PROJECT VISION
Showcasing Queensland to the worldRespecting the local heritage and community
A catalyst for new tourism growth
Building connectivity and collaboration between Australia, China and the US
A world-class coastal oasis, shaped by the sand and sea, o ering endless ways to enjoy days and nights in a sub-tropical landscape.
It will distinguish the Gold Coast as a global destination that embraces, entertains and educates.
It will be an iconic gateway to Australia that inspires visitors to explore, enjoy and return.
It will underpin the local economy as a prosperous, enduring tourism hub. A fl agship destination, o ering exciting hotel, shopping and entertainment experiences.
Enhancing the natural assets, community spirit and beach culture for generations to come.
The Gold Coast Integrated Resort and Cruise Ship Terminal is:
PUTTING THE GOLD COAST BROADWATER ON THE WORLD STAGE The Gold Coast Integrated Resort and Cruise Ship Terminal is an unprecedented opportunity for the Gold Coast, Queensland and Australia. It will fi rmly establish the Gold Coast Broadwater on the world stage, whilst providing signifi cant benefi ts for residents, businesses and key industries such as tourism, marine and construction – now and for future generations.
ASF consortium aspires to create a place that embraces and entertains. A place for locals and visitors to enjoy and return to again and again. A place where nature and business will thrive in unity. A place renowned throughout the world and that creates the foundation for future opportunity and prosperity.
ASF Consortium is proposing to deliver this through:
• An exceptional master plan solution that embraces the unique waterfront locale
• An architectural design that is visionary, exciting and appropriate for the Gold Coast character
• An infrastructure plan that maximises the site’s strengths, understands the site’s constraints and addresses future demand
• A meticulous and well-researched response to managing environmental impacts, ensuring future preservation of existing fl ora and fauna
• A genuine commitment to engaging with the diversity stakeholders within a robust framework, to consult, inform, involve and ultimately create a legacy embraced by the community
• A signifi cant commitment to maximising community benefi ts – particularly those most valued by the people of the Gold Coast
• A world-class project at no cost and no risk to the Queensland Government and City of Gold Coast.
TURNING VISION INTO REALITYThere are multiple elements to transforming opportunity and aspiration into the reality of a world-class, iconic tourism destination.
ASF Consortium has explored, assessed and refi ned hundreds upon hundreds of concepts, plans and innovations to deliver the best outcome for this major new tourism infrastructure. A team of over 100 of the world’s most experienced designers, planners, architects, engineers and economists have helped shape this Project, representing the biggest regional tourism project in Australian history.
The resulting proposal is a blueprint for an exceptional new Integrated Resort and Cruise Ship Terminal, which the people of the Gold Coast will embrace and Queenslanders will be proud to call their own. The consortium aims to raise the bar for Integrated Resort Developments throughout the Asia-Pacifi c Region and position the development as a worthy contender amongst the world’s leading tourism destinations.
“A water-oriented plan has been developed for the Gold Coast Integrated Resort and Cruise Ship Terminal that has been likened to the renewal of Brisbane’s South Bank for World Expo 88, which put Brisbane on the world map”Source: Allan Fife, ASF Consortium Project Director

REINVIGORATING AND ‘KICK STARTING’ NEW TOURISM OPPORTUNITIES FOR THE REGION
4
THE NEXT PHASE IN THE EVOLUTION OF THE GOLD COASTASF Consortium is proposing to create a one-of-a-kind global waterfront destination within the coastal heart of the Gold Coast.
The Gold Coast Integrated Resort and Cruise Ship Terminal is the next phase in the evolution of the Gold Coast and will:
• Provide a catalyst for the creation of a new waterfront experience, a unique destination that will be globally recognised and a key feature of the Gold Coast ‘brand’
• Be a place that recognises the potential and captures the spirit of both the site’s context and community
• Be a place where nature, culture, leisure, lifestyle and entertainment are an inseparable part of everyday life
• Reinvigorate and ‘kick start’ new tourism opportunities for the region and capitalise on the increasing trend of tourism from Asia, particularly China, Australia’s fastest growing and most valuable visitor market.
“The Project will provide an economic catalyst for the city. It will grow the tourism pie in Australia, not just shu e around existing tourism visitation - and means a signifi cant number of new tourists attracted to the Gold Coast” Source: Brian Haratsis, Chairman and Managing Director of MacroPlan Dimasi

DESIGNING A PROJECT THAT IS DISTINCTIVELY GOLD COAST There is no other place in the world like the Gold Coast. It is one of Australia’s fastest growing cities, defi ned by its spectacular beaches, hinterland ranges, forests, waterways and vibrant communities. O ering almost 300 days of sunshine annually, the sub-tropical climate and relaxed outdoor lifestyle embody Gold Coast living.
Central to achieving the Project vision is a master plan that epitomises this character and creates new experiences that build upon what is distinctively ‘Gold Coast’. This character is at the very core of the ASF Consortium proposal. It is integrated throughout the concept master plan, architectural design, unique visitor and community experiences and provision of signifi cant community benefi ts.
“The plan is all about creating vitality on the waterfront. It’s about enhancing what already exists and building on the relaxed community lifestyle and great tourism assets of the Gold Coast. This water-oriented plan is unique and will add to all the great things that can happen on the waterfront, creating a memorable and inspiring destination”Source: Vaughan Davies, AECOM Director of Urban Design

PROVIDING AN ELEGANT, TIMELESS DESIGN SOLUTIONThe evolution of the master plan has been informed by an intense process of contextual understanding and evaluation of the Project site in its physical, environmental, social, political and economic situation.
KEY ELEMENTS OF THE MASTER PLAN INCLUDE:
• Natural parklands embracing the entire Broadwater and encouraging participation in an expanded range of recreational activities and opportunities
• Sand bars and marine habitats are conserved and enhanced by an Eco-Marine Park created in the centre of the Broadwater
• An integrated cruise ship terminal is positioned at Wave Break Island to deliver visitors to the heart of the resort
• Wayfi nding and urban legibility is maximised through the delivery of architecturally distinct and iconic buildings that readily mark gateways and important locations for all visitors
• Direct pedestrian connections are created between the community of Labrador and the newly reclaimed Wave Break Island
• A strong focus on merging the built environment with natural surrounds to ensure a seamless sensory experience for visitors.

ARCHITECTURAL DESIGN PHILOSPHY
Steelman Partners, one of the world’s leading architectural fi rms specialising in the design of Integrated Resort Developments, has worked with a local and internationally renowned design team to create an initial design philosophy.
Envisioned to be the focal point and architectural gem of Wave Break Island, the Gold Coast Integrated Resort will create universal appeal and draw from a diverse client base that includes the local Gold Coast guest, the greater Queensland regional tourist, and especially the discerning and highly mobile international traveller.
The beach and water-inspired design philosophy will immerse guests in the quintessential Queensland experience: the careful integration of multiple hotel o erings surrounding the entertainment podium will give each guest a chance to explore his or her own unique resort experience.

CREATING A LEGACY FOR FUTURE GENERATIONSThe Project will provide an outstanding outcome for the people of the Gold Coast. The consortium’s intent is that the community benefi ts delivered by the Project, when fully operational, will contribute to a leading rating for the city on the Global City Liveability Index Framework. Community benefi ts will be realised throughout all stages. This includes signifi cant economic investment, new jobs, major new infrastructure, public realm improvements and cultural experiences.
Through initial stakeholder and community engagement undertaken by the consortium, a range of community benefi t themes has been identifi ed:
Accessible Open Space and Recreation Provision of signifi cant new and improved open space and waterfront access. This will enhance community interaction, local identity and values within the northern Gold Coast community and increase community health and wellbeing through recreation activities such as swimming, surfi ng, fi shing and dog walking
Better Beaches and Foreshores New public beaches on Wave Break Island and the development of a Sand Replenishment Program that uses surplus sand from maintenance dredging as an insurance policy to maintain and replenish Gold Coast and South East Queensland beaches. The existing sand bypass system will aslo be improved
Better Access, Use and Management of the Broadwater A safer and more reliable ocean gateway, new shore dive facilities with dedicated safe access, provision of new and improved ‘boating only’ destinations and ongoing management of the Broadwater by regular dredging
Transport and Infrastructure Improvements New infrastructure for the northern Gold Coast, including major contributions to transport and public utilities network upgrades and better access to the Broadwater through new ferry services
Environment and Eco-Marine Park Creation of a new managed Eco-Marine Park to facilitate research and educational opportunities, including re-vegetation and planting programs. Indigenous groups will be involved in the planning and management of the park
New Places to Celebrate TogetherCommunity amenity, public open space and event infrastructure to support local events, as facilitated through a Community Events and Festival Program
Research, Local Participation, Training and JobsFormation and ongoing support of strategic partnerships to facilitate research, training and apprenticeship programs, building capacity of local businesses to qualify for contracts and strategic partnerships with Queensland universities, TAFE and local schools
Community Services and ProgramsSponsorship of community services and programs that address priority local needs.
Community benefi ts will be further shaped through community and stakeholder engagement, ensuring the Project provides a legacy for future generations.
