Focused on level 1 or level 2 of the shell model

Method of measurement of the parameter(s) of the indicator

shall be clear (not to be presented in public yet)

Lower value threshold defined (not to be presented in public

yet, however not being the only sufficient negative finding

when assessing the cluster management excellence)
