A fast growing Gwinnett County has prompted the Gwinnett County Board of Commissioners to build a 6 mi. extension of the Sugarloaf Parkway in an attempt to reduce commuter traffic congestion. Sunbelt Structures of Tucker, Ga., specializes in all components of interstate highway interchange con- struction. Awarded the $21 million contract by the Gwinnett County Board of Commissioners, Sunbelt began work in mid-February 2009 with an anticipat- ed completion date of early 2011. The complete project consists of a new interchange, a four-lane highway, three new bridges, and dozens of reinforced earth walls and box culverts. A major concern for Gwinnett County and Sunbelt Structures was to reduce the environmental impact of the construction, as the extension of Sugarloaf Parkway would pass through wetland and watershed areas. They chose single stem pier design with a hammer head cap to minimize the number of foot- ings. The ability to set the cap forms with a single crane pick and strip them in two picks provided the most economical forming solution for this project. The EFCO plate girder system was the first and only consideration for the construction of the pro- ject’s 13 piers and hammerhead caps based on the experience of Sunbelt General Superintendent, Herb Jordan and Superintendent, Doug Archer. They chose a fixed soffit solution and formed the varying slopes with blockouts to eliminate additional assem- bly for each configuration. EFCO designed a soffit form using the EFCO super stud for additional sup- port to form the 6 ft. (1.8 m) wide soffit and multiple blockouts. EFCO engineers provided detailed drawings showing the size and placement of the blockouts pro- vided by Sunbelt along with details explaining how to assemble and cycle the cap formwork. The cap size also varied from 49 ft. 6 in. (15.1 m) to 69 ft. 3 in. (21.2 m) in length and 9 ft. (2.7 m) to 15 ft. (4.6 m) in height. All caps measured 6 ft. in width and cycled in two halves. Column measurements ranged from 9 ft. by 6 ft. to 14’ft. by x 6 ft. (4.3 by 1.8 m), and the maximum height was 46 ft. 3 in. (14.1 m). The plate girder system is performing as expected, providing the contractor with an architectural con- crete finish with on-time and on-budget results. GADOT Awards More Than $31M inNew Construction Projects Statewide

The Georgia Department ofTransportation has awarded more than$31.3 million for 16 construction proj-ects across the state, including $11.7million for the conversion of 16mi.(25.7km) of high occupancy vehicle(HOV) lanes to high occupancy toll(HOT) lanes in Gwinnett and Dekalbcounties.

The HOV to HOT project wasawarded to World Fiber TechnologiesInc., of Alpharetta, for $11,721,523.The I-85 Express Lanes project willinstall 18 mi.(29km) of fiber and sig-nage along Interstate Highway 85between Chamblee Tucker Road andOld Peachtree Road and along StateRoute 316 between its intersection withI-85 and Riverside Parkway.

When completed a year from now,the HOT lanes will offer more choices

to all motorists, including single occu-pant vehicles and more reliable triptimes in the corridor. Transit buses,motorcycles, alternative fueled vehi-cles and vehicles with three or morepassengers will be allowed to use theinside (left) HOT lane for free, whilesingle- and double-occupant vehicleswill be allowed to use the lane if theychoose to pay a variably priced toll.

Other projects awarded by theDepartment include two major bridgeprojects — one at Lake Lanier inForsyth and Hall counties and the otheron State Route 3 Alternate north ofThomasville in South Georgia.

“All of theses projects, especially theHOV to HOT conversion and the twobridges, are representative of GeorgiaDOT’s determination to find ways toenhance mobility and always, always

maintain safety, even though our budg-et continues to shrink,” GeorgiaTransportation Commissioner VanceC. Smith, Jr.

The Lake Lanier bridge project — a$586,000 rehabilitation of the StateRoute 53/Dawsonville Highway spanacross the Chestatee River at theForsyth/Hall county line — is expectedto require a complete closure of thebridge for eight consecutive weekendsbeginning in September. A temporary,but major, reduction in mobility in thearea will result.

GA DOT Seeks Federal Funding forAtlanta to Louisville High Speed Rail

Georgia Department ofTransportation Commissioner VanceC. Smith, Jr. announced Aug. 9 that theDepartment applied for $34 million infederal funding to accelerate develop-ment of high-speed rail service fromAtlanta to Chattanooga, Tenn., continu-ing to Nashville and eventually toLouisville, Ky.

Earlier this summer, the FederalRailroad Administration (FRA) saidstates could apply for federal fundsunder the U.S. High Speed IntercityPassenger Rail (HSIPR) program cre-ated by Congress last year. Fundswould be used to plan and implementhigh-speed service along approved cor-ridors.

“Even before the federal High SpeedRail program was announced last year,Georgia DOT was already planningseveral related projects such as theAtlanta-Chattanooga High-SpeedGround Transportation Project and thedowntown Atlanta Multi-Modal

Passenger Terminal,” Smith said. “Weexpect to fit right in.”

With FRA approval, Georgia DOT,and its partner Tennessee Departmentof Transportation (TDOT) would con-tinue environmental planning and engi-neering between Atlanta andChattanooga, design approved stationsalong the corridor, and create a com-prehensive plan for high-speed serviceto the public that could one day stretchfrom Florida to Chicago. TDOT wouldmanage planning along the extensionfrom Chattanooga to Nashville.

Commissioner Smith thanked co-applicant TDOT Commissioner GeraldNicely for his strong support, and gavespecific credit to Rep. Zach Wamp R-TN, and the Georgia CongressionalDelegation. They were instrumental insecuring nearly $14 million in federalfunds last year for the Atlanta-Chattanooga HSGT Project.

Smith noted that when Wamp leavesCongress at the end of this year, “The

South will lose one of its strongesthigh-speed advocates who has givenyears of service to the northwestGeorgia-southeast Tennessee region.”

Smith also congratulated the StateTransportation Board whose membershave long advocated for this develop-ment.

“We look forward to the day whenGeorgians have a vibrant range of trav-el alternatives and can choose to travelin safety and comfort along a beautifulhigh-speed corridor where no optionsexist today” Smith said.

The application received writtensupport from key transportation part-ners, including the Atlanta RegionalCommission which will cooperate onlivable communities planning,AMTRAK and numerous cities andorganizations in Georgia andTennessee. The ChattanoogaEnterprise Center has been a specialpartner in this endeavor for many years.

A Georgia DOT resurfacing project on WalnutAvenue/State Route (SR) 52 in the city of Dalton andWhitfield County began Aug. 8.

The project includes 5.7 mi. (9.2 km) of resurfacing on SR52/ Walnut Avenue in Whitfield County, beginning atAbutment Road and extending to the Murray County line.Lane closures and traffic shifts are expected throughout theproject. This project is expected to be completed by the endof January 2011, at a construction cost of $2.3 million.

“We are making every effort to minimize the impact thisresurfacing project may have on the traffic on SR 52.Working in phases and at night; scheduling lane closuresafter the evening rush hour; and reopening these lanes beforethe morning rush hour; and informing the public in advanceof any lane closures or traffic shifts are only a few examplesof these efforts,” said Kent Sager, district engineer at theDOT office in Cartersville.

The Nov. 2 general election ballot will include a proposedconstitutional amendment to allow the Georgia Departmentof Transportation to enter into multiyear construction agree-ments to reduce long-term construction costs paid by thestate. This measure would not add any new taxes; it wouldallow better use of funds currently collected.It would helpGeorgia DOT bridge its current funding gap and allow it tocontinue to utilize every available state motor fuel dollar toimprove, maintain and grow Georgia’s transportation sys-tem. ATHENS, Ga. (AP) State transportation engineers arepreparing to unveil a plan to widen a portion of U.S.Highway 78 in northeast Georgia, and area officials are hop-ing the project will encourage development.

Officials said the plan calls for widening the highway tofour lanes from southeastern Clarke County to just outsideCrawford in Oglethorpe County.

The state Department of Transportation scheduled twopublic meetings to describe the widening plans, one inAthens and one in Lexington.

Cary Fordyce of the Oglethorpe County Chamber ofCommerce said developers have looked at OglethorpeCounty as a place to build, and at least one suggested heneeded a wider highway.

Opponents said the widening would detract from the nat-ural beauty surrounding the highway and disrupt historiclandmarks along the right-of-way.

MACON, Ga. (AP) Georgia Department ofTransportation officials said progress is being made on com-pleting two portions of the Fall Line Freeway throughWilkinson County, but the route the road will take throughthe Macon area is still undecided.

The freeway will connect Columbus with Augusta whenit’s completed.

Kraig Collins, area engineer for the Georgia DOT, saidAug. 2 that once the Wilkinson County portions are finished,there are only three more sections to construct before thefreeway connects Macon and Augusta.

Kimberly Larson, the DOT district communications offi-cer for the Macon area, said the DOT is stalled on how to getthe freeway across Macon and has no preferred route.

The new freeway sections in Wilkinson County requirebuilding new roads between existing parts of the route.

Alan Wilbert Joins Cowin Equipment Company in AtlantaCowin Equipment Company recently

expanded its staff at the Mableton(Atlanta), Ga., branch with the additionof Alan Wilbert, as rental sales represen-tative. Wilbert started his career in con-struction equipment sales and rentals in1997 when he joined US Rentals/UnitedRentals.

“I started out in this business workingthe counter and then had a rather rapidopportunity to move into outside rentalsales. We had an outside sales represen-tative leave the company and I washanded the keys to the truck and wastold to go rent something. My trainingconsisted of whatever I learned workingthe counter and a mandate to just go outthere and do it” stated Wilbert.

After several years with UnitedRentals, Wilbert went on to work withYancey Bros. Co. and Volvo Rents inoutside rental sales in the Atlanta metromarket primarily working with gradingand pipeline contractors for their rentalneeds.

“I prefer the hands-on approach ofbeing on the job site, getting to know thecustomers and addressing their needs.Finding out what they need to get the jobdone most effectively and productively

and just making it happen for them iswhat gives me personal satisfaction,”Wilbert said.

Wilbert said that part of the decisionto join Cowin was because of the com-pany’s large rental fleet of diverseequipment lines, which gives him theability to offer his customers a broadselection of choices.
