CHAPTER 1

INTRODUCTION

Vision & Mission

Vision

The Gaya College of Engineering, Gaya (hereafter GCE) aims to be a premier

technical institution through pursuit of excellence in teaching, research and innovation

for inclusive and sustainable development of the nation in general and the region in

particular by nurturing and developing competent technical manpower.

Mission

1. To impart quality education in engineering and emerging disciplines.

2. To encourage the faculty members to enhance their capabilities.

3. To inculcate spirit of entrepreneurship and innovation.

4. To achieve excellence in emerging technologies.

5. To continuously strive for professional ethics and social values.

Historical Background

GCE has a glorious past. It was established in the year 1981 under the Chairmanship

of Late Sri Ramashray pd Singh, Minister, Government of Bihar, Dr Jagdish Sharma,

formerly MP, late Sri Jai Kumar Palit, MLA, Late Capt Shah Jahanh, MLA, Sri Gopal

Prasad Singh, formerly District Board Chairman, Gaya, Late Dr Shakeel Ahmad,

formerly Principal, Mirza Galib College, Gaya & Vice Chancellor BRBU University,

Muzaffarpur, and Late Prof RD Singh.

GCE is a government college managed by the Department of Science and

Technology of Government of Bihar. It is approved and recognised by AICTE and is

afliated to Aryabhata Knowledge University (AKU, hereafter referred to as the

University) in Patna. It was formerly named ‘Magadh Engineering College (MEC)’

from 1980 to 1994. It was inaugurated, under the current name, by the then Chief

Minister of Bihar, Hon’ble Nitish Kumar on 19 November 2008 in the presence of

renowned dignitaries and educationists at a function held in the college campus itself.

The year 2018 is a glorious one in the history of the college. GCE got 30 faculty

members from NPIU (a statutory body of MHRD) under TEQIP-III and 8 faculty

members from the Bihar Public Service Commission in all the departments. Recently,

GCE signed Twinning Arrangement with VJTI, Mumbai. The agreement was signed

to improve the quality of teaching and learning at GCE. The intake of students is 60 in

each discipline, with 3 students coming from TFW and 12 students through lateral

entry in the second year.

Location

The college is situated at the Bihar State Highway-4 Shri Krishna Nagar locality on

the outskirts of Gaya district, 15 kms from the main town. It is 15 kms away from the

Gaya junction railway station and 25 kms from the Gaya international Airport.

Campus

The college is spread over 83.6 acres of land area. The area is lush green and free

from pollution. Presently, there are two academic buildings, one workshop and two

campus hostels for the students. A mess with dining room is functioning in the hostel.

There are also some private hostels providing accommodation to the students. There

is a separate building for Mechanical & Civil Engineering Departments. Electrical &

Electronics Engineering and Computer Science & Engineering Departments are in the

same building. New administrative & academic building, library with separate reading

room, hostels and staff quarters are under construction and are expected to be

completed in the month of June, 2019. The institute has a big playground where many

state level cricket and football matches were organized in the past. Also there is a

separate volleyball and badminton court available in the campus. A single small tea

shop also functions in the campus. A branch of Madhya Bihar Gramin Bank is also

available here, serving the needs of all students and faculty members.

OSD Message

GCE is a top Engineering College in Bihar. Since

its inception, the management, administration and

faculty members have put in yeomen efforts in

improving the quality in all aspects of the

institution so that our students are beneted with

the state of the art learning practices that would

lead them toward innovative learning. This

institute has been playing a pivotal role in shaping

the careers of aspiring students through creation of

generations of thinkers and dreamers of tomorrow.

GCE has grown over the years in pursuit of its

vision and mission and crossed several milestones. This has become possible only due

to continued patronage of the BoG members, DST-Bihar, tireless efforts of its

experienced and dynamic faculty members, non-teaching staff members and worthy

contributions of its dedicated students and alumni.

GCE puts special emphasis on Outcome Based Education (OBE). We are constantly

reviewing our setup to update and improve while making sure that students gain

multiple skills--thinking skills, analytical frameworks, entrepreneurial skills, and

interpersonal and communication skills. The multicultural and compassionate

environment helps us and our students understand the state of global competition and

the required competencies to cope with it. The academic activities concentrate on

helping the students to gain an excellent theoretical knowledge base and the

development of skills to implement them. Thus, GCE offers an all-round learning

environment where success and bright careers are the only goals. With these words, I

proudly invite you to be a part of this institution and attain a happy and fruitful life.

I further request all parents, alumni, and students to support, in whatever manner

possible, our efforts to make GCE the best in providing technical education that

brings out the all-round development of our students.

Education System

The learning experience that GCE provides, embraces both the formal learning that

takes place in class rooms and laboratories, and the less structured learning that takes

place in activities outside the classroom. The institute is committed to provide an

environment that encourages students to develop strong critical and analytical skills.

Along with formal teaching and learning, the overall personality of the student is

developed through various activities like quiz, debate, group discussion, workshops,

technical paper presentation, sports etc. Our University conducts regular revision of

our syllabus in order to keep pace with the changing engineering scenario. Most of the

faculty members enhance and update their teaching-learning skills by attending

faculty development programmes under TEQIP. Faculty members monitor the theory

and laboratory classes and take initiatives in projects of various subjects. GCE

provides undergraduate courses in four disciplines, namely Mechanical, Civil, EEE &

CSE.

Extra-curricular activities such as cultural activities and sports are in place. The

faculty members contribute to co-curricular activities in the form of their participation

in the student activities. The activities for students concentrate on quizzes,

employability test, communication skill, group discussion, vocational training and

industrial visits. Graviton & Sumedha are the two major cultural events of the

institute. “Graviton” is the name of tech fest and “Sumedha” the name of our annual

fest. Cultural activities provide all the stakeholders a platform to know one another in

a better manner. For making more interactions with the students, a mentor is assigned

for every 10 students. For weaker students, extra theoretical and tutorial classes are

arranged. A good library, workshop, computers, broadband with internet facility and

Wi-Fi are provided to the students to enhance their learning environment. GCE, thus,

upholds an educational system that attempts to provide an overall development of its

students, teachers, supporting staff, neighboring community, society and the nation at

large.

College Administration

The OSD governs the college as per the existing rules and regulations under the

supervision of the Director of Technical Education. The college level policy

suggestions, framed in the governing bodies such as the Board of Governors within

the ambit of the rules and regulations of various agencies including the Government

of Bihar, are implemented by the Principal. The Director of Technical Education is

the state level administrative head of the college. The policies of the Government and

the changes/amendments in the Bihar Government Rules and Regulations are

transferred to the college through the Director.

NPIU

The National Project Implementation Unit (NPIU) is a Unit of MHRD, Govt of India

for Implementation of World Bank Assisted Projects in Technical Education.

Government of India, established in August 1990 for coordination, facilitation,

monitoring and to provide guidance to the States/Institutions in all aspects of the

projects. It is in charge of the day-to-day implementation of the project at the national

level. It is headed by the Central Project Advisor (CPA). The existing NPIU is

restructured to carry out its functions through 7 functional Units and is headed by the

CPA.

These Units may be modied by the CPA from time to time. The Institutional

Development, ATU Strengthening Unit and Institutional Excellence Units are headed

by senior academicians and experienced professionals head the Procurement, Finance,

IT Support, M&E and Administration Units.

The success of TEQIP I and II has established the World Bank’s role in supporting

ambitious reform-driven projects in engineering education in India. The Bank’s

engagement in TEQIP I and TEQIP II has also helped to build key networks, within

project institutes as well as top-ranking Indian engineering and management

institutes, which have been leveraged to initiate a range of quality and governance

improvement efforts within project institutes. These networks are expected to play an

important role in both helping TEQIP III achieve its objectives, and sustaining the

reforms undertaken in the TEQIP series. The Bank will continue to incorporate

lessons from projects in other parts of the world.

AICTE

The All India Council for Technical Education (AICTE) was set up in November

1945 as a national-level apex advisory body to conduct a survey of the facilities

available for technical education and to promote technological development in the

country in a coordinated and integrated manner. And to ensure the same, as stipulated

in the National Policy of Education (1986), AICTE was vested with:

• Statutory authority for planning, formulation, and maintenance of norms &

standards

• Quality assurance through accreditation

• Funding in priority areas, monitoring, and evaluation

• Maintaining parity of certication & awards

• Management of technical education in the country

The purview of AICTE (the Council) covers programmes of technical education

including training and research in Engineering, Technology, Architecture, Town

Planning, Management, Pharmacy, Applied Arts and Crafts, Hotel Management and

Catering Technology etc. at different levels.

Aryabhata Knowledge University (AKU)

GCE is afliated to AKU which is a public state university located in Patna, Bihar.

The university was established in 2010 by the Government of Bihar through

the Aryabhata Knowledge University Act, 2008. Apart from a few notable exceptions,

AKU has authority over technical education all over the state of Bihar. It works

mainly as a state technological university of Bihar. It is a statutory requirement for

colleges offering any programme in engineering or technology in the state to be

afliated with the university. It is established for the development and management of

educational infrastructure related to technical education, management and allied

professional education in the state.

The University has been selected for Third phase of Technical Education Quality

Improvement Programme (referred to as TEQIP-III),

DEPARTMENTS OF GCE

Civil

The Department of Civil Engineering was started in the year 2009 with an approved

intake of 60 students. Civil Engineering deals with the various aspects of planning,

designing, construction, maintenance and modication of physical structure and

Mechanical

The Mechanical Engineering Department was established in the year 2008. Each year the

department admits 60 students. It receives modernization grants from TEQIP and AICTE.

Core courses include subjects like SOM, DOM, RAC, FM Finite Element Method,

Robotic Engineering, Non-Conventional Energy Sources, Computer Aided Modeling &

Design, Composite Materials and conventional subjects. The laboratories of the

Department are Fluid Mechanics and Hydraulics Lab, Applied Mechanics Lab, IC Engine

Lab, Dynamics of Machine Lab, Engineering Graphics & Drawing Lab, Central

Workshop, RAC Lab, and Universal Testing Machine Lab. In the upcomin g session, it is being planned to establish two new labs-- CAD/CAM & Material Science Lab.

Electrical & Electronics Engineering

The Department of Electrical and Electronics Engineering started functioning from

the year 2008 with an intake capacity of 60 students. It has well qualied and highly

motivated faculty members with various specializations and the laboratories are well

equipped with modern state of the art facilities for research work. The department and

all its laboratories are integrated together in a single building occupying four oors.

Apart from all experiments as per syllabus, the labs are aesthetically designed to

ensure comfortable working environment along with some unique features. The

electrical drives laboratory contains modules with PC based PLC control. The power

system lab contains computer based transmission line trainer and latest solid state

digital relays for bus bar and transformer protection and generator protection which is

capable of handling industrial workshops. It is proposed to upgrade the facility to a

switchgear repairing workshop. The electrical machine design laboratory is being upgraded for motor winding/ assembling unit apart from simulation and design.

Computer Science & Engineering

The Department of Computer Science and Engineering offers the curriculum based on

the University syllabus. At present, the department has an intake capacity of 60

students. The department has excellent teaching-learning environment with qualied

and dedicated faculty members and well equipped laboratories. C programming,

naturally built environment. The department endeavours to produce best Civil

Engineers in the service of the country. Many faculty members have received degrees and/or training from reputed institutions in India.

The laboratories of the department- Mechanics of Solid, Surveying-I, Building Science,

Fluid Mechanics, Surveying-II, Soil Mechanics, Environmental Engg., Concrete Structure,

Structure Analysis-II, Transportation Engg. Modernization of the various laboratories is

under the Technical Education Quality Improvement Programme (TEQIP-III) of the Ministry

of Human Resources Development (MHRD), Government of India.

NMCT, OOPS, Data Mining, Data Structure in C, Java Programming, Operating

System, Software Engineering, Database, Web App Design and Develop, and

Compiler Design constitute the labs of the department. Recently many research

oriented activities were undertaken and based on this research many new machine

tools like python, Matlab, R-Programming have also been included in the curriculum.

Basic Science & Humanities

Physics

The Department of Physics, headed by Dr. S.J. Ahmad, is well designed as per the

norms of AICTE. It has got all the equipment and instruments as per the requirement

of AKU Patna syllabus. Some of the major equipments include compound pendulum,

travelling microscope, transistor and diode kits, Young modulus setup and dielectric

constant measurement setup.

The faculty members of the department are actively engaged in research work. Last

year one research paper was published in an international journal. Faculty members

are doing collaborative research with their counterparts. Various projects of students

are guided by faculty members.

Chemistry

The Department of Chemistry is spacious and at a time can accommodate a maximum

of 60 students for conducting the practical classes. The engineering chemistry

laboratory is fully equipped for performing any undergraduate level experiment. The

department supports and assists the students in developing models based on

contemporary topics, during Annual Tech Fest of the college. It is the endeavor of the

department to initiate research and development activities among the students. The

department is well equipped with special equipment such as: pH meter,

Conductometer, Electronic Balance, Distillation plant, Mufe furnace, Water bath,

orsat apparatus, vaccume desiccate, autoclave resistance etc.

Mathematics

GCE has a separate department for mathematics, in order to cater to the needs of the

B. Tech students (upto 4th sem) as per the syllabus of the afliated university. The

qualied faculty memebers always help the students in every way to get good scores

in mathematics.

The department has undertaken several steps to improve the communication skills of

students and equip them with soft skills that are necessary for their job prospects. This

includes conducting language sessions for all the students both in classes and

language lab, where they practise and become procient in the language. Mock

interviews, audio-visual presentations, communication sessions, elocution contests,

and technical report writing are held, which sharpen the soft skills of the students. The

qualied teachers of the department take personal care of each student to rene the

communication skills so that students are well prepared to deal with the challenges of

the professional world. The department has the following infrastructure for the

grooming of the students:

Admission Procedure

The admisssion to 1st year of B.Tech course is made throgh Bihar Combined

Entrance Competative Examination Board (BCECEB). The BCECEB conduts the

entrance test in two stages. The rst stage is the screening test. The screened

candidates appear in the main Examination (2nd Stage). Based on the merit list of the

BCECEB 2nd stage), successful students have to go through the 3rd stage of

counselling. For lateral entry in second year, one must have passed Diploma in

Engineering and should be in the merit list of BCECEB.

Relaxation in minimum eligibilities

Admission eligibility critria for SC/ST/EBC/BC/RCG are governed by the Bihar govt.

rules.

Reservation of seats

a) 16% seats are reserved for SC candidates.

b) 1% seats are reserved for ST candidates.

c) 18% seats are reserved for EBC candidates.

d) 12% seats are reserved for BC candidates.

e) 3 % seats are reserved for RCG candidates.

The Hostels

There are two new hostels along with an old hostel which shelter second, third and

nal year students in the college campus. All hostels have telephones, televisions,

common room, indoor game courts as well as WIMAX. All rooms are single seater

for students. A mess with dining room is funtioning in the hostel where breakfast,

lunch and dinner are served. There are also separate wardens for each and every

hostel in order to maintain discipline. Hostels have got separate wi- connection for

providing internet facilites to students 24X7. Newspaper and magazines are provided

in the common rooms. Cleaniness and hygeine are taken care and maintained in

every respect. Private security staff is responsible for guarding the hostel and

patrolling is also done by these staff in the night. There are also some private hostels

providing accomodation to the students at Gaya Junction and Lakhibag-- Manpur for

boys and Nutan Nagar for girls. A free bus service is provided for non-hosteler

students.

Examination & Evaluation

The academic session is divided mainly into two semesters, namely, autumn semester

(july- december) and spring semester (july-may), each of approximately 20 weeks

duration. The semester examinations are held in May and December respectively. The

academic session of the institute conducts mid semester examination, class tests,

assignments, tutorials, viva-voce, and lab sessions as the components of a rigorous

and continuous evaluation process. End semester examination is conducted by the

University. Examination work such as question paper setting and evaluation for mid

semester, and class test of a subject are done by the faculty of the respective

department . Results of graduate students are declared in terms of SGPA and CGPA

on ten point scale basis. The university approves the schedule of academic activities

for a session which includes date of registration, mid semester and end semester

examinations.

Placement

The placement cell of GCE was established during session 2017-18. Since then, this

cell has been actively involved in calling companies for placement of pre-nal year

students. Apart from this, the cell is also involved in vocational training/internships

for third year students in various industries, R&D centres and other reputed

institutions. Groups of students visit the neighbouring industries like DVC, NTPC,

POWER GRID, BSNL, PRISM Cement etc.

Games & Sports

“Health is Wealth” is an old saying. In order to develop the overall personality of a

student, extra curricular activities are conducted such as games & sports. Every year,

games and sports take place on the Indepedence Day and the college foundation day.

Girl students also participate in these activities. These activities provide students a

healthy interactive environment even as they exhibit their talents. The students also

participate in state level games and sports competitions organised by various

institutions. Our students have won many prizes. The eighth foundation day ceremony

was celebrated on 28th January 2017. Various activities related to games and sports,

and culture along with prize distribution took place in this ceremony.

GRAVITON

Graviton is our tech fest where students from other engineering colleges also

participate. This fest acts as a launching pad for the students of Bihar to develop and

showcase their technical power, which will help to revolutionize Bihar. Being simple

and smart is our motto. During session 2017-18, the second edition of Graviton was

succesfully conduted.

GCE Activities

SPORTS & CULTURAL ACTIVITIES

At GCE, students are encouraged to take part in sports and games. A huge ground is

maintained for playing cricket and football. Tennis, basketball and badmintion courts

are also provided. Several other sports such as table tennis, athletics, volleyball,

kabaddi are also conducted. GCE believes that playing sports helps the students to

develop a spirit of team work which will help them to lead better lives and

collectively achieve more through synergy effects.

During this acadmic session, the following activities took place in the campus-

a) Indoor games (boys & girls) - badminton, carrom board, chess, table tennis.

b) Outdoor games - football, cricket, kabaddi.

c) Cultural activities –debate, quiz, treasure hunt, singing competition, poster

making competition, mimicry, mono acts, dancing, collage making, painting,

essay writing.

Annual Function “SUMEDHA 2k17” :

Annual Sports Day

A three-day sports activity was organized during 22 -24 Feb 2018. The various events

were Cricket, Volleyball, Carrom, Chess, and Badminton. Winners of these events

participated in inter-college sports events organized by DST Bihar. Venues of sports

organized were as follows: by DST-Cricket & Badminton-Muzzafarpur, Chess-NCE

Chandi, Carrom-LJPNIT Chapra, and Volleyball-BCE Bhagalpur. GCE Volleyball

(Girls) team was the runner up in this event.

The Annual Sports Day was inaugurated on 27th March 2018 and ended on 9 April

2018. The major events were Cricket, Volleyball, Football, Kabaddi, and Athletics.

Women’s Day Celebration

National Youth Day:

The National Youth Day has been celebrated every year on 12th

January since 1985. It has been an indelible part of India’s tradition. Incidentally, this

was also the day when Swami Vivekananda, one of the greatest social reformers,

thinkers and philosophers of India was born. In fact, the Indian government had

declared back in 1984 that Swamiji’s birthday would be celebrated as the National

Youth Day. The main aim behind this is to make sure that students across the country

can be encouraged to learn about the purpose of life, and how the ideals and

philosophy of Swami Vivekananda could be applied in their lives. On this day,

teachers impart knowledge on Swami Vivekananda’s life and ideals.

GCE Philanthropy

The basis of systems, social or political, rests on the goodness of its citizens. GCE

articulates its vision for a better society through a philantropy programme. Every

year, the students of the institute visit nearby schools to educate the primary school

students and make them aware of the importance of higher education in the present

world.

To encourage them, we organize extra-curricular activities such as quiz competitions,

small workshops and distribute prizes to the students. We even provide materials like

books, dresses and other stationery items to them. Our aim is also to make people

aware of government schemes; conduct women empowerment activities, undertake

cleanliness drive, candle march etc.

Important Activities

Some new initatives that were taken during the session 2017-18 are as follows:

a) Annual Function-The 9th foundation day of college, celebrated here as an annual

function, was held during March 2017. Sumedha is the name of the annual fest

which was successfully celebrated.

b) New Constructions- A new administrative block and two new hostels, one for

boys and the other for girls are being constructed. The hostels will be multi-

storied buildings accomodating more than 1100 students. This Rs 50 crore

project is expected to be completed in the upcoming session.

c) TEQIP-GCE has been selected for Technical Education Quality Improvement

Programme (TEQIP-3) under sub component that aims at strengthing institution

to improve learning outcomes and employability of graduates, Memorandum of

Understanding between the institute and NPIU in this regard has already been

signed in Nov 2017.

d) Recruitment of Teaching & Non Teaching Staff- During session 2017-18, thirty-

three (30) faculty members from NPIU under TEQIP-III and 8 faculty members

from the Bihar Public Service Commission joined the institute. Recruitment of

programme manager, and accounts assistant was also done during this session.

e) Website Upgradation- GCE has a nice and user friendly website with the domain

name www.gcegaya.ac.in.. The website is designed to contain all the

information about the institute like Academics, Placement, Tender, Alumni, etc.

The website is also being used for inviting tender and other advertisements. We

are in the process of updating the website to make it even more attractive and

user friendly.

f) ERP System-We have hired a consulant to build an Enterprise Resource

Planning.

g) Induction Programme-An Induction Programme was conducted for the 1st year

students (2017 – 2020 batch) on “Ethics and Values”. The programme was

conducted on 6th and 7th October 2017. Sri Krishna Mohan (Retd. IAS), Former

Additional Chief Secretary, conducted the programme.

Computer Centre

The Computer Centre is the backbone of computing facilities at GCE. It consists of 93

PCs. The institute is presently using a10 Mb leased line on optical bre from Rail Tel

Corporation of India Ltd. to provide internet connectivity throughout the campus.

This includes wi- connectivity all over the campus and internet connectivity to every

department and to the hostels as well.

Workshops

At GCE, there are two workshops with sufcient number of machines. For the rst

year students, various shops are available such as Carpentry, Black Smithy, Fitting

and Welding. Workshops also include the machines like Lathe machine, Drilling

machine, Milling machine, Planer, etc. The faculty members concerned continuously

upgarde their workshops.

Library

The GCE library is functioning beautifully, catering to the needs of students as also

teachers. Initially books in the Library were procured only according to the syllabi of

rst year , 2nd year and 3rd year respectively. In subsequent years, due to the grant of

Bihar government, books beyond prescribed syllabi have also been pouring into the

library. In 2018, 2646 books were made available from the grant of TEQIP-III. As a

whole the library contains more than 21,086 books, and 2556 titles relating to all the

branches of engineering i.e. Civil, Mechanical, Computer Science, Electrical and

TRAINING AND PLACEMENT STATUS

The TPO cell is newly established in the institute. Since its inception, the cell has

been actively involved in calling different companies for placement of pre-nal year

students.
