MEND
Planning for a situation where a large
number of people may need to move
within a very short period of time is critical
to effectively mobilize and coordinate
resources, in order to meet emergency
needs for protection, shelter and
assistance.
Preparedness for evacuation also makes it
more likely that disaster-affected
populations can recover safely and quickly.

Save and protect the lives of people exposed to actual
or imminent danger through their timely and rapid
movement to safer locations.
Provide a tool to assist planning bodies in the
development or refinement of evacuation plans in
accordance with emergency management and
humanitarian principles.

MENDBackground
The MEND guide came to life at the request of several
countries and national disaster management authorities
to provide guidance on how to save and protect the lives
of people exposed to actual or imminent danger through
their timely and rapid movement to safer locations and
places of shelter. It was developed in close cooperation
with the MEND Steering Committee and incorporates
best practices and guidance, drawing on the manifold
experiences gathered in different countries around the
world, underlining the importance of comprehensive and
context-specific evacuation planning.
IOM expresses their gratitude to the representatives of Chile, Cuba, Cyprus, Germany,
Iceland, Italy, Japan, Malta, Nepal, the Philippines, Portugal, Sweden, Uganda, the
United Kingdom, the United States of America, Vanuatu, UNHCR, UN OCHA, the
Internal Displacement Monitoring Centre (IDMC), the International Federation of the
Red Cross and Red Crescent Societies (IFRC), and the European Commission
Directorate General for Humanitarian Aid and Civil Protection (DG ECHO)

Responsibility for developing evacuation plans
to manage such situations falls within the remit
of the NDMO that is tasked with planning and
implementing emergency response mechanisms
and ensuring the overall protection of the
disaster-affected population.

The mission will assist the Government
of Vanuatu in identifying and analysing
key gaps in current mass evacuation
planning and provide recommendations
for a clear strategy to address them. A
draft National Evacuation Plan will be
developed incorporating sub-plans for
three high-priority areas as indicated by
the Government. Given Vanuatu’s high
vulnerability to disasters, the mission will
provide concrete guidance on ways to
improve preparedness and decrease
vulnerability for the local population,
with specific focus on gender-specific
concerns.

The MEND mission in Vanuatu will be
carried out under the leadership of the
regional UN RC and will be undertaken
in close cooperation between the
National Disaster Management Office,
IOM, OCHA/UNDAC and the Vanuatu
Humanitarian Team in order to
strengthen the disaster management
processes of the humanitarian actors in
the country, promote disaster risk
reduction, preparedness and response.

The mission will focus on the three regions (specifically the
islands of Gaua, Tanna and Ambrym) that have been identified
as highly vulnerable to Volcanic Eruptions.
In identifying gaps and weaknesses in the existing evacuation
planning, the mission will also train the Government and other
stakeholders on the MEND Guidelines with a particular focus on
gender-specific risks and vulnerabilities that may arise in
displacement and evacuation settings.
On conclusion, the team will coordinate with the NDMO to
prepare a draft National Mass Evacuation Plan, three sub-plans
for each of the high-risk regions and guidance on how to realize
a final, complete and effective Evacuation Plan.
A detailed mission plan (including logistics plan) will be finalised
by mid April.

The MEND mission will provide the following outcomes:
1. Produce a draft National Mass Evacuation Plan outline (MEND
Vanuatu Guide);
2. Templates for Mass Evacuation Planning for targeted locations (
Ambryn, Gaua and Tanna);
3. Gap analysis for Mass Evacuation and roadmap for addressing
them , including stakeholder mapping and project development;
4. Finalization of Evacuation Center Guidelines (currently being
drafted by NDMO with support of IOM);
5. Guidance and National capacity building on MEND and CCCM;
6. Background information for Donor and policy brief
