FRAMEWORK OVERVIEW This framework brief outlines the service provision of the HealthTrust Europe (HTE) agreement for National & International Permanent Recruitment of healthcare workers, including options for fixed-term and interim worker options. The framework has been procured to assist and support the healthcare market in reducing substantive shortages, reliance on agency staff and developing a wider scope of workforce procurement options through HTE as a provider of choice. The framework agreement is OJEU compliant, having been publicly procured via a restricted tender procedure to specify and market test a high quality and high value service to the healthcare market. HTE undertook extensive market research in specifying the terms and services of the agreement to ensure that beneficiaries have access to a robust, well considered, market leading framework agreement to deliver these types of services and benefits. The initial term of the framework agreement will be two years with the option, at HTE’s discretion, to further extend the framework agreement for two further periods of one year thereafter, up to a maximum of four years. The framework agreement is built around the ability for beneficiaries to Direct Award via the standard services process or to run further competition via the competed services process. The framework agreement has a high-quality specification and award criteria that have thoroughly market tested the services. Beneficiaries can subsequently tailor this to their local requirements for a simple route to market.

NEW RPO OPTION Recruitment Process Outsourcing (“RPO”), allows the transfer of all or part of the recruitment process to an approved external provider to act as an outsource solution for national and international permanent recruitment. The RPO service offering can include workforce process appraisal/analysis, technology support/reporting, workforce consultancy/best practice advice, candidate sourcing/attraction programmes, psychometric/behavioural assessments through to pre-screening, offer management with enhanced aftercare and retention management support/advice. RPO services are developed to create efficiencies and enhance successful outcomes of recruitment activity through effective candidate attraction, pooling of talent, use of technology, event management, forecasting and robust expertise/advice. The operating model will utilise on-site resource from the Supplier to deliver based on a single project up to a fully outsourced recruitment process solution. The table below outlines the services included within the respective operating models, this is not an exhaustive list but should represent a guideline for agreeing services within scope (Partial RPO can include any mix of services)

PROTECTED PERIODS & REBATES:
A minimum protected period of 6 months (up to 12 months)
from commencement of employment for all placed workers.
There is a rebate structure refundable by suppliers should a
worker leave post, supporting ‘after sale’ service and retention
VOLUME & TYPE DISCOUNTS:
A range of discounts available depending on the scope and
volume of your project, to drive best value

STRATEGIES:
Shortage planning on how to best utilise fixed-term strategies to
reduce expenditure on Agency whilst permanent campaigns are
undertaken and delivered for long term solutions

ACCESS TO THE FRAMEWORK
Access to this framework agreement is free of charge for any beneficiary who is either a full member or works in
partnership with HealthTrust Europe on their agency spend in conjunction with permanent recruitment opportunities
(accessing and actively procuring via at least one of the four temporary agreements – Med Locums, Nursing, AHP/HSS
and/or NMNC). An access fee is payable for any beneficiary who wishes to access this agreement that is not a full
member or is not utilising at least one of HealthTrust Europe’s agency agreements.
There are two ways to access the National and International Framework Agreement. Projects may be phased to work on multiple opportunities to maximise the pool of candidates a beneficiary is targeting:
DIRECT AWARD:
Beneficiaries are able to select a capable supplier for each or both Lots through the standard services award process or by identifying capable supply locally to award. This may simply involve a local process of engagement with awarded suppliers to ascertain a shortlist and utilise a supplier that can meet requirements.
FURTHER COMPETITION:
Beneficiaries are able to run further competition to establish a capable supplier for each or both Lots through the competed services award process. This may simply involve a local procurement process, supplier interviews, engagement with HealthTrust Europe or a full mini competition process to suit.
PHASING PROCESSES:
Beneficiaries may consider the utilisation of single or multiple awarded suppliers to fulfil short, medium and long term requirements via a range of temp-to-perm, fixed-term, national and international recruitment campaigns to maximise overall success.
HealthTrust Europe is committed to providing procurement advice and project guidance with respect to all awards
through the framework agreement. Support, mediation and local engagement will be a core service to all beneficiaries
to assist with projects and successful outcomes.
