OKAY ang ginagawang pag-tatanggol ng mga mambaba-tas tulad nina Senate Presi-dent Juan Ponce Enrile, Sens. Ralph Recto at Frank-lin Drilon sa paglalagay ng 12 porsiyento value added tax (VAT) sa toll.

Okay din ang katwiran ng mga mambabatas na ilegal at walang basehan ang Bureau of Internal Revenue (BIR) at

Toll Regulatory Board (TRB) sa pagpapatupad ng VAT sa mga daanan tulad ng North Luzon Expressway, South Luzon Expressway at iba pa.

Mas okay ang sinabi ng mga ito na hindi nila isina-ma sa kanilang batas na ang toll ay “VATable" dahil ito ay isang serbisyo publiko ng gobyerno.

Pinakaokay ay ang pag-sasabi naman ni Justice Secretary Leila De Lima na nagsalita na si Pangulong Aquino na walang bagong buwis na ipapatupad at sa halip ay paiigtingin ang kampanya upang mapala-kas pa ang koleksyon ng buwis.

Okray naman ang biniti-wang salita ni BIR commis-sioner Kim Henares nang sabihin nito na kung ayaw magbayad ng VAT sa toll ay huwag gumamit ng kalsada. Parang sinabi nito na walang karapatan ang mahihirap na gumamit ng pasilidad ng pa-mahalaan.

Hindi ba’t ang mga pam-

papasaherong sasakyan ka-pag dumaan sa toll ay mag-babayad din kapag ganito ang kanilang panuntunan? Saan kukunin ng mga tusper ng pampublikong sasakyan ang ibabayad sa tool, hindi ba’t sa pasahero rin? Okray na okray ang katwiran ni Henares.

Pinakaokray kapag natu-loy ang pagpapatupad ng VAT sa toll sa Agosto 16. Tu-tol na tutol ang mga may-ari ng pribado at pampublikong sasakyan. Hindi kaya ka-pag naipatupad ito, magalit ang mga tao kay Pangulong Aquino dahil hindi naman nito pinakikinggan ang hi-naing ng mga taong nagluk-lok sa kanya sa puwesto sa pamamagitan ng boto.

Higit sa lahat, labas lang pala sa ilong ang mga binitiwang salita ni P.Noy na ang mga mamamayan ang kanyang amo. “Kayo ang boss ko!” Ito man ang binitiwang salita ni Noynoy noong manumpa siya sa tungkulin pero ito rin kaya ang kanyang saloobin at gagawin?

Ang Himig Ariel ay nagsimula sa 50 scholars, ngayon, pagkalipas ng 2 taon, 10,000 na ang mga miyembro. Lahat ay binibigyan ng pagkakataon para sa isang pro-fessional training at pagkakataon din na magtanghal sa iba’t ibang venue. Ang lahat ng ito ay nagsimula dahil bilang isang public servant naging adbokasiya ko ang humanap ng mga pagkakataon para mabigyan ng oportunidad ang mga kabataan ng QC nang sa gayon ay malayo sila sa maling mga impluwensya ng barka-da at kung anu-ano pang mga bisyo. THE Department of National Defense announced yesterday of an urgent need to modernize

the Armed Forces of the Philippines (AFP) to increase the country’s lever-age in its claim for the disputed Spratly Islands, a chain of potentially oil-and-minerals-rich islands and islets, situ-ated west of Palawan.

“If you don’t have an Armed Forces which can defend a position which our country will take on, then its useless to laying claim, for example, to any inter-est in the Spratlys,” said DND spokes-man Eduardo Batac.

“What happens if you find a big oil reserve in those areas? Can you just say that’s ours and not back it up with an armed force?” asked Batac, while ac-knowledging the fact that the AFP has inferior Navy and Air Force at present.

Apart from the Philippines, other countries that are claiming in part or in whole the Spratlys, also known as the Kalayaan Group of Islands—are China, Malaysia, Vietnam, Taiwan and Brunei. Filipino troops are occupying a number of those islands.

The six countries have forged a Code of Conduct that restricts all these

nations from beefing up military struc-tures in their occupied islands. When asked if the agreement is being fol-lowed, Batac said before giving a big laugh: “We have to check.”

Philippines and China are also locked into a territorial dispute over Scarborough Shoal near the province of Zambales.

Batac said it was “sad to note” that since the passage of the P330-billion military modernization law 15 years ago, only P32 billion was released. Worse, the released funds were used to acquire equipment needed in address-ing internal security threats.

Batac said Defense Secretary Vol-taire Gazmin is not satisfied with the implementation of the military’s modernization program, including the delivery of equipment being ac-quired. He said they are looking into how the process can be expedited “without going against existing laws and regulations.”

When asked if he thinks the other claimant-countries will take the Philip-pines seriously if it does have a modern Armed Forces, Batac said: “I think you answered your question. You’re not going to be taken seriously.”

Batac said Spratlys is about 200

miles from Palawan and yet the Navy and the Air Force only have few vessels and planes in the area.

In his State of the Nation Address on July 26, President Aquino recognized the need to modernize the Navy, saying the country has a shoreline of 36,000 nautical miles and yet the Navy has only 32 ships, some of them are World War II era.

“You can’t go that far,” said Batac, referring to the limited patrol coverage of the Navy and Air Force.

“Who can navigate that fast and have the proper armaments? The mo-ment they (Navy and Air Force) are challenged, for example, you go there with your Navy vessels, for example, and you encounter foreign vessels and they tell you ‘you better turn back or we are going to shoot you,’ what are you going to do?” he asked.

“We should be able to take a posi-tion and back it with the necessary diplomatic and military strength that a country needs to be able to forge an international policy. For example, how can you pursue a policy if all you can do is the diplomatic channel? You should have at least a military strength that can back up whatever you say in the diplomatic realm,” added Batac.

DND wants firepower for SpratlysTHE Light Rail Transit Au-thority (LRTA) has a new ad-ministrator.

President Aquino yester-day inducted Atty. Rafael Ro-driguez as newly appointed LRTA administrator, along with the 32 new officials of the executive branch.

In a simple oath-taking ceremony, Aquino swore into office Trade and Industry Un-dersecretary Adrian Cristobal, Jr.; Acting Assistant Secretary Jesus Lorenzo Mateo; Deputy Director General Margarita Songco of the National Eco-nomic and Development Au-thority for the National Devel-opment Office; Chief of Staff Benjamin Martinez, Jr. of the Office of Vice President Jejo-mar Binay; Vivian Sarabia, member of the Professional Regulations Commission, Optometry Board.

The new officers for the Department of Justice are: Undersecretaries Bernadette Romulo-Puyat, Antonio Fleta, Joel Rudinas, Claron Alcan-tara and Assistant Secretaries

Dennis Araullo; Salvador Sa-lacup, Eduardo Nolasco and Allan Quimson Umali.

From the Department of Environment and Natural Resources, those who took their oaths were Undersecre-tary Atty. Ernesto Adobo, Jr. and Peter Anthony Aguinaldo Abaya, General Manager/CEO of the Philippine Recla-mation Authority.

Aside from Rodriguez, the president also appointed for the Department of Transpor-tation and Communications positions Antonio Buendia, Jr., president of the Philip-pine Aerospace Development Corp.; Emerson Benitez, Deputy Administrator of the LRTA and Aproniano Boon-galing, Jr., board member of the Manila International Air-port Authority.

A REPRESENTATIVE for Emma Watson has moved swiftly to deny reports the actress is auditioning for the lead role in an upcoming big screen adaptation of “The Girl with the Dragon Tattoo”.

The Brit sparked speculation she was in the running for the role of edgy computer hacker Lisbeth Sa-lander in the upcoming Hollywood movie after debuting a short pixie hairstyle earlier this month.

Watson, who shot to fame in the “Harry Potter” movie franchise, was said to be leading the race for the role, fi ghting off competition from actresses including Ellen Page and Carey Mulligan.

But a spokesperson for Watson has denied the speculation, telling GossipCop.com the rumor is “abso-lutely false on all accounts.”

BOY GEORGE fears Lady Gaga may be struggling with her “occasional” drug habit, after the star confessed she uses cocaine a “couple of times a year.”

The Poker Face hit-maker re-cently opened up about her battle with drug addiction when she was struggling to make it as a singer in New York, and went on to reveal she still sporadically dabbles with coke. She told Rolling Stone magazine, “I won't lie; it's occasional. And when

I say occasional, I mean maybe a couple of times a year.”

However, George–who was hooked on heroin at the height of his Culture Club fame–has hit back at the singer's comments, insisting it's highly “dangerous” to use drugs, and fears Gaga maybe losing her “grip.”

He writes on his blog: “If Lady Gaga were about to be exposed as a drug user I would understand her recent confession... that she is an ‘occasional’ coke sniffer. But why offer up this information on a whim? Could it be that her use of coke is not so 'occasional?' As a recovering addict who knows how dangerous ‘occasional’ use is, I can think of no reason for Gaga to reveal this to her young audi-ence.”

“My mum had the best take on this: ‘She's reached the stage where she feels untouchable, you all get there–you did, son.’ I can't argue with that! One has to wonder how much of a grip Gaga has on things. Up until now she has seemed almost annoyingly professional and focused and this seems out of character! Isn't saying you're an ‘occasional’ drug taker a bit like saying you're bisexual? That usually means you're raving.”

BOY GEORGE fears Lady Gaga may be struggling with her “occasional” drug habit, after the star confessed she uses cocaine a “couple of times a year.”

The Poker Face hit-maker re-cently opened up about her battle with drug addiction when she was struggling to make it as a singer in New York, and went on to reveal she still sporadically dabbles with coke. She told Rolling Stone magazine, “I won't lie; it's occasional. And when

I say occasional, I mean maybe a couple of times a year.”

However, George–who was hooked on heroin at the height of his Culture Club fame–has hit back at the singer's comments, insisting it's highly “dangerous” to use drugs, and fears Gaga maybe losing her “grip.”

He writes on his blog: “If Lady Gaga were about to be exposed as a drug user I would understand her recent confession... that she is an ‘occasional’ coke sniffer. But why offer up this information on a whim? Could it be that her use of coke is not so 'occasional?' As a recovering addict who knows how dangerous ‘occasional’ use is, I can think of no reason for Gaga to reveal this to her young audi-ence.”

“My mum had the best take on this: ‘She's reached the stage where she feels untouchable, you all get there–you did, son.’ I can't argue with that! SENATOR Franklin Drilon has proposed to move the school opening from June

to September to make it coincide with the “global practice.”

“Our school opening falls on the peak of the rainy season, and we know the great difficulty our students go through to get to school,” Drilon said during the organizational meeting of the Senate education commit-tee, headed by Sen. Edgardo Angara.

According to the Liberal Party lawmaker, “Our schools also get

flooded, and classes have to be suspended in many areas where the school buildings are not ty-phoon-resilient. It is an issue of safety and practicality. We need to get as much technical knowl-edge on the issue.”

The education panel is also set to conduct nationwide con-sultation on the plan of the De-partment of Education to add two years to the basic education curriculum, from the present 10 years—six in the elementary and four in high school.

“The Senate Education

Committee has a big task dur-ing this particular Congress. I think the most fundamental proposal is the additional two years in our basic education curriculum. We will organize technical working groups to study this important mea-sure,” said Angara.

He earlier expressed support to extend the basic education curriculum from 10 to 12 years to make Filipino graduates more "competitive" in domestic and international labor markets.

Drilon seeks moving of school opening to September

THE Court of Tax Appeals (CTA) has sentenced a tax evader to suffer an im-prisonment of one year to two years. The CTA found accused Benjamin Kin-tanar, dealer of Forever Living Prod-ucts, “guilty beyond reasonable doubt” for willful failure to file his income tax return for taxable year 1999 in viola-tion of Section 255 of the National In-ternal Revenue Code, as amended.

Aside from jail term, Kintanar was

also ordered to pay a fine of P10,000.Bureau of Internal Revenue (BIR)

Commissioner Kim Henarres said Kintanar was the first to be charged with tax evasion under the BIR’s Run After Tax Evaders program in 2005.

Henares added that Kintanar was charged for tax deficiency for taxable year 1999 amounting to more than P6 million, including penalties and interests.

In a press conference, SC Spokesman and Court Admin-istrator Atty. Jose Midas Mar-

quez said that it would be better if Malacanang maintains “status quo” on the so-called “midnight appointees” as the case is now pending before the Court.

The SC, Marquez said, would like first to hear the comment of Malacanang on the issue before deciding whether or not to issue a temporary restraining order (TRO).

Marquez added that after the lapse of the “non-extendible” period of 10 days given to Mala-

canang to file its comment, the SC may issue a TRO against the controversial Executive Orders.

Marquez stressed that the Court would not like to have a scenario such that the so-called “midnight appointees” have been dismissed and later on a TRO or a status quo ante order is issued.

The said EOs, Marquez point-ed out, may even be found later on as “illegal,” which will pave the way for the return of the dis-missed government officials.

SC urges Malacañang to halt EO 2, 3

A TOTAL 99 natural and man-made disasters struck the Philip-pine in the first half of the year, affecting 579,540 families or 3,405,707 persons, according to the non-governmental Citi-zens’ Disaster Response Center (CDRC).

The six months from January to June were also the same pe-riod when the calamity fund for 2010 were reportedly depleted to as much as 70 percent over-all by the previous administra-tion, leaving little for the present government, as claimed by Mala-canang.

The figures are lower com-pared to the same period last year, but CDRC executive direc-tor Louella Escandor said this should not make communities complacent. “We are still expect-ing more typhoons, more floods and more landslides in the com-ing months.”

She stressed that communities should take steps to enhance their capacities and reduce their vul-nerabilities, and that disaster pre-paredness and cooperation of the whole community is important in reducing the impact of disasters.

Of the number, 20 were

weather-related such as drought and floods, the top inflictors of damages in terms of persons af-fected, said Escandor.

The remaining 79 are caused by human, mostly related to fire and accounted for 41 deaths, she added.

CDRC claims to maintain its own database on disasters and pioneered and continues to pro-mote community-based disas-ter management in the country, operating nationwide through a network of regional centers and people’s organizations.

L ONG ago my wife decided that driving within the speed limit gives her a wonderful sense of freedom. She tells me, “I don’t ever need a

radar detector. And I never have to slow down when I see a state patrol car or worry about paying a fine for speeding.”

Even on long trips when the miles seem to grind slowly along, she sets the cruise control at the posted speed limit and enjoys the journey. “Besides,” she reminds me, “it is the law.”

Romans 13:1-10 addresses our responsibility to the authority of human government and to the law of God. When we obey the governing authorities, we don’t have to fear punishment, and we gain a clear conscience by doing what is right (vv.3,5).

Paul urged the followers of Christ in Rome to give the governing authorities what was owed them, whether taxes, revenue, respect, or honor (v.7). But he went beyond human regulations when he wrote: “Owe no one anything except to love one another, for he who loves another has fulfilled the law” (v.8).

It is our duty to obey man’s law and our privilege to fulfill God’s law by loving others. And His law is “the perfect law that gives freedom” (James 1:25 NIV).

COMING on the heels of Meralco’s entry into the Philippine

Basketball Association (PBA) is Petron.

Purefoods (B-MEG Der-by Ace) bowed out together with Sta. Lucia Realty with the former’s franchise being transferred to Petron.

The PBA Board of Gov-ernors, in a meeting, ap-proved Meralco’s purchase of the Sta. Lucia team and the transfer of the Purefoods franchise to Petron.

“Both deals got the ap-proval of the PBA Board without a hitch,” said league commissioner Sonny Bar-rios. “Everything turned out

smoothly. No one objected to Sta. Lucia’s sale and to the Purefoods franchise trans-fer,” said Barrios, looking forward to a banner season with two new teams and an exciting format.

Meralco and Petron make their PBA debut in the coming 2010-2011 season when the league shifts back to its old three-conference format.

The season starts with the Philippine Cup on Oc-tober 3 at the Araneta Coli-seum. The two other confabs are short import-reinforced tourneys.

Meralco, a powerhouse in the MICAA in the early

70s, and Petron, the second petroleum company to join the PBA after Shell, will have the Annual Draft on Aug. 29 at Market! Market! in Tagu-ig as their first official PBA function.

Both Purefoods and Petron are under the gi-ant umbrella of San Miguel Corp. Reports, however, said Purefoods, minus the PBA franchise, will soon be sold to a group headed by Butch Campos' Del Monte Pacific Ltd. and Ricardo Po's Century Pacific Group of Companies.

AFTER losing the top spot to Floyd Mayweather Jr. last May, Filipino boxing superstar Manny Pacquiao regained his status as the number one pound-for-pound boxer in Yahoo! Sports' ranking.

According to Yahoo! Sports Kevin Iole, the con-gressman from Sarangani province received 21 of 36 first place votes for a total of 345 points based on their

polling this August.He was 15 points ahead of

his closest rival, Mayweather. The unbeaten American gar-nered 15 of 36 first-place votes for a total of 330 points.

In a report from abs-cbnnews.com, Iole said the botched negotiations be-tween Pacquiao and May-weather may have influ-enced the votes.

He said voters were dis-mayed with Mayweather’s

decision to ignore the po-tential super fight against Pacquiao.

“Mayweather let pass an opportunity to fight Pac-quiao on November 13, with one of his advisors denying negotiations had ever taken place despite the fact that promoter Bob Arum and HBo Sports president Ross Greenburg insisted they had,” said Iole in his report.

“Voters clearly were un-

happy with Mayweather’s choice and one left him off of his ballot entirely as a re-sult,” he added.
