Mission Statement

It shall be the object of the FRYSC to organize youth soccer teams to participate in leaguecompetition to foster, promote and advance the cause of youth soccer in and for the youth of theFullerton area.

Goals/Philosophies:

Develop skills and knowledge of the game of soccer for players, Coaches, refereesand parents.

Open registration to every child who desires to play soccer regardless of talent,race, religion or gender.

Positive coaching by giving encouragement, displaying good sportsmanship, andsetting a good example for all parents and players.

Balance team drafts for keeping competition at a fair level of play.

Encourage good sportsmanship by creating a positive environment based onmutual respect, rather than win-at-all costs attitude.

Increase opportunities for players who wish to play at a higher level of competitionover that of recreational play in a manner that works with, not against, therecreational soccer program.

Encourage more referees to participate in FRYSC.

Develop a greater awareness of FRYSC in Fullerton and Orange County.

Maintain and improve the quality of the Fullerton soccer fields.

Increase the awareness of the soccer environment at every level within SouthernCalifornia to the membership of FRYSC: Men’s and Woman’s U.S. National Teamand World Cup, Major League Soccer (Galaxy), Professional Development League(Seahorses), Collegiate Soccer (CSUF Titans, Fullerton College, Cypress College,Hope International University), and High School Soccer.

History of the Fullerton Rangers

The Fullerton Rangers Soccer Club began in September 1963 when a group of men who wanted to play soccerorganized a team and entered the Pacific Soccer League. The team selected the name "Fullerton Rangers"because several members of the team were Scottish and were devoted fans of the Rangers team from Glasgow,Scotland who play in the Scottish Premier League.

In 1966, a youth team was added consisting of 8 to 14 year olds that played in the National Youth SoccerAssociation (NYSA) of Orange County. Our first youth team became the League Champions. A second youthteam was added in 1967: Peewees (8 to 11 years old) and Intermediates (12 to 14 year olds). On January 20,1968 the Club was incorporated in the state of California as a non-profit organization. In 1970, the youth teamsstarted playing in the Pacific Soccer League Youth Group. The Club continued operating with two youth teamsuntil 1972. In the period from 1972 to 1974, a slow growth began such that in 1974, seven youth teams and twoadult teams were playing soccer.

In 1975, the 10th season with youth teams, the Fullerton Rangers Youth Soccer Club (FRYSC) was formed as adivision of the Fullerton Rangers Soccer Club. The Youth Club was managed by 12 Board of Directors whichwere elected at the year-end parents' meeting (Annual General Meeting). In this season, the club was comprisedof 20 teams; nine in a newly created league within the city of Fullerton called the Fullerton Soccer League(FSL); and the remainder of the youth teams competed in the newly formed Coast Soccer League (CSL). TheCSL had 60 teams from 15 cities and FRYSC was the largest club in the CSL.

For the succeeding two years there was an explosion for the sport of soccer, both in the country and in the Club.In 1978, the Club joined the California Youth Soccer Association (CYSA). CYSA is the California branch ofthe United States Soccer Federation (USSF) which is the governing body of all soccer in the United States.FRYSC had 120 teams and 1700 players. In 1982, the Fullerton Rangers introduced our first girl's CSL team(U16). The FRYSC hosted the first Friendship Tournament on Labor Day weekend in 1983. The men's team isno longer in existence.

Since 2004, The Fullerton Ranger Youth Soccer Club through its Board of Directors, Director of Coaching andprofessional Coaching Staff has seen the growth of our Competitive program. Not only have we garnered backto back National Championships (2011-2012), but also have won prestigious International tournaments such asthe Dallas Cup in 2011 and 2012. The foundation of this success has been the quality of our professionalcoaching staff which includes the 2012 Nike Coach of the Year as well as Head Coaches from Division IUniversities who bring their knowledge to our program. The Rangers are poised to continue this winningtradition for many more years to come.

In 2017-2018, there were approximately 1754+ players registered on Recreational, Signature League, andCompetitive teams. There were 83 teams in Divisions U-5 through U-12, 8 teams playing inter-city, 16 teamsplaying in the Signature League (CSSL), and 35 teams in age groups U-9 through U-19 playing in thecompetitive Coast Soccer League (CSL).

GAME SCHEDULE INFORMATION

Regular season games are played primarily on Saturdays with some Sunday afternoons asrequired by field availability. For the youngest players the games are almost always Saturdays.Regular season games start September 8, which is the first weekend after Labor Day. We willhave a draft of the schedule available by September 1. Some games may need to berescheduled after that to resolve coaching conflicts. Regular season and City Cup (our playoffs)will be scheduled to end before Thanksgiving pending changes due to weather.

Additional post-season for older players (U10-U14) and all-star games for younger players (U8-U9) continue into December and all-star games for (U10-U14) continue into January, dependingon weather and the success of the team/player.

Inter-City games and Signature games are scheduled by individuals outside of the FullertonRangers and may result in a delayed schedule. Please visit our website atwww.fullertonrangers.com to check for game schedules at the end of August and throughout theseason for any updates or changes.

Please check the mudline at www.fullertonrangers.com for field status during or after rainoccurs. If fields are listed as open, games will continue unless notified otherwise. The refereehas the ability to cancel or stop games due to bad weather if needed.

NET & EQUIPMENT DUTY

Thank you for volunteering to coach for the Fullerton Rangers this Fall. Below are a few things youwill need to know regarding nets, goals, flags and referee fees for this season.

Responsibility for nets and flags delivery/return is the responsibility of the Home Team Coach. Pleaseverify the schedule each Friday evening for any possible changes. Away Team must assist in the set-up/take-down. Intercity and Signature teams are responsible for Home games and assisting on Awaygames. Check with your division Commissioner on schedules.

Game schedules will be posted within 1 week before the first game at www.fullertonrangers.com.

To identify if you are first or last game, you must first check which field you are playing at (somegames could vary). Once you know the field you play on, then check schedules by venue, which willshow you all divisions playing that field. The first Home team is set-up. The last Home team is take-down. Failure to follow this procedure could leave another division without nets/flags if you takeassuming you are last game in your specific division, not field location.

NET & FLAGS (4 per field) PICK UP / RETURN: 334 King Place, Fullerton, CA 92833

You should deliver these items to the fields at least 30 minutes before game time so that you andyour team have time to set up. The last team locks up the goals (combo codes will be provided by theDirector of Fields) and delivers all equipment back to 334 King Place after the game. Both teams areresponsible for setup and take down.

PUGG (Pop-Up) Goals

PUGG goals will be loaned to Head Coaches and will be provided with Coach Equipment Bags noearlier than the last week of July. Your Commissioner will send you the details.

REFEREE FEE’s

Home team pays entire referee fees at the start of your game (Intercity and Signature may be slightlydifferent - please confirm process with your division commissioner). A check for referee fees will beprovided to each coach prior to our first game day in September. Your Commissioner will notify youwhen checks are ready.

CODE OF COACHING ETHICS AND STANDARDS

PURPOSE

This Code of Coaching Ethics and Standards has been developed to clarify and define standards of professional, ethical, and

moral behavior from coaches affiliated with the Fullerton Rangers Youth Soccer Club (FRYSC).

ARTICLE I - RESPONSIBILITIES TO PLAYERS

1. Coaches shall not place the value of winning over the safety and welfare of players.

2. Coaches shall instruct players to play within the Laws of the Game and within the spirit of the game at all times.

3. Coaches shall not seek unfair advantage by teaching unsporting behavior to players.

4. Coaches shall not encourage, condone, or tolerate inappropriate behavior from players in any situation.

5. Coaches shall not encourage players to violate any Law of the Game or any rule of competition established by FRYSC.

6. Coaches shall not encourage, condone, or permit any player to violate any bylaw, rule, or policy of FRYSC.

7. Coaches shall not discourage, deter, or deny players the right of advancement to participate in training or competition at a higher level.

8. Coaches shall direct players to seek proper medical attention for injuries and to follow instructions received from health care professionals regarding treatment and rehabilitation.

9. Coaches shall play each player a minimum of 50% of the time the player is at the game. Examples: Player comes on time; player will play 50% of each half. Player comes to the 2nd half only; player will play 50% of that half only.

ARTICLE II - RESPONSIBILITY TO OPPONENTS

1. Coaches shall afford to opponents the respect expected by the Law of Game and the spirit of FRYSC competition.

2. Coaches shall not encourage, condone, or permit any player to engage in conduct with the intent of causing injury to an opponent.

3. Coaches shall not engage in any physical or verbal confrontation with any opposing player, coach, or supporter.

4. Coaches shall not scout an opponent except in sanctioned competition in places open to the public.

ARTICLE III - RESPONSIBILITIES TO THE GAME

1. Coaches shall be aware of the Laws of the Game and shall adhere to the letter and spirit of the Laws of the Game.

2. Coaches shall provide instruction to players on the meaning and application of the Laws of the Game.

3. Coaches shall accept the responsibilities of team leadership and shall be accountable for the conduct of the players, team officials, and spectators affiliated with their teams.

ARTICLE IV - RESPONSIBILITY TO OFFICIALS

1. Coaches shall extend respect and courtesy to match and competition officials.

2. Coaches shall not incite players, team officials, or spectators into conduct towards officials that is contrary to the Laws of the

Game.

3. Coaches shall not make demeaning or derogatory comments or gestures directed towards any official.

4. Coaches shall use their influence and authority to deter inappropriate conduct by supporters towards officials and opponents.

5. Coaches shall employ only methods authorized by the Laws of the Game, the rules of the competition, or the policies of FRYSC to pursue review of decisions by match or competition officials.

ARTICLE V - RESPONSIBILITY TO FRYSC

1. Coaches shall comply with the rules, policies, and procedures established by FRYSC.

2. Coaches shall become aware of the rules, policies and procedures established regarding player and team eligibility, team formation, and recruiting.

3. Coaches shall refer disputes, appeals, and disciplinary reports to proper authorities as designed by FRYSC.

4. Coaches shall not encourage, condone, or permit any player, team official, or surrogate to violate any bylaw, rule, or policy of FRYSC.

ARTICLE VI - RESPONSIBILITIES REGARDING RECRUITING PLAYERS IN AND OUTSIDE OF FRYSC

1. Coaches shall comply with rules and policies pertaining to registration and player recruitment as established by the Fullerton Rangers Youth Soccer Club (FRYSC) Handbook.

2. Coaches shall not engage in any non-Rangers recruiting activity at any time. Players are not to be asked to tryout, guest or register for a team or league outside of the FRYSC.

3. Coaches shall not knowingly misrepresent the potential benefits to a player of becoming affiliated with a particular coach or team for the purpose of “stacking” his or her team for any unfair advantage.

4. Coaches shall not knowingly, recklessly, or negligently misrepresent or defame programs associated with other coaches, teams for the purpose of gaining favor with parents or players.

5. Coaches shall not promise or provide any compensation to a player as an inducement to register or play with a particular team or coach.

6. Coaches shall cease and desist from any and all recruiting activity directed toward a player upon request from the player or the player's legal guardian.

ANY VIOLATION OF THESE CODES OF CONDUCT ESPECIALLY ARTICLE VI, CAN/WILL RESULT IN IMMIDEATE DISCIPLINARY ACTION INCLUDING, BUT NOT LIMITED TO LOSS OF TEAM AND EXPULSION FROM THE FULLERTON RANGERS YOUTH SOCCER CLUB.

Soccer is a game to be enjoyed.

The laws of soccer should be regarded as mutual agreements, the spirit or letter of,

which no one should try to evade or break.

Visiting teams and spectators are honored guests.

All players shall get 50% play time per game - no exceptions unless injury occurs.

Parent’s Code

Children have more need of example than criticism.

Make athletic participation for your child and others a positive experience.

Be kind to your child’s coach. The coach is a volunteer giving personal time to provide arecreational activity for your child. The coach is providing a valuable community service, often withoutreward other than the personal satisfaction of having served the community.

The opponents are necessary friends. Without them your child could not participate.

Applaud good plays by your team and by members of the opposing team.

Accept the results of each game. Encourage the child to be gracious in victory, and defeat.

Be respectful to the officials at all games. They are there to ensure the safety of all players and to enforcethe rules of soccer. They are there because we need them. Please don’t abuse them.

LINE OF CONTACT

When dealing with problems and issues in the Fullerton Rangers Youth Soccer Club, it is very important that a “Line of Contact” befollowed. When faced with a problem, parents need to discuss the issue first with the TEAM COACH. If satisfactory resolutioncannot be achieved, then the person should address the COMMISSIONER of the particular division. If the Commissioner, Coach andparent cannot resolve the matter, then the person should address the DIR. OF RECREATION. The Director shall try to reachresolution. The final person to handle problems is the PRESIDENT of FRYSC. It is rare that a problem will have to follow the entire“Line of Contact”. If it is not followed, a person will be sent back to follow the line.

Please remember that all officers, coaches and commissioners are volunteers, and therefore conduct all communication in aprofessional and respectful manner.

PRACTICE RULES

1. Practice begins the week of August 1. There will be no practice allowed before August 1st. Noexceptions.

2. Please follow some common sense guidelines for etiquette when starting and finishing practices.

3. Don’t infringe on the team finishing practice. Warm your team up off the area being used.

4. Don’t linger on the field or in front of the goal after your practice time. If you want to talk to your team,move off to the side of the field.

5. Please practice during your assigned time slot. The FRYSC Board has established the rule that norecreational team may practice for more than 1½ hours per day and no more than two days per week.

6. Practice times are set up from 4:00-5:30 PM, 5:30-7:00 PM, and 7:00-8:30 PM.

7. Practice days are either Monday and Wednesday or Tuesday and Thursday. No team is permitted topractice on Fridays.

8. Most fields do not have permanent goals. If your field has a permanent goal, plan your practice to sharethe area with the other teams present. Don’t monopolize goals.

9. Be considerate and courteous with all other teams and coaches. Try not to be confrontational.

10. Any concerns or complaints about field use or teams should be directed to your Division Commissioner.Please do not call the Director of Fields and Grounds.

11. Any problems with other groups using the field (that will not yield to your request to move) should behandled by contacting your commissioner; however, past experience has shown that most groups arecooperative with our youth program. These groups usually leave when asked politely.

Referee fees will be paid by the Fullerton Rangers Youth Soccer Club. Each coach will receive a check to coverreferee fees by the first game day in early September. Each coach will pay the referee directly for home gamesonly. (May vary for Inter-City and Signature Teams)

PLAYER DROP POLICY

Team Formation and the Board of Directors have worked hard to ensure that FRYSC teams have afair and adequate distribution of ability of players. This distribution needs to be maintained throughoutthe playing season. It is not up to a coach to decide not to replace a player that drops or does notshow up for practices or games. The FRYSC Handbook under Section 10, Coaches (section10.7.15), states: “Advise your Division Commissioner immediately if a player drops off your team forany reason at any time during the preseason or the regular season” . If a player misses practices orgames, it is your responsibility to contact the parents to find out if their child is still going to playsoccer. If you cannot contact the parents, refer the matter to your Division Commissioner. Everyplayer deserves to play soccer, and we usually have players on the wait-list who want to play. Failureto follow these procedures will result in Disciplinary Board proceedings.

1. Coaches, please fill out the attached Player Drop Form (see attached), attach the PlayerRegistration Form and Player Card, and forward them to your Division Commissioner. Thecoach must verify the player’s intention to leave the team with the parent/guardian. The parentmust also be advised of the league policy regarding refunds (section 2.19): 100% prior to June15th, 50% prior to August 15th, NO REFUNDS PAST AUGUST 15th. ($10 processing feeapplies to all refunds) All requests for refunds must be done in writing to the Registrar. (Candybuy-out money will be refunded when requested). If the practice season has already started,please encourage the family to leave the uniform with the team (for these reasons, teams areencouraged not to pass out uniforms until the week prior to the first game.)

2. The Commissioner will verify the drop with the parents, and will forward the forms to theRegistrar.

3. Team Formation will review the Player Drop Form, and assign a new player.

4. Your Commissioner will contact you about your new player.

TEAM VOLUNTEER DUTIES

1. Assistant Coach - Assist head coach with training and back-up coaching in the event the coach isunavailable.

2. Team Parent - Attend team parent meeting and communicate information provided to the team. Alsoassist coach with necessary duties and oversee team volunteers.

3. Club Volunteer - Help with various club functions as needed. Approx. 2 events per year.

4. Fundraiser Representative - Pick up and distribute fundraising items to team families and collectmoney and return to Director of Team Parents/Ways and Means on money collection date.

5. Team Banner Keeper - Make or purchase (team to reimburse) a team banner and bring the banner andset it up at each game during the season.

6. Picture Day Representative - Make sure all players are on time for Team Photo, complete team rosterand make sure players names are correct, work a 2 hour shift on picture day. Pick up pictures anddistribute to parents.

7. Net Set-up and Take-down - set up nets and goals and take down nets and goals when our team is thefirst or last team on the field.

8. Team Party Coordinator - Plan team pizza parties and year end parties and other events.

9. Team Fundraising Representative - Create and implement fundraising ideas throughout the season toraise money for coach’s gift, team party, etc.

10. Field Clean-up and Trash Patrol - Make sure all trash is picked up from the field after each practiceand game. Also gather any equipment or personal items that may be left behind and return it to theappropriate player.

11. Snack Schedule Representative - Create a snack schedule according to game schedule, distribute toteam, make reminder calls or send emails to scheduled snack parent prior to game day. Include snacksuggestions (sliced fruit for half time and water or Gatorade and snack for after the game). Also includeany player allergies (dairy, nuts, etc.).

12. Team Communications Correspondent - Communicate with team players as needed when practicetime/location is changed, cancelled or rescheduled. Notify parents if games are cancelled due to rain, etc.Keep in contact with the Coach at all times and get Coaches approval prior to communication withparents.

PUGG EQUIPMENT LOAN FORM As a Coach for the Fullerton Rangers Youth Soccer Club, PUGG equipment (bag, 2 - 6’ pop-

up goals) is being loaned to your team. At the end of the Soccer season this equipment must be

RETURNED. As the Coach, you are responsible to see that all PUGG equipment is accounted for,

undamaged condition (report damages during season) and RETURNED to Fullerton Rangers Office

(M-F 9-4pm).

Each Commissioner will be instructed not to release AWARDS to any team that has not

RETURNED their PUGG equipment. In addition, U-8 Coaches must SUBMIT PLAYER RATINGS

to Commissioners prior to receiving AWARDS.
