Towing Services for Illegally Parked Vehicles Facilities Planning and Management Transportation Services is requesting permission to do an RFP for the towing of illegally parked vehicles within 20 minutes of notice. This service requires specialized tow vehicles to include one ton or larger wreckers and roll back type flatbed trucks. Additionally, the contractor will be required to have additional vehicles available to tow at special events, football games etc. The successful contractor will be required to own and operate a secured impound lot, have staffed covered telephone service 24 hours a day, 7 days a week, 365 days a year, provide a 20 minute response time, provide for vehicle disposal, if necessary, receive and process cash and credit/debit card transactions, provide receipts and the means to secure the payments until they can be picked by Transportations Services personnel the next business day. Boiler Control SystemFacilities Planning and Management Charter Street Heating Plant is requesting permission to do an RFP for a boiler control system. The purpose is to improve operational efficiency, reduce emissions and provide the tools to operate the plant in a consistent and safe manner. The project involves replacing the aging pneumatic controls on boilers 1, 2, 3, 4 and 5 with a state of the art process automation system. The controls on bag house A and B will also be replaced. Process information from the chillers will be collected and displayed so the operations personnel will have the tools to run the plant efficiently. The new installation will provide operations and plant personnel with the ability to operate the boilers and monitor the chillers from any of the new operator or engineering stations. The system will give the operators better visibility to the process and will allow users to view real time and historical information in order to make good decisions and generate reports to best analyze the operation. This RFP is being done under the guidance of Division of State Facilities and they will be part of the Evaluation Committee.

UW-Madison, Division of Information Technology will be issuing an RFP to hire programmers to implement the PeopleSoft Grants Suite of products. Within the US the collaboration's main groups are the University of Wisconsin-Madison, Lawrence Berkeley National Laboratories, University of Maryland, and Penn State. The University of Wisconsin-Madison is the lead institution, and is the location of the project office. It is also the location of the Tier 0 Data Center, comprising the core High Performance Computing (HPC) cluster, and primary Data Warehouse. IceCube is a federally funded MREFC project, administered by the National Science Foundation. In addition to the Data Center located in Madison, there is an associated Data Center at the South Pole which is part of the IceCube telescope. The system at the South Pole is maintained remotely by the Data Center team located in Madison, and locally by 3 personnel stationed at the South Pole for 1 year deployments.

IceCube is in the process of upgrading the Data Warehouse storage hardware. The present total of on line available storage is around 70TB. It is expected that the Data Warehouse will expand at a rate of around 40TB per year. The present storage comprises low performance Direct Attached Storage (DAS) requiring high levels of maintenance, and which is limiting utilization of available High Performance Computing, thus impacting the science goals of the project. The project would like to replace the existing system with a high performance storage system, specifically a distributed file system based Storage Area Network (SAN) which does not restrict hardware solutions. Other requirements include support of tiered storage (specifically Fiber Channel, and Serial ATA), Data Virtulization, and a high IO multi path method of accessing data to replace the present low performance NFS networked file system.

The federal government requires signed documentation for faculty & staff effort on grants funded by federal agencies. This requirement is documented in Office of Management and Budget Circular A-21. The Office of Inspector General is taking an increasing interest in compliance issues related to this reporting requirement, which has resulted in recent multimillion dollar settlements at major research institutions. It is critical that the University of Wisconsin’s effort system be compliant with current federal regulations and requirements. The current UW mainframe-based, legacy effort reporting system is a manual, labor-intensive system, and updates can no longer be supported to meet the changing federal requirements. It is critical that this system be replaced in the near future with one that will increase our compliance and decrease our audit risk. There are effort reporting systems available that meet the federal regulations and are used by major research universities across the country. These systems will continue to be updated over time for changing federal compliance regulations. It would be extremely difficult and expensive to build a system that meets all of the current regulations efficiently and also maintain it in a timely manner as regulations change.

The University of Wisconsin-Madison is requesting permission to continue to collaborative arrangement to contract with DESY, a German acronym for Deutsches Elektronen-Synchrotron. This collaboration will enable the continuing physics analysis, upgrade, and maintenance of the ZEUS and HERMES experiments at HERA on behalf of the University of Wisconsin Madison as well as preserve our excellent international research reputation. The University of Wisconsin-Madison is a member of an international collaboration made up of Columbia University, Argonne National Laboratory, Louisiana State, Ohio State University, the University of Illinois, the University of Iowa, and Virginia Tech. This group has constructed a state of the art detector designed to look at lepton hadron interactions in an electron proton collider. The detector is referred to as HERA, the experiment is referred to as ZEUS, and the laboratory is referred to as DESY. The task at Wisconsin is funded by the US Department of Energy and is led by Professors Wesley H. Smith and Don Reeder. We have several personnel stationed at the Lab including two scientists and six graduate students. Our engineers and technicians make frequent trips to the lab as well. Eight individuals, a substantial portion of this manpower, are required to be resident in Hamburg, Germany. The HERA/ZEUS group expects to maintain funding from the Department of Energy for this purpose. HERA and ZEUS are in the midst of a program to provide a major upgrade to their performance. Wisconsin has major responsibility for this hardware upgrade. The US ZEUS program, led by the institutions listed above, is responsible for a contribution to this upgrade. Through Wisconsin the US program will send the equipment funds necessary for the US portion of the upgrade costs. With the hardware and luminosity upgrades we will be able to take additional data and search for new physics.

The University of Wisconsin-Madison Department of Biochemistry requests permission to enter into a collaborative arrangement with five other educational research institutions in order to pursue research in advanced structural biology. The collaborators will include:

Northwestern University (NU) Michigan State University (MSU) The University of Michigan (UM) Wayne State University (WSU) The Van Andel Research Institute (VARI)

The consortium will be titled the Life Sciences Collaborative Access Team (LS-CAT or CAT) and it will be managed by board members appointed equally from each collaborating institution. LT-CAT will construct and operate a second Synchotron photon radiation light beam source at the Argonne National Laboratory which will be used to facilitate and carry out advanced structural biology research. In layman’s terms the research will explore cell membrane proteins, study cell structures, develop expression techniques, and develop new structural designs of enzymes for use in the biotech and pharmaceutical industries. Any required procurement efforts related to the construction of this beam line will be lead by Northwestern University (NU) in accordance with all federal guidelines, and further requirements set forth by the Department of Energy (DOE) the federal agency sponsoring the primary research.

Division of Information Technology (DoIT) Oracle/PeopleSoft Administration and Support Services RFP. UW-Madison, Division of Information Technology is planning to change the management of its IT services activities related to the combined Oracle /PeopleSoft company. One of the motivations is, since the merger of Oracle and PeopleSoft, Oracle’s stated intention to merge Oracle and PeopleSoft products. UW System institutions currently have software products from both of the previous companies. DoIT’s plan is to take a more centralized approach to the management of consulting activities. We want to contract with a core group of consultants that are specifically skilled in both technologies and can help with consolidations in programs and applications. We plan on assigning an Oracle/PeopleSoft project manager that can assist various groups with methods and means of managing the different skills set and treating them as one project versus several. This will help us save money and reduce problems associated with transition issues. Some of the IT services DoIT will need include software development and implementation, testing, data base administration, system integration, and upgrade implementations. This consolidation will benefit the UW-Madison and other UW System institutions, since DoIT supports many of their implementations. Some examples of projects that will benefit from this consolidated central approach include: --a go-live support of PeopleSoft Student Administration (SA) for UW-Parkside (with a focus in the area of financial aid). Other UW System institutions who will also need this support will benefit from UW-Parkside’s experience. --PeopleSoft Financials Upgrade from 7.5 to 8.0, including development, testing, resolving problems, documentation, training, and go-live activities

The Wisconsin State Laboratory of Hygiene, Department of Cytogenetics is looking to acquire a Laboratory Information System (LIMS) meeting CAP and CLIA requirements and designed to manage and report Cytogenetic testing information. Components must include specimen receiving, specimen setup, testing analysis (including chromosome analysis, molecular analysis and FISH analysis) and quality assurance/quality control. It must also provide functions for case review, workload management and billing. Flexible reporting features are very important. Must also be able to import data from other LIMS as well as export data to other systems.

** The University of Wisconsin Center for Tobacco Research and Intervention (UW-CTRI) is seeking proposals for the continued services of the Wisconsin

Tobacco Quit Line (WTQL) tobacco cessation services currently being provided to help Wisconsinites quit using tobacco. Services include “reactive” and “proactive” telephone counseling as well as proactive services via Wisconsin’s Fax to Quit program.

UW-CTRI is committed to its mission to expand our understanding of tobacco dependence and its treatment and to use this knowledge to design and

implement interventions that will significantly reduce tobacco use in Wisconsin, in the nation and beyond. The purpose of this initiative is to establish one contract to implement a statewide, no charge, and convenient telephone-based tobacco use cessation Quit

Line to assist tobacco users in quitting. Services will be based on the Community Preventive Services Task Force recommendations and the U.S. Public Health Service Clinical Practice Guideline (PHS): Treating Tobacco Use and Dependence, and any future updates of these documents. These guidelines may be accessed at http://www.surgeongeneral.gov/tobacco. In addition to these guidelines, UW-CTRI has additional requirements that must be filled.

The Quit Line will also provide assistance to virtually all other components included in Wisconsin’s tobacco control program in the following ways:

• Provide a foundation of service that is free and available for all Wisconsinites who wish to quit using tobacco products. • Encourage health care professionals to address tobacco use with their patients, by providing a practical and accessible resource that

supports their intervention. • Serve as an incentive for employers and health plans to make tobacco dependence treatment a fully covered benefit, so that more

Wisconsin residents will have access to pharmacotherapies and other effective treatments. • Serve as an incentive for businesses that adopt smoke-free workplace policies by providing a supportive resource for their employees who

smoke. • Collaborate with other partners, including media firm, to promote the WTQL. • Serve as a central information point for a statewide cessation support resources, including local programs.
