• Decentralization of business to areas such as Hatfield , Brooklyn, Menlyn and Centurion and has compounded congestion around major nodes business in the city.

• The move from rail to road freight has also had a major impact on our road system, including maintenance

• Gauteng city-region’s road network has to cope with an annual traffic increase rate of 7% with 1.8 million drivers and 2.8 million registered vehicles (Malefane, 2006).

• More people, means more cars and more congestion ultimately brings about negative effects on the quality of life of residents.

• Long travel distances and commuter times (serious commuting frustrations particularly commuters who do not have a choice)

• The cost of road transport is very expensive, road freight a major economic sector will be affected, the cost of road infrastructure is also increasing

• Oil prices - increasing cost of petrol also poses a challenge to road freight, the mini-bus taxi industry and private car users

• Commuter frustration and commuting times (recently released ‘2008/2009 Globalization of Traffic Congestion’ report-the commuters in this survey clearly felt that roadway traffic has become worse in the last three years.

1. Building an efficient and reliable Mass Public Transport System

• Scale up investments for mass public transit• Getting people out of cars and into buses is at the heart of continued

commitment and financial support for not only Tshwane BRT Rather it lays the basis for building a mass public transit system.

• This will require continued political commitment and future financial sustainability of the BRT system as well as working with other state transport partners to improve overall efficiency, planning and safety of public transit.

Approach Cont…..2. Implement the Non-Motorized Transport Plan• As part of an integrated modal plan, walking and cycling are important mobility choices for

the City of Tshwane.• According to the Gauteng Household Travel Survey (2003), about 37.7% of all trips during

the morning peak period in Gauteng are walking trips.

3. Road safety and implementation / support UN Decade of road safety strategy • Pedestrian deaths represent more than 40% of road fatalities in Tshwane. • Tshwane has according to Urban Age Data 26 persons per 100 000 road deaths which is

high in international terms.• An approach that has been growing internationally is ‘Complete Streets’. They are

designed and operated to enable safe access for pedestrians, bicyclists, motorists, and public transportation users of all ages and abilities

4. Creating a competitive transport sector and economy• Building our freight (with supporting logistics) and airport economy• Creation or development of international airport in the city

5. Improving mobility • The Tshwane Western Bypass has been identified as one of the mega projects of the

City of Tshwane that is of strategic importance. • Other mobility routes to be implemented to ensure better connection of different

areas of the municipality

6. Creation of Smart City • Working together with National Department of Public Works, the City is

developing the Transport Macro Framework- Part of the Inner City Macro-Framework (Inner City Master Plan )

• The Transport Macro Framework defines the proposed physical, operational, andmanagement characteristics of transport networks and systems in the inner

city7. Transit oriented development and intermodal precincts plans • Neighbourhood Development Programmes - Transforming transport interchanges

into civic termini, improving transport facilities• Mabopane and Saulsville currently benefiting from the programme• Concession agreement with Private Sector- Bloed Taxi Rank constructed using the

model • Denneboom Concession in the final stage of completion

8. Creation of clean City • The Inner City Transport Macro Framework will serve as an important

input to the CITP • City already implementing some of the strategies or recommendations

such as:– Removal of illegal taxi ranks within the CBD– Regulating on-street taxi rank areas – Provision of holding areas to avoid crowding at designated– Improved metered taxi system- accreditation and branding – Freight movement plans

The IRPTN in context of Public Transport

• The IRPTN forms the rapid network component of the overall Integrated Public Transport Network (IPTN),

• IPTN consists of all the routes and modes, including rail, bus, mini-bus taxis, metered-taxis and non-motorised transport (NMT).

• The IRPTN consists mainly of – Rail as the back-bone, – High-capacity rapid road modes i.e. BRT and High Occupancy Vehicle (HOV) lanes and – Quality Bus Services (QBS) on existing road network, but with limited infrastructure

upgrades, such as HOV lanes in congested areas, bus priority at signalised intersections.

• Role of various modes, ie rail, bus and taxi, selected according to passenger volume and distance, with some overlap (as per NATMAP)

• Correct and efficient application of each mode to ensure integration, and to remove duplication.

TGDS Visioning process • Followed by the visioning exercise: how do we envisage transport in 2055 • To focus on themes such as:

Public transport into the future

• CITP looks at all aspects of transport, movement of people and goods and works to integrate and co-ordinate all of them.

• IPTN and IRPTN are important subsets of the CITP, focussing on people.

Conclusion

• Transport is essential to the daily lives of people and public transport is vital. • GDS process - provide a platform to engage with stakeholders on how to make

better use of developmental local government instruments such as the legislative and executive authority; infrastructure provision; fiscal and taxation powers; spatial planning; institutional and human resources capacity and collaborative and participatory planning.
