uring my me as Business Manager, I have proven that I can provide such
rong, steady, and effecve leadership. Recognizing the skill and experse
would take to make sure that our Funds did not suffer the way so many
her pension funds did during the economic crisis, I led the way with
und financial policy, posioning Local 103 to be ready for the eventual

Combat the trend of Public Work going to Non-Union contractors
How is Mike Monahan performing on his 20 Year Plan? Heres his report card:
Local 103s public market share has increased from just 12% in 1999 to over 70%
today. This is thanks to the methodical vision of Business Manager Mike Monahan.
The Market Recovery Program he instuted when he came to office has completely
flipped the trend of public work going to non-union contractors.
Recognizing Local 103 had a great product and tremendous value to offer electrical
contractors and far to many were choosing to not partner with Local 103. Monahanstarted an aggressive top down organizing drive convincing some of the most successfulopen shop electrical contractors in our area that they could prosper with Local 103 bybecoming union.
Organized Labor's image has been severely bruised and damaged over the past halfcentury. Monahan started a public campaign to change how Local 103 was perceived inthe public's eye. With our TV. Radio, and Print campaign - Local 103 is viewed as aprofessional, productive, organization with the public and industry owners and users.
Our future as an organization depends on the apprentice today whose man-hours willnot only feed their families but the contributions will ensure benefits for retirees now andin the future. The bar in the apprentice school had to be raised to meet the needs for thefuture.
Recognizing substance abuse had no place in our organization and workplace. A zerotolerance program was negotiated making our job sites safer.Recognizing the renewable energy sector would take off - Monahan was ahead of thecurb with branding and training positioning Local 103 as an industry leader in this sector.

Funds have been able to withstand the economic
turmoil without serious damage to the Union Funds.
Monahan and the Local 103 Trustees have not given up
the long-term focus of the Funds investments and as a
result, the Funds have been able to benefit from the
recovery that has been happening since 2009. The
Pension Fund now sits in the Green Zone of fund
rang, the highest status available, while so many
pension plans across the region and the country were
declared to be in the Yellow Zone or Red Zone, which
mark a crical or endangered status. Local 103 hasbeen able to connue to make benefit payments to
rerees and family members as well as health care
payments uninterrupted. This is something that cannot
be said for so many other organizaons across the
country.
THE BIG PICTURE
The worldwide financial crisis that began in 2007 and
lasted into 2009 has proven to be the worst economic
downturn in the United States since the Great Depression.
The recent recession lasted longer than any recession
since the 1930s and the decline in the U.S.s GDP as a
result of the recession was the largest since the
Depression. The combinaon of a a housing bubble burst-
ing, excessive borrowing by consumers and business,
corrupt acons by financial instuons, and bank failures
all came together in 2008 to cause a decline in all
investments across the board. Equity markets fell by as
much as 75% and some bonds have lost virtually all of
their value. Stock markets are sll struggling to rebound
from the economic meltdown. Over 8.5 million jobs were
lost during the recession and the construcon industry
has been faced with 30-40% unemployment.
Needless to say, the effect that this financial situaon has
taken on benefit plans across the country has been
substanal, as nearly all investments lost value and there
was no reasonable safe haven. However, the IBEW, Local
103 Pension Fund was able to perform beer than 85% of

WENTWORTH DEGREE PROGRAM
Recognizing the to connue their educaon, Mike
Monahan negoated with Wentworth Instute of
Technology to offer an Associate Degree in Applied
Science in Engineering Technology to members.
Classes and training take place at the JATC during mes
that fit the busy schedules of our members who are
juggling a career, a family, and other priories. The
program is being offered to members at 33% off of tuion.
The discounted rate is locked in for the enre life of the
coursework toward the Associate Degree, meaning that
members can earn their degree for less than $10,000.
Because of the skill level that Local 103 members are
already able to reach through our apprenceship
program, Wentworth awards members with 27 credits
entering the program. Students must then earn theremaining 33 credits to reach the 60 credits necessary for
graduaon. Wentworth also allows to transfer in an
addional three credits from an approved program,
commitment and focus that Local 103 has brought to its industry training offerings has
to recognion from the Internaonal Brotherhood of Electrical Workers, who has
ognized Local 103 as one of the top three Locals in the naon in offering connuing

The ulmate vision for the Wentworth program is to
expand the opportunies available to Local 103 members
to include a Bachelors Degree as well. This program just
goes to show the commitment that Mike Monahan and
Local 103 have to improving the lives of members and
their families.

Massachuses AFL-CIO Scholarships - Through the
Massachuses AFL-CIO, IBEW, Local 103 has been able to
more than double its scholarships available for children of
Local 103 members. This year, scholarship awards of
$10,000 were available to ten children of Local 103
members for a total o f $100,000.
Union Plus Scholarships This is a one-me award of
$500-$4,000 scholarships for members, spouses, and
their children who are pursuing an undergraduate degree
at an accredited college or university.
IBEW Founders Scholarship This award is
IBEW members with four years of con
standing only. Members receive $200 for eve
credit hour taken for a maximum of $24,000

CAL 103 ECOADS PUT MEMBERS BACK TO WORK
UPCOMING WORK
As Local 103 eyes the future, we will connue to track
large-scale developments that will be pung a great
number of our members back to work in the near future.
Just a few of these include:
Quincy Center Project
Seeing an opportunity to lock down a significant amount
of work right in our back yard, Mike Monahan led Local
103 members from Quincy in demanding that the
upcoming Quincy Center project be built under a Project
Labor Agreement, with a 100% labor workforce. As a
direct result of this effort, the developer Street-Works and
the City of Quincy agreed to the Project Labor Agreement
on the $1.3 billion overhaul of downtown Quincy. The
project will create over 4,000 construcon jobs and
around 5 million man-hours of labor. In all, the projectwill include 1 million square feet of new office space,
about 700 new housing units and 570,000 square feet of
new retail and restaurant space.
l 103 has taken advantage of the EcoAd program, which offers three
nct benefits to our local union. First and most obvious, EcoAds allow
o reach out to the public with our message through television
ersement. Second, the program exemplifies our commitment to
g a leader in renewable energy. Third and most important, the ads
iterally pung our members back to work. For every EcoAd that Local
purchases through CBS, the program makes an investment in a stalled
green energy project that would otherwise go unfunded. In Local
s case, our members are guaranteed that these jobs will go our way.
UMASS Boston
UMASS Boston will soon begin a massive renovaon plan
under a Project Labor Agreement. The $750 million proj-
ect will include new academic buildings, new campus
housing, more open space, and a generally beer
integrated campus. An exisng parking garage will be
demolished and a new garage constructed on the edge of
the campus. Also included in the plans is a new state-of-
the-art Science Center.
Lowell General Hospital
Lowell General Hospital has signed on to use Local 103
labor on its upcoming expansion project. The new wing
will allow the private hospital to quadruple the number of
beds available. The $97 million will create 400 new
construcon jobs as well as 180 new permanent jobs and
is expected to generate $200 million for the surroundingarea.
BOARD APPOINTMENTS
Mike Monahan and his team of Business Agents provide
more than just leadership in securing jobs for Local 103
members they are instrumental in creang jobs in the
surrounding area as well. Monahan himself holds a
posion on the Boston Zoning Board of Appeals. In this
capacity, Monahan works closely with Mayor Menino on
development, with a keen eye on promong the use of
Local 103 members on projects around the City of
Boston. Monahan has established close pro
