P R E F A C E
The Annual Employment Review is prepared and published by the State
Employment Market Information (SEMI) unit under the Directorate of
Employment and Craftsmen Training, Assam, Guwahati-08 for the year ended
2014. The required information in this Review is based on data collected
through the network of Employment Exchanges in the State of Assam under EMI
Programme. The main objective of publishing the Review is to highlight the
Employment as well as the unemployment situation in the State for the benefit
of the State Plans. Due to some unavoidable circumstances it was not possible
to publish the Review in proper time.
The Directorate of Employment and Craftsmen Training, Assam,
acknowledges the valuable and sincere efforts of Smti. A. Choudhury,
Employment Officer (EMI), DECT who has been instrumental in developing the
framework of this report. Contribution made by Sri P. Rava, Jt. Director,

STATE EMPLOYMENT REVIEW, 2014
INTRODUCTION:
The State Employment Review has been prepared by the SEMI unit of the Directorate of
Employment and Craftsmen Training, Assam for the year ended 2014. This Review is based on the
information collected by the various Employment Exchanges in the State of Assam under EMI unit.
OBJECTIVES:
The objectives of the EMI unit are as follow:
Functions-1: Collection of data on Employment from various public and private sector
establishments.
Functions-2: Compilation of Occupational-cum-Educational profile employees in the public and
private sector.
Functions-3: Assessment of Manpower shortage in the organized sector.
Functions-4: Identification of new establishments.
Functions-5: Preparation and submission of various returns and reports.
COVERAGE:
The Review contains the Employment situation in the organized sector of economy in the State
of Assam. The data collected in the EMI Programme covers only the organized sectors of the economy
of all the Establishment in the Public Sector and Non-agricultural sectors. In the Private sectors
establishments having more than 25 workers under the provisions of the Employment Exchange (CNV)
Act 1959 and employing 10-24 workers been collected on voluntary basis.
LIMITATION: The EMI Programme does not cover:
a) Employment in the un-organized sector.
b) Self Employment.
c) Part time Employment.
d) Employment on defence forces.
e) Employment in house hold works and Non-agricultural establishment employing less
than 10 workers in the private sectors.

OTHER LIMITATIONS OF THE PROGRAMME:
a) The Frame of establishment maintained at the Local Employment Exchange is not
comprehensive in certain cases due to non-inclusion of new and emerging
establishments.
EMPLOYMENT IN DIFFERENT SECTORS:
A comparative study of the establishment addressed and responded in the organized sector as per
ER- I statement as on December 2012, 2013 and 2014 are shown in Table No.1

percentage of response for the year ended 2014 are shown in Table No.2.

Estimated Employment:
In respect of non-responding Establishments their employees are estimated by the Employment
Exchanges on the basis of the information furnished by the Employers in the earlier year.
WOMEN EMPLOYMENT IN ORGANIZED SECTOR AS PER ER-I STATEMENT:
The present unemployment Scenario in the State is very grim. The employment of women in the
organized sector of the State was 383.1 thousand during 2014 accounting for 34.6 percent of the total
employment. In the year 2005 the number of women employee was 349.9 thousand showing a share of
around 31 percentage of total employment.

Employees in Private Sectors as per ER-I statement.
As per records so far in the Private Sector the total employment have been decreased by 3.0%
over the previous corresponding year due to retrenchment of seasonal (Specially in Tea Estate)
workers. The women employment also decreased by 2.0% during the year under report due to off
plucking season in the Tea Gardens. The variation report is shown in the Table-4 in both Private Sectors
Act and Non-Act establishments.

The significant variation in the Employment and reasons thereof in different sector of the
Public and Private Sector are as mentioned below-
Public Sector
a) Central Government: The total Employment found in this sector has been decreased by 3.77%
over the previous year 2013 due to retirement/transfer of staff.
b) State Government: The Employment in this sector has been decreased by 2.94 % over the
previous year 2013 due to retirement from various Departments.
c) Central Quasi Government: As per records available so far the total employment in this sector
is increased by 3.08 % over the previous year 2013.
d) State Quasi Government: As per records available revealed in the Quarterly EMI Statement
2014 total employment have been decreased by 10.15 % over the previous year 2013 due to
retirement of staff.
e) Local Body: The total employments in local bodies have been decreased by 1.62 % due to
retirement
Private Sector
f) Act : The total emloyment in Act Establishments have been decreased by 3.08 % over the
previous year 2013.
g) Non-Act : The total employment in the Non-Act establishments have been decreased by 2.30%
over the previous year 2013.

Section wise analysis of the Estimated Employees of both the Public and Private sectors:
SECTION WISE ANALYSIS:
The Section wise analysis has been found to be mix trend. Most of the section have been
decreased due to certain reasons such as appointment of temporary staff, seasonal workers,
retrenchment of workers specially in the Private Sector which is shown in Table-7.

T.C.A: Agriculture, Forestry and Fishing:
As per EMI statement for the year ended December 2014. The total employment have been
decreased by 3.07% over the Previous year due to Temporary workers in Agricultural Sectors.
T.C.B: Mining and Quarrying.
The fishing operation including Fish Farm, Fish Hutcharing etc the employment have been
increased by 0.17% against the previous year i.e 2013 due to engagement of temporary workers.
T.C.C: Manufacturing.
The total employment in this section found increased by about 3.35% due to engagement of
temporary workers.

T.C.D: Electricity, Gas, Steam and Air conditioning supply.The total employment in this section has been decreased by 6.89% due to retrenchment oftemporary workers.T.C.E: Water supply, sewerage, waste management and remediation activities.In this section the total employment have been decreased about 5.05%T.C.F: Construction. The Employment in this section has been found 1.57% decreases.T.C.G: Wholesale and retail trade, repair of motor vehicles and motorcyclesThe total employment in this section found increases is about 0.44% over the previous year due toengagement of technical workers for increases of wholesale business.T.C.H: Transportation and storage .In this section 0.61 % of employees have been decreased due to retirement/discharge of staff.T.C.I: Accommodation and Food service activities.Due to retirement, discharge of Employers in the Food services activities the total employment inthis section found decreases by 1.16% over the previous year.T.C.J: Information and communication.The total employment have been increased by 2.32% over the previous year due toappointment/engagement of staff.T.C.K: Financial and insurance activities.The employment found over the previous year have been decreases 1.33% due to retirement ofStaff.T.C.L: Real estate activities.In this section the total employment is found same.T.C.M: Professional, scientific and technical activities.The total employments have been increased by 11.66% over the previous year due to newappointment.T.C.N: Administrative and support service activitiesThe total employment in this division is increased by 51.84% over the previous year .T.C.O: Public administration and defence, compulsory social security.The total employment have been found decreased only 13.5% over the previous year dueT.C.P: Education: The total employment in this section has been decreased by 1.30% due toretirement of staff.T.C.Q: Human health and social work activities: In this section total employment has beenincreased by 2.74% due to appointment & engagement of workers.T.C.R: Arts, entertainment and recreation: In this section total employment remain same.T.C.S: Other service activities: The total employment increased by 4.06% due to engagement ofstaff.

LABOUR MARKET INFORMATION
There are 53 nos. of Employment Exchanges in the State covering 23 nos. of Districts. It is
a place where job-seekers Register their names in search of Employment but there are some
limitations.
a) To applicants above the age of 14 years are eligible for registration but there is no
maximum age limit prescribed for registration. Applicants, whose chances of getting
employed are remote, being too young or too old, apply for registration the position should
be tactfully explained to them and they should be discouraged from registering themselves.
b) The list of original documents (To be shown) and attested copies thereof ( to be submitted)
at the time of applying for Registration- Proof of Residency (Discretion of A.D.E/ E.O./
A.E.O. ), Age proof (Birth certificate / HSLC Admit Card/ School Certificate etc. ),
Educational qualification certificate, Additional qualification certificate etc, Experience
certificate if any, Caste Certificate, 3 copies of self attested passport size photographs.
JOB SEEKERS:
The total nos. of Job-Seekers on the Live Register of the Employment Exchanges in the
State for the last ten years in shown in Table 9:

The Physically Handicapped cell set up under the Directorate of Employment and
Craftsmen Training, Assam, assist physically handicapped persons in developing rehabilitation
plans, depending on their specific needs, aptitudes, interests etc. and their placement in
employment and self-employment etc .

NEW ERA IN EMPLOYMENT EXCHANGES OF ASSAM
Computerization of Employment Exchanges in Assam:
The mission mode project on ‘Computerization of Employment Exchanges’ is
taken up by the Ministry of Labour & Employment under National e Governance plan,
Govt. of India.
The Project aims to develop an integrated web portal for providing effective,
speedy and transparent employment related services to unemployed youth. One of the
major activities taken under this project is development of a national web portal to
facilitate matchmaking between demand & supply of the Labour Market.
The execution of the project was given to STPI ( Software Technological Park of
India). The project was rolled out in June/2009.
Site preparation in 62 location, including server room preparation in
DECT.
Installation of severs, switches, firewalls in DECT.
Printers & UPS in project sites
Development of DECT portal
Data Digitization & Manpower Training.
As per latest status Report of STPI, Computerization work is completed in all the
Employment Exchanges except Patharkandi and Barpathar where VSAT could not be
installed.

Career Coaching Cum Training For Competitive Examinations for Grade-111 andequivalent posts
The Directorate of Employment & Craftsmen Training, Assam continuously andceaselessly thrives to undertake proactive actions to reduce the unemployment scenario of theState. To increase the participation of unemployed youth in various competitive examination,career coaching cum training for competitive examination including soft skill up-gradation – thisDirectorate is taking proactive steps to tackle the burgeoning problem of educated unemployedyouth by successfully organizing and completing a free career coaching cum training programmeincluding soft skill up- gradation and Interview techniques for grade III & equivalent post,competitive examination in 27 districts of the State to prepare job-seeker for National and Statelevel Examinations such as Banking sector/Railway Recruitment Board/ Staff SelectionCommission, etc.
The Year -wise nos. of trained candidates in all the 27 districts Head Quarter of thestate are as follows:-
(a) 2011-12 : 4121 nos.
(b) 2012-13 : 2574 nos.
(c) 2013-14 : 2141nos.&
(d) 2014-15 : 2141nos.
Under this coaching cum training programme , the candidates are provided up todate information regarding latest General awareness etc. and various forth coming competitiveexamination as per of part post training assistance by the Professional Training period throughSMS service, etc.
Free coaching cum training to prepare for Pre – Recruitment Training for entry in toIndian Army, Navy, Air –Force, CRPF and other Paramilitary Forces, etc.(NavalRecruitment Centre at Guwahati):
In response to the Budget Announcement made by the Hon’ble Chief Minister,Govt. of Assam, in this budget speech for the year 2013-14, the Directorate of Employment andCraftsmen Training, Assam has taken initiative to set-up training Camps/Centre for training theyouth for free Coaching Cum Training to Prepare for Pre- Recruitment Training for entry in toIndian Army, Navy, Air- Force, CRPF and other Paramilitary Forces etc.( Naval RecruitmentCentre). Accordingly, training has been provided for the unemployed youth of the State to makethem prepare for Pre-Recruitment Training for entry in to Indian Army, Navy, Air-Force, CRPFand other Paramilitary Forces, etc, for last two consecutive years.

Craftsmen Training Wing
The Craftsmen Training Scheme was introduced by the Govt. of India in 1950. The main
objectives of the Scheme are-
1. To ensure a steady flow of skilled workers in different trades of the Industry.
2. To develop the quality and quantity of industrial production by systematic training of the
workers.
3. To reduce unemployment among the educated job-seekers by equipping them for
suitable industrial employment.
The candidates are given opportunity to appear for qualification test and national level
certificate after completion of Training.
The Industrial Training Institute under the Directorate of Employment and Craftsmen
Training, Assam dealing with the Craftsmen Training schemes in the Jurisdiction of DGE&T,
New Delhi. The Craftsmen Training Wing of this Directorate, there are 28 nos. of ITI’s in 23
district in the State of Assam such as General-18, Under TSP-3, Hills Area-2 and Women-5.
The Industrial Training Institute under the Directorate of Employment and Craftsmen
Training, Assam provides two types of Certification – (i) National Council for Vocational
Training and (ii) State Council for Vocational Training.
