An Évaluation comparative des études effectuées hors du Québec (Comparative evaluation for studies done outside Québec) is an expert opinion issued for information purposes that establishes a general comparison between two official education systems. The comparative evaluation describes the academic documents and indicates which Québec academic milestones (or principal diplomas) and areas of training are comparable to studies done outside Québec. The Ministère examines the academic documents submitted to it by applying rigorous standards and recognized analytic methods for the comparative evaluation of diplomas. General information

What is a comparative evaluation for studies?

An Évaluation comparative des études effectuées hors du Québec (Comparative evaluation for studies done outside Québec) is an expert opinion issued for information purposes that establishes a general comparison between two official education systems. The comparative evaluation describes the academic documents and indicates which Québec academic milestones (or principal diplomas) and areas of training are comparable to studies done outside Québec.

The Ministère examines the academic documents submitted to it by applying rigorous standards and recognized analytic methods for the comparative evaluation of diplomas.

Do you need a comparative evaluation?

The Évaluation comparative des études effectuées hors du Québec should be used only to support the understanding of your academic documents. It is neither a diploma nor the equivalent of a diploma. Since it creates no obligation upon an employer, professional corporation or any other regulatory body, you should check whether it will be required before submitting a request.

How is a comparative evaluation requested?

Your request for a comparative evaluation must include the attached form correctly filled out and bearing your original signature, all the requested documents in the required format and full payment of fees. Otherwise, your request will be returned to you.

Do not send original documents unless otherwise indicated.

A. Documents vouching for your identity Required format: photocopy

Your request must include a photocopy of one of the following identity items:

• Pages of your valid passport indicating your identity, the issue and expiry date, and any changes made to this information

• An act or certificate of birth

• A document issued by Immigration, Refugee and Citizenship Canada (Canadian citizenship certificate, permanent resident card, document confirming permanent residence, or asylum seeker document)

Has your name changed? If the name on your academic documents is not the same as that appearing on the identity item, your request must also include a photocopy of an official document explaining the name difference. The only documents accepted for this purpose are:

• An act or certificate of marriage

• A certificate of change of name

• An act or certificate or judgment of divorce or annulment of marriage

• A death certificate of your spouse

B. Diplomas and transcripts Required format: certified true copy

Your request must include a certified true copy of all academic documents that you wish to have evaluated. If you provide photocopies (in colour or not) of diplomas or transcripts, your request will be returned to you without having been processed.

Required documents:

• For primary studies, do not attach any document to your request since the Ministère does not evaluate them.

• For secondary or post-secondary studies successfully completed in the occupational or technical stream, attach your diploma and transcripts for each year of study. For secondary studies successfully completed in the academic stream, attach only your diploma.

• For incomplete secondary studies, attach transcripts for the last two successful years of studies. If the transcripts do not clearly indicate that you successfully completed your years of secondary studies, you must add an official attestation from the educational institution you attended that confirms the portion of the program completed successfully.

The Ministère reserves the right to not evaluate all documents submitted to it, or specifically those that concern intermediate studies or do not correspond to a terminal cycle in Québec.

The Ministère does not evaluate (non-exhaustive list):

• Academic documents issued by an educational institution that is not recognized by competent authorities responsible for the education system concerned

• Academic documents awarded for a program that is not recognized by competent authorities responsible for the education system concerned

• Certificates of school attendance or registration

• Transcripts or diplomas awarded for studies lasting less than one school year

• Academic documents awarded for primary and secondary studies of less than nine years duration (excluding kindergarten)

• Academic documents awarded for uncompleted post-secondary studies

• Academic documents issued by an educational institution in a Canadian province or territory

• Attestations of work internships that are not part of official academic training leading to a diploma

• Attestations or certificates of occupational competency or qualification

• Work attestations

What is a certified true copy?

It is a photocopy of an original document certified as true by its issuer or by a recognized authority in the country or territory that issued the document.

Authorities not recognized

The following authorities are not recognized by our Ministère to certify documents as true:

• a commissioner for oaths

• a Québec notary

• a Québec lawyer

• a Québec translator

C. Document provided in a language other Required format: original of than French or English the translation

If you submit a document or part of a document (including a seal or stamp) in a language other than French or English, you must provide the following items:

• The document in its original language in the required format: For an identity item, provide a photocopy. For a diploma or transcript,provide a certified true copy.

• The original of the complete translation of the document (including seals and stamps) done by an accredited translator.

Translation requirements:

You will find the requirements concerning translations and the definition of an accredited translator at this website: www.immigration-quebec.gouv.qc.ca/document-requirements.

The Ministère reserves the right to require other translations.

D. Fee payable

Your request must include full payment of the fee in Canadian currency. To learn the amount of the fee, consult our website www.immigration-quebec.gouv.qc.ca/evaluation-comparative-frais.

The only payment methods accepted are:

• Credit card:– Attach the original of the “Payment by Credit Card” form available on our website at

https://www.immigration-quebec.gouv.qc.ca/publications/en/form/paiement-an-dynamique.pdf;– Complete all boxes on the form, specifically:

° number and expiry date of the credit card ° exact amount in Canadian currency ° name and original signature of the cardholder

– Your credit card must be valid

• Canada Post money order

• Bank draft or cheque payable to the Minister of Finance of Québec. Write your name in block letters on the back of the cheque.– All bank drafts and cheques must be valid, signed and dated– The only acceptable cheques or bank drafts are:

° certified cheque drawn on a Canadian bank ° cheque issued by a foreign exchange dealer ° cheque from a Canadian corporation ° bank draft drawn on a Canadian bank

Cash payments, personal cheques and traveller’s checks are not accepted.

I am responsible for providing all the information and documents needed for examining my request. Otherwise, my request and my documents will be returned to me.

The Ministère may communicate with the academic institutions that I attended to verify the accuracy of information provided in my request. In this case, it will take longer to process my request.

The fee charged to examine my request is not refundable and does not guarantee that the Ministère will be able to issue me a comparative evaluation.

If the Ministère does not obtain the information and the documents that it needs to evaluate my studies, it can close my file.

If I provide incorrect or misleading information, or forged or altered documents, the Ministère:

• will refuse to issue me a comparative evaluation and will keep my request and all the documents submitted in support of it;

• will not send me the evidence related to verification of the authenticity of documents submitted in support of my request;

• will refuse to examine any new request that I may submit within three years following the submission of this request.
