New Horizons Regional Education Centers Board of Trustees Meeting Minutes

March 27, 2018

The New Horizons Regional Education Centers’ Board of Trustees held its regularly scheduled

meeting on March 27, 2018, at the Woodside Lane, CTE Building in Newport News. Dinner was

presented to the Board of Trustees, Superintendents and guest at 5:30, followed by a tour of the

newly renovated facility. The meeting was called to order by the Chair, Ms. Shelly Simonds at 6:09

P.M.

Public Comment: There were no public request for comments.

Announcement of Changes in the Agenda: Mr. Johnson stated in order to have a quorum vote

he would need to rearrange items as Ms. Simonds needed to leave early. He also stated a closed

session was required.

Consent Agenda: 2018-51 Approval of Minutes – January 23, 2018 2018-52 Personnel Report 2018-53 Financial Report Ms. Simonds asked if there were any questions or comments that needed to be addressed regarding

the Consent Agenda items. There were none. Mr. Kelly made a motion to approve the Consent

Agenda as presented and Dr. Woodhouse seconded the motion. The motion carried 4-0.

Board Action: 2018-57 TNCC Mechatronics Lease: Mr. Johnson explained he found some errors in the latest lease, therefore presented the amended

Mechatronics lease. He explained the five year extension and the rates per year, he also stated there

were clauses in the lease stating allowing a party to discontinue with notice should either party feel

like this was no longer of benefiting their interest. Mr. Johnson asked the Board of Trustees to

approve the amended document. Ms. Simonds asked if there were any questions. It was asked if

there was legal review, Mr. Johnson stated the lease was reviewed by legal when established and

nothing changed other than the five year lease payments. There were no other questions. Mr. Kelly

made a motion to approve the TNCC Mechatronics Lease as presented, Dr. George seconded the

motion. The motion carried 5-0.

2018-54 Executive Directors Proposed 2018-19 Budget: Mr. Johnson explained in January, after meeting with the Superintendents, the Executive

Director presented the 2018-19 Budget Plan & Initiatives as part of the budget planning process.

The Executive Director’s Proposed SY 2018-2019 Budget and Divisional Cost Allocation is

being presented and the final 2018-2019 Budget will be presented for Board Adoption. New Horizons’ follows Newport News Public Schools (NNPS) for compensation and at this time

NNPS is proposing a 2% pay increase for non-teaching staff and an average 3.2% pay increase

for teachers that addresses teacher pay scale compression. The VRS rate is being reduced from

16.22% to 15.68%. NHREC Health Insurance Premium will decrease -2%; however, employee

monthly premiums will increase by $50 per month for family/plus one and $75 for employee/

family to assist in offsetting the cost related to the increased number of employees taking health

insurance and maintain alignment with divisional employee premiums.

Mr. Johnson also explained the Executive Director’s Proposed 2018-2019 Budget provides for a

total budget of $19,054,701 an increase of $914,792 (5%). The 2018-2019 Divisional Cost

Allocation is $16,708,907 an increase of $1,524,013 (10%). The 2018-2019 Divisional Cost

Allocation increase is comprised of: Compensation and Benefit increase of $369,511:

salary/benefit adjustment within current budget, and proposed compensation; Operational

increase of $1,134,121 to include: CTE Master Plan initiatives, special education substitutes; and

new special education Additional Positive Support (APS) model. Mr. Johnson asked the board to accept the Executive Director’s Proposed 2018-2019 budget plan. He

then stated once NNPS budget was accepted he would adjust with the superintendents prior to the

May Board meeting.

At 6:29 PM, Ms. Simonds had to leave the meeting. Mr. Johnson answered a couple of questions.

Dr. George made a motion to accept the Executive Directors Proposed 2018-2019 Budget as

presented; Mrs. Nelson seconded the motion. The motion carried 4-0.

2018-55 Board Net Assets: Mr. Johnson reviewed the Board net assets as of March 2018. He requested $146,059 be moved from

unrestricted to Board Designated Funds, $99,378 E-rate reimbursed funds be used for technology,

and the $46,681 of generated revenue by the CFAAT be used for equipment additions. He stated

these funds would be targeted to equip the renovated WL HVAC lab and BF OT/PT lab for SY 2018-

2019. He then stated the request is to move $146,059 to Board Designated and the $545,348 returned

by PNC bank that was designated for Debt Service Reserve be moved to Unrestricted Assets to be

designated at a later date. Mr. Johnson answered questions regarding the return of the $545,348 and

stated this would allow the Board to address maintenance issues or further renovation at WL. Dr.

George asked if there were any others, there being none. Dr. George made a motion to approve the

Board Designated Funds as presented; Mrs. Nelson seconded the motion. The motion carried 4-0.

2018-56 CTE Program Fees Mr. Ray reviewed the 2018-19 proposed CTE student fees. A summary of changes, as well as the

Program Fee Listing was included in the Board Book. Dr. George asked if there were any questions

or comments regarding the CTE Program Fees. There were none. Mrs. Nelson made a motion to

approve the CTE Program Fees as presented; Dr. George seconded the motion. The motion carried 4-

0.

Board Information/Discussion: 2018-58 SY 2018-19 Draft Regional Calendar

Mr. Johnson noted NHREC hosts and participates in the development of the regional school

calendar which is being presented for information only. The goal of the regional school calendar

is to create a common school calendar around specific dates (opening and closing of school,

winter and spring break, holidays, and regional professional development).

2018-59 Director’s Report

CTE Completer’s Ceremony – Tuesday, June 5, 2018, at Liberty Baptist Church, 6:30 PM

2018-60 Announcements and Information Mr. Johnson pointed out the numerous Governor’s School awards and CTE announcements

included in the Board Book. In the interest of time the Board may review these at their convenience.

SUBJECT: 2018-66 Budget Adoption

The 2017-2018 NHREC Executive Director’s Budget is being presented for Board Adoption.

The 2018-2019 budget development process was approved by the Board of Trustees at its December

19, 2017 meeting. In January, after meeting with the Superintendents, the Executive Director

presented the 2018-19 Budget Plan and Initiatives as part of the budget planning process.

After meeting with the Superintendents in March, the Executive Director’s Proposed SY 2018-2019

Budget and Divisional Cost Allocation was presented for Board acceptance as part of the divisional

budget planning process. The NHREC SY 2018-2019 Budget is now being presented for Board

Adoption.

NHREC follows NNPS compensation which is 4% for all employees for 2018-2019. There are no

other changes to the budget from the Proposed Budget submitted in March.

The Executive Director’s Proposed 2018-2019 Budget provides for a total budget of $19,153,251 an

increase of $1,013,342 (5.6%). The 2018-2019 Divisional Cost Allocation is $16,807,457 an increase

of $1,622,563 (10.7%). The 2018-2019 Divisional Cost Allocation increase is comprised of:

Compensation and Benefit increase of $488,442: salary/benefit adjustment within current budget, and

proposed compensation; Operational increase of $1,134,121 to include: CTE Master Plan initiatives,

special education substitutes; and new special education Additional Positive Support (APS) model.

TNCC Signing Day - Health Science Programs

Medical Assistant, Nursing Assistant and Dental Assistant students participated in a Thomas

Nelson Application Day on April 10. Students met with staff from Enrollment Services and

advisors from the Health Professions division. Students were able to complete the Thomas

Nelson application, register for New Student Orientation, and determine if they needed to take a

placement test, verify submission of the FAFSA and ask questions of the Health Professions

advising staff.

SkillsUSA Information Technology Services Challenge

New Horizons Butler Farm Campus conducted the SkillsUSA Information Technology Services Challenge on

March 14th. The students had to perform a variety of repairs to desktops and laptops, and also make a repair

to a patch cable.

The winner was Amari Hargrave, from the AM class. He will be representing our region at the state challenge

in Virginia Beach.

Tidewater Sea Perch Competition

The 6th Annual Tidewater SeaPerch Challenge was held on Saturday, April 14th at Brittingham-

Midtown Recreation Center in Newport News. The challenge consisted of 3 parts: Presentation

of ROV, Obstacle Challenge, and a Technical Challenge. The Obstacle and Technical

Challenges are both pool challenges where the students have to successfully drive their ROV

through courses. The Aquatic Phoenix placed 3rd in the High School Stock Obstacle Challenge

and 2nd in the ROV Presentation. The team members are Amari Hargrave (left - CTE) and

Darrion Chandler (right - Governor's School).

The Virginia Math League offers high schools students the opportunity to compete in 6 monthly contests throughout the school year. The contests are comprised of of 6 questions covering topics from algebra, geometry, precalculus, probability and statistics, and number theory. Students across the entire country participate in Math League contests.

This year, 19 students from the Governor’s School participated in the math league:

Three of our students, Jenny Gu, Taekhoon (Jack) Oh, and Taekhwan (James) Oh, were recognized for being among the highest-scoring students in the state. Additionally, The Governor’s School was recognized as one of the top scoring teams in the state.

Congratulations to all these students who contributed to the success of the Governor’s School Virginia Math League team this year!

Code Quest is a high school international programming competition that takes place once a year. Lockheed Martin's computer programmers and engineers sponsor this competition by creating 15-20 problems and host-ing this event at many of its locations.

Students must use their problem solving and programming skills within a 2.5 hour time frame to get as many questions correct as possible! This annual event is used to challenge and inspire our future generation of engi-neers and programmers!

On Saturday, April 21st GSST juniors Byunghyun Yoon, Wan-Ching Tseng, Elisabeth Seguin, and Emery Shelly in the Computational Science strand competed in the 2018 Code Quest Competition. The competition was held in Suffolk, VA at Lockheed Martin’s Center for Innovation.

Emery Shelly placed 3rd in the novice category! Congratulations to our students on their achievements and dedication to STEM academics!

Xuan Nguyen and Matthew Carter were invited to speak recently before the Association of

Energy Engineers (AEE) at their monthly meeting in Williamsburg. As part of Senior mentorship

experience, and sponsored by the Center for Entrepreneurial Innovation at Old Dominion

University, Xuan and Matt have been performing research forecasting the trajectories of

advanced energy efficiency technologies aboard ships for a local company. Researchers with

the company who were members of the AEE found the results so intriguing and compelling,

they asked the students to present their work at their monthly meeting. The students were

guided in their research by their teacher-mentor, Steven R. Walk, whose research career has

included the use of quantitative methods to model the growth and diffusion of technology and

technological change.

April 11 was "Autism Awareness Day" at the

CFA Yorktown Middle School

campus. Students and staff hit home runs,

tagged runners out, and congratulated each

other after a great game of t-ball. After

building up their appetites they enjoyed

Mexican food in the cafeteria with a "Taco

About Autism" theme. Finally, a super

special guest visited each classroom and

took pictures with all the students.

Center for Autism & Newport Academy - Community-based instruction (CBI)

Community-based instruction (CBI) is an instructional strategy used at Center for

Autism and Newport Academy that promotes the teaching and use of academic and

functional skills in a natural environment. CBI is a hands-on learning experience

located within the community which allows student to practice new skills they have

learned in the classroom. The elementary students pictured here learned

communication and money skills in the classroom and then practiced those skills during a shopping trip.

Our CBI program focuses on teaching skills students will need to function in their

community: domestic, vocational (see picture), recreation and leisure; and accessing community resources.

Center for Autism – Picture Exchange Students throughout the Center for Autism use a variety of systems to communicate. Many students use picture exchange systems. Students using picture exchange are taught to approach another person and give them a picture of a desired item in exchange for that item. By doing so, the person is able to initiate communication. This system works well in the classroom and at home. The picture exchange system allows people with limited communication skills to communicate a request, a thought, or anything that can reasonably be displayed on a picture card. For many students this is a quick, self-initiating, functional communication system. Students begin with the exchange of simple icons and can build to using sentence structures. Very often, the ability to use picture exchange communication, promotes positive behavior and reduces frustration for students who previously had no way to make their needs and thoughts known.
