After going through the details of Terms and conditions of the contract (Annexure 2), scope
of contract (Annexure 2.1), Man Power Requirements (Annexure 2.2), List of items to be Provided
by the Contractor (Annexure 2.3), Standard catering menu (Annexure 2.4), Bidding
procedure/conditions for Technical Qualifications (Annexure 3), the bidder must submit Bids to
the office of the district Nazarat Deputy Collector, Collectroate Building, Lohardaga in the
following two parts:
(1) A separate envelop (as in Annexure 4) marked
Tender Form A- “TECHNICAL BID-“A”- COVER”
(2) A separate envelop (as in Annexure 5) marked
Tender Form B- “FINANCIAL BID-“B”- COVER”
NOTE:
The bidders are requested to inspect the Circuit House, Lohardaga and acquaint themselves
before submitting the bid.

ANNEXURE – 2
TERMS AND CONDITIONS
(1) Period of Contract: The contract will be initially for two years and based on the review
would be renewable at the end of second year by the DEPUTY COMMISSIONER,
Lohardaga. The contract may further be extended for a year on the basis of review by the
Monitoring committee approved by the Deputy Commissioner, Lohardaga.
(2) The Contractor is bound to ensure the cleanliness of the entire Complex, manning of the
reception desk as in Annexure-2.1 and providing hygienic and quality food & beverages as
given in Annexure-2.4.
(3) Manpower Deployment: The contractor shall provide the minimum number of persons
including the Supervisors. For housekeeping work, the minimum manpower requirement
should be as per the Annexure – 2.2. The contractor should engage required number of
cooks/helpers in the kitchen and also in the dining hall the required number of persons for
serving food. For catering the minimum manpower required for catering should be as per
the Annexure – 2.2. For manning the reception desk, the contractor should engage the
required number of persons per shift round the clock as per Annexure – 2.2.
(4) The contractor shall furnish to the Office of the Deputy Commissioner, Lohardaga a list of
Employees deployed by him indicating name, parentages, age, qualification, residential
address and permanent address, specimen signature along with two photographs for each of
them.
(5) The Contractor shall with prior approval of design and make by DC, Lohardaga provide
uniforms (separate uniform for housekeeping/catering/reception) with shoes, name badge
of the housekeeping/catering/reception service along with the Logo to his employees for
the areas of Job Contract at his own cost for easy identification & check and shall be
responsible for their proper upkeep, maintenance and turn out.
(6) The Contractor shall be responsible for: -
a. Making all payments to his employees including wages, leaves etc in accordance with the
provisions of relevant labour laws and for strict observance and compliance of all relevant
labour and other applicable laws as are applicable or may become applicable in future
including but not limited to any liability under the Minimum Wages Act, Industrial
Disputes Act, Contract Lobour (Regulation & Abolition) Act, Employees State Insurance
Act, Employee Provident fund Act, Payment of Gratuity Act, Payment of Bonus Act,
Workmen Compensation Act, Jharkhand Shops and Establishment Act and or/any other
statuary obligations including any financial liability or the obligation to maintain registers
and/or records under the said Acts and the rules framed there under Circuit House,
Lohardag will have no liability whatsoever in this regard.
b. The contractor shall ensure that the staff employed by him are properly trained, presentable
and polite in behavior at all times. He shall arrange for police verification and health check
up of the staff and shall remain responsible for their good conduct and discipline and make
good any loss caused by them to the property of Circuit House, Lohardaga or the guests.
The staff shall at all times wear prescribed uniform provided by the contractor and lapel
cards displaying their identity and names. If the contractor fails to abide by the terms &
condition of the agreement, the security money shall be forefited and the firny conterctor
shall be black listed.

c. The Contractor shall submit a challan every month as proof of having deposited the
contributions under the PF & ESI Act along with copy/extracts of Bank Pass Book showing
clearance of payment.
d. The Contractor shall depute his own supervisor to supervise the manpower so deployed in
the Circuit House and also for their discipline and conduct. The supervisor should submit a
detailed Weekly Report to the Officer authorized by the Deputy Commissioner, Lohardaga
with the required frequency for carrying out all the designated works.
e. The contractor is required to present his bill every month by the first week duly enclosing
copies of payment made towards EPF/ESI authorities with extracts of Bank Pass Book
showing the clearance of payment on this account. Payment of the Contractor will be
released for subsequent months only on production of the above documents.
f. ESI card/PF Slips to the engaged employees shall be issued by the Contractor.
g. Antecedents of each worker and partner of Contractor should be duly verified by the
Police. No person having adverse antecedents should be permitted to be deployed.
h. The entry of the Employees of the Contractor so deployed by the Contractor would be
through valid Security Gate Pass. The employees of the Contractor should sign the
attendance register with time of arrival at the Reception of the Circuit House, Lohardaga
for each shift. Payment will be made monthly w.r.t. attendance register on a proportionate
basis. This attendance register should be verified and authenticated by both the Supervisors
and authorized officer of Lohardaga Collectorate, and sent to the Reception Officer, Circuit
House, Lohardaga for his counter signature daily.
i. The Employees of the Contractor shall not seek regularization in the service of this Circuit
House at any point of time.
j. They should not move around or loiter about in places other than their assigned workplaces
nor approach the Guests or VIPs for any favour whatsoever.
k. Deputy Commissioner, Lohardaga will not in any manner be responsible for any act of
omission and commission of the employees engaged by the Contractor and no claim in this
respect will lie against Circuit House wan including any eventuality resulting in any
mishap. The Contractor indemnifies the Deputy Commissioner, Lohardaga against such
claims.
l. Any loss or damage to the Circuit House movable or immovable property caused by the
Workers of the Contractor shall be made good and will be deducted from the contractor.
m. The Contractor, (as when call upon by the office of Deputy Commissioner,Lohardaga)
will make himself available.
n. Washing/Dry cleaning, ironing of the Bed Sheets, Bed Spreads, Pillow Covers, Towels,
Curtains etc., the property of State Guest House– will be the responsibility of the
Contractor. The agreed amount payable to the Contractor is inclusive of this item and no
separate payment will be considered.
o. For catering, the contractor shall at his own cost provide all the necessary ingredients and
infrastructure for producing the food items, adequate numbers of staff in terms of cooks,
helpers etc. and also bear the cost of cooking as required, and all utensils, crockery and
other various items required therein and also as required in the dining hall or for room
service for guests. The deep freezer, water cooler, ROs, refrigerator and other furniture,
fixtures, fittings and equipment provided by the office of Deputy Commissioner,
Lohardaga in the kitchen and dining room will be handed over to the contractor on “as is
where is” basis and the contractor will be allowed to use them subject to their repair and
replacement at his own cost from time to time. The contractor shall with prior approval of
design and make by DEPUTY COMMISSIONER, LOHARDAGA, be responsible for
providing cooking utensils, cutlery, cooking ranges and other paraphernalia associated with
cooking/catering. For cooking/catering the following area shall be made available to the
contractor:-

Kitchen (Non AC) Ground Floor
Dining room (Non AC) Ground Floor
Dining room tables can be increased by the contractor with the approval of the Resident
Commissioner.
The electricity bill and water charges are to be borne by the contractor as per the meter
reading of the kitchen.
p. Any items handed over to the contractor by the Circuit House, Lohardaga shall be
accounted for and the Contractor would be responsible for safe handing over of these to the
Circuit House, Ranchi at any point of time and whenever the Contract becomes terminable.
The items shall be handed over either to a responsible Officer of the Circuit House or to the
successor Contractor, as decided by DEPUTY COMMISSIONER, LOHARDAGA.
(7) TERMINATION CLAUSE
a. After successful completion of the bidding, successful bidder shall have to enter into an
agreement with District Nazarat Deputy Collector, Lohardaga as in Annexure 2, 2.1, 2.2,
2.3 and 2.4 of this tender document.
b. This Agreement is terminable after two month’s notice from the office of the Deputy
Commissioner, Lohardaga in the normal course.
c. The earnest money of Rs.50000/- submitted by the successful contractor will remain
deposited as security deposit during the period of contract.
d. In case of unsatisfactory service of any kind the Deputy Commissioner, Lohardaga reserves
the right to make deductions according to his discretion. However, as regards persistent
default or unsatisfactory service or breach or infringement of any of the Terms and
Conditions of this Agreement, the Deputy Commissioner, Lohardaga reserves the right to
terminate the Contract after giving one month notice and the payment becoming due at that
time and the Security Deposit-will be forfeited, in such case.
(8) PAYMENT CLAUSE
i. Payment will be made monthly starting from the succeeding month of this Contract
becoming into Deputy Commissioner, Lohardaga.
ii. No advance payment will be made.
iii. TDS is recoverable as per rules in Deputy Commissioner, Lohardaga from each claim.
iv. All the aspects of this Contract will be inclusive of material and Labour.
(9) Any dispute arising out of these transaction is subjects final order by Deputy
Commissioner, Lohardaga.
(10) Items to be provided and the requirement expected of the Contractor.
a) The Contractor shall provide All items as in Annexure 2.3 -in each room and no separate
payment will be made.
b) The Contractor should stock the required quantity with him in advance.
c) As far as possible, employees belonging to Jharkhand State should be engaged.
d) The Contractor should not sublet the work.
e) The safety of the valuables in the rooms including the Set Top Boxes shall be accountable
and loss or damage will be recoverable to the extent necessary.

(11) Deputy Commissioner, Lohardaga Majeure:
Neither party shall be responsible for delays or failures in performance resulting from acts
beyond the control of the party. Such acts shall include but not limited to acts of God,
Strikes, Lockouts, riots, acts of war, epidemics, Government regulations superimposed
after the fact, communication line failures, earthquakes etc.
(12) COVENANTS OF THE CONTRACTOR:-
1. The contractor shall not stock any inflammable or otherwise dangerous materials, goods,
Narcotics or drugs in any part of the House premises, which would present a fire, health
hazard to the Circuit House property, its guests and visitors. the contractor shall take
adequate precaution for fire due to gas leakage from pipe line or cylinders and pay the cost
in case of damages.
2. The Contractor shall indemnify the Circuit House/Deputy Commissioner, Lohardaga from
any claims made or damages suffered by the Circuit House/Deputy Commissioner,
Lohardaga by reason of any default on the part of the Contractor, his agents or his
employees in due observance and performance of the provision of law. The Circuit
House/Deputy Commissioner, Lohardaga shall not be responsible for any loss or damage to
the belonging of the contractor in the premises of the Circuit House.
3. The Contractor shall not cause loud or noisy conduct nor indulge in anything whatsoever
which may constitute as Deputy Commissioner, Lohardaga of nuisance or annoyance to the
Circuit House or guests or the visitors.
(13). GENERAL CLAUSES:-
(a) The Contractor is required to furnish following information:-
(i) If contractor is a Company, the permanent address, Telephone number/ of the Registered
Office of the Contractor to be furnished.
(ii) If it is single proprietary firm – the name of the proprietor, his permanent residential
address and telephone numbers/and the address and telephone numbers of the Registered
Office of the firm;
(iii) If it is partnership firm, the permanent address and telephone numbers of the Registered
Office of the firm;
(iv) Further in case of (a) & (c) above, the Company or the Partnership firm as the case may be
shall furnish the name, permanent residential address and telephone numbers of each of its
Directors, partners or authorized representatives to the Circuit House/Deputy
Commissioner, Lohardaga for record and reference at the time of execution of the
Agreement; failure to comply with this clause or suppression or concealment of permanent
address or registered office of the Contractor, shall be considered violation of this
Agreement and entitle the Company to terminate the Agreement.
(b) The Contractor shall comply with all the directions, general or special, as may be given by
the Deputy Commissioner, Lohardaga who may vary, delete and withdraw such directions
from time to time.
(c) That if because of any strike or otherwise in this Circuit House, the Contractor is unable to
function or his business is affected, the Circuit House/Deputy Commissioner, Lohardaga
shall not be liable for any loss which the Contractor may suffer.

(d) The Circuit House/Deputy Commissioner, Lohardaga do not recognize any association of
the traders and in case any negotiation is necessary with regard to the clarification of the
terms & conditions of the contractor modification thereof. Such negotiations would be
sought by the Contractor alone and no collective representations shall be entertained.
(e) The performance of the Contractor shall be of a standard as befits a Circuit House of repute
and in keeping with the standards desired by the customers from such a House. The output
standards fixed by DEPUTY COMMISSIONER, LOHARDAGA would be strictly adhered
to. If and when complaints regarding inadequate performance/services of the Contractor or
complaints on any other count are received by the Circuit House/Deputy Commissioner,
Lohardaga the same shall be communicated to the Contractor for remedial action. In case,
the service still continues to be below the desired standards, the same shall be considered a
violation of the terms of this Agreement and the Circuit House/Deputy Commissioner,
Lohardaga shall be at liberty to terminate the Contract.

ANNEXURE – 2.1
Scope of the Contract
1. HOUSE KEEPING & CLEANING
I) OUT SIDE THE COMPLEX
-Parks, Road
i) The road/passage from the main entrance gate of the boundary wall to the
entrance porch of the building and other roads the boundary wall –
a) Shall be cleaned – daily twice
b) Wastes to be removed – daily twice
ii) The plants outside to the Entrance to this Complex-adjacent to our Compound
Wall- should be maintained.
Maintenance include:
a) Cleaning the Parks-Daily
b) Watering the Plants-Daily
c) Mowing the lawn – once in a week
d) Cutting and pruning the Plants once in a week.
e) Maintenance and upkeep of plants and lawns with manure,
disinfectant, etc.
f) Replacement of plants wherever necessary.
II INSIDE THE COMPLEX-SOURROUDED BY THE COMPOUND
WALLS.
i) The entire ground of this Complex outside the Building and within
the Compound Walls including the pavement:- To be Cleaned
Twice Daily and Garbage/Wastes to be removed.
ii) The green area/lawns inside the Complex- Shall be maintained.
Maintenance include:
a) Cleaning the lawns /parks-Daily
b) Watering the Plants-Daily
c) Mowing once in a week
d) Cutting and sizing the Plants once in a week
e) Replacement of plants/pots wherever necessary
f) Coloring the pots
III DRIVER'S ROOM, TOILETS, PARKING ETC.

a) Cleaning and Wet and Dry Mopping of the entire Ground Floor, Reception
area using quality polish and Phenyl and with quality disinfectant: Every
hour as shown below:

b) Dusting and cleaning the entire walls within the Complex up to the
Tiled portion: Daily once
c) Cleaning the entire area on the Ground Floor including dining room,
lobby, reception: Daily once
d) Cleaning all the Wash Basins using Harpic: Daily thrice
e) Common Bath Rooms/Toilets- Ladies & Gents- Shall be cleaned with
Harpic 4 Times daily viz. at 9.00 AM, 1 PM, 4 PM and 8 PM (cleaning
shall include cleaning of the toilet room walls upto the tiled portion).
f) Sanitary Cubes shall be put in the Common Toilet Gents Urinals.
g) All Accessories-Furniture, Almirahs, etc., shall be dusted daily.
h) Common sitting lounge: Daily cleaning including the furniture.
i) Officer rooms shall be cleaned on daily basis with mopping.
j) Open terrace shall be cleaned and mopped daily. In rainy season,
mopping to be done as and when required to keep the terrace dry.
ii) First Floor
a) Cleaning and Wet and Dry Mopping of the entire First Floor –all the
Rooms- once in a day and Verandah on an hourly basis using quality
polish and Phenyl and with quality disinfectant as shown below:
06-22-Every hour.
Machine cleaning once a week. b) Dusting and cleaning the entire walls up to the Tiled portion: Daily once
c) Common Bath Rooms/Toilets- Ladies & Gents- Shall be cleaned with
Harpic 4 Times daily viz. at 9.00 AM, 1 PM, 4 PM and 8 PM (cleaning
shall include cleaning of the toilet room walls upto the tiled portion).
d) Cleaning all the Wash Basins using Harpic. Daily thrice.
e) Conference hall shall be cleaned and mopped using Surf on a daily basis
twice i.e., before and after office hours and also on holidays.
Common Areas of all floors.
Cleaning of common area four times a day.
Cleaning and mopping daily with phenyl;
Bathroom-surf-phenyl daily.
Toilets & washbasin-harpic both daily.
v) Stair Cases
Shall be cleansed including the Balustrade: daily once.
vi) Terrace
Daily once.

vii) General cleaning shall include the following:
I. Removal of Cobwebs daily in the entire complex using
Vacuum Cleaner.
II. Cleaning includes collection and removal of garbage.
III. Cleaning is inclusive Telephone Instruments.
IV. The employees of the Contractor shall assist the official for
the occasional removal and replacement of furniture.
List of items to be provided by the contractor is given in Annexure 2.3
2. CATERING
1. The contractor shall supply to the officials and authorized guests of Circuit House,
Lohardaga hygienic and quality food items including breakfast, lunch and dinner snacks,
coffee, tea, cold drinks and other non-alcoholic beverages on the scale and charges as per
annexure – appended hereto.
2. The food and beverages to be provided will be as per the standard menu and the rates as
per the Annexure – 2.4 and as revised with the approval of the Deputy Commissioner,
Lohardaga from time to time.
3. The contractor shall also prepare an ala Carte menu comprising of Indian/Chinese Veg &
Non – Veg dishes in consultation with the Deputy Commissioner, Lohardaga. Such an
approved ala Carte menu shall also be allowed to be operated and displayed separately in
addition to the standard menu as mentioned in Para-2 above. The rates for the items in
this ala Carte menu should not exceed the rates for similar such items in any Grade – I
Restaurant/ Eating joints in Lohardaga and in any condition should be got approved by
the Deputy Commissioner, Lohardaga ,
4. Any revision in the menu or the rates and the size of the servings shall require prior
approval of the Deputy Commissioner.
5. RO filtered drinking water shall be supplied in all the rooms free of charge as per the
demand of the guests.
6. The contractor shall primarily cater to the inmates and their guests. The services to
outside guests shall be subject to the conditions and restrictions imposed by the Deputy
Commissioner, Lohardaga so as to ensure that the service to inmates is not adversely
affected.
3. RECEPTION
1. The contractor shall provide trained, experienced and courteous manpower for handling
the reception desk round the clock. The staff should be able to operate and handle EPABX
machine including receiving/connecting telephone calls, keeping messages for the guests
residing in the Circuit House, providing general information and necessary facilitation to
the guests.

dishes in consultation with the Deputy Commissioner, Lohardaga or any officer authorized by the
Deputy Commissioner, Ranchi. Such an approved ala Carte menu shall also be allowed to be
operated and displayed separately in addition to the standard menu as mentioned in Para-2 above.
The rates for the items in this ala Carte menu should not exceed the rates for similar such items in
any Grade – I Restaurant/ Eating joints in Lohardagaand in any condition has to be got approved by
the Deputy Commissioner, Lohardaga or any officer authorized by him.

BIDDING PROCEDURE
Two cover systems will be followed:
(1) A Cover should contain the technical bid with EMD of Rs.50, 000/-in separate envelop
marked “TECHNICAL BID-“A”- Cover” (2) B Cover should contain the Financial Bid in separate envelop marked “FINANCIAL
BID-“B”- Cover”
(3) Financial bids will not be opened in respect of unqualified Technical bids.
TECHNICAL QUALIFICATIONS
1. The party should produce satisfactory evidence that the firm/company/entrepreneurs are
professionally qualified with at least three years of experience, out of each at least one year
is in any of the last three years, in housekeeping and catering department in a three star
hotel/Circuit Houseof State/Central Government/PSU/Private Sector with not less than 15
rooms.
Note: Documentary evidence / References/ work order/ Agreement including details of the
services provided by them in the previous 3 years and the value thereof should be filed to
corroborate the eligibility on any of the ground above.
AND
2. The firm/company/entrepreneur should have annual turnover of minimum Rs.10 lakhs in
housekeeping and Catering in the pervious 3 financial years with proof of commensurate
TDS deductions thereon.
AND
3. The firm/company/entrepreneur should have EPF and other statutory registration and
should have filed return in at least last three years for minimum 20 employees. Copy of the
returns in each of the last three years showing the category-wise number of employees
with EPF registration should be submitted.
4. The supportive documents to prove eligibility on the basis of points 1 to 3 above and the
following should be submitted failing which tender would be technically disqualified.
a. Audited financial statements of the previous 3 financial years along with copy of
income tax return.
b. Details of registration with sales tax, VAT, income tax and other authorities as
required under the law.
5. The party should submit a declaration/affidavit to the effect that they have not been
convicted by a court of law or on criminal case in pending against them.
Note: The Tender Committee reserves the rights to accept or to reject any bid and the decision of
the tender committee will be final.
