Ours is a nat ion of aff luence. But the technology that haspermi t ted our affluence spews out vas t quant i t ies of wastes andspent products that pollute our a i r , poison our wate r s , andeven impai r our abili ty to feed ourse lves . At the sam e t ime,we have crowded together into dense metropol i t an a r ea s whereconcentrat ion of was tes intensi f ies the problem.

Pollution now i s one of the most pervas ive problems ofour society. With our numbers increas ing , and with our in -creasing urbanizat ion and industr ia l izat ion, the flow of pol lutantsto our a i r , soi ls and waters i s increas ing . This increase is sorapid that ou r present effor ts in managing pollu t ion a re bare lyenough to stay even, sure ly not enough to make th e improvementsthat a re needed.

Looking ahead to the increasing chal lenges of pollution asour popula tion grow s and our l ives become more urbanized andindustr ia l ized, we will need increased bas ic r e s ea r ch in avariety of speci f ic areas , including soi l pollution and the effectsof a ir pollu tants on man. We mus t give highes t prior i ty of a llto increasing the numbers and quality of the scientists and engi-nee r s working on problems re la ted to the cont ro l and managementof pollution.

I am asking th e appropr ia te Depar tment s and Agencies toconsider the r ecommendat ions and repor t to m e on the ways inwhich we can move to cope with th e problems ci ted in the Repor t .Because of i t s general in teres t , I am re leas ing the repor t fo rpublication.
