PART ONE: CONTEXT

1. Origin of the Pre-project

The idea of this pre-project stems from activities conducted by the NGO Cameroon Ecology (Cam-Eco), whose national headquarters are in EDEA, Department of Sanaga Maritime, Province du Littoral, Cameroon. Cam-Eco has found that the "Littoral" (coastal) Province in general and the Sanaga Maritime Department in particular loses its plant cover on a daily basis. The causes of this gradual loss of natural forest are many: (1) high population growth rate; (2) the conversion forest lands to establish vast agro-industrial plantations, mainly oil­palm trees and rubber trees; (3) illegal forest logging, greatly accelerated by the proximity with the economic hub of the Douala Port combined with a the lack of an effective control and surveillance mechanism.

To reduce these pressures on forests and promote thesocio-economic development of these communities, for a number of years, Cam-Eco has endeavoured to support the rural communities in the creation and management of community forests as well as to report forest offences to the forest authority. However, the consequences of Cam-Eco action is still limited in view of the magnitude of the task, and it is urgent to establish a system which could secure rational and sustainable forest management in general, including mangrove forests, in order to better ensure their protection. Similarly, this system should also ensure better livelihood for the communities based on the local economy because in spite of significant environmental resources, these communities are among the poorest in Cameroon.

In this perspective, Cam-Eco, acting in collaboration with the Cameroon Wildlife Conservation Society (CWCS), had the idea to develop participatory mangrove forest management in and around the DoualaJEdea wildlife reserve in order to conserve this fragile ecosystem affected by misuses and alteration of all sorts.

However, the development of a project of this nature requires baseline information data on physical, ecological, socio-economic, cultural and institutional aspects still not available. More specifically, knowledge data on mangrove forests are approximate, especially with regard to their current conservation status, ecosystem, socio-economic potentials, regeneration capacities, economic values, for the parties involved in fllt~b/ood harvesting for the fish­smoking industry, hence the various constraints on the est:1blishment of a sustainable management process for this resources highly sought aft~r by communities from Ghana, Nigeria, Benin, Mali, etc. FAO conducted a number of studies on Cameroon's mangroves, whose reports are still awaited; these studies tend to be global in outlook and this pre-project will certainly help refine the results of these studies conducted at national level and help develop effective, local-level solution to the weaknesses identified.

The Sanaga Maritime Department covers around 20,400 km2 and has a total population of circa 200,000 inhabitants *. Sanaga Maritime is situated in the Littoral Province; it is subdivided into six arrondissements and two districts - Edea, Dizangue, Mouanko, Ndom, Ngambe and Pouma; Massock and Nyanon. Sanaga Maritime is dominated by an equatorial forest contiguous to a savannah land, and the Department has a non developed shoreline almost 80 km in length. Sanaga Maritime Department has an extremely varied landscape featuring almost every climatic, drainage

system, demographic, ecological and wildlife characteristics of Cameroon *. The Department is bordered by the following neighbour Departments: Nyong and Kelle to the East; Mbam to the North; the Atlantic Ocean to the South; Wouri and Nkam to the West.

* The mangrove forests of Cameroon cover over 30% of coastlines, i.e. a total surface area close to 400,000 ha. The two dominant species are Rhizophora racemosa (90%), A vicennia germinaus (5%). Main mangrove forest locations are:

The mouths of river Nyong, Lokoundje and Ntem respectively; Cameroons Estuary which lies between the mouth of Sanaga to Cape Bimbia, where in addition to estuarine mangrove forests, there are fluvial mangroves which are found along the banks of rivers WOURI, SANAGA, and DIBAMBA The land comprised between NJANGASSA and the Nigerian border, as well as the group of islands lying offshore the Rio Del Rey estuary.

The DoualalEdea Wildlife reserve was created in 1932; it covers 160,000 ha and is situated in the coastal plain of the Sanaga valley within the Kribi-Douala basin. Some 60 villages with a total estimated population of 10,000 people live within and around the Reserve. The Reserve is made up of mangroves and moist forests and contains rich natural resources. Its diversified vegetation comprises moist Congolese hill forests, mangrove forests, secondary forests and croplands. The reserve contains scattered swamps, several lakes and streams providing their habitats to several mammal species*. (See map in annex)

2. Sectoral policies

The Mangrove forest regeneration and management project around the DoualalEdea reserve, for which this project proposal has been developed, is consistent with the policy of the Government of Cameroon aimed to promote the involvement of communities in forest resource management. The main reference documents reflecting the commitment of the Government of Cameroon to make community forest a tool to combat poverty and implement sustainable natural resource management are as follows:

Forest Law n094/01 of 25 January 1994 and enactment decree N° 95/531 PM of 23 August 1995. The Community Forest Management Procedures and Management Standards Manual. The ForestslEnvironment Sectoral Programme (PS FE) The Poverty Reduction Strategy Document (DSRP).

The national forest policy aims at achieving the sustainability of economic, ecological and social functions of forests under an integrated and participatory management framework, in order to ensure the sustainable use of natural resources and ecosystem conservation. It was developed around the five following main thrusts: 1) To ensure the protection of the Permanent Forest System and contribute to the

environment protection and biodiversity conservation. 2) To enhance community participation in the conservation and management of forest

resources so that these resources can contribute to improving community livelihood. 3) Forest resources should contribute to improving GDP while maintaining their production

potentials. 4) To ensure the renewal and maintenance of the resource base through the regeneration and

reforestation processes.

5) To give the forest sector a new momentum by establishing an efficient institutional system allowing for community participation in the forest and environment resource management actions.

The full project proposal this pre-project will help develop is fully consistent with the five Cameroonian forest policy thrusts described above. It will be incorporated into Components 2 and 4 of the PSFE. The Project to be developed will also draw from the results of the national level studies on Cameroonian mangroves conducted by FAO. These results will provide the background and baseline material for developing the future project in order to give a more concrete dimension to the national scope study on mangrove forests implemented by FAO. The project will also contribute to improving and conserving forest resources; it will establish the participatory management of these resources to improve the economic development of the beneficiary area.

PART TWO: THE PRE-PROJECT

1. Pre-project objectives

1.1. Development objective

The long-term objective is to contribute to the conservation and sustainable management of mangrove forests in the Sanaga Maritime Department in order to promote the integration of the local forest economy into the poverty alleviation framework.

1.2. Specific Objective

To analyse the status of mangrove forests situated around the DoualaJEdea Wildlife Reserve, Sanaga Maritime Department, in order to formulate a project proposal for the sustainable management of this ecosystem.

2. Justification

2.1. Problems to address

Most of the vegetal cover of the Sanaga Maritime Department in general and the DoualaJEdea Wildlife .keserve in particular is made of Congolese moist hill forests, mangrove forests and secondary forests which have been intensively logged for several decades. The landscape of the Department, once lush and woody, is now occupied by vast expanses of degraded forest land, fallow land, extensive industrial oil palm, rubber tree plantations, etc. Because of the intensive, uncontrolled wood harvesting activities and unsustainable agricultural practices, the mostly degraded and secondary forests of the Sanaga Maritime Department are placed under multiple pressures:

very intensive agricultural activities with destructive practices, including slash-and..: burn agriculture; chaotic forest exploitation for timber and fuelwood to satisfy the ever-growing demand from Douala, Edea and Kribi; the overexploitation of mangrove wood for the fish-smoking industry in the fishery camps around the DoualaJEdea wildlife reserve; aggravated poverty and the vulnerability of local communities who resort to illegal logging practices to ensure their livelihood; a zoning plan inadequate to actual field conditions

various illegal logging practices

The contribution of Cam-Eco will consist in promoting a sustainable, participative type of mangrove management through the community forest process and developing mechanisms to ensure a more profitable use of forest resources to benefit the socio-economic conditions of local communities. Cam-Eco's mission will be to support the creation of community forests in mangrove areas, build the communities' capacities to use mangrove regeneration techniques and support the creation and management of income-generating activities with low environmental impact.

The pre-project is to address the problem caused by the lack of baseline data needed for the development of an integrated action plan to be implemented by the proposed future project.

2.2. Reasons for this pre-project

Additional information that should be collected under this Pre-project to support the identification, development and formulation of a future project to be submitted to ITTO are as follows:

Population and social data: village communities surrounding the DoualaJEdea reserve are difficult to access and significant amounts of resources are required to provide access to them. Technical data:

o the dynamics of mangrove and mangrove regeneration techniques are additional information required for the effective identification and prior assessment of activities to be conducted under the project

o low-impact, high value-adding wood and timber harvesting methods are to be identified in order to better outline expected project results, economic profitability and impact on the communities based on the Reserve.

o Intensive silvicultural treatment to be included in the proposed project for the value­added development of areas degraded by the destructive logging practices currently applied on the mangrove forest.

Other factors likely to negatively impact the achievement of objectives and the future sustainability of the project.

2.3. Target beneficiaries

2.3.1. Direct beneficiaries The local communities and populations living in and around the DoualaJEdea Wildlife Reserve, who are increasingly affected by poverty and who are participating in or are victim of the plunder of their natural resources, will be the key direct beneficiaries of the project. These communities are to be involved in every phase of the project; every project operation will be identified, implemented, monitored and evaluated by these communities with the technical support of project personnel. Education and outreach campaigns will target them in order to help them familiarize with the future project, secure their support to the project and ensure their future ownership of project results. The other direct beneficiaries will be the small-scale forest operators and logging concerns; these are usually among prime illegal loggers. Education and outreach sessions will :1e conducted for them in order to involve them in future project activities. Fishermen in fishery carLips within the reserve area will also become direct beneficiaries: ~hey are prime consumers of mangrove wood, which they use for smoking fish. Women are largely involved in this activity and therefore are very closely associated to the formulation of this project.

2.3.2. Indirect beneficiaries Indirect beneficiaries are those based in other areas of the Department and the country at large. They will develop a better knowledge and better understanding of the project area; they will have ecological, socio-economic, physical data available together with a zoning map of the area to provide a detail picture of local conditions. This information could be used for the development of other programmes and projects. Government departments such as MINFOF, MINADER, MINATD, and NGOs involved in rural and environment development activities, as well as the sectoral and support programmes such as PSFE, PNVRA, IRAD, and ICRAF are included among indirect future project beneficiaries.

The project will also act as a source of data and information for ITTO and other international institutions and they could use these data to develop further strategies, programmes and projects.

2.4 Other relevant aspects The proposed project area is a wetland and the mangrove ecosystem is fragile; the destruction of the mangrove may lead to the local extinction of several species of mammals, waterfowl, birds and other marine biodiversity including sea turtles. A study conducted by ewes in 1998 has shown that over 5,000 steres of mangrove wood are cut each day in the reserve; this represents 0.99% of the total mangrove forest in the reserve removed each year. If this level of removal remains constant, absent a sustainable management process, there will be a sure progression towards the destruction of DoualaJEdea Wildlife Reserve mangroves. *

Furthermore, this pre-project will lead to the preparation of a project proposal to apply ITTO Guidelines on reforestation and forest management, including "the conservation, rehabilitation and sustainable management of endangered forest ecosystems, including those

Some work on mangroves has been completed around the DoualaJEdea Reserve but the results have not been built-upon nor made available to the general public. The Pre-project will help review the status of the mangrove; information will be collected on the ecological, taxonomic, socio-economic situation, existing species, surface area occupied by the mangrove, threats, trends and potentials, etc.

Subsequently, future project stakeholders will be identified and an analysis of their respective strength and weaknesses will be undertaken. Project socialization workshops (orientation for the community of project goals, objectives and activities) will be organized; the main purpose of these workshops will be to reach a general consensus among stakeholders on the priority actions to be planned in the future project proposal.

This Pre-project will lead to the development of a project proposal to be submitted to ITTO for financing. This work will be based on the overall set of consultants' and Executing Agency's reports, recommendations from stakeholders' workshops, and other additional information to be collected from other stakeholders and derived from the analysis of the status of mangrove forests within the Reserve area.

PART THREE: THE TROPICAL TIMBER FRAMEWORK

1. Compliance with ITTA, 1994

This pre-project complies with the following objectives of Article 1 of ITTA, 1994: (c) To contribute to the process of sustainable development;

The Project this Pre-project will help identify and develop will help communities to generate revenues for the construction of community infrastructures; these revenues will also be used for developing income-generating activities. All of this will be implemented with approaches that guarantee the sustainable use of natural resources.

(f) To promote and support research and development with a view to improving forest management and efficiency of wood utilization as well as increasing the capacity to conserve and enhance other forest values in timber producing tropical forests;

(i) To encourage members to support and develop industrial tropical timber reforestation and forest management activities as well as rehabilitation of degraded forest land, with due regard for the interests of local communities dependent on forest resources.

Mangrove forests are ecologically and socio-economically important. They also produce internationally traded secondary products. The management of mangrove forests will help secure a resource base for tropical timber, ensure the survival of several protected animal species already under threat in the coastal zone of Cameroon and generate revenues for the socio-economic development of local communities.

In addition, Cameroon is committed to the sustainable management of its forest resources and views the involvement of forest-based communities as a means to increase the economic profitability of forest resources, a way to ensure sustainable forest resources management and a means to combat poverty. The support to the implementation of this project is an encouragement given to the Government of Cameroon to translate its policies into action.

2. Compliance with ITTO Action Plan This pre-project complies with several priorities listed in the ITTO Yokohama Action Plan. In particular, it is in compliance with the developments relating to the United Nations Framework Convention on Climate Changes (UNFCCC) referred to in the Action Plan. In addition, it is consistent with the action described in the sub-chapter "3.2 Reforestation and forest management", under Goal 1 "Support activities to secure the tropical timber r(;~ource base, as it is in line with the following action: Action 1: 1. Support the effective enforcement of forest laws and regulations thc;t ensure sustainable forest management and secure the production base: The project to be formulated from this pre-project will base its strategy on standards and procedures prescribed for the establishment of community forests in Cameroon.

Action 4: Promote the conservation, rehabilitation and sustainable management of threatened forest ecosystems, inter alia mangroves, in collaboration with relevant organization/ : The project area is mainly comprised of mangrove forests affected by uncontrolled harvesting and general plunder. Action 5: 5. Assess opportunities for, and promote development of, non-timber forest products and forest services which can improve the economic attractiveness of maintaining the forest resource base: CWCS has already identified a number of valuable non-timber forest products in the proposed project area; the implementation of the future project will enable the value-added

development of a number of non-timber forest products for the development of sustainable local economy.

Action 6: Review the current situation regarding any undocumented forestry activities relating to the objectives of the Organization. lllegallogging is increasingly a scourge in the Sanaga Maritime Department. The data to be collected during the pre-project will enable an accurate assessment of the problem and the identification of activities that will address its causes. Through its integrated approach, the project will cover three major forest functions: ecological, production functions, socio-economic development functions for the livelihood of forest -dependent communities.

3. Compliance with the ITTO Action Plan for Mangroves (2002-2006)

This pre-project addresses several priorities listed in the Work Plan for Mangroves (2002-2006). It is particularly consistent with areas 1 and 3 of the Work Plan: Area 1: Conservation and sustainable management

implement sustainable mangrove management and establish protected mangrove areas, including buffer zones surrounding and influencing such areas prepare and implement mangrove management plans rehabilitate degraded mangroves.

The project to be developed from this Pre-project will enable the identified target groups to combat poverty through the sustainable management of timber and non-timber products from mangroves. Considering that the project strategy will be based on the prescriptions of the Manuel de Procedures d'attribution et des norrnes de gestion des Jorets communautaires (Manual for community forest allotment procedures and .management standards) of the Ministry of Forest and Wildlife, activities such as inventories and management plan development should lead to an improved knowledge of resources and better resource management planning.

INSTITUTIONAL ARRANGEMENT

The pre-project will be executed by Cameroon Ecology (Cam-Eco) based in Edea, Cameroon Wildlife Conservation Society (CWCS) based in Mouanko, and the local Sanaga Maritime Branch of the Forest and Wildlife Department (MINFOF -DDSM). One Memorandum of Understanding (MoU) will be established between the three partners - Cam-Eco, CWCS et MINFOF-DDSM - to ensure optimal project management performance.

ANNEX A : EXECUTING AGENCY PROFILE

Cameroon Ecology (Cam-Eco) is a non-profit making organization incorporated under Article 7 of Legislation N° 901053 of 19 December 1990, under n000452/RDAlJ06IBAPP of 08 September 2000. Cam-Eco is a national non-governmental organization with a pan-African dedication. The national headquarters of Cam-Eco is in Edea, Sanaga Maritime, Coastal Province (Province du Littoral). Cam­Eco's mission is to "Build capacities of individual development stakeholders for sustainable natural resource management, the promotion of good governance and community health in order to contribute to poverty alleviation". The NGO pursues the following objectives:

To create a supporting dynamic for local communities and villages in the community forest creation process. through the management of community forests and village forests. To combat forest offences/crime through lobbying and advocacy efforts. To work to raise people's awareness through education and outreach on health care and disease prevention; to combat the spread of HIV/AIDS, malaria and onchocerciasis (river blindness). To contribute to improving sanitation and environmental conditions of urban populations, and to better manage cities included it its area of intervention. To support village communities and small-town municipalities in the development and implementation of their urban development plans. To build the capacities of municipal council members to make them more efficient To promote the development of local economic initiatives.
