Generating and Uploading North Carolina Compliance Reports Encompass enables you to generate North Carolina Compliance Reports that can be uploaded to the North Carolina Office of the Commissioner of Banks (NCCOB) website. This guide contains the information you need to generate and submit the reports, including step-by-step instructions for generating the files need for a North Carolina Compliance Report, revising the content of the file to meet NCCOB guidelines, and submitting the report to the NCCOB.

Appendix A, “North Carolina Compliance Report Field Information” on page 5 lists each field in the North Carolina Compliance Report and displays additional related information, such as a description of the field and the field ID for the corresponding Encompass field.

NOTE: Only a user logging in with the admin user ID or a user assigned with the Super Administrator persona can access the North Carolina Compliance Report option and generate the files needed to submit the report.

NC Compliance Reports - A Quick IntroductionThe North Carolina Office of the Commissioner of Banks (NCCOB) requires that mortgage licensees provide information on the characteristics of loan originations in an electronic format on a quarterly basis within 45 days after the close of each calendar quarter. The loan-level data is used for monitoring compliance with state and federal laws and regulations on an ongoing basis. Licensees can now submit quarterly data through the NCCOB Online website as a .csv (Comma Separated Value) file.Authorized Encompass users (granted permission based on their user persona) can run a North Carolina Compliance Report by accessing the options in the Pipeline menu on the Pipeline tab in Encompass. The export process creates two files: a fee data file and a loan file. When the loan file is exported, the user must make additional changes to the content, and then save the loan file as a .csv file before submitting it to the NCCOB website.

Who is Required to Submit ReportsTitle 4, Rule 4 NCAC 03M .0401(c) of the North Carolina Administrative Code requires mortgage licensees to provide information on the characteristics of loan originations in an electronic format on a quarterly basis within 45 days after the close of each calendar quarter.

Encompass provides the ability to collect much of the data required for North Carolina Compliance Reports, however it is up to the individual generating the data to ensure its accuracy. Users will need to reformat some of the content in the generated reports. It is important to note that although Encompass automates the collection of much of the data used in the reports, a substantial amount of time may be required for an individual to research and collect loan data that is required by Encompass in order to produce accurate reports.

What loans need to be reported?• Any loan your company originated that you “Decisioned” in the quarter.

“Decisioned” means the loan was denied (adverse action), withdrawn, or closed during the quarter. The origination date is NOT what is used to determine the quarter.

• The loan must be a valid application which means at minimum these six pieces of information were collected by the originator:

• the borrower’s name;

• the borrower’s gross monthly income;

• the borrower’s Social Security number (e.g., to enable the loan originator to obtain a credit report);

• the property address;

• an estimate of the value of the property; and

• the mortgage loan amount sought.

Refer to Appendix A, “North Carolina Compliance Report Field Information” on page 5 to view details about the data that must be uploaded for each loan, including the Encompass fields where this data is entered.

When is the upload due?Each quarterly update is due 45 days after the end of the quarter as follows:

• 1st quarter is due May 15.

• 2nd quarter is due Aug 14.

• 3rd quarter is due Nov 14.

• 4th quarter is due Feb 14.

North Carolina State Specific Information FormUse the State Specific Information form for North Carolina to enter and review disclosure information required for properties in North Carolina. Applicable data from this form is exported to the report generated by Encompass for the North Carolina Compliance Reports.

Generate Files for NC Compliance ReportsUse the Pipeline menu on the Pipeline tab in Encompass to create the files needed for North Carolina Compliance Reports.

To Generate Files for NC Compliance Reports:1 On the menu bar, click Pipeline.

2 Point to Compliance Services, and then click Generate North Carolina Compliance Report.

NOTE: If one or more input fields required to generate the report are not currently included in the Encompass Reporting Database, a message prompting you to notify your Encompass administrator about the missing fields is displayed. To help ensure the most complete and accurate report data, be sure to ask your administrator to add the required fields to the Reporting Database.

3 Select a time period for the report, and the date field used to indicate when the application was received by the originating and funding entities.

4 Select one of more loan folders that contain the loans for which you want to run the report.

5 Click Generate.

6 Click Yes when the confirmation window informs you that the HUD-1 Fee Data File (the first of two reports) will be generated.

7 Browse to the folder where you want to save the file and click Save.

8 Click Yes when the confirmation screen informs you that the Main Loan file (the second of two reports) will be generated.

9 Browse to the folder where you want to save the file and click Save.

Edit the Main Loan FileBefore you submit the file to the North Carolina Office of Commissioner of Banks, you must edit the Main Loan file to remove unneeded columns and tabs, and to add, edit, and review content in specific fields.

To Edit the Main Loan File:1 After you save the files, you must edit and reformat the Main Loan file, and then

save it as a .csv file before submitting it to the North Carolina Office of Commissioner of Banks.

Submit Reports to the NCCOBAfter you have reformatted the Main Loan file, log in to the NCCOB website and submit the report.

NOTE: If you do not already have login credentials for your company, contact the NCCOB at (919) 733-3016 to request your company login information. For questions regarding technical requests, send email to NCCOB at [email protected].

To Upload the Report to the NCCOB Website:1 Visit the NCCOB website at:

https://www.nccob.org/online/nmls/companylogin.aspx

2 Click the appropriate link to view the applicable login page (i.e., Mortgage Company Login).

3 Enter your NCCOB License Number, Fed TaxID, and the last 4 digits of the Qualifying Individuals Social Security Number or your company Access Code if you have one.

4 Once you are logged in, there is a link to the NCCOB Loan Data Upload User Guide on the welcome screen.

5 Follow the instructions to upload the XML file to the website.

Appendix A: North Carolina Compliance Report Field InformationThis appendix provides information about the fields in the Main Loan file for the North Carolina Compliance Report, and provides details about field content that you must edit, add, or review before submitting the file to the NCCOB. The Description column will include a note when you need to edit, add, or review content for a field before submitting the file to the NCCOB. Adjust the content for those fields as needed using the information in the Description, Enumeration, Max # of Characters, Required, and Data Type columns.

NOTE: The footnotes identified in the Required column are located below this table.

NOTE: In the Data Type column, the Decimal entries represent the values before and after the decimal point and are capturing percentages. For example, the Decimal (10,2) data type allows for ten digits before the decimal point and two digits after the decimal point. Report 85.5% as 85.5, not .855.
