General Chair’s Welcome to BTAS 2010
Welcome to the Fourth IEEE International Conference on Biometrics: Theory, Applications and Systems – BTAS ’10. We hope it will be the best and
biggest BTAS conference yet. It is an honor and a challenge both for me to stand in for Kevin Bowyer as General Chair of BTAS.
First, I want to offer many thanks to our corporate sponsors. Honeywell is graciously and generously, as in the past three years, sponsoring the Best Student
Paper Award. The winner(s) of this award will be announced at the conference dinner. As in previous years, Progeny Systems is sponsoring the conference
reception and L1 Identity Systems and Cognitec are general corporate sponsors. We sincerely appreciate the support of each of these companies to this
conference series.
BTAScontinues to strive to present the highest-quality papers to emerge from a rigorous reviewing process. We were pleased to receive 170 submissions, which
is an increase of more than 20% over BTAS 2009; all papers received at least three reviews, and some received four. The Program Chairs then carefully
considered the review ratings and comments in making their decisions. This year’s program is made up of four invited talks, a panel discussion, 33 long oral
presentations and 48 combined short oral + poster presentations. The distinction between oral and poster presentations is perhaps more blurred than usual at
BTAS, in part since all paper presenters give an oral presentation (though the short oral sessions have questions only at the poster itself). The program again
features a broad international representation, including: Austria, Belgium, Canada, China, Denmark, France, Germany, India, Italy, Japan, Korea, Malaysia,
Norway, Spain, Sweden, Switzerland, United Kingdom, and the United States. This year’s program again also features broad industry representation, including:
Booz Allen Hamilton, Digital Signal Corporation, Eurecom, General Electric, Google Inc, Greyc, Honeywell ACS Labs, L-1 Identity Solutions, Mitre,
Morpho, Raytheon BBN Technologies, Ryan Net Works LLC, TELECOM SudParis, and Vision and Security Technology. (I apologize if I have missed any
represented country, company or government agency.) The breadth of international and institutional representation continues to be one of the strong positive
aspects of BTAS.
The “big tent” scope of BTAS is evident in the program. There are clear theory, applications and systems papers. There are papers dealing with biometric
modalities including: face (2D and 3D); iris; gait; audio; finger; soft; periocular; writer; keystroke; electroencephalogram (EEG); speech; ear; cardiac;
electrocardiogram (ECG); palm; and vein, implementation factors including: fusion; quality; cryptography; security; privacy; implementation; multibiometrics;
site adaption; low resolution; stereo; infrared; surveillance; camouflage; illumination; and sensors, and other (covariate) factors including: performance;
moving subjects; age variation; spoofing; feature selection; weight estimation; key frames; pose; expressions; reliability; and gender. This breadth of topics is
another strong positive aspect of BTAS, and it is great to see the emergent areas in the program; we hope that these will continue and even grow in the future.
Continuing a BTAS tradition, the last session of the conference is a selection of papers that received the overall best reviews. This save-the-best-reviewed-for-
last session has proved very popular in previous years, and we expect that it will again.
These papers are complemented by invited papers by speakers of international renown: Matt Turk (UCSB) will address the Grand Challenges in Biometrics,
Samy Bengio (Google) will address Large Scale Image Annotation, Doug Reynolds (MIT) will address Speaker Identification. And Tim Valentine (Goldsmiths
College, University of London) will entertain us after dinner on Confirmation Bias in Biometric and Forensic Identification.
We are grateful to all those who submitted their work to BTAS. We realize that as the conference program becomes increasingly competitive we might have
missed some good papers; we hope that all authors feel that their submissions are treated fairly and respectfully. We continue the policy that no submission is
rejected on the basis of a single “outlier” negative review, unless the program chairs can confirm the substance and essential importance of specific points in
the review comments. We also want to thank the BTAS program committee and additional reviewers for the generally excellent work that they put into
evaluation of the submissions. As always, the Program Chairs faced some difficult decisions.
The number of papers submitted to BTAS has grown by 10% or more each year. As the number of submissions has grown, and the program committee size
has also grown, and the conference has kept its “big tent” approach to the allowed scope, the task that confronts the Program Chairs has become increasingly
complex. Arun Ross, Kar-Ann Toh and Sudeep Sarkar did an excellent job as Program Co- Chairs, managing the submission, reviewing, and decision process,
and constructing the conference program. Patrick Flynn served as Publications Chair yet again this year, managing the process of getting the final versions of
the papers in, producing the conference proceedings and getting the papers into IEEE Xplore. Kevin Bowyer has been working away behind the scenes too,
particularly with sponsorship and organization, as has Ginny Watterson. In fact, part of the spirit of the BTAS organizing team is always that if a job needs to
be done, someone just does it - often unbidden: it is an excellent way to work and I remain very grateful to all for their input.
BTAS10 is co-sponsored by the IEEE Systems, Man & Cybernetics Society and the IEEE Biometrics Council. Next year, the International Joint Conference
on Biometrics will combine BTAS with the International Conference on Biometrics, to form the International Joint Conference on Biometrics
(http://www.cse.nd.edu/IJCB_11/) which will be in Washington D. C. 26-28 September 2011, chaired by Kevin Bowyer and Rama Chellappa, with agreement
between the BTAS organizers and the International Association for Pattern Recognition. BTAS will re-emerge as a separately branded meeting in 2012.
By the papers and conference programme, I look forward immensely to BTAS 2010; I wish all delegates a most enjoyable conference.
