The Germantown Village Board recently expressedopposition a request to pay for an upgrade to the coun-ty radio system.
During the Oct. 20 Village Board meeting, VillageAdministrator Dave Schornack said police have hadtrouble with hand held radio devices in certain buildingsand locations. The county solution is a 700 MHz systemthat would overlay the current county radio system. Inorder to do the overlay, the county would look to spend$4.25 million while asking municipalities to replace theirown hand held radios. In the case of Germantown, thatwould mean replacing approximately 70 hand held
radios.Schornack said replacing the radios would cost thevillage approximately $250,000.
This just blew our minds, were already working onour budgets, budgets are extremely difficult for all of usto balance, Schornack said. Schornack said all munici-palities who were present during a meeting with countyofficials in September were against putting money intothe upgrade.
This is a county radio system, the county should beworking at making it right, Schornack said.
Schornack said the county is delaying its next meet-ing with municipalities until January on the matter.
Germantown Police Chief Peter Hoell said the 700MHz system is being brought forward because publicsafety users are not satisfied with the county radio sys-tem because of poor in-building reception.
Hoell said the company that created the countyradio system has invited users to a technology day

I wasadopted from WCHS in April, and returnedrecently because my adopter could no longer have me in his newhome. I am a handsome young Beagle that is good with dogs andchildren, but I do not like cats. I must not go to a home with anyfeline friends. I am prey driven, so I must not go to a home withany small animals. Please no condo or apartment for me - I mightbe a little guy - but I love to make some noise! I am friendly andknow how to speak. Come in today and ask for me. . . Reggie.

and wanted users to sign off on 700 MHzupgrade.
Im not comfortable with that, Hoellsaid. He said he would want the CountyRadio Committee to get an outside consult-ant to examine the 700 MHz option.
Hoell noted that he and other localpolice chiefs oppose having to pay for thecurrent upgrade.
This was a county radio project, wethink the county should see it through andpay for the enhancements, Hoell said.
When asked, Schornack noted that offi-cials in Hartford were very strongly not infavor of this while West Bend officialshave also expressed opposition to havingto pay for a portion of the upgrade.
During further board questioning, Hoellsaid that in-building coverage was includedin the original county radio contract. However, that requirement was dropped inreturn for $1.5 million in enhancements to
the radio system that was to be prothe contractor.
We werent part of those discHoell said.
The board then supported afrom Trustee Terri Kaminski to havstaff draft a motion against spendmoney for the upgrades.

Drs. Richard and Bruce Winte
Dear Dr. Winter, I have been told I have no bone leftunder my dentures. I keep getting sharp stinging painwhen I bite down and my dentures pop out when I
open my mouth even with denture adhesive. What aremy options and how much does this cost?Dear Jan, I am sorry you are having problems with
your dentures. Teeth maintain bone. When teeth areremoved you can lose 40% of the remaining bone thefirst year after tooth loss. This bone loss will continueevery year until implants are placed to stop bone loss. This means you can lose height of bone and width ofbone continuously. When you wear dentures thedentures may appear tight but over time as the boneresorbs the dentures get looser and looser. That is whydentures should be relined or remade every 3-5 yearsto try and maintain a better fit between the dentureacrylic and the bone.
Dentures can move up to 1/2 an inch during anormal chewing cycle. That movement coupled withbone loss can quickly lead to exposure of nerves thatcan cause pain from denture pressure.
Solutions to nerve pain involve stabilizing yourdentures or moving into "fixed" teeth again. This isdone by placing implants or mini-implants into the
jaws to support your dentures. How many implants
you receive is often dependant upon your budget. Ihave written many articles on Upgradeable Dentistrywhich is a concept that allows patients to placeimplants before bone loss occurs. They can thencontinue to add implants over time as their budgetsallow until they have enough support to have apermanent bridge or "fixed teeth." Placing implants assoon as teeth are lost helps prevent more costly bonegrafts later on. There are ways of making Snap-On-Dentures with a few implants so that the implants canhave attachments that the denture clips to. Thisprevents slipping of the teeth and eliminates the needfor denture adhesive which can be quite annoying toclean out each day. If enough implants can be affordedthen a bar can be made to snap the denture on to andthis allows the implants to be splinted and increasestheir strength.
If we have 6 implants in the upper arch (or more)and at least 5 implants in the lower arch then a hybrid
or "fixed" denture can be made for our patieIf you have lost too much bone accordin

An increase in state general aid willresult in a lower tax levy for theGermantown School District.
On Sept. 22, voters approved a$28,890,911 levy, which was a 1.62 per-cent decrease from last year's levy. At theOct. 27 School Board meeting, the boardapproved a revised levy of $27,182,811.
While voters in public school districtsstatewide approve the levy for local districts
in the summer and early fall, those figuresare later adjusted to account for final stateaid each district will receive.
Director of Business of AuxiliaryServices Ric Ericksen said the increase instate aid will allow for the reduction in thetax levy. Ericksen also said that the districtsequalized value increased by 4 percent, which is higher than the 1/10th of a percentthat was projected at the annual meeting. Asa result of the increase in equalized value,
Ericksen said the rate will go down fromwhat was estimated at the annual meeting.
Ericksen noted that residents pay taxesbased on assessed value in a community, not a districts equalized value. He said thevillage of Germantown recently underwenta revaluation of property and indicatedthere could be a decrease in the school dis-trict portion of the property tax for village ofGermantown residents, depending on new
growth. It remains to be seen what the finalimpact is on the average home, Ericksensaid.
Superintendent Jeff Holmes said thatover the past two years, the equalized taxrate for the district decreased by 4 percent.
During board discussion, School BoardPresident Robert Soderberg said he wasplease with the additional state aid thathelped reduce the district tax levy.
I want to thank the governor and theLegislature for providing us the tools in Act10. I know were supposed to be apolitical, but if we didnt have those tools we mayhave a different discussion, Soderbergsaid.
The board approved the budget andlevy, with board member Bruce Warnimontvoting against it. Board member MichaelLoth was not present at the meeting.
Short term borrowing reducedThe board approved $2 million in shortterm borrowing from Oppenheimer & Co.The amount short term borrowing is downfrom $4 million last year.
Ericksen explained that more than halfof the school districts statewide do someform of short term borrowing to cover costsfrom the fall until local tax revenues come inearly January.
