IMPLEMENTATION

The National Incident Management System

(NIMS) is a system used to coordinate emergency

preparedness and incident management among

various federal, state, and local agencies.

The Incident Command System (ICS) is a

standardized, on-scene, all-hazard incident

management protocol based upon a flexible,

scalable response organization providing a common

framework within which people can work together

effectively.

Navy Family Accountability and Assessment

System (NFAAS) standardizes a method for the Navy

to account, assess, manage, and monitor the recovery

process for personnel and their families affected and/or

scattered by a wide-spread catastrophic event; and

thereby facilitate a return to stability.

Contingency Engineering Response

Teams (CERTs) deploy to an area where

normal installation missions and operations

have been adversely affected, by either

natural or man-made disaster, such that local

operations and maintenance resources are

completely overwhelmed. CERTs augment

and supplement the installation’s resources

and provide expertise in the assessment and

repairs of damaged facilities, utilities and

support systems.

– Not all generators operated properly

– While telecommunication switches generally have Uninterruptible

Power Supplies (UPS), not all have emergency generators, so they

eventually went off-line as the outage extended beyond a few hours

•55 Facilities-related gaps were documented and addressed

– An Initial Priority (Play) List (IPL) for emergency operations has been
