1. JUIDCO ltd. invites offers from Competent Geotechnical Investigation Agencies for

Constituting a Panel of Geotechnical Investigation Agencies required for all civil Engineering

projects being executed by JUIDCO Ltd, in the jurisdiction of Various Urban Local Bodies under

UD&HD, Govt. of Jharkhand.

2. The State of Jharkhand has currently 44Urban Local Bodies at present and JUDICO ltd.

under the Administrative control of UD&HD, Govt. of Jharkhand is bound to provide

planned and systematic development of such urban areas to provide basic civic amenities

to the local populace. Such urban areas require efficient transport management system,

WATER Supply facilities, drainage system, better civic amenities for urban poor, pro-

active slum control and development strategy, beautification initiatives of pond lakes and

river, energy efficient street lighting systems, City Plans (Sanitation, Development,

Management), Market complexes, ,Municipal Buildings, Multilevel Parking facilities ,

Electrical crematoria, modern abattoirs, convention centers, better environment

management and providing the citizens of the state a better place to live in.

3. Accordingly sealed proposals/offers are invited from experienced and well qualified

Geotechnical Investigation Agencies having adequate experience for Civil Engineering

projects under various Urban development of Jharkhand.

4. Details with respect to submission of such proposal can be downloaded from

juidco.jharkhand.gov.in under tender section.

5. The last date for submission of offers is 11/08/2017 upto 15:00 hrs.

submitted on any working day during office hours along with all relevant supporting

documents, the technical part of which would be opened before the duly constituted

committee at suitable time, date and place under intimation to such interested firms.

8. JUIDCO reserves the right to accept or reject in part or as a whole any of the proposal

received without assigning any reason thereof.

9. Tender Document Fees to be submitted is defined in Table 1.1.

Instruction to Bidders

1. GUIDELINES FOR SUBMISSION

1.1 Interested agencies with requisite experience, have to submit required documents in

detailed as mentioned below: -

1.2 Technical Bid

i. Experience in the field of Soil Investigation in last 2 years. ii. Profile of the company. iii. Turn over details with Balance sheet, P&L. iv. Manpower details. v. PAN Card. vi. GST Registration/Applied for GST Registration. vii. Tender Document Fee of Rs. 5000/- in the form of Demand Draft in favor of

“Managing Director, JUIDCO Ltd.” payable at Ranchi.

2. JUIDCO’S RIGHT TO ACCEPT ANY OFFER AND TO REJECT ANY OR ALL OFFERS

2.1 The decision of the CMD JUIDCO Ltd regarding the opening of offers, evaluation and acceptance of

the offer shall be final and binding on all the Applicant Firms.

2.2 JUIDCO reserves the right to accept or reject any offer, and to annul the offer process and reject all

offers at any time prior to award of Offer, without thereby incurring any liability to the affected

Applicant Firm or Applicant Firms or any obligation to inform the affected Applicant Firm or

Applicant Firms of the grounds for the JUIDCO’s decision.

3. INFORMATION FOR FIRMS FOR SUBMITTING THE OFFERS

3.1 The Submission of Offers:

3.1.1 Each submitted Offer should be complete in all the respects, including the Tender Document

fee, which must accompany each submitted Offers. The Offers should enclose duly filled forms

as annexed along with.

3.1.2 The Offers should include description of the firm / organization, the firm’s experience in last

two years in this field of assignment, the qualification and competency of the personnel

proposed for the assignment. Necessary document in support of technical capabilities in

annexed format (T-1, T-2, T-3,) must be submitted along with the proposal.

3.1.3 An affidavit swearing the correctness of technical data furnished also must be submitted as

per the annexed format (F-3).

3.1.4 Thus the offers should be annexed with form T-1, T-2, T-3,F-1,F-2,F-3.

3.1.5 The Technical Proposal shall not include any financial information relating to the Financial

Proposal.

3.1.6 The offer should be deposited offline. The fees as described in Procurement notice should be

in a sealed cover which will be received in the office of:

4.2 Copies of Relevant documents in support of the above criteria should be submitted along

with proof, so as to enable equivalent marking.

4.3 It is mandatory for the agency to have the Accreditation with NABL.

4.4 Technical proposals marking not less than 60% of the total marks as per procedure for evaluation as

mentioned in Clause 4.1 will be selected and constituted into an expert consultant panel.

5. DECIDING AWARD OF OFFER

5.1 Presently more than 20+ national/international Consultants, Architects, agencies are working with

JUIDCO.

5.2 The list of empaneled Geotechnical Agencies under JUIDCO will be shared with all the

Consultants/Agencies/Architects currently working with JUIDCO.

5.3 The decision of engagement by the respective agency will be taken by the respective Consultants/Agencies/Architects who is appointed for the job.

5.4 It is compulsory for the Consultants/Agencies/Architects to get the Geotechnical Investigation carried out from among the empaneled agencies only.

6. OTHER TERMS AND CONDITIONS

6.1 The Firm shall abide by the instructions issued by the JUIDCO to him from time to time for the timely

completion of the assigned services. 6.2 Any firm which has been barred by the Central Government, any State Government, a statutory

authority or a public sector undertaking, as the case may be, from participating in any project, and the bar subsists as on the date of Proposal, would not be eligible to submit a Proposal either by itself or through its Associate.

6.3 6.3 If the bidder submits any fabricated document or if it is found that, the bidder has got any poor

past record with the Owner or in any other organization/s, in terms of manipulation of data or

submission of fabricated document or engaged in any other activity which makes him unreliable, the offer of such bidder will not be considered.

6.4 An Applicant Firm should have, during the last seven years, neither failed to perform on any agreement, as evidenced by imposition of a penalty by an arbitral or judicial authority or a judicial pronouncement or arbitration award against the Applicant Firm or its Associate, nor been expelled from any project or agreement nor have had any agreement terminated for breach by such Applicant Firm or its Associate.

7. SCOPE OF WORK

The general scope of work for Soil Investigating agencies are as follows: 7.1 Subsoil Investigation

7.1.1 This shall include all necessary boring, drilling the rock, sampling (undisturbed & disturbed),

sample collection for rock sample. Field Tests, Laboratory Tests as below, and other tests as

required by the JUIDCO Ltd./ its Consultants.

A. Test on Soil Sample

B. Test on Rock Sample

Rock piece samples &/or rock core samples collected by chiseling &/or drilling shall be tested for

the following.

i) Visual Classification : as per IS:4464 –1985

ii) Water Content, Porosity & Density : as per IS:13030 -1991

iii) Point Load Strength Index : as per IS: 8764 -1978

iv) Unconfined Compression : as per IS: 9143 -1979,

v) Slake Durability : as per IS:10050 -1981

C. Test on Sub-surface Water Sample i) pH value ii) Sulphate content iii) Chloride

content

All the boreholes shall be terminated at 12.0 m depth from the Existing Ground Level (EGL) or

minimum 3.0 m in Rock layer, whichever encounters earlier.

Note :

1. Here Rock means any type of Rock continuum below original Soil / boulder layer, including

Weathered Rock / Fractured Rock / Fresh Rock / Soft Rock / Hard Rock etc. but excluding

Boulder. Chiselling for breaking any local obstruction such as boulder etc. encountered

during boring operation &/or to prove that rock strata has been encountered is to included.

2. Penetration through Boulder Deposit: The Boulder deposit shall be identified properly &

shall be specifically distinguished from original rock stratum & properly furnished in the

bore log.

3. Rock Core Drilling: If the strata with Standard Penetration Test (SPT) ‘N’ value greater than

100 along with characteristics of rock is met with, the borehole shall be advanced further by

chiselling. During chiselling, rock fragments shall be collected. Identification of rock strata

shall be on the basis of geological identification by visual examination of collected rock

fragments. After it is ensured that rock is met with, borehole shall be advanced further by

core drilling in rock. The drilling equipment & procedure should conform IS:6926 -1973.

7.1.2 The field and laboratory test results in APPROVED FORMAT

7.1.3 Soil Stratification Repo

7.1.4 Foundation analysis and design for suitable foundation type(s) along with detailed

recommendations, and for different loads

7.1.5 A minimum specified numbers of Bore Holes, shall be made in the plot, as per directions of

the Department/its Consultants.

7.1.6 All clarifications as required by the JUIDCO Ltd / its Consultants shall be given, and

incorporated in the report.

7.1.7 All complete reports shall be submitted with all details in 6 hard copies, and 2 soft copies

format.

7.1.8 The Laboratory shall be equipped apart from the required testing accessories the following

specified equipments:

i. POWER OPERATED, WINCH DRIVEN, SHELL / BAILER ,

ii. Soil boring Rig.

iii. TWO TIER OPEN TUBE SAMPLER,

iv. SPLIT SPOON SAMPLER.

v. CROSS TYPE (0.2 TONNE) HARD FACING CHISEL

vi. HYDRAULIC FED ROTARY CORE DRILLING EQUIPMENT using NX size diamond bit & double

tube swivel core barrel with suitable core catcher/core drilling equipment.

vii. Equipment & Accessories as per IS: 9640 -1980

viii. Accessories required for sampling, procedure for core drilling as per IS:1892-1973 &

IS:2132-1986.

ix. The drilling equipment as per IS: 6926 -1973.

7.1.9 List of all the Laboratory testing apparatus proposed to be used shall essentially conform

BIS. The Bidder is required to furnish their model, make & capacity wherever applicable,

along with ownership proof.

7.1.10 List of all the Field equipment proposed to be deployed at site to be furnished. The bidder

must own at least 2 numbers of Soil boring Rig & at least 1 numbers of Rock core drilling

equipment as per TS.

7.1.11 Proposed Organizational set-up conforming to the TS, mentioning name, qualification &

experience of all the personnel to be engaged at site & laboratory for this job, along with

qualification proof & employment proof of stipulated technical personnel.

7.1.12 Detailed address of Bidder’s own laboratory & contact details shall be furnished along

with Laboratory’s ownership proof.

7.1.13 All the test should be done as per the standards and relevant IS codes as per the

direction of JUIDCO/Consultants/Agency.
