Gen Memo 3811 Loss Prevention Measures Delhi Seminar Photos IMLA - IMEC Conference Seasons Greetings Dear Members PLEASE ENSURE THIS GEN MEMO IS WIDELY DISTRIBUTED WITHIN YOUR INSTITUTION 1 Loss Prevention Measures - from the UK PampI Club ldquoThe carrier shall properly and carefully load handle stow carry keep care for and discharge the goods carriedrdquo Hague Rules Articles III Rule The UK PampI Club writes We hope that by focusing on the high-risk THREATS which we know to have caused PampI claims and the CONTROLS that we know can mitigate their consequences in future one small mistake by a human either onboard OR ashore is not lsquothe straw that breaks the camelrsquos backrsquo Drawing on the experience of its claims executives and in-depth claims analysis the Club has defined 76 of these major threat areas which cause liability claims and some 450 controls which may be able to help reduce the likelihood of those threats causing an incident
The latest publication from [the Clubs] loss prevention department focuses on one of the major sources of cargo-related claims in the tanker sector - cargo contamination
The ldquoTanker Shortage Claims Checklistrdquo identifies the main causes of such cargo claims and compiles the key points to consider in the pre-loading loading and discharge phases of cargo carriage Whilst the checklist format makes for simplicity and ease of use the content is the accumulation of experience and feedback to our ship inspectors and claims handlers to build a body of best practice
A proper planning and preparation process is the foundation of preventing against shortage claims However without effective teamwork and communication such preparation cannot provide its full benefit Important working relationships with external groups are a key part of that best practice for example terminal personnel are top of the list in the review of the loading phase
The relationship and role of a cargo inspector is a key part of the loading and discharging of a cargo Calculation of on board quantities of previous cargoes and the measurement of the current cargo requires care and consideration of a number of
parameters lsquoRemaining on boardrsquo surveys are another potentially contentious area and Members are advised to supervise the process closely to ensure a fair and accurate report is produced
Crude oil washing and stripping are reviewed in the checklist as key areas of ensuring maximum outturn of cargo at the discharge port

About IMLA-IMEC
The IMLA International Maritime English Conference is a no-border forum a round table for discussions on sea-related
communication problems concerning a universally accepted language that of Maritime English Teachers and other par-
ties from all over the world dedicated to mediating in the process of maritime language acquisition are invited to freely
present their achievements share experiences and exchange ideas
The first IMLA International Maritime English Conference (formerly the Workshop on Maritime English ndash WOME) was
held in Hamburg Germany in 1981 Since then nineteen international meetings have been held in Saint-Malo France
1983 La Spezia Italy 1985 Plymouth UK 1987 Cadiz Spain 1989 Lisbon Portugal 1991 Amsterdam Netherlands

To receive the IMLA rate a participant should be a fully paid up member at the time of the conference membership will
be checked by the hosts on registration for IMEC 24 The fees for participants will cover the conference materials
lunches conference dinner refreshments and the sightseeing programme in Yangon The fees for accompanying
persons will include the social programme lunches and the conference dinner
Vehicles will be made available to shuttle participants from the airport to their accommodation and from the accommo-

About IMLA-IMEC
The IMLA International Maritime English Conference is a no-border forum a round table for discussions on sea-related
communication problems concerning a universally accepted language that of Maritime English Teachers and other par-
ties from all over the world dedicated to mediating in the process of maritime language acquisition are invited to freely
present their achievements share experiences and exchange ideas
The first IMLA International Maritime English Conference (formerly the Workshop on Maritime English ndash WOME) was
