening of communities through the arts.

Arts Education funding is focused on students. Projects are for pre-K-12 students, the educators and

artists who support them, and the schools and communities that serve them.

Grant Amount: Grants generally will range from $10,000 to $100,000. No grants will be made below

$10,000. Grants of $100,000 or more will be made only in rare instances, and only for projects that

we determine demonstrate exceptional national or regional significance and impact. In the past few

years, well over half of the agency's grants have been for amounts less than $25,000.

Eligibility: Nonprofit, tax-exempt 501(c)(3), U.S. organizations; units of state or local government; or

federally recognized tribal communities or tribes may apply.

To be eligible, the applicant organization must:

Meet the NEAs’ "Legal Requirements" including nonprofit, tax-exempt status at the time of

application.

Have a three-year history of programming prior to the application deadline.

Have submitted acceptable Final Report packages by the due date(s) for all National

Endowment for the Arts grant(s) previously received.

Due Date: The application process has multiple deadlines according to the area in which funding is

being awarded. The only area still available for funding is Art Works, and the first deadline in that

area is July 14, 2016.

Institute of Museum and Library Services Announces the Availability of Funds for Innovative Library Practices Projects.

National Leadership Grants for Libraries (NLG) support projects that address challenges faced by the

library and archive fields and that have the potential to advance practice in those fields. Successful

proposals will generate results such as new tools, research findings, models, services, practices, or

alliances that can be widely used, adapted, scaled, or replicated to extend the benefits of federal

investment.

Grant Amount: Grant amount vary between $10,000 and $2,000,000 and require a match.

In order to receive a NLG-Libraries grant, applicants must provide funds from non-federal sources in

an amount that is equal to or greater than the amount of the grant. Cost sharing is not expected for

research grants, or for applications for grants under $250,000, and will not be considered in the

review of the application.

Eligibility: To be eligible as an applicant for this National Leadership Grants for Libraries Program,

you must: be either a unit of State or local government or be a private nonprofit organization that has

tax-exempt status under the Internal Revenue Code. Eligible libraries include public libraries, public

elementary and secondary school libraries, college and university libraries, research libraries and

archives that are not an integral part of an institution of higher education and that make publicly

available library services and materials that are suitable for scholarly research and not otherwise

available.

BASIC NEEDS

The U.S. Department of Housing and Urban Development (HUD) Announces the Availability of Funds for Case Management and Support for Indian Housing Residents.

HUD’s Resident Opportunity & Self Sufficiency (ROSS) Service Coordinator (SC) program is designed

to assist residents of public and Indian housing make progress towards economic and housing self-

sufficiency.

To accomplish this goal, ROSS provides grant funding to hire Service Coordinators to assess the needs

of public and Indian housing residents and link them to supportive services that enable participants

to increase earned income, reduce or eliminate the need for welfare assistance, and make progress

toward achieving economic independence and housing self-sufficiency. In the case of elderly/disabled

residents, the Service Coordinator links participants to supportive services which enable them to

age/remain in-place thereby avoiding more costly forms of care.

Grant Amount: Grant awards may not exceed $35,000,000. Estimated total funding available is

$738,000,000.

Eligibility: Eligible Applicants include:

Public housing authorities (PHA)/Indian housing authorities. PHA applicants that are

currently eligible to receive annual renewal funding under the Elderly/Disabled Service

Coordinator (EDSC) program from the Public Housing Operating Fund that apply to serve

elderly/disabled residents through this NOFA will forgo all future eligibility for EDSC

The Administration for Children and Families (ACF) Office of Community Services (OCS) will be

accepting applications for grants to administer projects for the Assets for Independence (AFI)

demonstration program.

AFI grantees administer projects that provide individual development accounts (IDAs) and related

services to low-income individuals. Participants open an IDA and save earned income that is matched

by project funds. The combined participant savings and project matching funds will be used for an

allowable asset: a first home, a business, or post-secondary education or training.

Projects also assist participants in obtaining the skills and information necessary to achieve economic

self-sufficiency. Grantees are encouraged to tailor the strategies and services they offer to the needs of

The Department of Health and Human Services Announces the Availability of Funds for Systems Change Projects Targeting Services for Children and Youth with Autism Spectrum Disorders and other Developmental Disabilities.

This program supports the implementation of innovative, evidence-informed strategies to integrate

care at a system-level within a state for children and youth with autism spectrum disorders (ASD) and

other developmental disabilities (DD), with a special emphasis on medically underserved populations

(based on poverty, rural geographic location, and/or populations that experience health disparities).

The target population for this program is all children and youth within a state identified as at risk for

or diagnosed with ASD/DD. Using the care integration framework recommended by the American

Academy of Pediatrics (AAP), the care for children and youth with ASD/DD within the state will be

integrated across systems to improve access to appropriate screening, referral, diagnosis, care

coordination, and services.

Recipients/awardees will implement innovative, evidence-informed models of:

1) Family support and navigation

The Child and Adult Care Food Program (CACFP) is a state and federally funded program that

The State of California Announces the Availability of Funds for Deaf and Hard of Hearing Services. On April 12, 2016, the Employment Development Department (EDD) announced the availability of

$2,250,000 in Wagner-Peyser funds for the Deaf and/or Hard of Hearing (DHH) Solicitation for

Proposals (SFP). The program is designed to assist deaf and/or hard of hearing persons in search for,

obtaining and retaining unsubsidized employment, and career advancement opportunities. These

services will be provided at selected America’s Job Center of CaliforniaSM (AJCC) locations.

The State Board and the EDD anticipate funding grants for projects for up to 18 months in duration.

Grant Amount: For the purpose of this Solicitation for Proposal, up to $1.4 million is available from

the WIOA Governor’s discretionary funds. Applicants should submit proposals for up to $150,000.

Projects must demonstrate a significant match of cash or in-kind support for their project activities.

Eligibility: Eligible applicants include non-profit public or private agencies, community and faith-

based organizations, tribal government, and educational institutions.
