East Topeka Jr. High School. We would like to purchase the Abbott Community Center and make it part of the Historical district of East Topeka.
We would like to see the two (2) building accommodate each other in serving this area of town. We have enough land to accommodate the off street parking for both building, so that parking would not become a problem

Management of the Center will be with volunteers and employees of True Foundation, and our programs and hours of operation will depend on funding.
True Foundation School and Learning Center proposes a bid of $50,000.00 (dollars) for the purchase of Juan Abbott "poppy" Center, if all operating equipment is in working conditions.

Organization Profile
(ETCDC) was formed and incorporated in September 8, 2009, as a State of Kansas Not-for
Profit Corporation to address the longstanding under-development of neighborhoods and blight
apparent in the eastern Topeka community. The geographical area has been plagued by (1) high
unemployment, (2) lack of capital investment in business development due to a lack of diverse
leadership and visionary strategies, and (3) dilapidated housing and commercial buildings that
bring down the aesthetics and harmony in neighborhoods within the East Topeka community.
ETCDC will raise necessary capital to acquire properties; both commercial and residential, in
order to rehabilitate them into productive use. Rehabilitation work will be conducted by residents
from the local neighborhoods in order to provide them job skills training that is currently lacking
in the area. Area residents will be given priority for the jobs and contracts so that they are
afforded the opportunity to become productive tax-paying citizen in the community.
As a nonprofit development corporation, ETCDC coordinates its activities with other community
professionals and lends support to other nonprofit agencies with programs, services and activities
that are in the best interest of low and moderate neighborhoods.

Executive Summary
Neighborhood Need: The recent City of Topeka, Department of Housing & ~eighborhood
Development demographic map identifying underserved neighborhoods reflect that regardless of
the myriad of programs, services and activities taking place to assist those living in or around
impoverished neighborhoods, continued decline and disparate conditions persist in particular NE
Topeka neighborhoods. This has led to declined investments using public funds that could have
begun to address the joblessness, neighborhood decay and a sense of hopelessness in the minds
of youth and young adults growing up in these households. This particular circumstance bas also
led a significant number of residents, business concerns, community and government leaders to
share both frustration and skepticism that an e±Iective delivery system of programs and services
that could transform such neighborhoods will take place.
For residents living near the Community Center, the ability to connect with industry-based
programs and other support services during the daytime hours, in the evenings after 6:00PM; or
on Saturdays is not readily available for low,income persons living in the neighborhood. Decent
paying jobs are often across town and many programs that could provide skills and certification
towards gainful employment, are unaffordable and/or transit service is inadequate.
Modern technologies can either help or hinder the efforts of people seeking to better themselves
and their household situation, and without reliable access to the Internet a person cannot fully
apply themselves on an ongoing and consistent basis, compared to those with consistent
connectivity. The ability to look up current information regarding careers, health or education,
communicating via email for reasons of employment, academic or business all work to assist a
person to better their lives. The proposed effort is to increase the ability for persons residing in
the immediate neighborhood to receive or participate in professional training and direct services.
Objective: The East Topeka Community Development Corporation, Inc. (ETCDC) proposes to
manage the "Juan 'Poppy' Abbott Community Center" as a Community Resource & Training
Center (CRTC) on behalf of; and in partnership with, the Shawnee County Board of
Commissioners. As property manager, ETCDC will initiate, facilitate, monitor and effectively
manage all activities taking place on the grounds located 1112 E. lOth, Topeka, Kansas. Core
activities the ETCDC will administer and maintain within the building facility include;

Community Resource & Training Center *Access to infonnation in both print and online, that is made available by Shawnee County Parks
& Recreation, City of Topeka and other relevant government departments, agencies,
*Access to internal programs, services and activities facilitated by the ETCDC and other
partnering agencies, organizations and socially-conscious business concerns.
The objective is to transfmm the use and primary purpose of the facility to one that provides
access to direct services, programs and referral to outside agencies onsite. Using Internet
technology, a several computer labs and collaborative workspaces will provide many with the
online access needed to access impmtant information in order to facilitate customer choice in
choosing service providers, training opportunities, employment or business prospects. ETCDC
invites other service organizations that can provide targeted programs and services an
opportunity to share space in the facility to better meet their clientele for counseling and services.
Coordinating the efforts of partner agencies that are providing services onsite will allow ETCDC
to produce quantifiable results that can be assessed and used to make decisions. G sing center
visitor and provider feedback, we will continually improve our core service delivery system.
Activities: ETCDC will negotiate Memorandums of Understanding with interested agencies and
nonproiits for the coordination of onsite services. ETCDC will also coordinate with off:~itc
nonprofit and state agencies to insure area service providers have the option to indirectly be part
of activities promoted by the Center. By creating a common referral process among onsite
agencies, we increase our means to track and monitor visitor activity, contractor services and
perfonnance, facility functionality and make changes to training programs as scheduled.
Outcome Expected: All programs, services and activities will be fully integrated and seamless
to visitors of the resource & training center located in the Juan 'Poppy' Abbott Community
Center. Dming hours of operation, visitors to the center will have access to competent personnel,
intemet technology and other resources available onsite; or on virtual websites that already exist.
The Center will maintain and post infonnation on public services and program availability,
academic/career opportunities and other infonnation of value to small self-employment business
owners. Activities of the Center may not eliminate duplications of all services for those who
frequent the center, because sometimes existing systems need to be re-thought, revised and re
constituted to bring about efficient leadership and development for targeted clientele and
neighborhoods. All services provided through the Center will be accessible by person with

Community Resource & Training Center disabilities including those with special needs when feasible. A basketball gym, boxing club and
weight room is also available onsite. Hours of operation will be equal to that of other similar
community centers; although use for special events will require an approved person onsite to
open, close and secure the facility. i.e. Monday- Friday BAM- 9PM; Saturday 9AM- 3PM
Neighborhood Need: The resource & training center will serve as a neighborhood hub that
provides access to a wide range of choices. This includes training that leads to certification
recognized by industry, assistance in the area of document preparation, and referral to other
supplemental training programs or support services. Each agency providing onsite services will
have access to an adequate intemet connection as to communicate with their main office, clients
and others they work with in regards of delivering services to their clients.
Measurable Impact on Community: First and foremost, the residents that live in the immediate
neighborhood must show a significant increase in their awareness of services and supportive
programs that exist in the center, the neighborhood and the community at-large; and they should
see an increased ability to access them. Residents in the immediate community should have a
location to freely access information online, receive affordable access to training programs, and
have the ability to participate in other services or activities made available across the county.
Referral to additional support services and training opportunities whether; vocational, remedial
or entrepreneurial will be made by the ETCDC and collaborating agencies located onsite.
Finally, by providing access to information, knowledgeable professionals, developmental support
services, and by referring self-employed persons living in the neighborhood to other community
resources, the center itself will be facilitating the increase of incomes for residents living within
the immediate neighborhood. The ability for several organizations to work together by using
common refenal procedures and flexible workspaces will dramatically reduce staff time for all
agencies involved, and it will free up time to perfmm other direct services not provided by the
ETCDC Community Resource & Training Center personnel.
A uniform process is very important to prevent wasted time on duplicating services. One of our
objectives is to provide a signiftcant reduction in the overall frustration associated with the
existing systems and to expand the oppmtunities in East Topeka neighborhood.

Community Resource & Training Center Local-based businesses, whether small, minmity, disadvantage; and potential contractors will be
able to participate in workshops and seminars in the evenings and on weekends, as well as access
a wealth of information twenty-four hours a day, seven days a week through the internet.
The service delivery procedures designed for the resource & training center will be driven by the
needs of the immediate residents that live at or below the federal poverty level; and not primarily
based on program needs. Training and services will primarily be those meeting the immediate;
and future needs of industries located in Shawnee County. By initiating focus groups to
determine targeted service delivery strategies, methods and other systematic enhancements, we
hope to insure the center will have a measurable impact in the immediate neighborhood
surrounding the Juan 'Poppy Abbott Community Center and for the entire City of Topeka.
Specific Methods to Assure Effectiveness: ETCDC and a core group of onsite agencies will
measure service effectiveness using continuous improvement model adopted by leading
assessors in the nation. ETCDC will establish diverse focus groups from time to time to establish
measurements for improvement and effectiveness. Focus groups can also help determine the
initial activities and direction of the building programming activity or help determining
internal/external goals for all community-based partners involved. These efforts will be used to
develop and set satisfaction measurement tools and to determine the progress of the Center's
presence in the community.
Measurement of visitor and program pa1ticipant satisfaction will occur on at least a bi-annual
basis, with results detennining what worked and what did not work reported to the Shawnee
County Board of Commissioners. The results will determine the future direction of the Center in
providing relevant programs, services and activities for visitors, the immediate neighborhood and
other agencies working to assist the area grow and prosper.
The ETCDC will take a "snapshot" of services being providing by the various partners prior to
implements of future initiatives. "Snapshot" measurements can help detern1ine if a reduction in
service duplication is being achieved and can help measure any timesaving by using a standard
tracking process. By surveying partners, center visitors and program/service participants, we will
determine any cost reductions achieved by having shared access to common information and
resources; compared to the use of multiple points of service.

Community Resource & Training Center Finally, in conjunction with collaborating nonprofits, we will establish internal perfmmance
standards to measure the following areas of customers satisfaction and service effectiveness: 1)
rates for core programs, services, activities and support services; 3) rates for intensive support
services; 4) rates for avocational training programs made available; 5) rates for business startup
and expansions assistance and 6) rates of those receiving any type of retention services. Other
measurements will be based on the most recent data covering unemployment, poverty and
academic disparity information available from local and state government. This collective of data
will be compared to previous perfmmance measures and baselines will be established for
everyone that received a service or participated in an opportunity hosted by the ETCDC or a
partner agency.
Accessibility: The Community Resource & Training Center location will be fully accessible in
accordance the Americans with Disability Act; where feasible. ETCDC will establish a stronger
relationship with agencies that provide support services to special populations with disabilities.
Drawing on their expertise, we will promote technology that insures full participation for people
with disabilities. Our website should be Internet compliant to insure full access to people with
disabilities. Wireless mouse and keyboard systems can also be installed when necessary.
Project Costs: The funds (appropriation) requested are required to manage and provide basic
functionality to a community center; with a vision of re-purposing the use of the facility towards
an environment that increase resource availability and training opportunities for residents of
Shawnee County living in close proximity of the Juan "Poppy" Abbott Community Center.
Initial infrastructure investment may be needed to upgrade existing technology, develop and
deploy the Internet site, assess assistive technology needs and to bring the facility into full
compliance; with recommendations of the facility's work groups. During the first year of
operation, part of the funds requested beside tbat for core facility property maintenance and
utilities, will be utilized to develop a virtual (Wi-Fi) broadband delivery system to include the
placement of routers and other electronics throughout the facility.
The one-time costs associated with setting up wireless connectivity is necessary, when you
consider that it can best facilitate an environment of learning and achievement that can resonate
into the greater neighborhood. Other one-time costs may include furniture, office redesign and
other general aesthetic improvements.

Upon consensus, funds may be dedicated to upgrading existing computer hardware and software;
although requests will be made from local companies to contribute to these, and other costs for
the technology build-out efforts. 12 percent of eamed revenue auuually will be set-aside to
conduct continuous improvement efforts.
Sustainabillty: The East Topeka Community Development Corporation, Inc. effort is to
dedicate all available funds to our initial efforts to re-purpose the Juan 'Poppy' Abbott
Community Center as a more comprehensive neighborhood resource & training center.
Requested funds will be used to subsidize the basic operating costs of the facility on an annual
basis, and we are confident that the systematic approach we establish will be self-sustaining over
the next three years as funding availability reaches -0-. From the beginning, the ETCDC will
charge fees for the delivery of certain programs, training sessions or other services often paid for
by existing government funding steams or those that can afford the fee. All general maintenance
and upkeep of existing facility and propetiy shall remain the responsibility of the Shawnee
Counly Board of Commissioners 1mtil taxpayer funding is no longer available. As taxpaying
residents of Shawnee County and living in the immediate neighborhood surrounding the Juan
'Poppy' Abbott Community Center, it should be the responsibilily of the counly to pay an
amount equitable to the residents and taxpaying citizens that reside in that community.
The qualily of life for those residing in and around this East Topeka communily center deserve to
see their neighborhood be transformed with support from the county; not abandoned and its use
left to speculation. The ETCDC proposes a three-year partnership to do just that.
Any additional services, programs, activities or staffing increases will be planned to use future
program funds and fees generated from paid services, class/course tuitions or other social
enterprising activities the ETCDC devise into its array of core programming and initiatives.
Sustainability should be ensured in two other ways, both of which have a significant impact on
system operation. By integrating relevant services into a single location, ETCDC is following the
common trend to bind partnerships that share resources and improve access to life-changing
options most needed in a community. Finally, by fully implementing continuous improvement
procedures, the managing agency can better assure that petformance of the center's protocols are
universal, functional and beneficial to the Shawnee County taxpayer.

Community Resource & Training Center Business sponsors, government agencies and an array of community partners (on & offsite) will
play significant roles in the success of this challenging endeavor. When multiple entities claim
ownership, sustainability is best achievable.
In order to reduce the need for subsidized taxpayer support and be in a strong position to take
over full control and management of the Juan 'Poppy' Abbott Community Center, the ETCDC
ask that $110,000 be appropriated for the first year; which will cover known utilities, propet1y
maintenance, redesign effmts and material to fix intemal walls/floors/fixtures. Additionally,
funds will be used to wireless network for the facility, and to fund several positions. $100,000
will be requested in 2015 to again subsidize the facility's core expense, and any second-year
development efforts; which may include appliance replacements and infrastructure assessments.
The fmal year of funding availability through the Board of Shawnee County Commissioners
(2016), the ETCDC will request a final $95,000. Again, the majority of funds will be used to
subsidize the primary expenses for utilities (gas & electric), Waste, Water, Security, Etc. As of
the end of funding availability by the Shawnee County Board of Cotrunissioners take affect in
2017, ETCDC shall be in a strong financial, community and collaborative position to assure all
basic and core expendih1res can be covered from the revenue generated internally from its own
efforts; and fhose of conm1itted partners developed from within the community, business and
goverrnnent.
When ongoing County funding is no looger available; or before and based on meeting
sustainability metrics, fhe managing agency ETCDC request that the Shawnee County Board of
Commissioners donate the building/property to the East Topeka Community Development
Corporation or sell it to the agency for an amount of $1.00 for exceeding expectations and
reaching a sustainable operation. Consideration should be made to also provide first option to
purchase the building/property by the ETCDC at an amount comparative to its successful
transitioning of the Juan 'Poppy' Abbott Community Center into a functional, sustainable and
thriving neighborhood presence and facility.

Community Resource & Training Center Core Community Center Mission
The Community Resource & Training Center managed by the ETCDC will provide programs
and services in the areas of counseling, training and assisting businesses to grow and prosper.
Professional services are defined and prioritized to meet the needs of clients/partner agencies.
Community Center Management & Service Delivery Staff
Director: The Center Director is the primary decision maker, charged with overall management
and strategy development, and is empowered to make operating decisions subject to oversight by
the Board of Directors and as recommended by the Center Advisory Board ..
Administrative Services Manager: Manage Center Operations; maintain proper practices of
administrative procedures for the facility, may support ETCDC clients with administrative
suppott (i.e., word processing, data entry), coordinate activities for training and onsite services,
and supervise office assistants and receptionist.
Office Assistant(s): Greet visitors, handles incoming calls, mail distribution and perfonus
general administrative duties. Assist the Administrative Manager with tenant overflow work by
directing visitors to pattner agency locations in the building, other tasks assigned by Manager.
Program Consultant(s): Assist Director, Manager and Advisory Board with facility and
program planning, assessment and fund/revenue development.
Career/Guidance Counselors: Comprised of knowledgeable professionals with expertise in
providing one-on-one counseling and case management, facilitating group activities and drafting
reports as needed on a timely basis.
Advisory Board: Composed of professionals in business and community development, the
Advisory Board will as a group provide advice, review and critique progress and operational
plans, and serve as liaison between onsite partner agencies and the ETCDC Board of Directors.
Community Center Operations
~onprofit candidates for admittance into the resource & training center will be required to
complete an application fonn, including agency/business infonnation, proposed
program/services, and sign an agreement of participation. In addition, each prutner agency will

ETCDC will work with each of its onsite partner agencies in an environment of trust,
cooperation and collaboration. The Community Resource & Training Center however, reserves
the right to terminate onsite space availability to any tenant failing to meet the expectations and
rules which are to include but not limited to the following:
../ The Center expects a continued revenue growth of all its partner agencies .
../ The Center expects each onsite partner to work cooperatively with all other agencies
whenever possible .
../ The Center expects its partner agencies to provide timely responses to Center requests
../ The Center expects its partner agencies to participate in all Center sponsored
programs and those of onsite partner agencies.

legal nonprofit entities in Shawnee County that would like to be an onsite partner agency. The
center will also help provide a variety of supports for their active program participants, and

Heavenly Visions Foundation (HVF) request your acceptance of this document as our support to the East Topeka Community Development Corporation, Inc (ETCDC) in its' endeavor to manage the Juan "Poppy Abbott Community Center as a Community Resource & Training Center.
As indicated in the proposal, HVF will be available to partner with ETCDC as a non-profit organization. Our organization will empower youth ages 8-18 in the East Topeka community to become visually expressive in a supportive environment through a program called "Exploring the World through Photography". Youth in the East Topeka community will receive structural training in photography and will gain knowledge, skills and abilities that will provide them with valuable life and work skills.
Patinership between HVF and ETCDC will bring about positive changes in the lives of East Topeka youth, their families and those who live in the community of East Topeka.
