The North Cotswolds Connecting Places Strategy (CPS) area is located in the north-east of the county.
SituatedinanAreaofOutstandingNaturalBeauty(AONB),theareahasalowpopulationdensityandahigherproportionofover65scomparedtothecountyasawhole.Aswithanypredominantlyruralarea,travelpatternsaredominatedbytheprivatevehicle.
TheNorthCotswoldsCPSencompassesthethrivingmarkettownsofStow-on-the-Wold,Moreton-in-Marsh,ChippingCampdenandBourton-on-the-Water.
TheemergingCotswoldDistrictCouncilLocalPlan(2011to2031)outlinesthespatialstrategyforthedistrict.Duringtheplanperiod(atthetimeofwriting),provisionwillbemadetomeettheneedforabout7,700newhomesandlandtosupportabout28HaofB-classemployment.Ofthenewhomesover60%haseitherbeenbuiltorhaveextantplanningpermissions.
WithintheNorthCotswoldCPSareathemajorityofnewhomeshavealreadybeenbuiltorhaveextantplanningpermission.ThefocusofthisisdevelopmentisinBourton-on-the-Water(330dwellings),Moreton-in-Marsh(820dwellings)andUpperRissington(390dwellings).
ThevisionfortheCotswoldsisoneofenablingastrong,competitiveandinnovativelocaleconomywhichcapitalisesonthearea’skeystrengths,notablyitshighqualityhistoricandnaturalenvironment.DevelopmentwithintheNorthCotswoldswilloccurinthemostsustainabletownsandlargervillagessothemajorityofservicesandfacilitieswillbemetfromwithinthosesettlementsreducingtheneedtotravellongerdistances.
TourismiscriticalforthesocioeconomicwellbeingoftheCotswolds.ItprovidesanessentialsourceofincomeforbusinessesandcommunitiesbothwithinandaroundtheAONB.DuetotheruralnatureoftheCPSareacaraccesswillremainthedominantmodeofchoicewhenvisitingtheareaanditisimportantthatvehicledelaysatpinchpointsaremanagedtonotdeterpeoplefromvisitingthearea.
KeyhighwayroutesincludetheA429,knownastheFosseWay,A417andtheA40whichconnecttheNorthCotswoldstotheWestMidlands,Swindon,CheltenhamandOxford.Approximately40%ofworkrelatedtripsstartandendwithintheCPSarea,40%traveltotheSouthEast(mainlyOxfordshire)ortheMidlandregion(mainlyStratford-upon-Avon)andtheremaining20%travelelsewhereinthecounty.
ThecreationofaGrowthZone,aspromotedintheStrategicEconomicPlan(SEP),istoensuretheavailabilityofqualityemploymentlandinproximitytotheM5motorwayisattractivetobusinessesandwithexcellentconnectivitythroughoutGloucestershireandtherestoftheUK.
IncreasingthespeedandaccessibilityofbroadbandiscrucialforovercominggeographicbarrierstoeconomicgrowthandensuringGloucestershirecancompeteinthe21stcenturyknowledgebasedeconomy.
Foradecadeormore,slowbroadbandspeedsandinconsistentcoveragehavebeenafrustrationformanyresidentsandbusinessesinGloucestershire,particularlyinruralareas.
AsaresultoftheFastershireBroadbandInfrastructureProject,88%ofpremisesshouldbeprovidedwithNextGenerationAccess(NGA)broadband,providingdownloadspeedsofover30mbpsintheeligibleareas.Additionally,everyhomeandbusinessintheeligibleareawillhaveaccesstothegovernment’sUniversalServiceCommitmentofaminimumof2mbps.

Improvementsinbroadbandtechnologywillchangethewayservicesaredeliveredandforsomeindividualsthismayreducetheneedordistancetheytravel.
TheNorthCotswoldCPSisboundedbyWorcestershireandWarwickshiretothenorth,theSouthCotswoldsCPSareatothesouth,OxfordshiretotheeastandtheTewkesburyandCentralSevernValeCPSareastothewest.
AconsequenceoftheruralnatureoftheareacoupledwiththestandardofmanyoftheroadsresultsinthedisproportionateimpactofHGVsonmanylocalcommunities.ThisissometimesduetotherelianceonSATNAVs’directingfreighttousetheshortestrouteratherthanthemostappropriateone.ThisincludestripsbisectingthisareafromneighbouringauthoritiesaccessingtheValeofEveshaminWorcestershire.
Railconnectionsshowagreatersharethanthenationalaverage,withhourlyservicestoOxfordandLondonfromMoreton-in-MarshandKinghamrailstations.Cyclelinksarepoor,butthereispotentialtoprovideleisureroutestosupportandpromotetheareaasatouristattraction.AnyschemetoimprovejourneytimereliabilityandaccessibilitytotheNorthCotswoldCPSistobeencouraged.

Gloucestershire’s vision for transport is to deliver:

ToaddresstheissuesraisedduringourconversationwithlocalstakeholdersandsupportthedeliveryoftheoutcomesidentifiedintheLTPOverarchingStrategy,arangeofschemeprioritieshavebeenidentified.
TheschemeappraisalprocessusedtoinformtheseprioritiesisbasedonthesameprocesspromotedthroughtheEuropeanUnionprojectBoostingUrbanMobilityPlans(BUMP).
EveryschemeidentifiedhasbeenincludedonthebasisofneedandcompliancewithdeliveringtheLTPoutcomesanddoesnotreflectacommitmentbythecountycouncilforfunding.
Theywillprovidethebasisforfuturefundingbids,asopportunitiesarise,anddiscussionswiththirdpartieswherefundingmaybeprovidedsuchasbytransportoperators,providersanddevelopers.
TheprioritiesidentifiedforthisCPShavebeendividedbetweencapitalandrevenueschemesandseparatedintotwodeliveryphases.TheprioritiesidentifiedshouldnotbeconsideredadefinitivelistasitwillbesubjecttoperiodicreviewsasnewevidenceemergesthroughtheDistrictledLocalPlanningprocess.
