W GENERAL MANAGER – INDIGENOUS PROGRAMS Employer Netball WA Reports to CEO Department Office of CEO and Corporate Services Location Negotiable Position Overview The General Manager - Indigenous Programs will lead and deliver the core indigenous community engagement objectives of Netball WA against a platform of continual enhancement and performance to achieve the organisations strategic goals and drive our key community purposes and values. Central to the successful delivery of this position is the Indigenous Advancement Strategy Funding Project. The successful candidate will provide high level strategic leadership in collaboration with the Netball WA Executive to ensure the operational delivery of all agreed outcomes contained within an agreement between Netball WA and the Department of Prime Minister & Cabinet. The General Manager - Indigenous Programs will scope, facilitate and secure all necessary resourcing including the employment and engagement of key staff, contractors and other external facilitators to deliver Netball WA’s Youth Engagement Program for an initial term of 2 ½ years, commencing in July 2015. Achievement of self-sustainability through corporate, state and federal government support is critical for the assurance of the program beyond this initial term. A close working relationship with government and non government sectors, key commercial stakeholders, local aboriginal communities, and Aboriginal Corporations as well as NWA internal staff and contractors will be essential to the successful achievement of this position’s objectives. Key Duties

• Manage the delivery of the Indigenous Advancement Strategy Head Agreement;

• Ensure strict compliance with all Key Performance Indicators, both Mandatory and Secondary as contained within both the Head Agreement and all other ancillary program agreements;

• Develop and administer a comprehensive project plan for the delivery of the Youth Engagement Program;

• Develop and administer compliant budget and monthly accounts for the delivery of the Youth Engagement Program in line with Netball WA financial guidelines and processes;

• Develop and negotiate a Memorandum of Understanding or similar with each of the identified schools under the Indigenous Advancement Strategy Agreement, in line with Netball WA legal obligations which leads to positive and productive relationships;

• Provide accurate and timely reports to the CEO & Executive within agreed timeframes and in advance of the Head Agreement deadlines;

• Provide accurate and timely reports to the Department of Premier and Cabinet as mandated in the Head Agreement;

• Provide an annual report on the Youth Engagement Program in line with Netball WA annual report timeframes;

• Establish positive and productive relationships with the wider Aboriginal communities in which the identified schools are located;

• Investigate and establish additional funding and revenue generating opportunities with corporations to ensure the ongoing viability of the program;

• Maximise the synergies of the Youth Engagement Program across other internal indigenous community programs run and operated by Netball WA’s Community Netball Department;

• Work closely with the Commercial Operations Department and Office of CEO & Corporate Services for the delivery of key corporate and government partner outcomes;

• Prepare Youth Engagement Program reports and conduct presentations as required;

• Attend meetings and represent Netball WA on all matters relating to the Youth Engagement Program and liaise with other organisations and individuals on matters as required;

• Develop and maintain a highly professional and values based approach to the management of key relationships including sponsor servicing and corporate partnerships;

• Ensure the servicing, acquittal and maximisation of both Federal and State Government grant revenues;

• Manage the establishment, delivery and ongoing refinement of Netball WA’s Indigenous program strategies including Indigenous Advancement Strategy, Cultural Awareness Education, Grassroots Sites expansion, Reconciliation Action Plan, Policy development and new program development;

• Manage and report on key achievements against all relevant Netball WA Strategic Plan Performance Measures on a monthly basis and or as otherwise required;

• Work closely with internal departments to establish a comprehensive calendar of activities for all indigenous programs including the Youth Engagement Program and its Education and Reward programs;

• Ensure the organisation has access to market leading analytics, trend analysis and appropriate research data collection and analysis for the preparation and dissemination of reports to key partners;

• Maintain close working relationships with Department of Prime minister and Cabinet, Department of Aboriginal Affairs, Department of Sport and Recreation Netball WA Grassroot site coordinators, other government and non government sectors, key commercial stakeholders, local aboriginal communities, Aboriginal service organisations and Aboriginal Corporations as well as NWA internal staff and key contractors;

• Any other duties within the Employees capabilities and which is reasonable to expect the Employee to undertake as directed by the CEO and Executive from time to time.

Essential Criteria Candidates applying for this role must demonstrate the following: • Significant senior executive experience in a CEO or senior management role; • Exceptional communication (written and verbal), negotiation and relationship

building skills; • Demonstrated ability to manage departmental budgets of significant value; • Proven relationships with and an appreciation of Western Australia’s

indigenous communities; • Has undergone and experienced cultural awareness training; • Demonstrated experience in negotiating and delivering Indigenous

community programs and outcomes; • Demonstrated understanding of Government grant process including

acquisition, servicing and acquittal; • Demonstrated understanding of the community Not For Profit sector; • Strong time management, presentation skills and the ability to meet

deadlines and prioritise tasks; • Business management and project delivery expertise in challenging remote

locations; • Project management experience and management of staff, volunteers and

contractors; • Preparedness to be flexible in respect to work hours and intra & interstate

travel; Hours of work • The role is a full time permanent position working 37½ hours per week. Due

to the nature of this position some out of hours and weekend work will be required including extensive travel requirements.

Salary • A salary package of $115,000 - $125,000 plus Super and access to a company motor vehicle will be negotiated with the successful applicant dependant on level of experience
