A. Introduction

The Workshop on Action Planning on Open Government Data (OGD) in Latin America is beingco-organized by the Division for Public Administration and Development Management (DPADM)of the United Nations Department of Economic and Social Affairs (UN DESA) and the EconomicCommission for Latin America and the Caribbean (ECLAC), under the project of "Strengtheningof Capacities of Developing Countries to Provide Access to Information for SustainableDevelopment through Open Government Data", implemented by the DPADM/UNDESA.

This regional event targets senior and mid-level government officials who are responsible forcoordinating OGD initiatives in their respective countries, and key representatives from the OGDecosystem who are supporting the implementation of these initiatives. The event aims toenhance participants' capacity to analyze, develop, and validate an open government datastrategy and action plan, and to improve participants' knowledge and skills throughout lessonslearned from other peers in the region. Priority will be given to addressing data requirements inareas which are relevant to the achievement of internationally agreed development goalsincluding sustainable development goals (SDGs).

B. Background

The effects of OGD utilization are potentially far reaching for sustainable development withpositive impact on innovation, transparency, accountability, participatory governance andeconomic growth. By opening data, governments ensure that citizens should be more directlyinformed and engaged in decision-making. Governments can enhance transparency andaccountability not only through better access, but also through the proactive sharing andreuseof public information. And they can also stimulate the creation of innovative business andservices which deliver social and commercial value to citizens.

Publishing datasets based on a demand-driven approach can help governments ensure thatthey meet their citizens' needs. Through engagement, consultation or surveys, governmentscan collect feedback on the type of datasets to be published. These may include data on publicexpenditure and budgeting, environment, healthcare, education, sanitation, public procurement,transportation or other demographic, socioeconomic, georeferenced data and indicators. Whileindividual citizens may want information which is useful for their daily lives, civil societyorganizations (CSO) may be more interested in data to be used for advocacy purposes or forholding the government accountable. Businesses may need high-quality raw data to createvalue-added products and services.

Moreover, strengthened data and statistics available in open formats are critical for theidentification of development opportunities and improved decision-making as well as formonitoring SDG implementation and ensuring that no one should be left behind in this process.

The level of accessibility and use of data in some countries has been reasonably broad andmade enormous progress in recent years. Many countries, including developing countries,

however, are lagging behind. This is, in part, a result of a limited understanding of thetechnologies required to deliver open data, and the misperception that open data is an extraactivity rather than integral part of government organizations' day to day activities.

Although QGD provides many opportunities, its real impact cannot be realized without carefullyplanned action. Governments need to have a coherent vision and strategic framework for opendata initiatives and for promoting the use of OGD. This requires change across multiplegovernment agencies to promote coordination, information exchange and agree about datapublishing standards. Human resources and technological capacities should be strengthened toimplement open data initiatives while the government proactively engages civil societyorganizations, including non-governmental organizations and the private sector, to expand thecommunity of open data users.

Therefore, the enhancement of OGD requires government's commitment, an enablingenvironment with a coherent legal and policy framework, skilled human resources withtechnological capacities and capacities to proactively engage CSQ, as well as datamanagement and policy procedures, among others. All these elements need to be part of acoherent vision and strategic framework which guarantees funding to open data initiatives andpromotes the use of QGD. Key elements of the strategic framework include increasingawareness and capacity of senior and middle-level government officials on QGD-related issues,addressing technological hurdles and boosting OGD demand.

C. MandateStrengthened data and statistics for transparency and accountability are critical for theidentification of development opportunities and improved decision-making purposes. Facingincreased complexity in addressing development challenges the United Nations Member Statesreiterate the importance of good governance and effective institutions, as well as broad publicparticipation as a "fundamental prerequisite for the achievement of sustainable development."1To enable active participation of citizens in public life, the access to information and opengovernment data becomes crucial.

DESA/DPADM is supporting interested governments of developing countries in applyingInformation and Communication Technologies (ICTs) to enhance citizen engagement in publicpolicy and decision-making processes through improved access to information and opengovernment data. DESA/DPADM provides secretariat support to the United Nations Programmeon Public Administration. It assists the Member States of the United Nations in fosteringefficient, effective, transparent, accountable, and citizen-centred public governance,administration and services through innovation, including through ICT, to achieve theinternationally agreed development goals.

The "Strengthening of Capacities of Developing Countries to Provide Access to Information forSustainable Development through Open Government Data" project responds to arecommendation by the United Nations Committee of EXperts on Public Administration (CEPA),a subsidiary body of the United Nations Economic and Social Council (ECOSOC). In its reportof the 2013 session (contained in the Economic and Social Council Resolution 2013/44)2, CEPAencouraged member states to "continue to support capacity-building in public governance andinstitution-building at all levels by, inter alia, encouraging innovation in the public service, fullyharnessing the potential of information and communications technologies in all areas ofgovernment, engaging citizens and encouraging public participation in managingdevelopment''3.

CEPA further requested the Secretariat to "assist in the implementation of the Plan of Actionadopted by the World Summit on the Information Society at its first phase, held in Geneva from10 to 12 December 2003, and the Tunis Agenda for the Information Society, adopted by theSummit at its second phase, held in Tunis from 16 to 18 November 2005, on issues related to e-government, e-participation, mobile government, open government data, the use of informationand communications technologies in parliaments and the Internet Governance Forum''4.

In accordance with resolution CRP/XIV/01ÿ, ECLAC/ILPES supports enhanced planningendeavours in Latin America and the Caribbean through: i) the dissemination of knowledge andanalysis of plans and programmes; ii) exchange and collaboration on experiences and bestpractices in the use of instruments, methodologies and tools; and iii) strengthening the capacityfor implementation, monitoring and evaluation of the 2030 Agenda for Sustainable Developmentin the region.

D. Objectives

The Workshop on Action Planning on OGD in Latin America is aimed at promoting an exchangeof information on OGD National Strategies and National Action Plans in support of access toinformation for sustainable development. Through sharing experiences and lessons learned byselected countries in the region, participants will enhance capacities of developing an OGDAction Plan including the building blocks required for successful OGD implementation.

The Workshop will also offer an opportunity to review OGD strategies and action plans incollaboration with regional peers and experts.

Specific Objectives

1. Present, validate and provide inputs to OGD Action Plans drafted by Uruguayan andPanamanian OGD national teams.

2. Draw lessons from discussions on the commonalities and differences in approach andfocus between the OGD National Action Plans adopted by countries in Latin America.

3. Discuss about challenges and opportunities of QGD implementation strategies beingaddressed by the Action Plans.

Eo Outputs

The outputs of the Workshop will include:

® Analytical report, produced at the end of the workshop, summarizing deliberations,conclusions and recommendations. The draft report will be circulated for commentsamong all participants, and subsequently the final report will be published anddisseminated for the general public.

® Draft OGD Action Plans for Panama and Uruguay.

F. Dates and Venue

The Workshop on Action Planning for OGD for Sustainable Development in Latin America willtake place from 26 to 28 September 2016 at the Celso Furtado Hall, headquarters of ECLAC,Av. Dag Hammarskjÿld 3477, Vitacura, Santiago, Chile.

G. Participants

The Workshop targets three groups of participants, namely:

® Senior and mid-level government officials who are responsible for coordinating the QGDprogrammes in their respective countries. These, include, among others, chiefinformation officers, ICT personnel, statisticians, and programme managers.

® Key representatives of the OGD national ecosystem who are supporting theimplementation of these OGD programmes, including relevant civil society organizations,journalists, academicians, and business leaders.

® Representatives of the United Nations, including DESA, ECLAC, and UNDP and otherinternational organizations.

The following countries targeted by the project of "Strengthening of Capacities of DevelopingCountries to Provide Access to Information for Sustainable Development through OpenGovernment Data" will have national level interventions and peer reviewing sessions:

The participation by other countries of Latin America and the Caribbean will also be welcome.However, attendance to the Workshop will be per invitation only. DESA/DPADM is workingclosely with ECLAC to involve a selected group of approximately 50 participants in this event.

H. Workshop Organization

The three-day Workshop will include two different blocks of sessions which will aim tostrengthen OGD National Strategies and Action Plans.

The first block, taking place during the first two days, allows learning from presentations on theOGD Action Plans and promoting the exchange of information on national strategies andexperiences among participants. This block of sessions will discuss lessons learned on OGDaction planning throughout the region. The experience sharing will focus on the components ofOGD Action Plans according to the methodology described in the following section (I. ThematicFocus and Methodology).

The second block, taking place on the last day of the Workshop will target a selected group ofparticipants. It will aim to conduct a peer review and make recommendations regarding theQGD National Action Plans of Panama and Uruguay.. While the first block of sessions isorganized around sharing lessons on OGD Action Plans components, the second block isorganized around OGD National Action Plans peer reviewing.

I. Thematic Focus and Methodology

The workshop's methodology is designed in accordance to the blocks described above, OGDNational Action Plan sharing and OGD National Action Plan peer reviewing.

OGD National Action Plan Sharing

The focus will be on four OGD components that will be addressed through presentations anddiscussions. Participants with relevant experience on the topics being discussed will provideshort briefings to share information. Plenary discussion will also offer an opportunity forparticipants to ask questions and take part in discussions to enhance knowledge sharing. Theproposed components are:

1. An Open Government Data Vision: Initial assessment, benchmarking, purpose,intended objectives, key components, enablers, supportive ecosystem and stakeholders,and rationale for selected action lines.

E Opening Government Data Strategy: Actions planned for stakeholders' sensitization,generation and publication of data at the national and subnational levels of government,pilot projects, guidelines and training, data prioritization, key datasets, open data bydefault, technological platforms, enabling legal, regulatory and organizational framework,and funding.

. Building on Open Government Data: Actions planned for the use of open data,including for evidence based decision-making, better provision of services to the public,and reuse of open data in relation to sustainable development goals, civic technology,entrepreneurship, research, innovative problem solving, and generation of economicvalue.

,. Monitoring and Evaluating an Open Government Data Action Plan: Includingactions planned for inclusive multi-stakeholder implementation, monitoring andevaluation, of (action plan) goals, impact assessment, community strengthening, andidentification of future action lines.

Session one of the Workshop will focus on presenting key topics related to the current OGDecosystem, particularly sustainable development goals, its relationship with Open Government,and findings on common ©GD uses and trends.

Sessions two to five will focus on specific components of an OGD Action Plan. Each of thesesessions will be organized in the following way:

@ Presentation of country's experience: each selected speaker will prepare and share withDESA and ECLAC his/her presentation before the workshop. Each presentation to beaddressed in the workshop will answer the following questions in no more than 20minutes based on country's experience:

o What are the details and commitments of the country's OGD Action Plan on thetopics relating to the component discussed in this section.'?

o What is the rationale behind these commitments?o How are they going to be implemented?o Is there any room for improvement?

Thematic presentation: each session will start with a presentation made by an expert.The thematic presentation will integrate relevant concepts and lessons learned on thetopics of that. particular component of an OGD Action Plan.

Discussion: while the presentations are being delivered, the audience can submitquestions, which will be relayed by a moderator during the plenary debate.

OGD National Action Plan Peer Reviewing

During this session, a smaller group of participants will peer review the draft OGD NationalActions Plans of Panama and Uruguay. The peer reviewing process will be conducted using theS.M.A.R.T. methodology to ensure that action plans are Specific, Measurable, Achievable,

• Relevant/Realistic and Time-bound.

The peer reviewing will be conducted through group work according to the followingmethodology:

There will be four different groups composed by participants, experts and otherexperienced peers. The participants of the country whose action plan is being reviewedwill not be part of any of these groups.

Each working group will analyse a different set of goals/commitments of the country'sOGD action plan and will discuss them using the S.M.A.R.T. methodology. They will takenote of all the comments and recommendations using a flip chart.

During the group work, the participants of the country whose action plan is beingreviewed will visit each group to answer questions and provide clarification as required.

The working groups will briefly share the key comments and recommendations identifiedfor each of the assigned goals/commitments in plenary. The national consultants willserve as note takers.

I would like to invite you to participate in the Regional Workshop on Action Planningfor Open Government Data (OGD) for Sustainable Development in Latin America, which willtake place in Santiago, Chile from 26 to 28 September 2016 and will be hosted by theEconomic Commission for Latin America and the Caribbean (ECLAC). It is being organizedwithin the framework of the project on "Strengthening of Capacities of Developing Countries toProvide Access to Information for Sustainable Development through Open Government Data".The project is implemented by the Division for Public Administration and DevelopmentManagement (DPADM) of the United Nations Department of Economic and Social Affairs (UNDESA) in partnership with the Economic Commission for Latin America and the Caribbean(ECLAC).

The Workshop is aimed at promoting an exchange of information on OGD NationalStrategies and National Action Plans in support of access to information for sustainabledevelopment. Through sharing experiences and lessons learned by selected countries in theregion, participants will enhance capacities of developing an OGD Action Plan including thebuilding blocks required for successful OGD implementation. Priority will be given toaddressing data requirements in areas which are relevant to the achievement of internationallyagreed development goals including sustainable development goals (SDGs). The Workshop willalso offer an opportunity to review OGD strategies and action plans in collaboration withregional peers and experts.

Kindly be advised that DPADM/UN DESA will cover a roundtrip economy-class airticket between the nearest international airport to your residency and Santiago, Chile; a dailysubsistence allowance at the established United Nations rate in Santiago for the duration of theworkshop as well as terminal expenses.

In order for our office to complete your travel arrangements, we would greatlyappreciate it if you could provide the following documents as soon as possible, and not laterthan 11 July 2016:

= TravelThe United Nations will provide you with an economy class air ticket for travel toSantiago/Chile and return by the most direct and economical route. As soon as the travelauthorization is received by the American Express Office (official UN travel agency), you willbe contacted by an agent who will send you an itinerary based on the official travel dates, foryour concurrence. The authorized date of arrival in Santiago will be 25 September 2016,i.e, the day preceding the workshop, and departure from Santiago will be 29 September2016, i.e, immediately following the close of the workshop.Should you wish to make some changes on the travel dates and/or class, which willresult in an increase in the authorized ticket cost, the difference will be born andarranged directly by the participant with the American Express-United Nations Office.

Visait is the responsibility of the participant to ensure that they have the necessary visasbefore they travel, if they do not have the visas, the tickets issued by AmericanExpress wouUd be cancelled and any funds advanced to them will be recovered.

Entitmements for UN Sponsored participantsThe current established UN Daily Subsistence Allowance (DSA) rate for Santiago amounts toUS$ 256/per day. UN sponsored participants will be provided with four (4) days DSA. TheDSA will cover accommodation, food and all other miscellaneous expenses. In addition, UNsponsored participants will be given terminal expenses to cover the transportation from/to theairports.

Please note that participants shall receive DSA for the actual meeting days attended. You willreceive the 75% DSA payment before your departure through bank transfer and the remaining

balance of 25% after the meeting and filing of an expense report. After your trip, Pleaseprovide the UN focal contacts a copy of your airline ticket/e-ticket, boarding passes andcopy of passport to facilitate processing of the balance of entitlements.

6. Accommodation and Airport Transfer arrangementsECLAC will provide the list of hotels that are close ,to the venue and make provisionalbookings. Participants are responsible for making final arrangements for their accommodation.They should also make their own transportation arrangements from the airports to theirrespective hotels. Taxi and public transportation information are available at the airport.
