Assimpredil Ance is the Association of building companies of the Provinces of Milan, Lodi and Monza e Brianza, existed for 70 years and it’s the biggest group of ANCE (the Italian Association of building companies). The aim of Assimpredil Ance is to protect and promote the development and innovation of building industry through legislative, technological and financial aspects and also to advocacy activity.

THE APPROACH TO RENOVATION IN THE CITY OF MILAN

In the City of Milan there are 40.000 buildings: - 65% have more than 4 floors; - about 42% were built before 1945; - 49% were built between 1946 and 1972, when the building technologies were

the least efficient in terms of energy; - only 0,5% are A+ and A classes; - 7% are in B and C class; - 92,5% are in D,E,F classes;

- 42% are in G class, the worst.

BUILDING DEEP RENOVATION is one of the European priority to arrive at the target of an energy consuption reduction of 20% by the 2020. In Lombardy was published a recent law about the ZERO SOIL CONSUPTION (L.R. 28 novembre 2014 n. 31) with the purpose to reduce the consuption of new soil and to renovate brownfields and degraded areas . For these reasons RENOVATION AND INNOVATION will be the key factors for the future.

During the last year, the Municipality of Milan have been turned the initiative called “Patti Chiari per l’efficienza energetica” (clear agreements for energy efficiency). "Patti Chiari per l’efficienza energetica" is a Protocol signed by the Municipality of Milan, Assimpredil ANCE and ANACI (National Association of building managers) with the aim to facilitate the matching of supply and demand, putting around a table all stakeholders to identify the forms and the most effective tools for the development of an efficient market in terms of environment, economy, energy and employment.

Two important actions derive by this Protocol: - the opening of 9 SPORTELLI ENERGIA (Energy Desks) in the 9 Districts

of the Municipality of Milan; - the start of the Campaign named CONDOMINI EFFICIENTI (Efficient

Buildings) organized by Legambiente.

The ENERGY DESKS provides information and advices about: - the proper maintenance, working and check-up of the status of heating systems; - fundings, incentives and tax breaks availables for energy efficiency measures; - the maximum and minimum temperatures allowed indoors; - regulatory obligations and benefits of thermoregulation and heat counting; - regulatory obligations and benefits of the Energy Certification and renewable energy; - timetables allowed for heating systems; -limits and conditions for the use of biomass; - penalties in case of no-respect of energy efficiency standards.

The initiative CONDOMINI EFFICIENTI provides an opportunity to all the families in Milan to have information about energy saving and pollution reduction. The QUALITY OF INFORMATION is the central point from which start to make a real deep renovation and energy efficiency. The investment in energy saving is one of the most promising and interesting across Europe and the necessity to make more efficient houses is now a law, in Europe and also in Italy. Over the next 30 years will be required to renovate about 40.000 buildings in Milan: about 1.300 buildings per year.

The CONDOMINI EFFICIENTI Campaign involved the citizens who lived in 40.000 buildings in Milan. They will be informed about the possibility to have more energy efficiency and they will renovate their houses on the base of a clear and detailed budget and costruction works made by qualified building companies and professionals. This energy-efficiency information Campaign has started in June 2014 and it’s continuing even now, in the 9 Districts of the Municipality of Milan with many well-organized meeting to involve the greatest number of families. Only with a correct information the deep renovation of building will be possible.

The Campaign involved also many others partners: - RETE IRENE - HABITAMI - NETWORK CONDOMINIO CLASSE A This Campaign has great dimensions, with many desks and meeting points in the whole City of Milan, events, technical workshop and especially hundreds of meeting with citizens during their condominium assemblies.

Lombardy has published the Environmental Energy Regional Program (PEAR - Programma Energetico Ambientale Regionale ). This is the environmental and energy strategy that will define the Lombardy target for the energy savings and the development of renewable energy sources according to the European Policy 2014-2020. The elaboration of PEAR has involved all the stakeholders and professionals, in particular: universities, research centres, consulting societies, Associations, industries and also common people, through meetings and discussions in 4 THEMATIC TABLES. The observations emerged in the 4 Thematic Tables are at the base of PEAR contents.

1. ENERGY SAVING AND EFFICIENCY: tools, systems and infrastructures - identify the priorities in energy efficiency according to economic,

environmental and social sustainability (green economy); - build up infrastructures to improve deep renovation and energy

efficiency; - re-organize processes and products to improve energy and

environmental performances, for example carbon footprint; - deep renovation of existing buildings and new approach to the urban

planning, developing the idea of smart city.

2. RENEWABLE ENERGY SOURCES TARGET UNTIL 2020 The stakeholders (energy providers, technologies producers) and the decision makers have to: - identify our commitments according to the burden sharing strategy; - identify rules and incentives for energy efficiency, especially for deep

renovation; - simplify administrative procedures.

3. THE ENVIRONMENT The PEAR defines : - greenhouse gas reduction and air quality; - environmental beneficts according to the single environmental

component;

- planning and management of waste cycle, water and mobility.

4. THE SOCIAL AND ECONOMIC COMPONENT: values and impacts The PEAR identify in energy efficiency and deep renovation: - an economic and employment growth; - a drive for innovation trough investments in new technologies.
