Official Procedural Rules

The rules contained herein are designed to promote procedural unity among the chambers.

They are subject to change by the staff at any time, but they may NOT be altered or

ignored through a suspension of the rules by the chamber.

--DECORUM: Each preliminary chamber is designated as a HOUSE. A member of the House of Representatives is always referred to as “Representative.” The Presiding Officer of a House of Representatives is addressed as “Mister/Madame Speaker.” The Presiding Officer is responsible for enforcing proper decorum in the chambers. --LEGISLATIVE DAY: A legislative day is one session; speaker order (recency) resets after each session. --RECOGNITION OF SPEAKERS: The RECENCY system, as explained by the National Speech and Debate Association, is the required method for recognizing speakers at this tournament. Presiding Officers are required to use this form of recognition. Individual recency is to be used always; other systems are prohibited! --QUESTIONING:

• A MANDATORY two-minute questioning period follows all AUTHORSHIP, SPONSORSHIP, and SPONSORSHIP ON AMENDMENT speeches; a two-minute questioning period also follows the FIRST NEGATIVE speech on any item of legislation.

• The Presiding Officer recognizes legislators who wish to ask a question of a speaker; the speaker MAY NOT perform this function him/herself.

• All other speeches will have a mandatory one-minute questioning period that MAY NOT be suspended.

• The PO has an obligation to rule “two-part,” misleading, or irrelevant questions OUT-OF-ORDER

--AGENDA ORDER: Each chamber determines its own agenda order based on the legislation assigned to it by this packet. All legislation assigned to a chamber must be debated before the chamber may proceed to legislation assigned to another chamber. --LEGISLATION WITHOUT AN AUTHOR: If the author of a bill or resolution is not present in the chamber, withdraws from the tournament, or waives service as the author, a SPONSORSHIP speech is in order. Sponsorship is determined by recency. The sponsor becomes accountable for the mechanics of the bill and must yield to two minutes of questioning from the chamber. --VOTING: The PO determines the method of voting on each question that comes before the chamber, EXCEPT:

1. For final votes on legislation, amendments, and motions to appeal the chair, a recorded vote must be taken.

2. On all other votes, “voice voting” is acceptable. A recorded vote must follow if any member asks for a division.

3. When a member of the chamber moves for a roll call vote and the motion is agreed to by 1/5 of the chamber.

4. ALL simple majority votes are based upon the number of legislators PRESENT and VOTING in the chamber; therefore, the PO may not call for or count abstentions. For all votes requiring a fraction of the chamber to agree to a motion or question (2/3, 1/3, 1/5, etc.), the chair determines whether the chamber agrees with the motion/question using the number of legislators PRESENT in the chamber. Because of this system, the PO must track the number of legislators in the chamber at all times.

--INTERNET CONNECTIVITY:

• During debate on a piece of legislation under consideration, use of the Internet shall be strictly prohibited.

• Internet may be used during recesses called by the chamber or during the time period between sessions, but many not be accessed during motions of personal privilege.

• Both judges and peers present in the chamber shall monitor inappropriate use of the Internet.

• Concerns should be brought to the Parliamentarian in a discreet manner that has limited impact on the flow of the chamber. The Parliamentarian will then bring these concerns to the attention of the tabulation staff.

--EVIDENCE RULES:

• The pilot NSDA Congress Rules of Evidence shall not be used. • Students shall be responsible for the validity of all evidence they introduce to the floor.

This includes, but is not limited to: facts, statistics, or examples attributed to a specific, identifiable, authoritative source used to support a claim. Unattributed ideas are the opinion of the student competitor and are not considered evidence.

• At minimum, students are expected to orally deliver the following when introducing evidence: primary author(s)’ name (last) and year of publication. If the source is a periodical or government publication, the title of the publication may be substituted for the author.

• Evidence violations shall include: o “Distortion” – the textual evidence itself contains added and/or deleted word(s),

which significantly alters the conclusion of the author (e.g. deleting “not”; adding the word “not”.)

o “Non-existence” § Student citing evidence is unable to provide the original source or copy of

the relevant pages when requested by a tournament official. § Original source provided does not contain the evidence cited.

o “Clipping” – when the student claims to have read aloud the complete text of highlighted and/or underlined evidence when, in fact, the contestant skips or omits portions of the evidence.

o “Straw argument” – claim introduced by an author for the purpose of refuting, discrediting or characterizing it. Reliance on a straw argument occurs when a student asserts incorrectly that the author supports or endorses the straw argument as his or her own position.

o “Lack of Availability” – resources most be readily accessible and available to the general population.

• To protest a piece of evidence, a student must secure from the Parliamentarian a formal protest form only during the recess immediately following the legislative debate during which the accused violation has occurred. If Orders of the Day have been called, the same rules apply, but the student filing the complaint will have five minutes to complete this form and turn it into the Parliamentarian.

• This form shall require the student filing the protest to provide: o Full citation of the evidence in question o Identification of which evidence violation has been committed o A detailed explanation of what exactly was said by the competitor being

questioned (verbatim if possible) o Provision of the piece of evidence demonstrating that student filing the protest

had prior knowledge of evidence in question and that it was not accessed via Internet during the debate

o Student must sign form and acknowledge that a false accusation could result in the loss of ranks earned for that session. Student must file the complaint with the Parliamentarian prior to the end of the chamber’s recess or within five minutes of Orders of the Day being called. The Parliamentarian will contact the tabulation staff immediately and an appointed protest committee will make a determination as to how to proceed.

• If requested by a tabulation staff member, students must be able to provide a printed or electronic .pdf copy of the evidence with the referenced materials(s) highlighted.

• Visual aids are strictly prohibited.

Preliminary Competition Format

This year’s Congressional Debate division features nine (9) chambers. Chambers are designated as a House of Representatives. There are two (2) sessions of debate in the Preliminary Competition. Each session consists of three (3) hours of floor debate. Each recess shall not be longer than five (5) minutes. Chambers may finish no more than ten (10) minutes prior to the tournament-designated end of session. There is one (1) elected Presiding Officer in each session. For purposes of this competition, one complete session is a legislative day. Priority for speaking resets at the end of each legislative day. Thus, all legislators will have zero speeches at the start of each session. Any member of the chamber may run for Presiding Officer, but no legislator may serve in that office for more than one session. Elections are conducted by secret ballot, with a majority vote required to elect a candidate. Service as Presiding Officer counts as the first two speeches of the session for purposes of speaking priority. Each chamber is evaluated by a Parliamentarian and a Scorer. The Parliamentarian remains in the chamber throughout the preliminary competition, while the Scorers rotate to different chambers throughout the tournament. The Scorers evaluate every speech that is given in a session, rating them on a scale of 1 to 6 (1 is low; 6 is high). The points awarded by a Scorer for a given speech can thus be used to determine NSDA points for that speech. The Parliamentarian keeps notes on the overall performance of each legislator and will write formal ballots, including an evaluation for each Presiding Officer, awarding him/her up to 18 points based on his/her performance during a given session. At the end of each session, the Scorer and the Parliamentarian will each independently nominate eight students for Best Legislator during the session. Each Scorer and Parliamentarian’s nomination form is converted into credits by the Tabulation Staff with the 1st place legislator receiving 8 credits, the 2nd place legislator receiving 7, and so on. Those students who were not ranked by the Scorer will receive zero (0) credits from that Scorer. The three students from each chamber who have earned the highest number of judge credits during the Preliminary Sessions will advance to the Semifinal Round. After the third session, the students who ranked fourth through seventh based on judge credits will be placed into nomination for a peer ballot election. Each student ballot will be worth one vote in this election, with the ballot of the Parliamentarian breaking any ties. If there is a tie in determining nominees for the election, the tie will be broken using the Parliamentarian’s preference. The two highest peer-rate competitors will advanced to the Semifinal Round. Finally, each Parliamentarian ranks the top 10 students in the chamber at the end of the third session based on their overall legislative performance during preliminary competition. The highest-ranking student on this record (Parliamentarian’s Preferential Rating) who has not advanced from preferential balloting or judge credits will then advance to the Semifinal Round. Thus, seven legislators qualify for the Semifinal Round from each chamber as follows:

• 3 students based on total judge credits • 2 students based on preferential balloting • 1 student based on Parliamentarian’s Preference

• Find your name on the next page. • Remember to NOT panic if you do not have your code. Simply use only your last name

when speaking from the floor during Preliminary and Elimination sessions of Congress. • Do not use your school name to identify yourself during any session of the Congress.

Legislative Calendar. • Legislation has been assigned to the same chamber as its author. • All legislation assigned to a chamber must be debated before the chamber may debate

legislation assigned to a different chamber. Legislation assigned to a chamber may not be tabled for the purposes of moving forward to another chamber’s legislation.

• If a chamber completes its entire agenda: o Chamber 1 will debate items from the docket of Chamber 2 o Chamber 2 will debate items from the docket of Chamber 3 o Chamber 3 will debate items from the docket of Chamber 4 o Chamber 4 will debate items from the docket of Chamber 5 o Chamber 5 will debate items from the docket of Chamber 6 o Chamber 6 will debate items from the docket of Chamber 7 o Chamber 7 will debate items from the docket of Chamber 8 o Chamber 8 will debate items from the docket of Chamber 9 o Chamber 9 will debate items from the docket of Chamber 1. o

*You can prepare great speeches on a limited number of bills over two weeks rather than prepping 20 or more bills you may never speak on; and

*You can learn how to effectively network and collaborate with your peers.

Thus, please include ALL individuals in who are participating in your chamber in any

conversation you may or may not have before the tournament.

B/R #101 A RESOLUTION TO PERSUADE NATO TO ADMIT THE UKRAINE

WHEREAS, The objective remains to restore Ukrainian control over the territory of the entire 1

state. Russia is still far from implementing the obligations under the Minsk 2

Agreement; and 3

WHEREAS, The guiding principle of American policy throughout this period had been to 4

stand with the people of Ukraine and to underline the importance of restoration of 5

Ukraine’s sovereignty and territorial integrity; and 6

WHEREAS, The United States attaches great importance to the success of Ukraine’s transition 7

to a modern democratic state with a flourishing market economy; and 8

WHEREAS, Any country in the Euro-Atlantic area is free to join NATO if it is prepared to 9

meet the standaBrds and obligations of membership, and to contribute to the 10

security of the Alliance; now, therefore, be it 11

RESOLVED, That the Student Congress here assembled make the following recommendation 12

for solution: that NATO should officially recognize the Ukraine as a NATO 13

nation.14

B/R #102 A BILL TO NATION-BUILD IN PLACE OF

SENDING ADDITIONAL TROOPS IN AFGHANISTAN

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. As an alternative to sending excess additional troops to Afghanistan, the 2

United States of America shall continue with the $117.26 billion 3

Afghanistan reconstruction plan and eliminate Afghan government 4

corruption. 5

SECTION 2. A. Reconstruction efforts regarding Afghanistan shall include 6

humanitarian aid and the expansion of the mining industry in Afghanistan. 7

B. Corruption and disorganization within the Afghan government shall be 8

eradicated through judicial and administrative training by United States 9

government officials. Instruction and aid will also be provided by 10

American officials for Afghan law enforcement officers. 11

C. An excess amount of troops shall hereby be defined as over 1,000 12

American soldiers. 13

SECTION 3. The Department of State, Department of Defense, the Drug Enforcement 14

Agency, and the U.S. military shall work in collaboration to oversee the 15

implementation of this bill. 16

SECTION 4. This bill shall be implemented six months after passage. 17

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.18

B/R #103 A BILL TO PREVENT DATA BREACHES TO PROTECT AMERICAN CITIZENS

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. The United States of America shall put in place regulations for increased 2

cyber security. 3

SECTION 2. Regulations shall hereby be defined as: 4

A. Companies collecting personal information must have up to date 5

security procedures to protect that information, and if they fail to do 6

so, they will face federal fines proportionate to the violation. 7

B. Companies shall have five business days to notify affected customers 8

of any data breach. 9

C. Companies must have a robust plan to respond to stolen data incidents 10

and be held legally responsible for any and all incidents. 11

SECTION 3. Congress, the Federal Trade Commission, the Consumer Financial 12

Protection Bureau, the Department of Justice, and private companies shall 13

work in conjunction to oversee the passage of this legislation. 14

SECTION 4. This bill shall be implemented one month after passage. 15

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.16

building that uses at least 911 kilowatt hours of electricity per month. 6

SECTION 3. The Federal Government through the Department of Energy shall create 7

the Committee for Reduction of Carbon Dioxide (CRCD) to oversee the 8

installation of solar panels for every eligible building. 9

A. This program will be funded through general tax revenues. 10

B. Any commercial or residential building using over 911 kWh without 11

having an installed solar panel will have to pay a fine of at least $3000 12

per year and pay for the solar panel installation. 13

C. Any fines collected will be dedicated to further fund this program. 14

D. To fund this bill, an annual budget of $600,000,000 will be allotted to 15

the Committee for Reduction of Carbon Dioxide based off of initial 16

estimates. 17

SECTION 4. This bill will be enacted immediately, and will continue indefinitely. 18

vaccinated upon the certification of a physician who certifies that the 11

student’s health and physical condition would be endangered by such 12

vaccination, and that the physician has made such judgment by 13

conforming to the accepted standards of medical care. 14

SECTION 3. The Department of Health and Human Services and the Department of 15

Education will both oversee the compliance with this act. 16

E. The additional funds needed as incentives for participating public 17

schools will be taken from the 2018 fiscal budget. 18

SECTION 4. This law shall go into effect on August 1st, 2018. 19

SECTION 1. The United States will recognize the Turkish Republic of Northern Cyprus 2

as a sovereign state and establish formal diplomatic relations with the 3

state. 4

SECTION 2. A. Northern Cyprus shall henceforth be defined as the section of the island 5

of Cyprus in the Mediterranean Sea above the United Nations buffer zone, 6

as is on the date of passage. 7

B. Diplomatic relations includes the establishment of an embassy in North 8

Nicosia and the establishment of consulates, if necessary. 9

SECTION 3. The United States Department of State shall oversee the establishment of 10

an embassy in the nation, and the President will be given 90 days after 11

passage to nominate an ambassador to the Senate. 12

SECTION 4. The embassy must open one year from the date of passage. 13

SECTION 1. The United States federal government will eliminate tuition costs for 2

students in good standing at two-year community colleges. 3

SECTION 2. Students in good standing refer to individuals who attend at least half-4

time, maintain a 2.5 GPA, and make steady progress toward completing 5

their program. 6

A. Community colleges that qualify must offer transfer programs or 7

occupational training certificate programs with high graduation rates. 8

SECTION 3. The Department of Education will oversee implementation of this 9

legislation. 10

F. All funds will be provided through the normal fiscal year 2019 11

budgeting process. 12

G. If necessary, the price for community college may be capped at a later 13

date upon implementation of this legislation. 14

SECTION 4. The law shall go into effect in the fiscal year 2019. 15

Human Service. 6

B. A brothel shall be defined as a place where people may come to engage 7

in sexual activity with a prostitute, sometimes referred to as a sex worker. 8

SECTION 3. The Department of Justice, Department of Health and Human Services, 9

and IRS will oversee the implementation of the legislation. 10

A. Government-approved brothels will submit applications to the 11

Department of Justice and Department of Health and Human Services 12

for comprehensive review. 13

B. Government-approved brothels will receive quarterly reviews from 14

officials from both departments to insure that safety standards are met. 15

C. Government-approved brothels will be taxable businesses just as any 16

other legal institution. 17

SECTION 4. This bill will go into effect immediately after passage. 18

SECTION 1. The U.S Public Central Register of Beneficial Ownership is hereby 2

established. This register will list full beneficial ownership information of 3

public and private companies and their subsidiaries, and this will be 4

publicly available on the SEC website. 5

B. Any new private companies that are formed must file full beneficial 6

ownership information with the SEC every fiscal year. 7

C. All existing public and private companies and their subsidiaries must 8

file full beneficial ownership information with the SEC within 30 days, 9

and shall continue to do so every fiscal year. 10

D. Private companies and its subsidiaries must disclose a 10-K with all 11

financial statements and company activities to the SEC every fiscal year, 12

but this information shall not be made public. 13

SECTION 2. A. Beneficial ownership refers to any individual or entity that gains 14

monetary value from owning a company even though the company is in 15

the name of another entity. 16

B. A Form 10-K is an annual report that gives a comprehensive summary 17

of a company’s financial performance. 18

SECTION 3. A. The Security Exchanges Commission (SEC) will be responsible for 19

maintaining the U.S Public Central Register of Beneficial Ownership. 20

B. The U.S Internal Revenue Service will ensure that all companies 21

comply with the federal corporate income tax. 22

SECTION 4. COTA 2017 will be enacted upon passage. 23

SECTION 1. Chemical castration will be offered to sex offenders as an alternative to 2

being put on the sex offender’s registry. This will reduce the number of 3

sex offenders on the registry and allow sex offenders to assimilate back 4

into society. 5

SECTION 2. Chemical castration will be defined as castration via aphrodisiacal drugs 6

that reduce libido and sexual activity. No surgical procedures will be used. 7

Sex offender will be defined as someone who has committed any crime of 8

a sexual nature. 9

SECTION 3. The Department of Justice will determine who is eligible for this 10

legislation and the Department of Health Services will oversee the 11

castration process. 12

A. Prisoners with good behavior will be offered this alternative half-way 13

through their predetermined sentence and be released immediately post 14

procedure. 15

B. Prisoners without good behavior will be offered this alternative at the 16

end of their sentence. 17

C. People already on the registry will be contacted and offered this 18

alternative. 19

SECTION 4. This legislation will go into effect on January 1st, 2019 20

B. $1 billion in humanitarian and development assistance and $200 5

million in military aid shall be allocated to the Kingdom of Saudi Arabia. 6

C. The aid shall be given in equal portions every year over a 7-year 7

period. To qualify for its annual aid allocation, Iran and Saudi Arabia both 8

must make efforts to withdraw military support from governments and 9

war-involved NGOs in Syria, Yemen, and Bahrain, and participate in 10

bilateral negotiations, supervised by the United States. 11

SECTION 2. A. Humanitarian assistance is defined as monetary or material aid used for 12

humanitarian purposes, including but not limited to food, water, and 13

medicine. 14

B. Development assistance is defined as monetary or material aid designed 15

to promote a country’s economic, political, and social development. 16

SECTION 3. The Department of State, Department of Defense, and the U.S. Agency for 17

International Development shall cooperate to enforce this legislation. 18

SECTION 4. The provisions of this legislation shall be enforced on October 1, 2018. 19

SECTION 2. Repealed” shall be defined as the removal of green card status and 3

discontinuation of the EB-5 program. 4

A. The United States Congress' Immigration Act of 1990 (IMMACT 90) 7

will have all individuals, in the country under EB-5 exclusively, 8

remain on green card status pending an immigration court date to 9

determine any risks to national security or fraud. If convicted, 10

B. All those found guilty shall be granted permanent legal residence. 12

C. For individuals who paid private firms for estates and those firms were 13

later convicted of fraud, those foreign individuals will be granted 14

compensation. 15

D. The Federal Bureau of Investigations will utilize their forensic 16

accountants to determine any foreign conflicts of interests. Private 17

contractors will be used if deemed necessary. 18

SECTION 4. This bill will be implemented immediately upon passage. 19

ORDER TO GROW THE AMERICAN ECONOMY

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. A. This bill shall require any high school seeking federal funding to 2

demonstrate that graduating students can pass a computer science 3

competency exam. 4

B. This bill shall allow any student who scored within the 97th percentile 5

and who majors and graduates with an approved computer science degree 6

to apply for student loan forgiveness after five years of employment 7

within a related field. 8

C. Any certified educator whose majority course load involves teaching a 9

computer coding course at a high school shall be income tax exempt if 10

they fall in the 10%, 15%, or 25% tax bracket. 11

SECTION 2. A. “Computer science competency exam” shall be defined as an exam 12

created by the College Board to test high school student coding 13

proficiency. 14

B. “Approved computer science degree” shall be defined as a bachelor of 15

science in computer science, computer engineering, information systems, 16

new media, information technology, and/or information science. 17

C. “Related field” shall include but not to limited software developer, 18

computer system analyst, computer science engineer, network systems 19

administrator, database administrator, business intelligence analyst, web 20

developer, computer programmer, software systems developer, and 21

software quality assurance tester. 22

D. “Certified educator” shall be defined as a professional who passes their 23

state certification requirements. 24

SECTION 3. The Department of Education in conjunction with the Internal Revenue 25

Service shall be responsible for the implementation of this legislation. 26

SECTION 4. This legislation shall go into effect for fiscal year 2018. 27

SECTION 1. “Black Bloc” protesting practices will be banned from utilization on 2

public property. 3

SECTION 2. “Black Bloc” shall be defined as protesting practices utilizing: clothing 4

that intentionally hides identity, building barricades, resisting police force, 5

demonstration without proper permits, and the assistance of criminals in 6

escaping authority. Identity shall be defined as the ability of law 7

enforcement to identify protestors based on facial, body, and other distinct 8

features. 9

SECTION 3. A. The (DOJ) Department of Justice will be responsible for the 10

implementation of this legislation. 11

B. Individuals who utilize Black Bloc practices as defined by this 12

legislation shall be charged with a misdemeanor offense and a $500 fine 13

with additional consequences subject to state jurisdiction 14

SECTION 4. This bill shall go into effect immediately upon passage. 15

SECTION 1. The Federal government will hereby provide grants to municipalities 2

whose laws concerning homeless make it illegal to be a vagrant. 3

SECTION 2. Vagrancy laws hurt the homeless by criminalizing homelessness and 4

forcing them to turn to inadequate homeless shelters. 5

SECTION 3. A. The Department of Housing and Urban Development will be in charge 6

of assessing municipal vagrancy laws. 7

B. If the Department of Housing and Urban Development determines that 8

a municipal law meets the definition of a vagrancy laws, the department 9

will issue a memo to other agencies to provide grants to those 10

municipalities. 11

SECTION 4. This bill will go into implementation in June 2018. 12

SECTION 1. Students attending public elementary and secondary schools are to be 2

vaccinated in accordance with the recommendations of the Advisory 3

Committee on Immunization Practices. Exemptions are provided to 4

students whose physical condition or health would be endangered by the 5

vaccination involved. 6

SECTION 2. A. Elementary school is defined as, “a nonprofit institutional day or 7

residential school, including a public elementary charter school, that 8

provides elementary education, as determined under State law.” 9

B. Secondary school is defined as “a nonprofit institutional day or 10

residential school, including a public secondary charter school, that 11

provides secondary education, as determined under State law, except that 12

the term does not include any education beyond grade 12.” (Sec. 9101 of 13

Elementary and Secondary Education Act of 1965) 14

C. Immunizations is defined as, “...the process whereby a person is made 15

immune or resistant to an infectious disease, typically by the 16

administration of a vaccine. Vaccines stimulate the body’s own immune 17

system to protect the person against subsequent infection or disease.” 18

(WHO). 19

SECTION 3. The Department of Health and Human Services shall oversee the 20

implementation of this legislation. 21

A. Children who do not receive vaccines will not be allowed to attend 22

school until they received required vaccinations. 23

SECTION 1. A. All American public schools will be required to implement SEL 2

programs into their school curriculum for and following the 2019-2020 3

school year. 4

B. To ensure quality control of SEL programs throughout states, 5

implementation of this legislation includes providing and requiring 6

principal and teacher training in correct and effective enforcement and 7

execution of SEL programs at their schools. 8

SECTION 2. A. “SEL” shall be defined as the process through which individuals 9

acquire and effectively apply the knowledge, attitudes, and skills 10

necessary to understand and manage emotions, set and achieve positive 11

goals, feel and show empathy for others, establish and maintain positive 12

relationships, and make responsible decisions. 13

B. “SEL programs” refer to school and classroom instruction and activities 14

that actively implement material and instruction that demonstrate and 15

instill the SEL defined above, specifically geared towards prevention of 16

school related issues such as bullying, violence, substance abuse, and 17

anxiety or mental disorders. 18

SECTION 3. The United States Department of Education will oversee the funding and 19

enforcement of this bill. 20

A. $175 million will be allotted for the implementation of this bill. 21

B. Failure to meet or execute requirements of federal standards will lead 22

to loss of continuation of any funding from SEL programs. 23

A. The U.S. Immigration and Customs Enforcement(ICE) will be subject 10

B. This bill is subject to preapproval every fiscal year. 12

COMPENSATION AND LITIGATION ACT

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1. Superfund sites must be cleaned to the satisfaction of the EPA by the 2

Responsible Party within 18 months or face a fine 3

SECTION 2. A. “Superfund site” is defined as an amount of land in the United States 4

that has been contaminated with waste and that the EPA deems to be a risk 5

to human health, the environment, or both 6

B. “Responsible party” is defined as the entity to be held responsible for 7

the adequate and timely cleanup of the superfund site that they have been 8

ordered to clean. 9

SECTION 3. The Environmental Protection Agency will oversee the implementation of 10

this legislation. 11

A. The fine will be imposed if the Responsible Party is unable to clean 12

the site within 18 months. That fine will be the Hazardous Ranking 13

System (HRS) score times a factor of 100,000. 14

B. For every subsequent lapsation of the aforementioned period of time, 15

the responsible party shall be ordered to pay another 10% added to the 16

first fine. 17

SECTION 4. This bill will go into effect on January 1st, 2018. 18

SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 19

production of cocoa, specifically the countries of West Africa. 7

SECTION 1. Juveniles will be banned from being sent to private prisons. Federal 2

funding for private prisons shall also be reduced by 50%, and the funds 3

will be reallocated to create more federal public prisons. Current juveniles 4

in private prisons shall be relocated to a federal public prison. 5

SECTION 2. Juveniles shall be defined as those who are age 18 and younger. This 6

legislation shall pertain to those who have been charged or convicted of an 7

offense. 8

SECTION 3. The Department of Justice will enforce the prevention of juveniles from 9

being sent to private prisons. The Department of Treasury will be in 10

control of regulating the reduction in funding, along with its reallocation. 11

SECTION 4. This legislation shall be put into effect on October 1st, 2018. 12

B/R # 907 A BILL TO REQUIRE GENETICALLY ENGINEERED OF MODIFIED FOOD AND PRODUCTS

CONGATING SUCH INGREDIENTS BE LABELED

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 1

SECTION 1: Mandate the FDA to require companies to label food products that have 2

been genetically modified or engineered or even partially containing such 3

ingredients. 4

SECTION 2: A. Genetically engineered food products are products that have undergone 5

deliberate modifications of the characteristics of the organism by the 6

manipulation of its genetic material. Genetically modified food products 7

are products containing genetic material that has been artificially altered 8

so as to produce a desired characteristic. 9

B. Ingredients are any of the foods or substances that are combined to 10

make a particular dish or component part of element of something. This 11

labeling would therefore include ingredients derived from genetically 12

engineered/modified products (ex. feed used for animals). 13

SECTION 3: The United States Food and Drug Administration must oversee and ensure 14

that companies provide clear, outside packaging labels on foods that have 15

been genetically engineered, modified, or contain such ingredients. 16

A. The Federal Food, Drug, and Cosmetic Act requires the Food and 17

Drug Administration (FDA) to prevent consumer deception by 18

clarifying that a food label is misleading if it omits significant 19

“material” information. 20

B. In 1992, the FDA issued a policy statement that defined “material” as 21

the ability to be sensed by taste, smell, or other senses. The FDA 22

determined that genetically modified foods were “substantially 23

equivalent” to conventionally produced foods, so there was no material 24

difference – and no labeling was required. 25

SECTION 4: Allow manufacturers and producers of food products until January 1, 2020 26

to have their food products including any and all ingredients used tested. 27

This testing and verification process would determine whether or not their 28

final products are genetically engineered/modified. 29

SECTION 5: All other laws in conflict with this new policy shall hereby declared null 30

and void. 31
