Comparison and analysis of long-term energy transition scenarios

Similarities

• Contribute to economic growth by employing low carbon and low cost energies

• Different approaches of projections and policies

– Japan: Carefully assess balance of 3Es in accordance with current feasibility

– Germany: Assess how to reach long-term targets in 2050 (with net benefit)

• Calculation and current status of power generation costs differ

Recommendations

Japan can learn from Germany concerning the undergoing market reform to

VRE-based energy system

Both Japan and Germany need to provide the right investment signals to reduce

the use of fossil fuels

Strengthening of network is strategically important

– To increase efficiency of generation supply and use

– To raise flexibility to accommodate VRE

Analyze the reasons why perception of nuclear power is different

Positive externalities of RE shall be counted in its cost estimates

An RE-based transition is driven by decentralized actors (e.g. citizen cooperatives)
