more than 150 supporting staff are available for smooth implementation of the Action Plan.

Higher Education Governance Benchmarking Activity

Detailed Action plan for Axis-1 and Axis-5

Benchmarking

Benchmarking is a technique of Governance designed to improve the quality and efficiency of public

services. In essence, benchmarking involves comparing specific aspects of a public problem with an

ideal form of public action (the benchmark) and then action on to make the two converge.

Department of Higher Education, Govt. of MP in collaboration with World Bank has devised MP

Higher Education Quality Improvement Program which is a novel approach to support the Govt. of

MP in implementing the version of Higher Education sector in terms of Quality Higher Education.

Brief Profile of the Institution

Govt. Science College, Jabalpur is one of the oldest Higher Education Institution of Central India

established in the year 1836. College is awarded ‘A’ Grade by NAAC in all the three cycles; 2002,

2011 and 2019. Probably this is the only college in the state who has been awarded ‘A’ grade in the

revised framework of NAAC (online submission of SSR). The College has been declared as ‘Centre

of Excellence for Science Education’ in 2002. UGC New Delhi selected this college as ‘College with

Potential for Excellence’ in Higher Education in all the three phases 2004, 2010 and 2014. Further,

UGC New Delhi has selected this college for special heritage status out of nineteen colleges selected

in the whole country. College imparts Science Education in 15 subjects with 23 combinations

courses in B.Sc., and BCA at graduation level, Post Graduation in 7 subjects, and Research Courses

in six science subjects. It is worth mentioning that this College is the only Govt. College in State

imparting UG, PG and PhD Courses in Environmental Science Subject.

Activities

Higher Education Governance Screening Card (HEGSC) of Govt. Science College, Jabalpur was

tested on 02nd

September 2019 by focal point Dr. Deepti Shrivastava, Bhopal. The Questionnaire of

Benchmarking Activity was provided which is comprising of five axes; specifically 1- Context,

Mission & Goals, 2- Management Orientation, 3- Autonomy, 4- Accountability, and 5- Participation.

Benchmarking activity report was provided to the college on 09th

January 2020.

A workshop was conducted by Department of Higher Education, MP and World Bank official at

Bhopal on 15-16 January 2020, where it was asked to prepare an Action Plan for improvement in at

least two axes. As per the discussion and suggestions in the workshop, College has selected Axis-1,

i.e., Context, Mission and Goals and Axis-5, i.e., Participation.

Axis-1: Context, Mission & Goals

Current Status of the College

Vision

The vision of the college is “to provide students with an environment for all round development

of their mental, physical, aesthetic, social and spiritual potentials and generating attitude of

integrity, honesty, fairness and tolerance so that they give off their very best”.

Elaborated Statement

Excellence in these areas is to be interpreted in terms of putting the skills developed in each to equip

themselves for good career prospects and at the same time, remain at the service of the socially

discriminated groups in our country, with a view to setting up a society where all have equal

opportunities.

Mission

The mission statement of the Institution is –

“Enlightening young minds through pursuit of excellence in science education and in the

process, instilling in them scientific temper”.

Elaborated statement

The College has the mission statement which is reflected in the motto of the college: “Jyotirhi

Vigyanam” meaning light is the science, in other words, “Science is the Light of Truth. Thus the

mission is-

● To enlighten young minds through pursuit of excellence in Science Education.

● To instill in them scientific temper, i.e., to remove shackles to subjective perception.

● To give to their thinking societal dimension arousing them with means and motives to

ameliorate the lives of multitude of their marginalized brothers.

Action Plan

Revision and Updation

Improvement in Quality and Governance by participation of various stakeholders-

o To revise and update the present Vision and Mission Statement

o An Oversight Team will be formed to carry out the process of participation of various

stakeholders in the process.

Stakeholders are – Students, Teachers, Lab Staff/Non Teaching Staff, Alumni, Parents, Jan

Bhagidari Samiti, Academic Council and Industry Representatives.

Proposed Plan to Ensure the Participation of Stakeholders

1. Students

Participation of students in this process will be ensured through major activities of students.

a) The existing Vision and Mission, although available on website of the College, students of all

UG and PG classes and research scholars will again be informed through announcement and

will be asked to write down the points in the bulleted form in a very specific and clear

manner. Incentive will be provided that those students will be suitably rewarded, whose

statements are selected after scrutiny by a committee.

b) Meeting of selected students as mentioned above will also be organized to finalize the

students’ version of Mission & Goals.

A meeting of Staff Council will be convened and all the members will be detailed about the

need and necessity of revision of Mission & Goals of the college, so that we can keep pace

with the changing scenario of this competitive world.

Faculty members will be asked to give their opinion and ideas for this process. A Committee

will scrutinize the best ones.

3. Lab Staff and Non Teaching Staff

They will be informed about the revision process of the Vision and Mission review.

They will be asked to give their thoughts/ opinion in writing for consideration by the

committee.

4. Alumni

Illustrious Alumni are the major source of inspiration, having the long tradition of more than

184 year old institution.

A meeting of Alumni will be convened to discuss the earlier Mission & Goals of our college

and requirement of its revision /modification. They will be asked to give their suggestions in

writing about the Mission & Goals of the college. The college committee will go through

each and every suggestion and will select best one for incorporation in the final version.

5. Parents

There are more than 3600 students studying in this college in various classes and it is

difficult to invite all parents in the College for meeting. Therefore, some selected parents of

different classes covering all the sectors of society will be asked for a meeting in the college.

They will be detailed about the earlier Mission & Goals of the college, they will be asked to

give their views regarding the change in the making/ revising of Mission & Goals of the

college.

6. Jan Bhagidari Samiti / Civil Society Members

As Jan Bhagidari Samiti is yet to be formed so designated chairman of the Samiti, the

Collector of Jabalpur District will be approached to suggest his opinion.

Opinion and views of the chairman and some other distinguished citizens of Jabalpur will be

taken to consider during the process of finalization.

7. Academic Council

This is the Supreme body of college regarding all academic matters. A meeting of the

Academic Council will be convened and the matter will be discussed with it. their

suggestions /opinions will also be considered before finalization of the Mission & Goals

statement of the college,

8. Industry Experts

Industry experts, although they are a few in Jabalpur, will be invited and a meeting with them

will be organized to get their suggestions and opinions for consideration in the process of

revision of Mission & Goals of the College.

After all the thorough discussions with all the stakeholders, opinions, ideas which would be

accumulated after scrutiny by the committee, a preliminary draft of Mission & Goals will be

formulated.

Finally a Meeting of representatives of all the stakeholders and the Committee headed by the

Principal will be organized in the college to finalize the draft of the Mission & Goals of the college.

Expected Outcome

The basic aim of the institution is for the holistic personality development of the students and help

them to develop an understanding and appreciation for the complex, cultural and physical world in

which they live, and to realize their highest potential of intellectual, physical and humanly

development, so that they become responsible citizen of the country.

With this Benchmarking activity for Axis-1, clear cut thoughts and ideas which will be collected

from all the stakeholders; a revised updated Mission and Goals will be formulated as per the

reputation and objectives of the College and Higher Education Department, Govt. of MP.

Indicators may be Qualitative as well as Quantitative. Indicators of Mission & Goals will be taken

up for the complete personality development of students in terms of their future endeavours as exam

result, moving to higher education, research, placement in job, self employment or any other future

activity which the student may choose. Student tracking mechanism will be developed to get the

information about the further activities of the students after leaving the college.

The College expects at least 2-3% increase in examination result and 3-4% enhanced placement for

the students.

Monitoring Mechanisms

The World Bank Core Committee and Oversight Team formed for implementing the Axis-1 Action

Plan will monitor the activities. These Committees will be headed by the Principal of the College

who will supervise the implementation and progress of the action plan. Principal will call regular

meetings of the committees to monitor the activities.

Time Line

Approximately eight months are required for completing the action plan for Axis-1. Breakup of eight

months is as under –

Formation of Committees & upload of Action Plan on Website: 01 month.

Meeting with all stakeholders: 03 months.

Scrutiny of opinions/ write-up/ discussion results and suggestions: 02 months

Display of draft documents: within 06 months.

Final Meeting with representative of all the stakeholders for finalization of draft: 01 month.

Statement Finalization by core committee and Publication: 01 month.

Resources

College is rich in Human Resources both in terms of teaching and non-teaching staff. There are 77

teaching positions filled out of 98 sanctioned posts. 52 Guest Faculties are working in different

Subjects. College is also having more than 150 support staff members; therefore, required Human

Resources are available in the college for smooth implementation of Action Plan.

Financial resources are also available in the college as more than 3600 students are admitted in the

College yearly. Sufficient fund for this activity may be availed.

Axis–5 : Participation

Action Plan

The College scored a little low, i.e., 1.30 of 4.00 in axis–5. This axis needs more attention so that

this dimension of Governance may improve, as it is rightly said that the participation of all

stakeholders is required in all the activities of the institution for good governance. Keeping this in

mind, college has planned the activities, which are as follows –

A. Strengthening of Alumni Association

B. Collaboration with Industry/ Universities/ Institutes/ Research Laboratories and other such

organization.

Action Plan for Strengthening of Alumni Association

College Current Status

College has its Alumni Association which is already registered. College has a Professor-in-charge to

look after Alumni activities.

Actions to improve Quality and Governance

1- Nomination of Alumni in different Committees of the College

Alumni are major stakeholders and their nomination in different committees of the college will

enhance their participation. There are about fifty Committees are formed at the beginning of the

session for smooth functioning and governance. The college will get the benefit of experience of

these Alumni.

2- Increase the membership of Alumni

List of Illustrious Alumni of this prestigious college is very rich, although most of them are not the

actual member of Alumni Association at present. A membership drive will be started through

Registration by various modes such as online process on college website, personal contacts and

information, promoting sensitization among out going (passing out students) and by other

suggestive modes preferably by tracking of students.

Registration of Alumni will be decentralized, as every Head of the Department will also be

asked to take up registration of under graduate, Post graduate and Ph.D. awarded students of

their respective departments. This will be coordinated by core Alumni Committee of the

College. This will prepare department wise Alumni chapters as well

3- Increase in Alumni Activities

1- Use of Expertise of Alumni: College has a long history of renowned Alumni who are

well placed both in India and abroad. College plans to utilize the expertise of these

Alumni for the welfare of students. They may share their experience, their journey to

success and all. This will also increase the participation of Alumni in various other

activities of the college. Alumni will also be called as subject experts to take lectures on

specified topics. Alumni Committee of the College will co-ordinate this activity.

2- Help from Alumni Association: Alumni Association may collect some endowment fund

for the college. Alumni Association can also help financially to needy students. Alumni

Association can participate, start many activities in the college for the welfare of students

and institution.

Expected Outcome

Nomination of Alumni in different Committees will enhance good Governance of the college.

Increase in Alumni membership.

Department wise Alumni Chapters will be formed.

Expertise of Alumni will benefit the students and institution in many ways. They will get

exposures to the experience of Alumni. This will also help the student to plan their future

course of action.

Increase in Alumni activities will be helpful for the welfare of students and institution.

Endowment fund collected by Alumni and Registration fee collected will be utilized for the

various activities & welfare of the institution.

Core Committee of Alumni Association of the college and Principal will regularly monitor the

Alumni participation and Activities. Regular meeting of college core committee and Alumni

Association will be organized in the college.

Time Line

Nominations of Alumni in different committees to increase their participation- 02 months

Increase in Alumni membership- enrolment of Alumni in the Alumni Association will be a

continuous process and will continue for the whole year.

Expert lectures /subject specific lectures of Alumni will be organized once in a month 3-8

months.

Alumni meeting will be organized in the college once in every two months.

Alumni activities will be planned for the welfare of students & institution- Once in every

three month.

Resources

Human Resources are available in the college. At least 25% faculties are Alumni of the college.

Some of the non teaching staff members are also the Alumni of this college.

Finances are also available in the college through Jan Bhagidari fund, registration fee/membership

fee collected from Alumni.

College has all the required infrastructural facilities for any small or big activity.

At present College has a little collaboration with other Institutes/Universities and other organization

which needs to be strengthened. In fact College does not have enough documentary evidence of

these collaborations.

Action to improve quality and Governance

Nomination of Industry/Universities representatives in suitable committee.

Collaboration of Industry, Universities, Institutes, Research Laboratories and other related

organization with the College will be done. This will be helpful for the students to complete

their project/internship work.

Students and faculties will be motivated to attend training programs/workshops.

Collaborative research work can also be undertaken with the institutes/ organization of

National repute.

MOUs with these organizations can also be signed.

Industry experts can also be called to teach specific topics of syllabus.

Consultancy Service Cell can be formed, Guidelines will be formulated.

Visiting faculty list from other institutes/ universities will be uploaded on the website.

Expected outcomes

Nomination of Industry/University representative will be done in suitable Committees. This

will enhance their participation.

Students have to do their projects/internship work. If collaboration letter/MOUs are signed,

students will go to these industries/institutes/Universities.

Monitoring Mechanism

Heads of department will be asked to collaborate and monitor the Industry and other Institutions

relationship with the department/college. College Core Committee of the World Bank will also

monitor the Industry/Institute/Academic relationship.

Principal will do overall monitoring through regular meetings.

Time Line

Nomination of industry/University representative in suitable Committees- 02 months.

Collaboration with Industry/ Universities/ Institutes and other such organization- 05 months
