I would like to congratulate all the instructors and as one of the members sitting in the audience, I thank you for a great job. Any member who was unable to attend (these were mandatory) other flotillas are giving the workshops at various times. I’m sure if you look at Tom Kegan’s article more information is given. Speaking of mandatory workshops I sent letters to 53 members informing them of the fact that they had to attend a TCT workshop also at our base, to be given March 20. Time is 0800 and the uniform is undress blue. The letter also said members of 36 are to be given a free lunch. I only heard from 8 members. Three said they did not need the TCT workshop and five reported they would be attending. That leaves a whole lot of maybes. Anyone not informing me of their intentions of attending the workshop and show up will NOT RECEIVE the free lunch. The flotilla cannot spend money for food it may or may not need. Because of the low showing I will invite some members from other flotillas to join us. The instructor is coming from Miami and I would appreciate a good showing of our members who need this workshop. Again, the TCT workshop is mandatory every 5 years. At our meeting in March we will pick a day that is convenient to most of us who have operational boats in the water and operational radios to check the RDF. The direction finder is working properly but we first want to check its repeatability. Checking the boats and radios at their home dock will enable us to determine if the LOP’s (lines of position) are not only accurate but also close to the same. After a study of the data we gathered from this test we will conduct a on the water test. All watch standers will be given a hands on lesson on working the equipment. As always there is a lot of activity taking place. Graduation of the first PE class of the year is near and an instructor course will be taught. It is very satisfying to look at the faces of the participants in one of our boating classes and know you made a person a better boater. Thanks to Dave DeBoben and his hardy crew of vessel examiners we are doing well in that department. Any member can go along and pass out literature and join in on the fellowship that takes place. Just check with Dave so you know when and where to be, The Coast Guard needs us and we need you. I received some ID cards from DIRAUX. If you had a picture taken and did not get your card be sure to see me before or after the meeting. Good news, Joe Sarno is out of the hospital and doing well. Bad news, sorry to report that Morrie and Carol Wagman are up north attending to their son who is ill and in the hospital. Let’s wish them well. The next push for the flotilla will be to have members in the boat crew program do Annual Currency. Let’s be sure that all certified members be completed by April. IS is What It is

IS (Information Services) is what it is and it isn’t going away. When it comes to Information Services Flotilla 3 6 has come a long way during the past 14 months. The transition from AUXMIS to AUXDATA has taken place and now AUXDATA is being refined, forms are being redesigned and can be submitted on line, the mysterious OPCON number now must be reported for every mission that is in support of a Coast Guard Station or Group and the Flotilla held an excellent seminar last year that helped to acquaint those who attended it with the AUXDATA process. But like any journey or cruise we still have farther to go. On February 23rd the first of three scheduled informal seminars on AUXDATA was held at the base and 14 members attended. The four forms that we use the most were reviewed and discussed. Everyone got see reports from Flotilla 36, (names blanked out of course) that have been rejected by the Division SO-IS for good reason and were corrected and resubmitted. The members in attendance had from 20 plus years in the USCGAUX to less than one year. Everyone walked away learning something. Comments that participants made ranged from, I never knew that, no one ever explained why this has to be done to I never knew that filling out the reports benefited the Flotilla or he USCGAUX. Two more of these seminars are scheduled in March, on the 11th and the29th. Both will start at 1900 and should take no more than two hours. The errors that we are all making in filling out reports and forms are due to lack of information and/or carelessness. Then seminar’s purpose is to help all of us to cut down on the errors in order to streamline the reporting process and to avoid the issue of someone going REYR only because paperwork was not done correctly or submitted timely. I’d like to thank everyone who helped with the member email updates over the last two months. I’d like to report that AUXDATA is showing email address for 83 of the 159 flotilla members, or 52%. If you haven’t submitted an email address please fill out a Member Change Form. For this month my intention this month was to cover the AUXINFO system, unfortunately the new version of AUXINFO has been delayed until the end of March. Instead I’m going to wimp out and describe a website of interest to the Auxiliary: US Coast Guard Navigation Center (NAVCEN) The US Coast Guard Navigation Center (http://www.navcen.uscg.gov) is the premier source of navigational information for the United States. Among their many products are a couple of special interest to Auxiliarist‘s, especially Coxswains: Local Notice to Mariners (LMNs) The NAVCEN publishes weekly notices regarding “Navigation information having been of immediate concern to the Mariner”. These notices are organized by district into downloadable in PDF files. For the 7th Coast Guard District these can be found at http://www.navcen.uscg.gov/lmn/d7 The notices are published monthly followed by weekly supplements. In addition to the PDF documents, the Navigation Center offers an email broadcast service to which you can subscribe. The service will notify you via email whenever a change to the LNMs occurs. To quote the site, The USCG Navigation Center Charting Branch strives to develop, maintain, and make accessible electronic resources to efficiently meet the needs of the maritime user.” For practical purposes, this means the publication of the Light Lists and associated corrections. Light Lists are compilations of technical details related to lighted aids to navigation. They, like the LMNs, are published by district. For our AOR, this is Light List Volume III. This 520 page PDF document, updated through January 2004, can be download from http://www.navcen.uscg.gov/pubs/LightLists/V3COMPLETE.PDF Another useful document, freshly updated, is the Nav Aid Reference Guide, http://www.navcen.uscg.gov/pubs/LightLists/Ref2004W.pdf. This document contains detailed information regarding the description, types, specification, and use of navigational aids in US waters. This document is equivalent to the Chart 1 info or the back of the standard training chart. On a final note, if you haven’t had a chance to attend one of the IS workshops that Pat Feighery is teaching – please try to make one of the March dates. Every level of the Auxiliary is experience additional work due to forms not being completed correctly. If you’ve been in the flotilla for a few years, make sure you are reporting correctly. Many of the errors are due to changes in the reporting practices over the last few years. Many thanks to Pat for developing and holding these seminars.

On Saturday February 14, 2004, Flotilla 36 participated in the Deerfield Beach Founders' Days' Parade. We had fun at this parade. The Coast Guard and several other Flotillas were also represented in this parade. My thanks to the Flotilla members who marched with me in this special event: Dave Deboben, Ron Dillon, Gail Edelman, Jerry Edelman, Scott Ellington, Tony Elvas, Ed Oleksak, and Connie Trifletti. I want to thank the members who worked with me on Friday February 13, 2004 to get the parade truck ready for the February 14 event: Ron Dillon, Jerry Edelman, and Scott Ellington. I also want to thank the members who helped me on Thursday February 12, 2004 to put together PE flyers and candy for parade distribution: Connie Trifletti, and Matt Falvey. Thanks go to the Flotilla for donating the use of the Colors. Thanks go to George Cousins for the use of the leather flag holders that were used by the flag carriers. A veteran parade flag carrier, Ed Oleksak, carried our Country’s Flag. Jerry Edelman carried the Flotilla ensign. Scott Ellington drove his truck, and Gail Edelman distributed PE and candy from the truck to the Flotilla marchers. Many thanks go to Scott Ellington for initially bringing up the idea for the Flotilla to participate in the parade, for the use of his truck (a beauty of a truck), his Facility boards (made the truck look great), his yellow boat light, and his bullhorn (Dave Deboben handled the bullhorn and made spectators sit up and take notice). Thanks go to Art Makenian for the use of the Hillsboro Lighthouse model which was carried on Scott’s truck (heard many good comments about the Hillsboro Lighthouse model as it passed in the parade). Special thanks go to Tony Elvas for the use of the digital camera and for changing his mind and agreeing to drive to Deerfield Beach from West Palm Beach on a Saturday morning to take parade pictures for the Flotilla. Tony E. did a fabulous job of taking photos of the Flotilla parade participants. If you don’t see Tony E. in the photos, it is because he was so dedicated in his work that he did not even think of putting himself in the photos. My thanks to Flotilla marchers who helped me distribute PE literature and candy to parade spectators: Dave Deboben, Ron Dillon, and Connie Trifletti. Last but not least, I would like to thank a future Flotilla member for his valuable assistance during the parade: young Master C. Deboben. I also thank Pat Feighery for his enthusiastic support. If I forgot anyone, I apologize. Well wishes go to the parade bagpiper who came down with bronchitis and was unable to participate in the parade. As a follow-up to previous efforts to increase our public visibility and presence, I am asking that all interested members distribute three to five “safety program” flyers at their respective places of business and or social meeting places. Interested members should contact me at (561) 393-1235 or e-mail me at the above e-mail address. Please report your “PA” time on form 7030. By reporting that time you will make it possible for the Coast Guard to report to legislators that auxiliarists are providing a valuable service, and the Coast Guard can then apply for funds to support the work of the auxiliarists. Vessel Examinations Dave Deboben, FSO-VE ([email protected])

I would like to thank all the VE’s for coming out on Saturday. We had another great day. Donuts and pizza were served for the first and second shifts. We had an outstanding number of vessel examinations, estimated at over 30, and that was just one boat ramp. There will be a mandatory workshop on March 13th for all VE’s. I’d like to see everyone there. If you cannot make it, please notify either me or Tom Kegan. Thanks, and I’ll see you at the next flotilla meeting.

Our patrol activity is picking up. We had several patrols in February: Cornflakes, She Wolf, Slow Flight, My Three Sons, Holodeck and Trophy. Already scheduled for March are: Mickey Fin III (Mar 13 AM) and Endeavor (Mar 14 PM. Winter hours are still in effect. The normal hours are from 10am to 1:30pm and from 1:30pm to 5pm. Each coxswain can use his own discretion, but please coordinate with your radio guard. MSO patrols at Sta. Ft. Lauderdale are available every Wednesday from 0900. Please see me for any kind of patrol order. Thanks to everyone who came to the Operations Workshop. I know it was a long day for many of you, but hopefully you heard something, or shared something, that will be useful to you and others. I am sorry that the on-line POMS site was off-line that day, but I would like to repeat a standing offer of sitting with any coxswain who wants to learn this automated system and going through it with you. If you missed the workshop for some reason, you can see my presentation material on our web site at www.cgauxboca.com/membersonly/flotilla-36members.htm. Look for “The Administrative Side of Patrols.” Thanks to Sandy Shuster for suggesting we post this and to Steve Grevemeyer for making it happen. I understand that the 7030 form on the POMS site can now be used to input operational hours. This is a great convenience, because it “imports” much of its data from the 5132, avoiding duplicate entry and the possibility of new errors. On the other hand, please note that on-line systems cannot eliminate operator error. One or two of us (I am including myself) have mistakenly checked the ”received in kind” box next to the fuel claim and … FINCEN quite correctly did not reimburse us for this line item. The fix for this is to call FINCEN on the phone at (800) 564-5504 and explain the mistake to them. Finally, whether you are a facility owner looking for a coxswain or a coxswain looking for a facility, or a trainee or crew looking for a coxswain, please refer to this list which is accurate at this time, and get in touch with each other. A monthly meeting or cookout is a great time to introduce yourself, or go to our web site where you can find phone numbers in the roster in the member’s only section.

New Palm Beach County Intracoastal Bridge Schedules Within the next 120 days, Palm Beach County bridges will switch to timed openings. The schedule will be in place 24 hours a day, 7 days a week. A bridge will not open unless boats are waiting to pass.

We have completed the Eight week Tuesday night BS&S (Boating Skills & Seamanship). Graduation night was March second with 22 graduates! I would like to thank everyone who came out to teach/help/etc. through this class. Tom's ACN (Advanced Coastal Navigation) class is proceeding nicely with great attendance each week. We are preparing now for the Saturday BSC (Boating Safely Class) to begin April 3. Please talk it up and pass the word out so we can get a full class. If you would like to aide, come on in. We will be there from 9 until at least 3. "Name your Sub or Salad" lunch will be $5.00.
