After several years the Kirk Ella village signs were beginning to look weather beaten. Councillor David Robinson, one of our two new councillors, was appointed to prepare a replacement, following discussions with the manufacturers. Paid for by the sales of the Parish Council's Heritage Trail Booklets, written by Councillor Margaret Raymond, and funds raised from our two coffee mornings last year, each one is being replaced. We hope you think we have spent the money wisely and consider the new signs enhance the village.

Sadly, last June, we lost Councillor David Alma Jordan who had been on the Kirk Ella and West Ella Parish Council since the year 2000. He previously held the positions of Vice Chairman and Honorary Treasurer of the Parish Council. David was a well known figure in the region with connections in both the farming community and the building industry. Having been interested in education and the welfare of young people, he served as a governor of Wilberforce 6th Form College. A man of many talents he will be greatly missed.

Concern was expressed by local residents about the possible closure of Kirk Ella Police Station. The Parish Council took immediate action by writing to both the Police & Crime Commissioner and the Chief of Humberside Police. Matthew Grove replied, saying that although the police would be technically based elsewhere, Kirk Ella Police Station would still remain open and in use. In case of a problem or if you need help, the local police box number is 307213 or dial 101.

The Kirk Ella and West Ella Parish Council supports the local skatepark. Unlike our two larger neighbouring Councils who impose a charge on all their residents through the Council Tax bill to provide financial support, we give our residents a choice. If they individually wish to contribute and make a voluntary donation we will be delighted. To contribute please send donations (labelled skatepark) to Councillor Trevor Green, Chairman of the Parish Council Finance Working Group.

Parking for Disabled Badge Holders at Willerby Square - Now that the new markings for the parking bays and the signs on the posts are in place we hope that drivers will have consideration for the disabled and respect these important mandatory signs.

SNIPPETS1. The Chairman continues to decline the Chairman's Allowance and Parish Councillors do not receive any

remuneration nor do our Parish Councillors claim any expenses.

2. Kirk Ella & West Ella Parish Council gave its full support to the combined fight to get the wind turbine on the A164 withdrawn. We were delighted with the result.

3. Ken Rowlin of West Ella has looked after the village War Memorial and the garden around it for over 40 years. The Parish Council has nominated him for an ERYC community award.

4. Our grateful thanks to those residents who have already donated to the new Kirk Ella village signs or to the local skatepark fund. Thank you again.

5. Our Parish Council continues to have the lowest Parish tax of any council in the area.

The Annual Parish Meeting is to be held inthe Sixth Form Centre Conference Room atWolfreton Upper School, South Ella Way,

Kirk Ella on Wednesday 13th May at 7.30 p.m.All residents of Kirk Ella and West Ella are welcome.

The Heritage Trail Book continues to sell well and can be obtained at Kirk Ella Newsagents near the church. All proceeds go to fund our Parish projects. Cllr. Margaret Raymond,

Following our big meeting with Matthew Grove, the Police & Crime Commissioner, and the top Transport Officers from County Hall, the necessary information gathered by Councillor Trevor Green was used by Mandy, our Clerk, to complete the required forms. As a result the Parish i s now inc luded in the ERYC ’s Implementation Plan. In plain words this means that money has been allocated, on the advice of the Officers for the following schemes.

1. 2015/16 £15,000 Zebra Crossing on Beverley Road near the Haltemprice roundabout

2. 2015/16 £1,000 Safety improvement at the junction/bend of Riplingham Road and The Glen

3. 2016/17 £20,000 Village ‘gateways’ on routes in to Kirk Ella and West Ella

4. 2016/17 £30,000 A wider 20mph “box” to include both villages (limit only, no traffic calming measures)

5. 2016/17 £25,000 A 20mph limit with traffic calming around Kirk Ella at St. Andrew’s School

The officers concerned acted on the consensus of opinion to prioritise the requirements of our two villages. This is a very generous and fair share of the Highways Budget.

Captain Frank E. Holmes M.Inst.Nav.,MRINA, MINI, was elected Chairman of the newly formed Kirk Ella & West Ella Parish Council in the year 2000 and held the position until 2011. During World War II he had taken part in the Russian convoys carrying supplies to Murmansk earning him the Arctic Star Medal and later transporting soldiers to the far East gaining him the Burma Star.

In all he was decorated five times by the British Government and twice by the Russian Government for his bravery and leadership skills. In 1999 he was invited to a meeting with Queen Elizabeth II and to Downing Street in 2005. Frank was officially presented with the Arctic Star Medal by the High Sher i f f of the County, Stephen Larard, only two weeks before he died.

Through our own fundraising and generous donations we have purchased a permanent memorial seat to him. As Frank spent the last days of his life in The Rowans residential care home, the seat was placed outside it on South Ella Way. He was a true gentleman who will be remembered for his devotion to duty.

Possibly one of the most important aspects of our work as councillors is to support the beliefs of our constituents. The Hands Off the EAST RIDING was one of these occasions. This fight was spearheaded by our Vice Chairman, Councillor Trevor Green.

He worked tirelessly arranging meetings, the printing of banners, flyers and even T-shirts. His door to door leaflet drop was a huge success. All the above was funded by donations and not from your Parish Precept.

After the devastating effects of the floods in the region, Councillor Elizabeth Robinson has become the Chairman of the Haltemprice Flood Action Group. The Group is aiming to reduce the danger of flooding again. No doubt you will have noticed that much work is now in progress.

Building on the previous successful switching on of the Christmas tree and village lights, we organised a repeat event for December 2014. After Councillor Stan Raymond consulted the rector of St. Andrew’s Church, it was agreed that the Parish Christmas tree should be in the same place in the churchyard as previously.

Hard work in the Autumn produces a colourful Spring

One of our very hard working councillors, Elizabeth Robinson both distributes and bulbs in the Autumn to ensure our two villages are colourful in the Spring. We would like to say a big thank you to the residents who do extra work planting outside their properties and around the street signs to make our Parish even more attractive.

Having been interested in education and the welfare of young people, he served as a governor of Wilberforce 6th Form College. A man of many talents he will be greatly missed.

Concern was expressed by local residents about the possible closure of Kirk Ella Police Station. The Parish Council took immediate action by writing to both the Police & Crime Commissioner and the Chief of Humberside Police. Matthew Grove replied, saying that although the police would be technically based elsewhere, Kirk Ella Police Station would still remain open and in use. In case of a problem or if you need help, the local police box number is 307213 or dial 101.

The Kirk Ella and West Ella Parish Council supports the local skatepark. Unlike our two larger neighbouring Councils who impose a charge on all their residents through the Council Tax bill to provide financial support, we give our residents a choice. If they individually wish to contribute and make a voluntary donation we will be delighted. Parking for Disabled Badge Holders at Willerby Square - Now that the new markings for the parking bays and the signs on the posts are in place we hope that drivers will have consideration for the disabled and respect these important mandatory signs.

3. Ken Rowlin of West Ella has looked after the village War Memorial and the garden around it for over 40 years. The Parish Council has nominated him for an ERYC community award.
