CALL FOR PROPOSALS FROM TRAINING PROVIDERS
REF No: MoES/KPMG/001
In a bid to improve regional and local access to infrastructure, markets and skills development in the Albertine Region, the
Government of Uganda received credit from the World Bank for the implementation of the Albertine Region Sustainable
Development Project (ARSDP). ARSDP has 3 components: Component 1: Regional access and connectivity; Component
2: Local Access, Planning and Development; Component 3: Skills Access and Upgrading. The project is being
implemented by Uganda National Roads Authority, Ministry of Lands, Housing and Urban Development and Ministry of
Education and Sports (MoES).
The third component of Skills Access and Upgrading is being implemented by the Ministry of Education and Sports. The
component is designed to upgrade Business, Technical and Vocational Education and Training (BTVET) quality in the oil
and gas sector, make it more in line with private sector demands, and provide greater access to the BTVET to people
living in the Albertine Region.
Through the counterpart funding from the Government of Uganda, the project is expected to support up to approximately
600 learners from the Albertine region to undergo skills training in foremost oil and gas related training institutions in the
country. The training courses will range from two (2) to six (6) months. Longer courses will also be eligible if there is
evidence of demand in the labour market.
To effectively and efficiently implement the bursary scheme, the MoES procured a Bursary Scheme Management
Agency (KPMG East Africa) to administer and manage the Bursary Scheme on its behalf.
The Ministry of Education and Sports now calls for proposals from eligible training providers in Uganda to provide training
to selected leaners under the Bursary Scheme.

TRAINING PROVIDERS TERMS OF REFERENCE
1. Background
The Government of Uganda, through by the Ministry of Education and Sports, Ministry of
Lands, Housing and Urban Development, Uganda National Roads received financing from
the World Bank under the Albertine Region Sustainable Development Project (ARSDP).
The third component of the ARSDP, Skills Access and Upgrading is designed to upgrade
Business, Technical and Vocational Education and Training (BTVET) quality in the oil and
gas sector. Some of the proceeds in this component will finance through Government of
Uganda counterpart funds, bursaries for approximately 600 learners from the Albertine
region to undergo skills training from accredited technical and vocational training
institutions in the country.
The Ministry of Education and Sports now calls for proposals from eligible public and
private accredited technical and vocational training providers in Uganda to provide training
to the bursary scheme selected trainees for the priority trades identified. Successful
training providers shall sign Memorandums of Understanding with the Ministry of
Education and Sports.
2. Objectives
The objective is to improve skills development in the Albertine Region so as to increase
employability and benefit of the wider economy in the region.
3. Beneficiaries
The Bursary scheme will benefit trainees from the Albertine Region with approximately
600 bursaries to undertake competence-based training that will enhance their employment
prospects. The Bursary scheme is targeting trainee applicants that are native to and have
had their education in the Albertine region. Females are encouraged to apply. The trainees
will be selected from the districts of Nebbi, Nwoya, Buliisa, Masindi, Hoima, Kibaale,
Kyenjojo, Kabarole, Bunyangabu, Kasese, Bundibugyo, Kiryandongo, Kakumiro, Kagadi and
Ntoroko.

However, longer programmes at levels 2 and 3 will be considered if there is a
demonstrated demand in the labour market.
5. Roles and responsibilities
The selected training providers will be required to undertake the following roles and
responsibilities:
(i) Conduct selection of trainees deemed eligible for the Bursary Scheme to enrol on the
Bursary Scheme. Training institutions will receive applications that would have initially
been assessed by the respective districts and the management agent. Training
institutions will therefore have to select from this database of applications. Institutions
are expected to put in place effective diagnostic assessment procedures when
selecting trainees that demonstrate the applicant has the realistic potential to succeed
in the training programme and achieve certification at the end.
(ii) Enrol the selected trainees in the priority trades identified;

(iii) Provide theoretical, technical and practical knowledge and skills to the trainees so that
they gain the competencies demanded by employers;
(iv) Provide physical infrastructure, facilities, training tools, equipment and training
instruction materials to allow for both classroom and workshop training;
(v) Examine the trainees as per the approved assessment criteria per trade and arrange
for the certification of successful graduates;
(vi) Monitor attendance of all trainees and provide evidence of the same to the
management agency;
(vii) Provide timely and accurate monthly performance progress reports to the
management agency;
(viii) Place all enrolled trainees in the industry for employment. Reports should be approved
by both the employer and training provider as evidence;
(ix) Continue to comply with the applicable laws and regulations including as it pertains to
programmes provided;
(x) Maintain adequate records per trainee including name, contact, age, gender, district,
date of enrollment, duration of course, end date of trainee, trade, start date of
employment, assessment dates etc.;
(xi) Monitor and quality assure the delivery of training and assessment to trainees;
(xii) Facilitate any monitoring reviews or audits to be conducted;
(xiii) Accommodate trainees from the Albertine region.
6. Eligibility Requirements
The prospective training providers are required to demonstrate the following eligibility
requirements for their proposals to be considered for appraisal:
(i) Must be legally registered as a training provider in Uganda (Attach copy of certificate of
registration or incorporation, valid trading license and Memorandum and Articles of
Association or equivalent);
(ii) Must confirm the authorised representatives of the training provider (Attach valid
Power of Attorney);
(iii) Must be tax compliant where applicable(Attach income tax clearance certificate);
(iv) Must be financially sound (Attach audited financial statements or management
accounts certified by a registered certified public accounting firm);
(v) Must have competent, qualified and experienced tutors with tutor to student ratios
conforming to national standards (Attach CVs and copies of certificates);
(vi) Must have adequate physical infrastructure, facilities and equipment (Attach photos);
(vii) Must be able to deliver internationally accredited programmes (e.g. NEBOSH, City and
Guilds, OPITO, AWS, ECITB, Pearson) or provide evidence of plans to achieve
international accreditation or demonstrate partnerships with institutions providing
internationally accredited programmes (Attach copies of certificates, verified plans or
Memorandums of Understanding (MOUs) as applicable);

(viii) Must demonstrate strong industry linkages to allow for trainee employment (Attach
copies of MOUs or letters from industry confirming existing linkages);
(ix) Must have adequate systems for monitoring, quality assurance and reporting of all
aspects of the planned programmes (Attach format of reports or records);
(x) Must have documented rules/code of conduct approved by the Board and/or
Management (Attach copies).
7. Level and Duration of Training
The training courses will prioritize level 1, and 2 internationally recognised qualifications for
the listed trades that will range from two months to six months as shown in section 4
above. However, longer programmes at level 2 and 3 will be considered if there is a
demonstrated demand in the labour market.
8. Payment mechanism
The training providers will be paid in instalments, distributed between the start and
completion of the course and against the employment of trainees as indicated in the table
below:

9. Eligible Costs
Only eligible training costs shall be covered under the Bursary Scheme such as admission
fees, registration fees, tuition fees, assessment fees, internship/attachment fees,
accommodation fees, meals, as applicable. Training providers shall not be permitted to
charge additional fees to the trainees other than those covered by the bursary scheme.

10. Application Procedures
The training provider is required to send the proposal together with the required annexes in
accordance with the instructions indicated on the proposal forms. The proposals should be
hand delivered to:

(i)
The proposal should contain the following information but should not exceed 30 pages
excluding annexes:
(ii) Training provider’s particulars such as name of the training institution, physical
address, contact address, district.
(iii) Details of the current student population on each proposed training trade and the
maximum number that can be recruited.
(iv) Documentation confirming Industry sector linkages that the training institution has to
allow for employability of trainees.
(v) Documentation confirming accreditation, plans to obtain accreditation or affiliations to
accredited institutions.
(vi) Details of physical infrastructure, facilities, training tools, equipment and training
instruction materials to allow for both classroom and workshop training.
(vii) Number of tutors per trade and ratio of students to tutors. Attach signed employment
letters for tutors.
(viii) Evidence of the training institutions past performance for the proposed training trades
for the last five years.
(ix) Details of training provider personnel.
(x) Proposals or plans to increase enrollment of female students.
(xi) Demonstration of the training institution to enrol more students.
(xii) Quality control mechanisms in place at the training provider.
(xiii) Documentation supporting the legal status of the training institution.
(xiv) Documentation confirming the financial status (Attach audited financial statements for
last two years).
(xv) Proposed budget in Uganda Shillings per student per trade in the prescribed format.
The budget should be detailed showing costing for each of the items included in the
budget. It should also be consistent with the activities planned and with the human
and material resources needed.

(xvi) Any other information confirming eligibility of the training provider to participate in the
bursary scheme as per the eligibility requirements in section 6 and section 11. (Attach
evidence).
11. Proposals Evaluation Criteria
Applications meeting all the requirements mentioned above will be evaluated by a Bursary
Scheme Task Force comprising of different stakeholders in accordance with the following

The Ministry will not be obliged to provide clarification on questions received after this
date.

The deadline for submission of proposals is 28/02/2019 by latest 17:00 hours. All proposals
submitted after the deadline date and time will be rejected.

FORM A7: LEGAL STATUS
1 Enclose a copy of the Memorandum and Articles of Association or its equivalent. A
separate list of Directors/Partners/Proprietors should be attached. A joint venture
agreement should be attached where applicable.
