Minutes of the 10th Meeting of the Board of
Governors held on 7th March, 2020.
Minutes of the 10thMeeting of the Board of Governors of Gaya College of Engineering, Gaya held at 10:00 A.M. on March7th, 2020.
On 7thMarch 2020, the BoG members assembled in the conference room of the Gaya College of
Engineering, Gaya at 10:00 am. The members interacted informally prior to the formal meeting
of 10th BoG . The following members were present:

After lighting of the lamp by the dignitaries, the meeting began with the welcoming of the
Chairman and the members of the Board by the Principal, Dr.Nirmal Kumar. The Chairman
of the Board welcomed the new member of the Board, Dr. Ajit Kumar Singh. Other
members, Shri Sanjiv Kumar, Prof. B.D. Chaudhary and Prof. M.P. Jakhanwal had informed
regarding their inability to attend the meeting and they could not attend the meeting.
The faculty members, In-charge of activities were invited to attend the 10th
BoG to facilitate discussion on agenda matters. The following such faculty were present:

As per the decision of the 7th BOG, the following invited students attended the 10th
BoG meeting as observers: Aniwesh Kumar Tiwari (19/CSE/51), Soni Raj (17101110037),
Karuna Kumari (17101110041), Keshav Kumar (17101110050).
In, introductory welcome address, the Chairman Dr. Janak Pandey shared his
experience of his interactions with students on 06/03/2020 and highlighted the
importance of understanding the nature of human mind and cognitive processes and its
linkage with the ongoing revolutions in the field of Artificial Intelligence and Robotics.
Dr. Nirmal Kumar presented the progress report of the College during the quarter
ending on March 31st, 2020. He briefly presented the following:
(i) He reported that on the MOOCs1/SWAYAM2/NPTEL3 platform, the registration of
around 380 students have completed from GCE, Gaya. The NPTEL assessment
exam is scheduled in the last week of April, 2020.
An expert lecture on Development of life skills, Team building and performance
and tips for graduated success in an interview by Dr. A. K. Sinha, Retd. Assoc.
Director and outstanding scientist, Nuclear Power Corporation of India Limited
(NPCIL), Mumbai was organized at GCE Gaya on 20/2/2020.
(ii) One student from the EEE department of GCE, Gaya (Ms Pummy, Roll no.
16/EEE/64) has been selected in the Pool Campus Placements drive of
"OkayaInfocom" on 29.02.2020 at AKU, Patna.
(iii) Projects of eight students from GCE, Gaya selected under the BCST (Bihar Council
of Science and Technology) Student Project Program on 02/03/2020.
(iv) The annual sports program was organized at GCE, Gaya in the second week of
February, 2020.

(v) An expert lecture on “Psychosocial Development” by Prof. Janak Pandey, Chairman
BoG, was organized at GCE, Gaya to motivate the students on 06/03/2020.
Further, the top scorer students of NPTEL, IIT, Bombay tutorial courses and
winners of annual sports activities were felicitated and awarded by the
honorable Chairman. The book named as ‘Man’s Search for Meaning” by Viktor
Frankl was given as prize to students for stimulating them.
The Board members appreciated the progress and achievements made by the College.
Agenda 10.1: Confirmation of the minutes of the 9th BoG Meeting held on 7th December,
2019.
Note 10.1.1: The minutes were prepared and signed by the Chairman and the
Secretary. The minutes were circulated for suggestions and comments of members.
Suggested comments have been incorporated. The Board may reconfirm the minutes.
The Board resolved to confirm the minutes of the 9th BoG Meeting held on 7th December,
2019.
Agenda 10.2: To report the Action Taken Report (ATR) on decisions taken by the BoG in
the ninth meeting held on 7th December, 2019.
Note 10.2.1: Action taken report (ATR), prepared against each decision for which
actions have been taken. Mr. Chandra Bhusan Kumar Yadav, TEQIP-III Coordinator
presented ATR in the meeting.
The Board noted and resolved to approve the action taken report of the 9thBoG meeting
held on 07.12.2019. The Board, however, discussed in detail matters related to various
actions taken by the College and made further observations as follows:
i) A comprehensive report on the procurement status of the Advance Electronics Lab
by the Lab Coordinators and HOD should be submitted to the Principal. The
Board resolved to release the Partial payment of Advance Electronics Lab and
release the remaining payment of Proteus VSM software and CSI software
before the ending of the Quarter-IV (FY: 2019-20) as per TEQIP-III norms.

ii) Related to the Annual Report (2018-19) a number of suggestions were given: (a)
The photographs of the laboratories should show activities going on in the lab,
and (b) The title of the photographs should be provided. With the above
suggestions, the report should be edited and published.
iii) The Board further directed to the members of the annual report committee to
prepare the annual report for the year 2019-20 and present the draft in the
next BoG meeting.
iv) The Board commented that the Annual Report is the face of the Institution, and
therefore, various information related to the college should be presented in the
best possible way.
Agenda 10.3: Status of TEQIP-III project:
Note 10.3.1: Procurement for modernization of laboratories was planned, initiated
and generated purchase orders through PMS portal and completed the procurement
process for some packages in Quarter-II and Quarter-III (July-December, 2019) and
many academic & financial activities were conducted in Quarter-IV (FY: 2019-20)
some of the major activities are as follows:
In the memory of Great Mathematician Srinivasa Ramanujan the National
Mathematic day was celebrated at GCE, Gaya on 22.12.2019.
12 students have participated in the training program “One-day training on interview
etiquettes” by AKU, Patna on 10/1/2020 at Hotel Gargee Grand Patna.
20 students have participated in India Science Festival at IISER Pune held during 11-12
January, 2020.
Annual Tech-Fest KSHITIJ, was organized by IIT, Kharagpur from 17/1/2020 to
19/1/2020. 15 students from GCE, Gaya have participated in KSHITIJ 2020 at IIT,
Kharagpur.
Debate competition for all the students on Democracy, Leadership, and
Empowerment was organized on 29.01.2020 at GCE, Gaya.
Annual Tech-Fest “STHAPATYA 20” was organized by VJTI Mumbai from 01/02/2020
to 02/02/2020. 10 students from GCE, Gaya have participated in STHAPATYA 20 at
VJTI Mumbai.

An E Summit was organized at IIT Bombay from 1/2/2020 to 2/2/2020. 10 students
have participated in this E-Summit.
Felicitation program was organized at GCE, Gaya to felicitate the students who
secured gold medal and silver medal in NPTEL and IIT Bombay online tutorial on
09.01.2020.
Series of expert lectures were organized on 31.01.2020 by Dr. S.N. Sharma and Sri
Rajiv Kumar from CSMRS4, New Delhi by Department of Civil Engineering at
Conference hall GCE on the following topics: New Construction Materials for concrete
structure, Distress in Hydraulic Structures, and Durability of Concrete.
A Workshop for students and faculties on Robotics, basics of Artificial Intelligence
(AI), 3D Printing and Designing was held from 11th-14th February, 2020 at Hotel
Chanakya Patna. The following students have attended the workshop along with
faculty guide Prof.Mrityunjay Kumar (Department of ME): Sweety Shailesh, Neha
Kumari, Pragya Raj, Vimlendu Vatsayan, Ragini Singh.
Two students Md. Ghulam Rasul and Mr. Abhishek Kumar have attended state-level
science innovators exhibition workshop and lectures on National Science Day 2020 to
promote innovation and entrepreneurship at AKU Patna on 13/2/2020.
11 students have participated in TECHFEST (civil fest) at IIT Patna from 15/2/2020 to
16/2/2020.
Two Students Ms Soni Raj (17/C/37) and Mr Keshav Kumar (17/C/19) both secured
the first rank in TECHFEST (CIVIL FEST) held at IIT, Patna on 15th & 16th Feb, 2020.
Under the twinning program “An expert lecture on Manufacturing” was delivered by
Dr. D. N. Raut, VJTI Mumbai on 17/2/2020 in the Dept. of Mechanical Engineering,
GCE Gaya.
A seminar on “career counseling” has been organized on 18.02.2020 at GCE Gaya by
Mr. Ankit Goyal (Gold Medalist, B.Tech IIT Indore) Co-Founder of Kreatryx.

GCE, Gaya has established NPTEL Local Chapter for promoting the online courses , E –
learning among the students as well as faculty members in May, 2019 and now fixed
as an online centre for the NPTEL examinations.
A one-day workshop on MATLAB with fundamentals from the user point of view by
ELMAX was organized at GCE Gaya for the faculties and students on 28/2/2020.
Two students Mr. Chakrapani and Mr. Abhishek Kumar from the dept. of CSE& EEE
have participated and presented their research paper entitled “A modern pothole
detection technique using deep learning” at the “International Conference on Data
Engineering and Application (IDEA 2k20)” organized by RGPV Bhopal on 28/2/2020 &
29/2/2020.
One student from EEE department of GCE, Gaya (Pummy16/EEE/64) is selected in the
Pool Campus Placements drive of "Okaya Infocom" on 29.02.2020 at AKU, Patna.
Projects of eight students from GCE, Gaya got selected under BCST (Bihar Council of
Science and Technology) Student Project Program on 02.03.2020.
7 students from GCE, Gaya are deputed to attend the start-up workshop organized by
AKU Patna on 6/3/2020.
Internal Audit for the period April-2019 to September 2019 (Q-I & Q-II) was
completed from 7th November to 9th November, 2019. No unpleasant comments
received by the auditors in this context.
The Board was apprised with the status of the TEQIP-III project at GCE, Gaya. The Board
resolved to appreciate the progress made by the College. The Board also resolved to
prepare the TEQIP-III status report in an appropriate format for the activities of students,
faculty members, and administration separately. Further, the Board resolved that the
Principal should appoint a Committee of representatives of students who had visited
other institutions to participate in the seminar/workshop/conference/STTP/Tech-fest, etc.
The Students Committee will submit a written report to the Principal about their learning
experience and activities which they had in other institutions for improving the teaching-
learning environment and other developmental activities at GCE, Gaya.

Agenda10.5: To report about the completion of GATE Training 2019-20.
Note: 10.5.1: For NPIU, empanelled GATE training, 300 hrs. Classes have been
completed by the GATE training service provider “The GATE Academy” and the as per
the contract the payment of Rs. 3837618.00 (Thirty-Eight Lakhs Thirty-Seven
Thousand Six Hundred Eighteen rupee only) has been done to the service provider.
The Board was apprised with the completion of GATE Training, 2019-20 at GCE, Gaya. Dr.
Nirmal Kumar informed that one of the students who had attended GATE training (2018-
19) at GCE, Gaya and successfully scored high grade in GATE is presently studying at IIT,
Goa. The Board resolved to direct that a detailed report on the GATE classes organized by
the College should be prepared and presented in the next BoG meeting.
Agenda10.6: To report about the expenditure done for minor electricity work, networking
and repairing and maintenance of laboratories from IOC (Incremental Operating
Cost) head of TEQIP-III fund.
Note: 10.6.1: With reference to a direction received from NPIU, New Delhi through an
email dated 6th August 2019 and 15th November, 2019. GCE, Gaya has been selected
for 12 no’s of digital classrooms as additional endowment by World Bank and MHRD,
Government of India. To make the classrooms functional, minor electricity work,
networking, and other repairing and maintenance work were completed and
expenditure of Rs. 210647.00 (Rupee two lakhs ten thousand six hundred forty-seven
only) has been incurred by IOC5 head as per NPIU guidelines. Furthermore, many
laboratory’s equipment and other goods were also procured through TEQIP-III fund,
and to make laboratories’ equipment and goods operational and functional, the
expenditure of Rs. 648305.00 (Rupee six lakhs forty-eight thousand three hundred
five only) was incurred. The process was initiated after the approval of the Board in
the 9thBoG meeting held on 07.12.2020. The expenditure incurred is now approved by
BoG.
5 Incremental Operating Cost

The Board resolved to approve the expenditure made by GCE, Gaya for minor electricity
work, networking and repairing and maintenance of laboratories from IOC (Incremental
Operating Cost) head of TEQIP-III fund.
Agenda10.7: To report about the memorandum of understandings (MoU) signed between
the GCE, Gaya and the Industries.
Note: 10.7.1 As per AICTE guidelines to achieve the training, placement and research
objectives, Gaya College of Engineering, Gaya has signed the Memorandum of
Understandings (MoU) with three industries namely (i) Canum Allentech Solutions &
Services Pvt. Ltd Bangalore (Ii) Vitti Research Foundation (Iii) Beltron Telecom Green
Energy Systems Ltd.
The Board was apprised with the memorandum of understandings (MoU) signed by the
GCE, Gaya with the Industries such as (i) Canum Allentech Solutions & Services Pvt. Ltd
Bangalore (Ii) Vitti Research Foundation (Iii) Beltron Telecom Green Energy Systems Ltd.
The Board resolved to approve facilitatory funds for such activities from TEQIP-
III/Development fund as per AICTE/NPIU norms. Dr. Vikram Kumar and Dr. Prashant Singh
Chauhan are directed to submit a proposal in the next BoG meeting related to such
activities.
Agenda 10.8: To seek approval of ‘Action Plan’ including Academic Expenditure and
Incremental Operating Cost for Quarter-I (Financial Year 2020-21) under
TEQIP-III Project
Note 10.8.1: With the discussion of HODs of all the departments, Coordinators and the
Principal the action plan has been prepared for the upcoming Quarter-I (April-June,
2020) as follows:
i. Academic Activities
ii. Incremental Operating Costs.
The Board was apprised with the action plan of academic and IOC activities for the
Quarter-I financial Year 2020-21, and the Board approved the action plan. The Board
resolved to approve that the TEQIP-III fund for faculty development. The Board further
resolved that no faculty members should be allowed to attend training, seminar,

workshop, conference, etc., at the cost of their scheduled classes and other academic
activities without making proper compensatory arrangement in consultation with the HOD
and approval by the Principal.
The Board further resolved that planning and organization of activities for
growth of academic capabilities and skills of students should be accelerated. The BoG
further cautioned that the activities should not be organized like rituals to expedite the
expenditures of the available fund for training/conference/seminar/workshop/STTP, etc.
The BoG suggested that each activity should be well planned with its objectives,
attendance should be ensured and outcome of the activities should be evaluated on a
proforma by the participants. It is expected that all the faculty members will interact in a
cohesive and meaningful manner under leadership of the Principal to make each activity
successful in terms of the purpose for which it was planned..
Agenda 10.9: To seek approval of the ‘Procurement Plan’ under TEQIP-III project.
Note:10.9.1: Procurement of Solid Works EDU6 edition for Mechanical Department
and for the conduction of experiments related to the structural design lab, the

The Board was appraised about the excellent performance of the College related to the
procurement under TEQIP-III. Based on its performance, the College is expected to receive
additional Rs 1.00 Cr. in the forthcoming quarters by the NPIU. The Board approved the

procurement of Laptop for structural Design Lab and considered and approved the
procurement of Solid- works EDU Edition 2018-19 with 3-D Printer. The Board further
resolved that a review report of all procurement done under TEQIP-III by the College in the
last three years should be prepared and presented to the Board. The Board also approved
to use part of the additional expected grant from NPIU for furnishing the newly built
Auditorium.
Agenda10.10: To get approval for the reimbursement of the Research Publication fee of Rs.
36400.00 to Dr. Vikram Kumar.
Note: 10.10.1: Dr. Vikram Kumar (Asst. Professor, Dept. of Civil Engineering)
published his research paper titled “Assessment of Spring Potential for Sustainable
Agriculture: A Case Study in Lesser Himalayas” in Applied Engineering in Agriculture,
an American Society of Agricultural and Biological Engineers, ISSN 0883-8542 vol.
36(1). The cost for his publication is Rs. 36400.00 (Thirty-Six Thousand four hundred
rupees only). As per TEQIP-III norms, the reimbursement for research publication may
be allowed. The permission from the Board is requested to allow to reimburse the
research and publication fee to Dr. Vikram Kumar from the academic head of TEQIP-
III fund
The Board resolved to refer the reimbursement of the research publication fee to Dr.
Vikram Kumar to the Research and Development Advisory Committee for
recommendation as per NPIU norms. The same will be placed in next BoG meeting for
consideration.
Agenda10.11: To discuss about the regularization of TEQIP-III faculty members.
Note: 10.11.1: There are 28 faculties are working currently at GCE, Gaya on the basis
of NPIU contract. Out of those 23 faculties have joined at GCE, Gaya in the month of
January, 2018 and 5 faculties joined GCE, Gaya in the month of September-
October,2018 and their contract is valid up to 30thSeptember, 2020. The
consideration of the Board is requested to discuss about the regularization of the
faculties appointed by the NPIU.

The Board considered all the facts related to regularization of TEQIP-III contract
faculty appointed by NPIU. The Technical Education Quality Improvement Program phase
III (TEQIP-III) was launched by the Ministry of Human Resource Department (MHRD),
Government of India, in the year 2017 for three years (April 2017-September 2020) period.
The Board has been apprised time to time with various measures taken at the highest
level of MHRD that for successful implementation of the TEQIP-III. As, the Govt of India
took initiative for faculty recruitment to meet the faculty shortages for the TEQIP-III
institutions including GCE. The NPIU took extraordinary steps of inviting applications
through national advertisements. The candidates applied with a fee of Rs 500 and on the
behalf of NPIU selected NITs completed the recruitment process using the best practices.
The shortlisted applicants were called for a presentation followed by an interview. The
merit list of selected candidates was strictly followed for appointments on contract for
three years on fixed salary of Rs. 70000/- (Seventy Thousands) and each appointee joined
the assigned engineering College. Total number of such contractual faculty who joined GCE
was 35 (thirty-five). Later, 04 (four) of them got transferred and 03 (three) of them
resigned. Presently there are 28 (twenty-eight), such faculty, at GCE. The recruited faculty
are highly qualified with some of them having Ph.D. and they represent the best quality in
terms of their education from institutions of National Importance like IITs, NITs, IISERs,
and reputed Universities. This extraordinary measure for solving faculty shortages was
also necessary for seeking accreditation from the NBA (National Board of Accreditation)
and obtaining autonomous status as per the University Grants Commission’s norms and
procedures.
The Board was also apprised by the Principal regarding with the issues of contract
appointees of office and support staff. The Program Manager, Mr. Murli Manohar
Vishwakarma is M.Tech (CSE) from RGPV, Bhopal, Accounts assistant, Mr. Mantu Kumar is
C.A.(Inter) from Institute of Chartered Accountant, India, Office assistant Mr. Harsh Ranjan
is M.Tech (NanoTech.) from ACNN, AKU, Patna and Messenger cum helper, Mr. Bipin
Kumar is B.A. from Magadh University. All the four contract employees have served the
institution with dedication and sincerity. The Program Manager has also received training
to run TEQIP-III and has efficiently provided support to the Principal and various
coordinators of activities. The Board considered their significant role in the efficient

running of TEQIP-III program facilitating development of the college and therefore the
Board resolved to recommend the extension of their services by the State Government.
The TEQIP faculty members of GCE have worked hard and they have shared 70% of
teaching workload. They have contributed in the development of labs, Smart classrooms,
and other academic infrastructures like equipping a conference hall. The NPIU developed
proposals for research grant and due to their efforts, the College has received an
additional grant of Rs 1,20,00,000/. The grant has been used for research and for the
development of research labs in various departments. They are in forefront in running the
consultancy projects to give hands-on experience to the student and generate additional
revenue. They are also managing the Start-up and innovation cell. They have been also
promoting e-learning and on-line classes. The placement of the College students has
improved in the last two years. They have been also carrying responsibilities of HoDs and
co-ordinating various work like of Nodal officer Academic, Assistant registrar,
Procurement, Training and Placement Officer. A number of workshops, conferences,
Hackathons, KushalYuva Program, and Faculty Development Programs have been
organized and they have played very supportive roles. A number of research activities by
the faculty and students are in progress. Their efforts have also shown results in terms of
better in the Performance Audit Report of the Second Phase done by NPIU than some NITs
and IIITs of the country. NPIU also admitted through the letter no. AC/TEQIP-III/MHRD/RTI
dated December 23, 2019 “the teaching process has been improved. The students have
gained conceptually more clarity wherever TEQIP faculties are teaching.” In brief, they
have made all-round development of the College possible in the two and a half years.
The Board considered the issue related to the term of the TEQIP III Contract Faculty
ending in September 2020 and its disastrous consequences on the College in managing
even core teaching of classes and resolved to recommend to the Bihar Government to
consider ways and means to retain the TEQIP-III faculty to protect quality engineering
education, research and applications in the State in general and at GCE, Gaya in particular.
The Board further resolved to suggest that timely intervention should be made by taking
extraordinary steps to retain the faculty who have been serving the institution with
dedication. The Board resolved to advise the Principal to send this resolution at the
earliest to the Secretary, Department of Science and Technology, Govt of Bihar for

necessary action. The Board further resolved to advise the Principal to write to the
secretary, Department of Science and Technology, Govt of Bihar regarding extension of
contract service of technical and support staff.
Agenda 10.12: Any other agenda with the permission of the Chair.
i). The Board considered the matter of annual increment for the faculty members and staff
of TEQIP-III and also considered the following previous decision of the 7th Board meeting
(as per minutes against the agenda Agenda 7.14): “The Board was apprised with the fact
that it is hard for any faculty member to publish a number of research papers and develop
labs in each quarter to qualify to get scores required to get an annual increment of more
than 1%. The Board members felt that the faculty members be at least awarded three
percent (3%) annual increment and those who perform very well may be given a greater
percentage of annual increment. The Board resolved to request SPIU to take up the matter
with NPIU to consider this issue to ensure at least 3% increase of annual pay for all the
faculty members hired by NPIU.”
The Board resolved to constitute a Committee of internal members of the Board (Prof.
G.N. Sharma and Dr. A.K. Singh) to review the self-appraisal form of each faculty and
recommend to the principal for the annual increment as per the earlier decision of the
Board taken in its 7th Meeting.
ii). Dr. Vitthalrao Kashid reported to the Board about the tax exemption in the
procurement of goods/items as per DSIR ( Department of Scientific and Industrial
Research) norms, the Board directed to Dr. Vitthalrao Kashid to draft a write up about the
DSIR (Department of Scientific and Industrial Research) tax exemption for the purchase of
materials and goods through AKU7 Patna.
iii). The Board resolved the best wishes for the speedy and full recovery of Dr. S.J. Ahmad,
a former member of the Board.
(iv) It was resolved to hold the next BoG meetings on 06.06.2020 at a suitable place to
enable the presence of the State Govt officials.
