No. Microsoft does not publish scalability data for the Remote Desktop Connection Broker. For scalability into the thousands, Microsoft recommends the combined Microsoft/Citrix offering.

A single connection broker can support up to 2,000 connections. Multiple connection brokers can be deployed in parallel to provide redundancy and to provide scale-out to 25,000 nodes in a single farm.

Failure detection, isolation, and recovery

Infrastructure servers perform functional validation checks to monitor operation of critical services and take action to isolate or recover failing component. Additional failure detection and recovery provided by the requisite virtual infrastructure back-end.

The native Windows Server Failover Cluster (WSFC) logic provides service-level monitoring for the RDS gateway, thus providing automated recovery from a service failure. Server-level monitoring and automated recovery is also provided via Microsoft System Center Operations Manager, which is also included in the VDI Suite Platinum Edition.
