SUMMARY OF PROPOSAL

Gerrard Excavating, Inc.Since 1984
Gerrard Excavating, Inc. began serving builders and developersalong the Northern Front Range of Colorado in the early 1980's,excavating foundations and grading small sites. Since that time, wehave become one of the largest infrastructure/site developmentcontractors in the northern region. We are family owned & operated, and are committed to serving our customers through safety, quality, and excellence on all of our projects.
Gerrard currently offers services including complete residential andcommercial/industrial site development, mass excavation andgrading, street and highway construction, pipeline, pond/canal/chan-nel construction and restoration, structural excavation, concretebridge construction, wet utility installation and large scale snowremoval. Please take a look at the enclosed list of projects as wellas the few that we have highlighted.
Many of these projects presented unique challenges that were metwith innovative ideas ultimately saving the owner time and moneywhile providing a quality product. This approach has enabled us todevelop many long lasting relationships with developers, contrac-tors, and local jurisdictional entities.
We are centrally located at 27154 County Road 13 near theintersections of US Hwy 34 and I-25 allowing us to quickly mobilizeand efficiently serve Northern Colorado and Southern Wyoming. Our state of the art maintenance facility and highly experiencedmechanics are able to keep our equipment safe and in topmechanical condition eliminating project delays due to unnecessarydown time.
Gerrard has read and understands the scope and requirements forthe Miscellaneous Road Construction Service RFP. Gerrard iscapable and ready to meet the scope requirements when requestedby the County. Gerrard has multiple on-going and new projects atany given time; however, we do not have any other contracts withgovernment agencies for ongoing or emergency services. Gerrardhas demonstrated its ability to respond with limited notice to Countyrequests for services within 10 days.

Gerrard Excavating, Inc.Our Involvement
Involvement in a project early on allows Gerrard the opportunity tomaximize our expertise and cost saving methods throughout theconstruction process ultimately producing the most efficient projectand highest quality. Ideally, this process begins with conceptualplanning, progresses to budgeting, proceeds to design, is refinedin cost estimating and scheduling, and ultimately manifests inconstruction.
Conceptual Planning/BudgetingInvolvement in a project during the planning stages allows Gerrardto offer advice based on past experience with similar projects aswell as offer new ideas. Detailed job files are maintained providinginsight to what worked well and what could use improvement allwhile protecting customer confidentiality and any proprietary infor-mation. Access to this information along with our team’s experiencealso allows a quick and accurate budget to be created.
DesignGerrard has a strong working relationship with several engineersand planners and the expertise to successfully work with any engi-neer a customer may already have. We are often consulted by theproject engineer for assistance with unique solutions to designissues a project may incur. By staying actively involved with theengineers and planners, we are often able to catch design errors orproblems early on eliminating the need for expensive changes afterconstruction begins.
Cost Estimating/Scheduling:
Involvement of our entire team including Superintendents beginsearly in the process. Care is taken to base cost estimates andschedules not strictly on how the design drawings specify the job butalso on how it will be constructed. This process not only benefits theestimating stage, but ultimately the construction stage as well in thatit starts the thought process on how the project will be built well inadvance of actual construction. Applying this method beyond asimple ‘measure and count’ process also prevents items from beingleft out. Our Estimators are also Project Administrators. Knowingthat they will ultimately administer the project further enhances theirinvestment in the estimating stage.

Cost Estimating/Scheduling (Continued):
Prior to actual construction starting, a comprehensive “master”schedule is generated including determining a critical path. Majoritems of work are listed as well as dates when specific materialdeliveries must be made. An allowance for weather delays andpunch list items is also included.
Weekly meetings are typically held to update the project team andinsure that all are working together. Prior to each weekly meeting a“two week look-ahead” schedule is prepared based on input fromeach team member and progress from the prior week’s work.
We have used the same estimating and scheduling software forover ten years. We are confident in its capabilities to produce themost accurate information available while staying up to date withthe latest technologies.

QUALIFICATIONS & EXPERIENCE
11
Gerrard Excavating, Inc.
Larimer County Miscellaneous Road Construction Services – RFP
Gerrard Excavating, Inc. is a local contractor that has been in business in Northern Colorado
since 1984. Gerrard is uniquely qualified due to our ability to do earthwork and utilities.
Gerrard has completed many highway and road projects through the region. In the last year,
Gerrard over saw two of the largest earthmoving projects in the region with development of the
Martin Marietta Facility in Weld County and Heron Golf Course in Larimer County. The
projects combined for almost 2 million yards of material moved and placed for the project.
Martin Marietta required the import of over 500,000 cubic yards of material.
Gerrard has built rural on urban roads through the County. Gerrard recently finished the
reconstruction of CR 59 in rural Larimer County. Gerrard also complete the reconstruction of
LCR 1/WCR 13 for Martin Marietta. The constructed section was a combination of mill and
overlay with complete rebuilding of the road section with widening. The project also included a
ditch crossing and storm water improvements. Included in this project was the addition of
accel/decal lanes on Us Hwy 34. The construction of the lanes required expensive coordination
to be completed under land closures over a 60 hour period with the rebuilding of the Great
Western Railway crossing. Project was completed under supervision and inspection by CDOT.
Gerrard has completed bridge projects for Larimer County and the Town of Windsor.
Gerrard staff has over 150 years of combined experience with relevant construction experience.
Gerrard utilizes Sage Construction Accounting software for cost accounting and ProContractor
by Viewpoint for estimating software.

Gerrard Excavating, Inc.Our Quality Control
Quality Control:
Obtaining as much information as possible regarding existingconditions during the preconstruction process greatly increases thequality of a project. Methods used to control quality of a projectconsist of:
• Calling for locates• Potholing existing utilities with potential conflicts to verify horizontaland vertical location• Interviewing past and present owners• Involving public utility companies• Selecting and contracting with a survey company to the projectteam to aid in survey information• Selecting and contracting with a testing agency to the project teamto aid in soils investigation, street design, etc.• Accurately mapping and analyzing test results• Involving a specialized utility coordination company to coordinate theproposed work of phone, cable and electrical.• Vacuum and pressure testing of pipelines as well as lamping andvideo-taping if necessary• Documenting all aspects of the project on paper and with photographs• Frequent site visits by the management team including theProject Administrator• Housekeeping – maintaining a clean and orderly jobsite
The above methods would help to minimize unknowns, reduce theamount of changes during construction, design a constructibleproject, and insure delivery of the project on time and withinbudget.
Experience has shown that project plans with the least amount ofinformation result in a greater number of change orders due tounknown conditions. Spending the extra effort during pre-construction to obtain as much information as possible, aspreviously mentioned, greatly minimizes the unknown thereforereducing the amount of change orders.
If materials can be substituted that reduce the cost of the projectand not affect quality, these will be suggested to the ownershipgroup as a proposed change. Value engineering cost savingsincorporated during preconstruction will go 100% to the owner. Ifsuggested and incorporated during the construction phase a 50/50split of the savings would be distributed.
Please consider partnering with Gerrard on your next project.
