    IntroductionThe pdated 2007 Indstrial Base and Vacancy Smmary is an extensive

    compilation o empirical inormation regarding the availability o indstrial space

    and land in the Antelope Valley. The spporting docments categorize individal

    bildings regarding the nmber o nits, total sqare ootage, availability, lease

    rate i available, bilding height, loading doors, and dates o constrction. The

    report contains smmary pages providing a qick assessment o the Indstrial

    Base Vacancies and available land within the cities o Palmdale and Lancaster. The

    ll report has been digitized and is posted on the website at www.aveconomy.

    org. In a tre pdate, GIS capabilities may be incorporated. In the meantime, a

    Industrial Market OverviewThere are or primary economic indicators; net absorption rate, space available,

    vacancy rate, and aordable land or development. The Antelope Valley is the

    location o choice or relocating or expanding yor bsiness in Los Angeles

    Conty. Since pblication o The 2004 Antelope Valley Industrial Base & Vacancy

    Report (GAVEA srvey), the Antelope Valley has had an increase o 1,775,387

    sqare eet o new indstrial bildings.

    Vacancy RateDe to the increased constrction o indstrial property, the total vacancy rate,

    inclding single and mlti-tenant constrction, has increased rom 1.05% in

    Jly 2004 to 7.87% as o Jly 2007. The vacancy rate as o Jly 2007 stands at

    3.67% in Lancaster and 19.18% in Palmdale. Mch o the available new space in

    Palmdale is or prchase rather than or lease. The initial reaction to this increase

    in the vacancy rate may be viewed as a negative, bt rther analysis reveals that

    the majority o the increase is in mlti-tenant space located in Palmdale with all

    other sectors at acceptable levels. Frthermore, mlti-tenant space absorption

    contines to increase at an exponential rate as analyzed in detail below nder

    Net Absorption.

    Another reason or this rate increase is that most new constrction has been bilt

    in the last cople o years and is still in the marketing stages. In the past, one o

    the major obstacles to promoting bsinesses moving or relocating to the Antelope

    Valley has been the lack o available space. Now, with available properties, GAVEAs

    investor members and its alliance cities have committed considerable time and

    resorces to marketing the areas indstrial market with a comprehensive three-

    year marketing plan. The plan started in October 2007 with a Real Estate Broker/

    Site Selector event showcasing available properties. In addition, a direct marketing

    campaign began in October by contacting over 11,000 employers in the LA Basin.

    The message centers on edcating employers abot the opportnities in the

    Antelope Valley, inclding lower land prices, lower hosing costs, an Enterprise

    Zone, lower hosing costs, and an available workorce, together with bsiness

    riendly cities. We believe that when bsinesses know all the acts abot the costs

    o moving ot o state, they may want to reconsider, and take a second look at the

    Antelope Valley as a good place to relocate or expand.

    Net AbsorptionOne o the bright spots in the indstrial space is the incredible increase in the

    net absorption o mlti-tenant acilities designed to accommodate the needs o

    smaller start-p rms. Available space will allow or vigoros marketing o the

    Antelope Valley as a viable alternate location or employers.

    Cost o Doing Business Comparative Analysis

    The cost o doing bsiness in Lancaster and Palmdale is considered to bemoderate, as determined by the respected Kosmont Stdy which rates more than

    400 cities across the nation by the cost o doing bsiness in their jrisdictions. More

    inormation on this stdy can be ond in GAVEAs 2007 Economic Rondtable

    Report which is available online or a hard copy may be obtained by contacting

    GAVEAs oce at 661-945-2741.

    Jobs/WorkorceThe online version o the jobs/workorce statistics will be pdated pending

    completion o the 2007 Labor Base Report which is expected to be released in

    November/December 2007.

    Industrial LandWhile an ample spply o land is a selling point or the Antelope Valley, available

    land with completed inrastrctre available to the site or immediate constrction

    is not as plentil as desired and remains an obstacle to accommodating and

    attracting new bsiness to the area. Many bsinesses hoping to relocate are

    skeptical abot the problems involved with constrction o new acilities and are

    looking or a short time rame or moving in, sally 90 to 180 days. This problem

    has reqired the eorts o both cities redevelopment agencies to prchase parcels

    o land, complete the inrastrctre, and oer those parcels or sale. Examples o

    this are the Fox Field Corridor in Lancaster and the Fairview Park in Palmdale. The

    vale this oresight has created in terms o attracting new bsinesses to the area

    and the sbseqent employment it has acilitated cannot be overstated. It is hoped

    that the cities indstrial areas will matre to the point that the cities will become

    less involved in development and more involved in marketing the Antelope Valley in

    general and that private investors will become more aggressive and sel-sstaining

    in investing in the inrastrctre or tre indstrial constrction. At this point it

    wold be very diclt to estimate with any denite accracy when this change

    might occr, becase the power o the cities to se eminent domain is sometimes

    necessary or accmlating mltiple properties or an indstrial park development.

    HousingHosing constrction has begn to slow down with the City o Palmdale issing

    1,213 single-amily residential bilding permits and the City o Lancaster issing

    1,653 single-amily bilding permits in 2006. While this is an increase rom the

    low o 376 permits issed by Palmdale in 1997 and 251 issed by Lancaster in

    1995, it is ar rom the 6,820 permits issed by Palmdale in 1989 or 3,707 issed

    by Lancaster in the same year. As ar as employers are concerned, however, the

    Antelope Valleys hosing market allows employees more aordable hosing

    compared to other areas in Los Angeles Conty.

    Comments

    The Antelope Valley contines to diversiy its economy rom a traditional aerospacecommnity to a commnity that incldes manactring and warehosing

    employers and varios other employers sch as: u.S. Pole (305 manactring

    jobs), Delta Scientic (170 manactring jobs), Contrywide Corporation (1,050

    jobs), Delxe Corporation (350 jobs), Lance Campers (300 manactring jobs),

    Anderson Barrows Metal (350 manactring jobs) Kaiser Permanente (650 jobs),

    Rite Aid Distribtion (700 jobs), and Michaels Crats warehose (252 jobs).

    The cities o the Antelope Valley have been pro-active in their economic

    development eorts which contine to be a major actor in attracting and retaining

    bsinesses in the area. The sccess o sch eorts, however, has been limited

    primarily to bsinesses already located within Caliornia while eorts to reachbsinesses otside the area contine to be mixed.

    The Antelope Valley has many avorable advantages or the attraction and

    retention o bsinesses inclding:

    Development o new bsinesses or homeland secrity that desire to be

    located next to, or work in conjnction with, major deense contractors

    Scient land zoned or indstrial se at competitive prices. In most cases,

    land prices are mch less than other areas in the Los Angeles basin. Improved

    land in the Santa Clarita area is priced at abot $16 to $18 per sqare oot as

    compared to the Antelope Valley at $2.50 to $8.50 per sqare oot depending

    on the location and inrastrctre

    Developing retail otlets, improving the image o the area, and a better

    qality o lie

    A separate Air Qality Management District providing increased fexibility

    and lower costs

    A lower cost o doing bsiness compared to other areas within the Sothern

    Caliornia basin

    A state Enterprise Zone covering over 61 sqare miles that encompasses

    PurposeThe prpose o this report is to identiy indstrial land and bildings in Palmdale

    and Lancaster or the goal o developing a plan or their tilization by attracting

    new bsinesses to the area, creating jobs and wealth-bilding opportnities

    or local residents, and working towards the goal o a job/hosing balance or

    those in the workorce who are living in the Antelope Valley. This goal may be

    accomplished by incorporating the ollowing:

    1. Assemble an inventory o indstrial property and develop GIS capabilities or

    tre site assessment and ot-reach activities

    2. Establish an electronic database or indstrial sites in the Antelope Valley

    3. Develop a plan that more lly tilizes existing major bildings in the

    Antelope Valley or wealth-creating opportnities

    4. Develop a plan to provide adeqate indstrial space opportnities in a

    timely ashion

    5. Develop a plan to promote entreprenerial se o available government land

    and bildings associated with Plant 42 and the Los Angeles Department o

    Airports (LAWA)

    The ancillary prpose o the analysis is to establish a basis or integrating the

    empirical data with statistical inormation and to create a balanced analytical

    system that will respond not only to historical inormation and crrent empirical

    observation bt also provide a basis or anticipating tre needs.

    This inormation can be compared in order to provide a denitive evalation o

    absorption o indstrial space, provide a basis or making recommendations abot

    the type o prodct that is nder spplied in this market, and serve as a resorceto potential employers considering expanding or relocating to the Antelope Valley

    in terms o dening availability o space that meets their reqirements.

    Methodology-Classifcation o Buildings1. Denition o indstrial space: Bildings with roll-p doors within Indstrial

    Zoning, Indstrial/Commercial Classication, or a Specic Plan allowing

    or indstrial bsinesses.

    2. Total sqare ootage was estimated where the City and/or Conty

    Assessor had no inormation regarding the bilding or when circmstances

    reqired.

    3. Door openings and height o bildings were estimated when circmstances

    reqired.

    4. Areas not srveyed were older areas as ollows:

    Palmdale - 6th Street East between Palmdale Blvd. and Avene R

    Lancaster - some areas east o Sierra Highway on Avene I

    5. Government and private bilding sqare ootage at Plant 42 were considered

    or the stdy bt were NOT inclded in the total sqare ootage or vacancy

    calclations. Total sqare ootage in se at Plant 42 is 3,653,163 sqare

    eet and has been represented to be nchanged since the last report.

    6. Special use bildings are dened as bildings mainly sitable or one ser

    and are generally not divisible. The expected tenant or sers wold beconsidered a large corporate company involved in aerospace and wold

    reqire extensive modications to be sed or other prposes.

    7. Los Angeles World Airports (LAWA), Site 9, located in Palmdale, is a clster

    o ve bildings containing approximately one million sqare eet and

    is classied as Special use. LAWA states that the bilding site is being

    marketed as one nit bt has recently (2007) leased 440,000 sqare eet

    on a long-term lease to NASA. The bildings are generally not divisible

    becase o their size and are considered best sited or one ser. The

    bildings are niqe in size being specically designed or aerospace

    manactring and constrction. More inormation can be obtained by

    contacting the real estate division o the Los Angeles World Airports.

    Note: LAWA building square ootages were included in the study under the

    heading o Special Use but NOT in the totals related to base and vacancy.

    It was decided it would be more representative o the area, and or the

    private sector analysis, i these buildings were categorized separately.

    Since the buildings are uniquely suited or one user, it was determined

    that their inclusion, without making this distinction, could be misleading i

    an individual/corporation were to just view the Summary Inormation. This

    would be particularly true i the viewer did not take time to look at the

    details in the body o the study.

    8. BAE has a 47,640 sqare oot bilding located at 30th Street East and

    Avene P incorporating approximately 10,000 sqare eet o oce space.

    Assessors records indicate government ownership; however, most recent

    inormation indicates that BAE is marketing the bilding

    9. Lockheed Plant 10 - Sknk Works, located at 1011 Lockheed Way

    in Palmdale, has total sqare ootage o 2,356,735 and is classied as

    Special use. Lockheed reports that all space in crrently being tilized.

    10. This report only represents Palmdale and Lancaster since Avene A

    was designated as the northern bondary or the stdy, de to nding

    constraints.

    11. All land within the two cities zoning classications o indstrial

    properties were identied by the Assessors Parcel Nmber and are NOT

    inclded or pdated or this stdy. However, this inormation is available

    on the website at www.aveconomy.org. The property may or may not

    be available or sitable or development, and a search or property

    in this data base wold be more sited or a land speclator than or

    development. Available land was identied by proximity to Interstate

    14 and/or completion o inrastrctre. Over 4,000 parcels in the cities

    o Lancaster and Palmdale are cataloged. New and planned Tentative
