District West-A, West B, South and South East were common defaulterswith less than 75% disbursals in both the lists. DOEs of these 4 Districts toapprise personally Additional Director Education (Planning) and Director(Education) about the improvement over this status by coming Friday i.e 11thNovember, 2016. Other Districts to focus on the remaining disbursals andcomplete the process within ten days.

3) Speed up disbursal in rio Centrally Sponsored Schemes:

The extended deadline for closure of National Scholarship Portal (NSP 2.0)is 30th November. If, by 30th November, DoE is not able to put data regardingeligible students on this portal, it will be closed and the money to be given toapprox 85000 students will lapse, which scenario will be totally unwarranted.District-wise status in rio Aadhar and Bank accounts is as under:

Only in 50% cases seeding has been done. For the remaining 50% cases,DOEsto ensure that seeding is done within next ten days. First priority shouldbe given to those 85,000 students, who are eligible for the centrally sponsoredschemes so that Planning Branch can take this data from the Students Moduleand upload it on NSP before the last date. All district DOEs to visit PlanningBranch tomorrow i.e on 08.11.2016 at 10:00 AM along with their IT Assistants inorder to acquaint themselves better with the on-line process of Authentication &Seeding so that they can guide HoSs better.

4) Details of Existing Students/New Admissions of aided schools to beon-line:

Out of Rs 10.5 Crore allocated for 'Free Supply of Test Books to AidedSchools', Rs 5.32 Crore only could be disbursed as on 04.11.2016 i.e just51.88%. In view of poor disbursal of money to the beneficiaries by the AidedSchools, Add!. DE (Planning) was directed to draft as Order (to be issued byASB) to the effect that by 31" December, 2016, all aided schools shall putinformation (like names, 10 numbers, Bank Account numbers, Aadhar numbers)of their 1.6 lakh students on the concerned module. If aided schools can drawthe salaries for their staff through online system, they should use the sameresources when it comes to the welfare of their students. The ASB should sendsome teams to sample check the authenticity of the data submitted by theseschools.

Once DoE has details of all students of aided schools, from next yearonwards, money under plan schemes can be released directly by the PlanningBranch to the bank accounts of the eligible students of aided schools. Thissystem will put an end, to a large extent, chances of corruption. As of now, thedepartment has to rely solely on the Utilisation Certificates given by theconcerned HaSs and complaints from parents keep coming that full amount isnot being disbursed.

5) Duplication of admissions in Govt. Schools:

JOE(Planning) informed that total enrolment of Govt schools as registeredin MIS is 15.7 lakh. Aadhar numbers of 13.70 lakh students have been entered.However, average daily attendance is approximately 12.5 lakh only.

JOE(Planning) & JDE (IT) to sit together and check if there are any casesof duplicate registrations (with a view to avail benefits under Plan Schemes fromtwo schools).

District DOEsto provide names of those schools to JDE (Pig.) where morethan 5 names have been struck off in Oct so that the reasons behind these NSOcases can be analysed. The students who are absenting regularly can besusceptible to having double admissions.

HoSs should be instructed to be strict with students absenting themselvesregularly from schools. In extreme cases, options like striking of names (class IXonwards) can also be exercised.

6) Inform schools about postponement of Inspire Awards Function:

Addl DE (Science) to issue Circular informing the next date/venue forInspire Awards Function (earlier schedule to be held on 9th November atThyagraj Stadium) so that students do not have to face inconvenience. Distt.DDEs to ensure that all participants (GovtjPvtjAided schools) are informedtelephonically, latest by tomorrow.

Like-wise, NTSE scheduled for 13 November has now been re-scheduledfor 18 December.

7) Computerisation of Science Branch:

As manual procedures take long and cause wastage of preciousmanpower, DE told JOE (IT) to arrange complete computerisation of theprocesses through which Science Branch conducts various exams. For example,Roll numbers of students can be sent online (like CBSE) to their respectiveschools so that Principals can take out prints, paste photos and authenticate theadmit cards - rather than thousands of students approaching Science Branchjust to collect admit cards.

8) Exploring Requirement of New STCs:

Within this week, DOEs to call respective D/BURCCwith the list of Out ofSchool Children (total 33000) and decide which schools need to set up SpecialTraining Centres in order to accommodate all the out of school children. HoSsneed to be given directions, accordingly.

Assistant Teachers (Guest) can be provided to take classes in STCs.

9) Delay in creating Module for STCs:

The limited work of creating a module for HoSs to submit on-lineinformation regarding opening STCs is taking unduly long. The concerned ITprofessional be directed to complete the work within this week itself.

10) Need Based Posting of Special Education Teachers:

This time around, postings of Special Education Teachers have been doneafter scientific mapping of which school has special children with specificdeficiency e.g. teachers with expertise for visually impaired children have beendeployed in those schools where visually impaired children are actually enrolled.Distt DOEs to inform IEDSS Branch if they come across any mismatch.

Since majority of children are in MR/HR categories, teachers with skills inthese two fields can be given charge of children in more than one school.

11) Zonal Resource Centre for IEDSS:

DE directed Estate Branch to expedite the work of Joint Survey /procuringEstimate/issuing sanction for PWD for the proposed IEDSS Zonal ResourceCentre.

12) DOEsto help set up Vocational labs:

Vocational Branch to provide district-wise lists of schools which have stillnot provided a room for setting up Vocational Lab so that DOEs can plan how toset up vocational labs even in those schools where space is limited.

13) Need for Greater Clarity in respect of Taxes on EORs:

Estimates/Sanctions in respect of buildings at Ghevra/Karala (NW-6) andmany others could not be finalised due to lack of clarity between PWD andFinance Departments of Delhi Govt. regarding which taxes to levied in respect ofconstruction of educational buildings. Spl DE (L&E) & Controller of Accounts todiscuss the further line of action with DE within two days.

14) Demolition of building at Kanjhawala:

Rather than waiting for a new survey report, L&E Branch has takenapproval of SE on the old demolition report in rio the Kanjhawala building. Thesame to be conveyed to PWD by tomorrow.

15) Shiv Vihar building (NE):

RDE(East) to give a brief report to DE as to why work has not picked upfor the construction of building at Shiv Viher -one of the most densely populatedareas in NE District-even though sanction has already been issued for this

16) DJB connections in Govt. Schools:

Rs. 48 crare had been sanctioned for DJB connections in 205 schools.Connections have been given in 80 schools. L&E branch to share this list withDistt. ~OEs so that they can check the actual status with concerned HoSs.There are 8 schools in Delhi where children have to depend on water supplied byDJB tankers.

ODE (South) to show the report of Ground Water Survey to DE within aweek so that further course of action can be decided.

17) RDE Office in SKV Ramesh Nagar:

Despite repeated reminders and meetings, PWD has not given an Estimatefor the ROE (West) office proposed at SKV, Ramesh Nagar. Objections are beingraised repeatedly. DE advised the ROE to withdraw the proposal from PWD andtransfer it to OTTOC for an estimate, including work station.

The ROE to whatsapp DE a brief report in rio the latest on construction ofnew building at Govt. Co-ed SSS, Karampura (West-A).

Action: Spl.DE(L&E)/RDE(West)

18) Repairs in buildings constructed by I&FC ;

Irrigation and Flood Control Department had constructed a few schoolbuildings at sectors 15, 16 and 24 of Rohini. PWD is not repairing it on thepretext that these are I&FC constructions. L&E Branch to get the DeficiencyMemos prepared and liaison with PWD to take over these buildings so that fullfledged SPSs can be constructed.

19) Sewer Connections not being provided by PWO:

DDEs raised the issue of problems being faced by schools like Lado Sarai,Badarpur No.2 & No.3, Mandawali and Fatehpur Beri because PWD did notconnect the new structures with sewer. Spl. DE(L&E) to ensure that, in future,estimates for constructions come with proper plan for sewer connection and thesame is properly executed by the construction agency before handing over thebuildings.

As for the existing buildings, wherever there is no sewer connection, theconcerned HOS should write to DJB and get the building connected to sewersystem. This is very important from the view point of health hygiene of children.

20) B.Ed College and Training Centre for SCERT:

Director (SCERT) informed that Estimate for construction of building forB.Ed. College and Training Centre at A-Block Defence Colony is pending atPWD's end for more than two years. It was decided to ask on DC also toprepare a preliminary design because PWD is likely to take more time as theyare facing shortage of design architects.

DE advised that the structural design proposed by OTIDC be presented SEand MoE for approval.

21) Opening DIET in the Revenue Distt. of Shahdara:

SpI.DE(L&E) to get a piece of Gram Sabha land allotted to SCERT forconstruction of a DIET in the Revenue Distt. of Shahdara as SCERT has themandate to open a DIET in all revenue districts.

22) Demolition in RPVV Paschim Vihar:

SpI.DE(L&E) to examine & resurrect the rejected file of demolition of 8rooms in RPVV Paschim Vihar. For the time being, students can be shifted in tinsheds to be erected in a corner in the play ground area.

23) Opening Six Model Schools:

DE proposed to start model schools in the six ready to use buildings inRohini, Dwarka & Kalkaji areas. These schools will be based on RPVV culture sofar as academic standards are concerned but will be different in the sense thatadmission will start Nursery onwards and the same will not be based onadmission tests (unlike RPVVs which start from 6th standard and admissions aretest based). Other norms, inter alia, may include the following:

These schools will be English medium.

Their names/nomenclature will be different from SarvodayaVidyalayasjRPVVs.

Best Principals/Teachers will be provided to these schools.

Science Stream will be compulsory in all these schools.

School Branch, Planning Branch & DDE (RPVV) will discuss modalities and,thereafter, a meeting will be held with the proposal in DE's office, sometime nextweek.

24) DDE (RPVV) to Give Report on Occupancy status in 17 RPVVs:

DOE (RPVV) will submit a report to DE w.r.t. number of total rooms ineach RPVV and their section-wise and class-wise strength. The report must alsomention how many more students can be adjusted in each class/stream as perRPVV norms.

25) Office of ODE (South West-B) to be Shifted to Sector-22, Dwarka:

DDE (South West-B) to survey the building of Sector-22, Dwarka with aview to start a school as also shifting the office of DOE (SW-B).

26) Officers to Visit Adopted Schools:

Out of 152 Adopted Schools, reports by only 37 patrons have beensubmitted. DE, once again, asked patrons to visit their respective schools asoften as possible and use their good offices to liaison with CTB/MDM/Admn/Welfare/Planning/Accounts branches if the adopted school seeks their help inany of the matters pertaining to these branches.

IT Branch to make Proforma of Inspection of Adopted Schools on-line forthe convenience of officers.

27) Module of Training for newly promoted PGTs to be amended bySCERT.

For the training of the newly promoted PGTs (starting from 21st

November), DE advised SCERT to include more of syllabus contents (selectedtopics) and how to convey it to students in a summarised form in view of thelimited time left for exams. Detailed teaching methodology etc should be keptfor a later date.

28) Important information shared by School Branch:

Add!. DE (School) informed that class XII will not have any winter breakthis time in order to compensate for the three days holidays owing to excessivepollution in atmosphere.

She further shared with officers that instead of one 3 hours Mock Test inDecember, this time students will be given two Mock Tests of lesser duration inone day.

Like-wise, Pre-Boards for classJanuary to 10-11 January this year.

XII have also been preponed from 17

Further, there will be no SA-II Exam for class III this year.

School Branch to issue circulars in rio above information.

29) Circular for Clarity on Syllabus:

School Branch to issue a Circular by tomorrow that the syllabus currentlyuploaded on the website is for Nishtha Reader Group and not for Non Readers.

Syllabus for Non Readers Group will be uploaded after 14th November.

30) Results of Summative Assessment-I:

DE expressed concern that the pass% of class IX is 36% despite the factthat 62000 plus students (failures of previous years) of class IX have joinedPatrachar Vidyalaya for class X under Vishwas sections. Another matter of worryis that results of Science and Commerce streams have declined from class XI toclass XII.

DE advised that, in no circumstances, should class XII be left out of sightbecause class XII result is the ultimate measure of our performance.

31) Evaluation of English Supplementary Readers:

School Branch to produce before DE the Main Readers & SupplementaryReaders of English (classes VI to VIII) in order to arrive at a decision on whetherto evaluate Supplementary Reader orally or through a written exam.

32) Ensuring Admissions of students selected through the EWS/DG 3rd

Draw of lots:

Distt. DOEsto ensure that all the children selected in 3rd Draw of lots heldfor EWSjDG categories are granted admissions by respective schools by15.11.16. As schools have already been given a number of chances to correcttheir data, now the pleas (if given by any school) like 'there is no vacancy' arenot maintainable.

All the more so, because the government will be reimbursing fees forevery student selected in the 3rd draw of lots - even if a child is admitted overand above the prescribed quota.

33) Data on EWS/DG Admissions done by schools recognized under RTEAct to be collected:

PSB now has on-line data w.r.t. EWSjDG admissions of all 1159 privateschools recognized under DSEAR.But data regarding EWSjDG admissions done byschools recognized under RTEAct is still not available because these schools didall admissions manually.

Distt. DOEsto arrange to collect this data from the schools recognized underRTEAct through on-line module to be provided by PSB.

34) Verification of Societies' Addresses/Schools:

Only Zones 7, 9, 13 have submitted reports w.r.t. verification ofaddresses of societies qranted land by DDA to run schools. All ROEsto get thereports compiled for onward submission to PSB latest by Thursday i.e.10.11.2016 as the court date in the concerned matter falls in November only.

35) Eviction of Men from Andh Mahavidyalaya:

DOE (Central/NO) informed that despite court orders for eviction withinsix months and consistent persuasion, the visually impaired men occupying theAndh Mahavidyalaya are not ready to comply with the court directions. ASB toput up a Cabinet Note in this matter within two weeks.

36) Districts to provide information w.r.t. court cases on payment ofUniform Subsidy:

There are two cases Filed by Social Jurist about which Litigation Branchhas asked for some information (on status of reimbursement of Uniform Subsidyetc) from Districts. Only half the Districts have forwarded the same. Thec.

remaining districts to supply the required information within two days so thatDoE does not lose the case.

DE advised litigation Branch to work towards clubbing these similar casesso that DoE does not have to appear in different courts for similar matters.

37) Providing Information regarding Supreme Court Cases:

In view of cancellation of Supreme Court Panel of Govt. Counsels, theLitigation Branch had asked each district to supply information about all pendingSupreme Court cases.

Zones 1, 3, 4, 8, 15, 17, 19, 20, 21 & 26 to supply the same so that nocase remains unattended. Other Zones have already done the needful.

38) DOEs must read Operative Part of Court Orders:

DOE (litigation) requested that Oistt. DOEs should read, at least, theoperative part of each court order and mark further action to be taken so thatsuitable action on court directions can be initiated in time. This will reducechances of contempt cases.

39} MOM Branch to review allotment of kitchens for inspection:

In view of complaints by Zonal DOEs regarding far off kitchens allotted forinspection, MOM Branch to review the allotment so that the allotted MOM kitchenis close to office/residence of the officer.

40} Inspection Schedule to be Shown to DE:

In view of grievance raised by DOEs/ROEs regarding the high number ofinspections mandated in two separate orders of Inspection Branch, DE directedDDE (Inspection) to put up both orders for her perusal so that a balanced viewcan be taken.
