    It is with great enthusiasm that I am applying for the Flagler School District superintendent position. I

    understand that you are seeking a candidate who is visionary and innovative, works collaboratively with

    others, understands Florida public school finance and the role of technology in K-12 education, is well

    organized, accessible, possesses a positive and professional attitude, and acts decisively. I believe if you

    review my background and speak with people who are familiar with my work that you will find that I am

    well qualified to lead Flagler Schools to the next level expressed in the district strategic plan.

    As a leader I use my skills as a listener and communicator to frame a vision for public schools and the

    community’s children that we serve. It is essential to hear what others are saying and learn from many

    different viewpoints. Being well grounded in the community perceptions of the school system, coupled

    with a deep knowledge of the field of education, I have worked to build consensus on topics and issues

    facing the school system and develop a vision for improvement. This approach supports the tenets of a

    learning organization and becomes the basis for sustainable, system growth.

    Within the first three months of the superintendency, I will meet with different members of the

    community: parents, community leaders, school leaders, and students to understand how they perceive

    the school system and the work that is necessary for the schools to improve. By learning from different

    perspectives and in meetings with board members, we will work to construct a plan for improvement

    that will lead Flagler School District into the future as a high quality learning organization based on the

    strategic direction the community aspires towards.

    An innovative leader inspires change and motivates educators for improvement. In order to support

    innovation, we have developed programs to encourage and support education innovators in two school

    systems. At the forefront of technological improvements, we created 1:1 initiatives, developed an

    online school, and supported principals and teachers as they shifted instruction with online delivery

    systems.

    I have learned the school finance and accountability systems in four different states and will use this

    understanding to strategically and rapidly master the elements of Florida’s public school finance and

    capital outlay program. The benefit of understanding different state systems was put into practice, for

    example, in Colorado when we developed an approach to school financing for student based budgeting

    aligned with state and local resources. In each school system we have pursued strategies to develop

    efficiencies and effectiveness through project management and process improvements while balancing

    budgets to offer salary increases and competitive benefits.

  • As a professional educator and leader I am committed to high expectations for all students and working

    with the educational community to assess how we can make improvements. To be effective requires

    collaborative work with all stake holders, a commitment to high expectations for all students, a strong

    professional working relationship with the board of education, and building relationships for

    improvement. My background as an educator illustrates the successes we have experienced in working

    collaboratively and decisively to achieve improvements. My life calling is to serve as an educator who

    makes continuous improvement of all students’ education the most important consideration of

    leadership. Closely allied with the focus on continuous improvement is treating all with respect and

    civility and assuring that our school system is focused on what is best for students.

    With my application I am including evidence of outstanding student achievement in Worcester County

    Public Schools in the first two years of the assessments measuring college and career readiness

    administered during the third and fourth years of my superintendency. Compared to the other school

    systems in the state of Maryland, WCPS students outperformed all other county systems in more grade

    levels, placing the scores as the highest of all other school systems for two consecutive years.

    My wife and I are seeking a community where we will reside for many years to come. The Flagler School

    District communities have the characteristics where would hope to relocate. I hope that after you

    review my application, I will be extended an opportunity to interview for the superintendent position.

  • Worcester County Public School (WCPS) and State of Maryland 2015 and 2016 PARCC Averages for

    Tested Areas

    In the third and fourth year as superintendent in WCPS we administered the first and second PARCC

    assessments of the Maryland College and Career Readiness Standards in Language Arts and

    Mathematics. When I began as superintendent we were beginning the transition to the new standards

    and the professional development was being initiated. The results from these assessments demonstrate

    the degree to which students demonstrated that they met or exceeded the standards. A

    superintendent is responsible for the overall performance of the school system.

    In the data the difference between the WCPS and State averages are significant. When we analyzed our

    scores and compared them with other Maryland county’s scores we had the highest number of

    instances that our student averages were either 1st, 2nd, or 3rd in the state compared with all other

    counties for two consecutive years. There are 24 county school systems in Maryland. Additionally, nine

    out of the fourteen tested areas improved or stayed the same in the second year of the test. The

    percentage of students in WCPS who are considered economically disadvantaged is 43%, higher than the

    state average, 28%.
