1. BROOME NORTH FRONT GARDEN LANDSCAPE REBATE SCHEME AND GUIDELINES

1.1 Introduction

We’re offering a front garden landscape rebate to residential land purchasers who buy in Waranyjarri Estate, subject to certain preconditions within your contract for the purchase of your land, and the guidelines contained in this document.

Our front garden rebate scheme is designed to encourage sustainable, waterwise and local native front gardens, and provide purchasers with the basic foundations to create such a garden. The scheme also aims to reduce garden water consumption while providing an attractive landscaped treatment and helping control stormwater run off. This can be achieved through the use of specific plant types, dripper irrigation and thick mulch layers.

Eligibility for the rebate to a maximum value of $6,200 including GST for standard lots and $7,000 including GST for corner lots, is dependent on the landowner undertaking the landscape works in accordance with the requirements of the Broome North Front Garden Design Guidelines.

The landowner will be responsible for undertaking the front yard and verge landscaping works themselves or employing a contractor directly, and must follow these guidelines. Front garden landscaping which does not follow these guidelines may not be eligible for any rebate.

Requirements

To qualify for the landscape rebate the purchaser must fulfil the following requirements:

1. Have purchased residential land within the Broome North or Januburu Six Seasons estates from LandCorp and completed a house within 36 months of settlement

2. Have nominated metered water and power services to the front of the lot installed specifically for the landscape works. All pipe work shall be accurately located for future reference on site by the builder or owner. Landowners shall also have their builder install an external weatherproof power point to the front of the building for the irrigation controller. The landowner’s plumber shall install a 20mm Water Authority approved gate valve one metre from the lot water meter. A backflow prevention device installed by a certified plumber is required for connection to scheme water.

3. Have a 150mm diameter PVC irrigation duct (or alternatively two 90 mm PVC ducts) installed under the driveway within the private lot (not within the verge). This allows irrigation to occur to landscape areas on both sides of your driveway.

4. Install landscaping in accordance with the guiding principles set out in this document and the SKIPAs guide to planting a waterwise garden (complimentary copies available from LandCorp Broome’s office)

5. Verge planting is to be in accordance with the Shire of Broome’s Verge Treatment policy (available at www.broome.wa.gov.au)

1.2 Required Elements

PlantingRequired• Install a mix of plants including at least 15 shrubs and

groundcovers• Install a minimum of 2 trees (in addition to street tree(s))• Plants should be selected from the recommended plant

list to ensure use of local native species • No more than 10% of non-native plants can be used

Guidelines• Include staking to all trees or plants installed at 5Lt size

or greater.• Install plants typically with shorter plants to the front of

garden beds and taller plants to the rear.• Locate screening plants adjacent to fencelines or in front

of unsightly objects• Ensure planting screens views into and out of houses• If there are exotic plants in the selected species mix,

exotics are to be located closer to the house, and local species closer to the streetscape/ verge.

• Verge planting to be in accordance with the Shire of Broome’s Verge Treatment Policy.

Street TreesRequired• Install one street tree per standard lot to the front verge• Install three street trees per corner lot, with two trees to

the side verge and one to the front verge • Street Trees to be installed on the verge, 2.7m from the

Lot Boundary, and 1.5m from the kerb• Include staking to all street trees• Refer to LandCorp’s Broome North street tree masterplan

for required species. Contact LandCorp if the required species is not available.

• Ensure street trees are connected to the garden irrigation system. Trees should be watered via dripper and piping should not be exposed.

MulchingGuidelines• All garden bed areas must have mulch installed to

inhibit weed growth, cover irrigation (prevents plastic deterioration), slow stormwater run off across the block, and retain soil moisture.

• Mulch must be 75mm thick and should be topped up regularly (recommended twice a year)

• Consider a combination of hard and soft mulch materials. Soft mulch includes wood chip etc. Hard mulch includes materials such as locally sourced stone, cracked gravels, aggregates and river pebbles.

• Note: Purchasers will not be rebated for tip mulch which is available free from the Shire of Broome other than cost of delivery and spreading if 3rd party is being used.

GrassGuidelines• No more than 20% of the front outdoor area can be grassed• If lawn is used, Cynodon dactylon ‘Roebuck Bay Couch’

is recommended for the Broome area. Contractors can source stolons from the Shire of Broome.

Rebates can be claimed for the items listed below (receipts/detailed invoices must be provided for all items being claimed) up to a maximum of $6,200 inc GST ($7,000 inc GST for corner blocks):

1.3 Sustainable Guidelines & Objectives

The rebate scheme is designed to encourage sustainable planting which reflects the local environment. The streetscapes and public open spaces have already been designed with this concept in mind and can be used to inform designs for front gardens.

Native plant lists have been distributed to local wholesalers (details in the SKIPA guide) for ongoing supply. The use of local planting and materials will assist to create landscapes that are easier to establish, will favour waterwise principles and aid in promoting a local Broome character and ‘sense of place’.

Additional information on the estate design and landscaping is contained within the Design Guidelines for the estate (available from www.landcorp.com.au/broomenorth and contained in your contract of sale).

The following should be considered when designing your garden:

1. Landscape should subsist on or close to local precipitation rates with regard to water usage, ie. be ‘waterwise’;

2. Landscape plant species are to be selected for their relationship to place and character;

3. Landscapes can be productive while providing aesthetic qualities i.e. shade, shelter, privacy, framing of space and architecture, focal points, provide food, area for outdoor passive and active requirements, i.e. outdoor living;

4. Landscape species must be native, suitable to the region and not include garden escape weed varieties;

5. Lawn is appropriate to be used at a minimum and must not exceed 20% of the outdoor lot area. Organic or gravel mulches can be used as an alternative;

6. Irrigation is to be automated with a minimum six station controller and constructed to the appropriate residential standard. The system must be designed specific to plantings requirements and include water saving features, such as drippers and rain off sensors. PVC from mainline to manifold is required and then poly pipe is adequate for the rest of the system. Irrigation may consist of dripper or subsurface delivery with minimal use of sprays;

7. Provide as much permeable surface as possible and include drainage options i.e. dry creek bed features, swales, retention and overflow areas, etc.

1.4 General Guidelines

Landscape design and implementation must consider the following:

Site Frontages Are to respect and build on themes within and/or adjacent to the development: - Broome North Streetscape and Public Open Space Themes; - Adjacent Environmental Cultural Corridor; and,

- Adjacent Local and Neighbourhood Parks

Residential Character/PersonalityDevelopment of unique and appealing gardens that provide;- a sense of place; and,- reflect elements of the local, unique environment.

Local Endemic Planting A high percentage of local planting is required, however the inclusion of up to 10 per cent non- local species is acceptable within the requirements of the rebate. Local planting is a sustainable choice as it;- is best suited the local seasonal conditions;- develops residential character; and- attracts native birds and animals to gardens; and,- creates an appreciation of native species and their

characteristics.

The following should also be considered:- planning the layout of plants in positions which respond

to their needs and characteristics; and,- creating a water sensitive outcome; minimising the use

of any plants of high water consumption and minimising areas of lawn by choosing with organic or stone mulches.

Mounding and Swales Drainage swales such as dry creek beds, etc. are to be encouraged to respond to drainage requirements and climatic conditions and minimise run off;- Mounding can feature and protect planting; and- Planting in low areas will make use of water collected in

drainage features.

Garden MaintenancePractical landscape maintenance issues are to be continually considered within all landscape outcomes;- Mowing;- Weed control;- Vegetation upkeep; - Use of lawn areas are to be minimised, and must not

exceed 20% of the front yard area. This will lower garden maintenance and provide a more water sensitive outcome; and,

- Minimise the degree of maintenance in set out and materials.

Refer to the SKIPAs garden guide for further maintenance and irrigation advice. Correct irrigation regimes are important to ensuring deep, strong root growth.

Street TreesStreet trees must be planted as per the Street Tree Masterplan.- 1 per lot (3 per corner lot);- Irrigation and staking must be provided.

FootpathsProvision must be made for a future footpath where applicable. It is recommended mulch be installed along the line of the future path to control run off.

The path must be kept free of planting, irrigation and other landscaping features.

2. LANDSCAPE STYLES GUIDE

2.1 Three Types of Local Garden Styles

As there are numerous housing styles and preferences so there are many landscape styles. Several of these styles can be successfully implemented in Broome, and an outline of three basic garden styles to help describe and encourage the use of local planting and materials has been prepared as follows;

The Bush Garden;

The Formal/Cottage Garden; and,

The Feature Garden.

Each Style has a unique feel and aesthetic quality, however they can all use similar planting and material pallets.

The following styles are intended as a guide for lot owners and landscaping contractors. Factors such as climate, lot orientation, architecture styles, residents’ and contractors’ input will shape individual gardens.

2.1.1 The Bush Garden

The Bush Garden takes on a more informal appearance than the other two styles but is not any less intricate in its design or planning.

The Bush Garden style allows for the following opportunities;

- Shade;

- Plant micro climates and protection;

- Companion planting;

- Tropical fruit trees and productive plants;

- Informal paths and borders;

- No lawn is required;

- Lower water requirements once established; and,

- Encouragement of local birds and animals into gardens.

2.1.2 The Formal/Cottage Garden

Formal Gardens have a more maintained, strong appearance generally with cleanly trimmed edges, strong lines, symmetrical balance and geometric shapes.

The Formal/Cottage Garden allows for the following opportunities:

- Feature shade trees, protection and framing of residence;

- Formal/cottage setting to match residential character/style;

- Provide rows of planting with different heights, foliage and flower colour (seasonal flowering);

- Formal paths and borders;

- Minimal lawn or no lawn; and,

- Lower water use.

2.1.3 The Feature Garden

Typical Feature Gardens use a mix of modern style planting and hardscape designs to showcase and frame feature elements in the garden such as artworks, coloured objects and significant plants in order to create an inspiring garden.

The Feature Garden allows for the following opportunities:

- Feature shade trees, protection and framing of views into the garden space;

- Modern style planting featuring local planting, art and materials;

- Can be very minimal and low maintenance;

- Feature lighting opportunities;

- Minimal lawn or no lawn;

- Lower water use; and,

- Use of local plants and materials as features ie. Pandanus, Boabs, boulders and mounding.
