The Germantown School Board wasupdated Jan. 11 on plans for staging TheMoving Wall at the Kennedy Middle Schoolsite next fall.
The Moving Wall is a half size replica of the Vietnam Veterans Memorial inWashington, D.C. According to themoving-wall.org Web site, the miniature wall hasbeen touring the country for more than 30years. The effort to bring the wall toGermantown is being led by AmericanLegion Post 1 in Germantown. Plans are tohave the wall in Germantown Sept. 1-5,2016.
Lisa Leider, a co-chair of the MovingWall committee, said The Moving Wall is ahalf-scale replica of the actual wall. It isshaped in a "v" formation and each side isapproximately 126 feet long. The names onThe Moving Wall are the same as are on theVietnam Veterans Memorial. It will belocated in the track area on the north sideof the school property.
Leider said a "healing field" will beincorporated to the side where there canbe up to 400 flags. Attendees can purchaseflags to honor someone who served in themilitary. In addition, 14 WashingtonCounty residents who died while serving inthe war will be honored.
"Anybody can honor a veteran livingor deceased, and it will be amazing,"Leider said. A note can be left with theflags, which can be taken home after theevent.
Organizers are also looking to bring ina "Huey" 369 helicopter, which was the
workhorse chopper during the war.Leider said there will be an interactive
display as part of the event. She said thedisplay will include information on thedraft and what was going on in the worldat the time.

We’re just a few weeks away from the first caucuses and primaries, so presi-
dential election season is in full swing. As a voter, you may be keenly interestedin the election process. But as an investor, should you be concerned?If you take a look back, you might be somewhat encouraged over the prospects
of the financial markets this year. In the last 12 presidential election years, theDow Jones Industrial Average has been up nine times and down just three. So,election years must be good for the financial markets, right?
Not necessarily. In every year, the markets are influenced by a variety of fac-tors: interest rates, inflation, corporate profits, geopolitical events, economicgrowth, even the weather. And it’s safe to say that 2016 will be no different. Atthis early stage of the year, one could say that some of these factors, such as con-tinued low interest rates and a reasonably strong economy, might bode well forinvestors. But there’s a lot of 2016 ahead of us — and it’s notoriously difficult foranybody, even so-called experts, to accurately predict the market’s performanceover a relatively short time, such as a year.
Still, the market’s history of pretty good results in presidential election yearsmay not be entirely random. For one thing, the White House is never the onlyoffice being contested; elections are also held for every congressional district andmany seats in the Senate. Consequently, during these election years, campaign-ing often takes precedence over legislating. This legislative inactivity tends to bewelcomed by the financial markets, which generally dislike surprises, big changesand new directions.
However, you can’t really count on past trends to provide a certain roadmapfor the year ahead, in terms of the performance of the financial markets. As men-tioned above, many factors influence this performance, and at this early stage inthe year, we just can’t predict which of these factors will take precedence.
So, instead of worrying about things you can’t control, focus on those that youcan. For starters, review your investment mix. Does it still properly reflect yourgoals, risk tolerance and time horizon? Over time, even if you haven’t mademany changes to your portfolio, it can become “unbalanced.” For example, if you own some stocks that have increased greatly in value over the years, thesestocks may now be taking up a larger percentage of your holdings than you hadintended, bringing with them a higher degree of risk. Consequently, you mightwant to consider selling off some of these stocks and using the proceeds to fill inother gaps in your portfolio.
On the other hand, if you think your mix of investments is not providing youwith the returns you need to help make progress toward your long-term objec-tives, you may need to add some vehicles that can provide you with more growthpotential. After all, it’s 2016 now, so whatever your age, you are another yearcloser to retirement. Will this year look like past presidential election years, asfar as good returns from the stock market? No one can say for sure. But if you“vote” for smart investment moves, you won’t be sorry.

The Germantown Village Board post-poned action Jan. 18 to award a con-tract for the design of an expandedroundabout on Lannon Road andAppleton Avenue after the price tag wasmore than what was expected.
The board will consider action onthe contract at it next meeting inFebruary.
Village Engineer Brionne Bischkeexplained that the state Department of Transportation (DOT) is resurfacingAppleton Avenue from the village toHwy. 60. He said the project schedulefor that work calls for that to happen in2018. At the same time, the village isundertaking the development of itssixth tax incremental finance (TIF) dis-trict.
Bischke said the village has to doroundabout improvements at the inter-section of Appleton Avenue and LannonRoad, including signage and laneimprovements. In the memorandum of
understanding with the Department of Transportation, the understanding wasthat the village would use the DOT con-sultant, Westbrook AssociatedEngineers, to update the plans for con-struction. To make the design changeswill cost $47,880, which Bischke saidwere "twice as much of what I expect-ed."
Bischke said he looked for area toreduce the costs, but said he was toldby a representative of Westbrook thatthe number cannot be reduced. Hesaid to hire someone other thanWestbook to do the work "would haveto do the same work anyway" and wouldbe more expensive than the $47,880.That change involves expanding theroundabout from the original one laneto two lanes for the road. He noted thatthe design changes are more expensivethan the construction work($32,533.18). The total cost for the TIFwould be $80,433.18.
"This is the nature of our businesspark converging with their project so
late in the game. So we're prettstuck to approve this, to gdone," Bischke said.
Village President Dean Woltetioned the impact of the busineon the traffic in the area.
"I question the need and thefor all the design changes because our business park hap

In 2015 Wisconsin ranked second inthe country for ACT scores. Fourth andeighth grade reading scores are up andgraduation rates in Wisconsin are thethird highest in the country. As outlined in his State of theState speech on Tuesday night, GovernorWalker and Wisconsin are leading the wayin education.
When speaking of recipes it is neces-sary to remember that the proof is in thepudding.
Wisconsin has a long tradition of pro-viding a quality education to its studentsand families. Education indeed has beenand remains a high priority budget item.The Republican led legislature is commit-ted to building a state of the art publiceducation system. Wisconsin has devel-oped a good blend of quality teachers,administrators and parents who are dedi-cated to Wisconsin’s children.
The basic ingredient for a successfuleducation system are parents who under-stand the value of education and teachthose values to their children. The second
ingredient is parental choice, and not justat the voucher program level.Open enrollment provides a competi-
tive model with neighboring school dis-tricts. Taking advantage of free marketprinciples, open enrollment allows par-ents to choose the best school for theirchildren and provides incentives forschool districts to provide a consumerbased product.
Virtual schools provide an alternativeeducational model for many students oneither side of the learning curve.Homeschooling has become more andmore popular and virtual schools givethose students access to teachers and co-
curricular activi-ties. Online learn-ing can also cre-ate an opportuni-ty for studentswho are at risk of not graduating torecover creditsonline.
C h a r t e rschools offer cur-riculums that are
tailored to specific needs for specdren. Created in 1993, one of thecharter schools was to remove thetions and mandates of traditionalso as to promote innovation schools. Today we have the Technology, Engineering and Mathprograms available across theMilwaukee and Racine alone ha15,000 students attending schools.
Finally there is the voucherexpansion. The Milwaukee Choice Program (MPCP) has not ovided Milwaukee families a chescape failing schools, the progsaved public education billions ulions of dollars since its incep
1990. Milwaukee Public Schools are funding at nearly $14,00voucher schools education childabout half that amount. The monis saved STAYS with public educais apportioned to school districtthe state.

The Germantown girls basketball team movedinto a tie for second place in the North ShoreConference last week while defeating a potentialsectional opponent the next day.
On Jan. 15, Cedarburg beat conference leaderGrafton 45-30 while Germantown beat PortWashington 66-32. Kenzie Schmitz led Germantownwith 32 points in the victory against PortWashington. Afterward, Germantown, Cedarburgand Grafton were all tied for the North Shore leadwith a 6-1 conference record.
Coach Matt Stuve noted that the team won'thave a game until Jan. 22 due to exams. Followinga nonconference game against Riverside Jan.26,the February schedule will include back-to-backgames against Homestead and Grafton. He said theweek ahead is an opportunity to focus on academ-ics and then work on fundamentals to get ready forthe second half of the conference season.
The next day Germantown beat Arrowhead 70-59 in a nonconference game played at the AlMcGuire Center as part of the Al Classic. Arrowheadheld a lead for most of the first half but two freethrows by Schmitz gave Germantown a 24-23 leadwith 2:47 left before halftime. Taylor Weitermanthen converted a three-point basket and ChloeBingenheimer converted a free throw to give
Germantown a 28-25 halftime lead.Germantown then opened the second half with
three point baskets by Calli Lemke and SarahRichmond while Olivia Verdin converted a short-range basket to give Germantown a 36-25 lead withat the 15:03 mark of the second half. Germantowncontinued to build on its lead and held a 60-39 leadwith 5:25 remaining after Weitermann convertedtwo free throws. Arrowhead rallied and cut the leadto 66-57 following two free throws by LexusWeigand, but Germantown converted several freethrows to secure the win.
"Toward the end we got a little shaky but then
we were able to come back together again,"Schmitz said.Afterward, Stuve said his team limited opportu-
nities for Arrowhead at the start of the second half and were able to get several quick opportunities.He said that during the first half his team used anaggressive zone with opened up chances inside forArrowhead. In response, Germantown went with amore conservative zone that kept the ball out of the post.
"I don't think you're going to find a betterseven-loss team in the state," Stuve said of Arrowhead, which is in the same postseason sec-tional bracket as Germantown. He noted thatArrowhead's Classic 8 Conference schedule includesranked teams Kettle Moraine and Mukwonago.

The Germantown boys basketball team wasunable to hold onto a five point lead with fiveminutes left against Milwaukee Marquette Jan.16, as the Hilltoppers rallied to win 70-62 at theAl Classic, which was held at the Al McGuireCenter.
The teams were close through the entire firsthalf. Germantown took a 28-22 lead on a shortrange basket by Max Keefe at the 4:01 mark of thefirst half. But Nolan Wright answered with a bas-ket for Marquette at the other end of the court. AGermantown basket by Kyle Clow was answered atthe 3:21 mark with a three point basket by JackDwyer for Marquette to make the score 30-27 with3:03 left before halftime. Germantown enteredhalftime with a 32-29 lead.
The teams stayed within four points of eachother through the second half until two freethrows by McCloud with 5:54 remaining gaveGermantown a 57-52 lead. But Marquette closed
the game by outscoring Germantown 18-5 the restof the way, including a seven-point run withunder three minutes remaining.
The loss was the fourth for Germantown in fivegames.
Afterward, Germantown Coach Mark Adamsnoted that Germantown conceded seven offensiverebounds to Marquette in the first half, which ledto six scores.
During the second half, the team did get somestops to build up a five point lead.
"You've got to get back-to-back stops at theend of the game to make a difference, and we justcouldn't do it," Adams said.
The previous evening Germantown held PortWashington to 16 points in the first half on theway to an 81-45 win.
"Our challenge after the game last night wasto, in a bigger stage, show that we could do thatthere. We didn't do that," he said.
He added that the team will have to work onblocking out and defending.
