Every year, the Foundation recognizes a distinguished American leader whose commitment to personal and professional excellence embodies those qualities of leadership and character uniquely associated with the United States Marine Corps. This celebration is the Semper Fidelis Award and was presented to The Honorable Antonin Scalia, Associate Justice of the United States Supreme Court.

This year marked the ninth year that Mr. Donald R. Knauss, Chairman & CEO of The Clorox Company, has been the Dinner Chairman and Dinner Sponsor. Mr. Knauss is a Foundation Trustee and has been on the Board since 2002. (Please turn to Pages 6 and 7 for more photos.)

Dear Friends of the Foundation,

Though this is our Spring newsletter, our weather is deceiving us—there’s snow on the ground! But better temperatures are ahead—in many respects.

Let me recap events since our Winter 2012 Newsletter. (You’ll see pictures of some of these events in this issue.)

In February we held a key Board Meeting at which we discussed MCUF’s capability to hold a Capital Campaign. The decision was to go forward with such a campaign to raise funds that supply the “Margin of Excellence” to the Marine Corps University and the Operating Forces and Supporting Establishment. This will be in addition to our Annual Appeal. We will also launch a Donor Acquisition Program to engage those who have not heard of MCUF nor of the Marine Corps University. The Meeting also included a joint session with the Marine Corps University’s Board of Visitors—the first since 2009. Brigadier General Bill Mullen, President of MCU, and I briefed the joint session and we then were updated on Marine activities and operations by Major General (Sel) Mike Rocco, Assistant Deputy Commandant for Plans, Policies and Operations. We finished the session by honoring our Trustee, CWO-5 Kim Adamson, USMCR, who retires from the Marine Corps on 1 May, and presented her with marble Eagle, Globe, and Anchor bookends.

The following evening we held our Semper Fidelis Award Dinner at which we honored Associate Justice Antonin Scalia, U.S. Supreme Court. He gave a superb talk honoring those who serve. Also attending were our Commandant and First Lady of the Corps, General and Mrs. James Amos. We were also honored to have with us former Commander, International Security Assistance Force, Afghanistan and Commander, United States Forces, Afghanistan General John Allen and his wife, Kathy, as well as the Assistant Commandant, General John Paxton and his wife, Debbie.

The following Friday MCUF sponsored a luncheon and presentation at the Marines’ Memorial Club in San Francisco. This was at the end of a reunion of Desert Storm/Provide Comfort Veterans and the Board Meeting of the Marines’ Memorial Association (MMA). Dr. Amin Tarzi spoke about the role of Egypt’s Army in recent events followed by an engaging discussion of the Middle East. We are indebted to Major General Mike Myatt, President and CEO of the MMA for his support and the assistance of his staff.

(Speaking of staff, ours has been super. Three significant events in less than one week’s time—Wow!)

We are now in the process of finding a Major Gifts Officer with the pending departure of Virgil Allen at the end of April. Virgil has been an asset to MCUF and has provided the focus on Development we needed. I must share the following with you: When asked if it was a disadvantage to be MCUF’s Development Officer without having served in the Marines, he replied, “Not Really. Most Marines are so proud of their Service, their conversations tend to be about their experiences—not necessarily mine.” Virgil will be missed and we wish him and Dyann “Fair winds and following seas.” In addition to being his Coast Guard’s “Semper Paratus” he has been“Semper Fidelis” to us!

Again, thank you for all you do and have done. We will continue to be happily engaged in “Changing lives and Saving lives” due to your continued support.

2nd Battalion, 9th Marines, H&s CompanyGuided tour of Fort Fisher

The Officers and Staff Non-Commissioned Officers (SNCO) of 2ndBattalion, 9th Marines had the opportunity to participate in a guided discussion of the amphibious landing at Fort Fisher. The desired end-state was a thorough understanding of an amphibious operation in the past and the lessons learned to conduct modern operations and the Marine Corps wide goal to be the amphibious force in readiness.

As we conducted the PME, it was obvious that the Marines were extremely receptive to understanding the major aspects of an amphibious assault and follow on operations necessary for success in combat. The many aspects of landing such a force, maintaining momentum through several phases of the maneuver, and ultimately achieving victory helped each Marine and each section understand their role and successes or failures of the past. Ultimately, 2nd Battalion 9th Marines is the Battalion Landing Force for Bold Alligator 13. This PME directly coordinated with planning and the overall operations during the exercise and a greater appreciation for amphibious operations.

The PME was a walking, guided tour of Fort Fisher, a Civil War battle site just south of Wilmington, North Carolina. On this site the largest amphibious landing prior to World War II occurred. Dr. Chris E. Fonvielle Jr., a professor in the history department at University of North Carolina at Wilmington led the PME and discussion. Dr. Fonvielle has authored The Wilmington Campaign: Last Rays of Departing Hope, Fort Fisher 1865: The Photographs of T.H. O’SULLIVAN, and other books and articles about joint operations during the Civil War in North Carolina. The PME consisted of approximately 35 Officers and Staff from the Battalion Headquarters; ranks range from Staff Sergeant to Lieutenant Colonel. As we walked throughout the battle grounds, we were able to observe the several remaining elements of the fort to include artillery pieces, defensive positions, and underground shelters where forces took cover from bombardment.

Following the tour, the Marines participated in a guided discussion led by each section head which correlated modern operations, the lessons learned from Fort Fisher, and how each warfighting function specifically operated during Fort Fisher. This took place at Fort Fisher Air Force Recreational Area where the Marines billeted for the evening and enhanced unit camaraderie during a barbeque.

The mission of the Fort Fisher PME was greatly accomplished. The Marines had a greater understanding of amphibious operations to include lessons learned and the additional planning considerations. Additionally, the Marines enhanced unit cohesion outside of a work environment.

Thanks to the generous support of the Marine Corps University Foundation the Marines of 2nd Battalion, 9th Marines were able to conduct this PME. Additionally, the Foundation was extremely receptive and willing to help in every possible way. The goal of the MCUF is to ensure that Marines in uniform are Armed With Insight when they deploy into harm’s way, and they greatly accomplished their mission in their effort to support 2/9.

Groundbreaking Ceremony

The Senator John W. Warner Center for Advanced Military StudiesMay 2, 2013

In 2006, then Commandant General Jim Conway asked General Charles Wilhelm to head a team of distinguished GeneralOfficers and renowned academics in a critical study of our Officer Professional Military Education System.

The findings in the “Wilhelm Report” renewed the Corps’ commitment to fulfill General Gray’s vision of a world-class Professional Military Education institution on the banks of the Potomac.

The vision of the University is to further the excellence of the Marine Corps through an educational institution that facilitates the continuing development of leaders, knowledgeable in the art and sciences of war, adept at critical and creative thinking, and possessing sound judgment and reasoned decision-making skills.

Today, we have world-class students, world-class faculty, and an ever evolving world-class curriculum. The vision is to

create a world-class facility.

At left is the rendering of the next phase of construction which will add the first needed academic building. As mentioned in General Draude’s letter (page 2),

we are now campaigning to help raise funds so that the vision and other programmatic initiatives may come true.

Colonel Martin J. “stormy” sexton Alcove Addition

March 2013

The Colonel Martin J. “Stormy” Sexton Alcove at the General GrayMarine Corps Research Center Archives and Libraries received an addition as once again Colonel Sexton’s comrades continue to honor and recognize him for his service, leadership, mentorship, warrior nature, and friendship. These men pay tribute to Colonel Sexton on an annual basis with reunions in various cities throughout the States. Last year’s reunion was in San Antonio, Texas.

Ms. Victoria Othold, a high school senior at Klein High School in Houston, was commissioned to create a digital interpretation of Colonel Sexton against a backdrop of his command of the 3rd Battalion, 3rd Marines. The final print was presented to Dr. Charles Neimeyer, the Director of Marine Corps History and the Gray Research Center, for inclusion into the memorabilia and artifacts that comprise the Alcove.

Colonel Sexton was a leader and teacher throughout his life and he had a lasting influence and impact on Marines and others as depicted in and exemplified by the dedication and tribute his Marines extend to his legacy. The Foundation thanks all who made this a nice presentation, addition to the Alcove, and day. The Alcove continues to inspire and teach just as Colonel Sexton obviously did over his years of service to Corps and Country.

In Memoriam . . .

W. John DriscollW. John Driscoll passed away December 22, 2012, at his home in Minnesota. He was 83 years of age.

John served as a MCUF Board Member from early 1993 to November 2007. He served proudly as a Marine Officer during the Korean War. Our hearts and prayers go out to his wife, Elizabeth (Lee) and his family.

In 1998, John and two other Trustees who were also Yale University graduates funded the Yale Class ’51 endowment that created “The Media and The Military Symposium” in memory of Mr. Peter Braestrup, a fellow Marine and journalist, at the Command and Staff College (CSC). The Symposium focuses on the relationship between the Media and the Military and has been an integral part of the CSC’s curriculum since its inception.

John and his family foundation consistently supported Foundation events and the various educational programs at the Marine Corps University. The University and the Foundation will be forever grateful for John’s commitment and dedication. Rest in peace, old friend.

John Kirby “Jack” O’LoughlinJohn Kirby “Jack” O’Loughlin passed away January 26, 2013, in Pinehurst, North Carolina. He was also 83 years of age.

Jack served as President of MCUF from 1998 to 2003 and was a Board Member until 2006. Jack was an avid golfer who supported our Semper Fidelis Golf Classic for many years. His foursome was often in contention for the First

Place Prize. As President, Jack provided steady leadership and worked closely with the Board’s Executive Committee and the staff. Jack was unanimously elected President Emeritus in the fall of 2011. Our hearts and prayers go out to his wife, Janet, and his family. Rest in peace, old friend.

Trustee News . . .Our own Kim T. Adamson was featured in the Marine Corps Times January 21, 2013 edition. Kim has just returned from Afghanistan for the third time. She had the very tough and emotional job of serving with The Personnel Retrieval and Processing Unit.

This unit specializes in caring for those who made the ultimate sacrifice, our Fallen Heroes. We are very glad she

is back safely and wish her all our best as she retires from the Reserves in May.

Kim has been a Trustee since 1999 and remains a great supporter of the Marine Corps University and MCUF.

Our Spring Board Meeting was held in February. It was a joint meeting with the Marine Corps University’s Board. Major General (Sel) Michael A. Rocco was our Military Guest Speaker as well as Brigadier General William F. Mullen, President of the University.

Congratulations are extended to two former Trustees, Major General John T. “Mike” Coyne, USMCR (Ret) and Mr. William W. Scott. Each was unanimously elected emeritus status—General Coyne as General Council Emeritus and Mr. Scott as Secretary Emeritus.

Additional congratulations to Dr. James J. Carafano and his recent position at The Heritage Foundation. He is now Vice President for Foreign and Defense Studies.

Millions of Americans make donations of cash and property to the charities of their choice each year. However, while these donations can provide valuable tax deductions, many donors are left wishing that they could do more for the charities that they love and support. Some donors would therefore be wise to consider using their life insurance policies as a more effective means of supporting a charity. In many cases, this can be the most effective and convenient asset that they can give. However, there are a few different ways that this can be done.

The first step in thinking about life insurance should be determining your estate planning needs. Make sure your plan meets your current financial needs and provides properly for future needs of your family. Then you can think about how you can support the future education of Marines.

Besides taking care of your family, life insurance is also an excellent tool for making charitable gifts for a number of reasons. Life insurance can be a self-completing gift. For a donor committed to making annual gifts, a portion of the annual gift can be directed to an insurance policy magnifying that gift. For example, a 60-year old committed to giving $5,000 annually for 10 years might be able to leverage the $50,000 gift into a $250,000 gift (figures estimated).

Even if the donor dies after only a few premium payments, the charity is assured a full gift. The insurance proceeds can be received by a designated charity, free of federal income and estate taxes, probate, and administrative costs, and without any delay, fees, or transfer costs.

But, you can also make a gift of life insurance while you are still alive. This is an excellent way to give should you have a life insurance policy you no longer need. Why make the transfer while you’re still alive and kicking? Because when you transfer the insurance contract to the charity you get an income tax deduction in the year you hand it over. You no longer have to make the premiums and donating a policy you no longer need for is certainly a better idea than letting a policy lapse. How big a tax break you could receive would depend on the type of life insurance policy you donate.

There are a number of methods for including life insurance in a charitable gift plan.

Make an absolute assignment (gift) of a life insurance policy currently owned, or donate a new life insurance policy.

You could assign all annual dividends to charity. This eliminates out-of-pocket contributions, yet still creates a deduction as dividends are paid.

You can even have the charity purchase life insurance on your life and pay the annual premiums (assuming insurable interest, no benefit to heirs, and state law permits). Then, each year, you make a gift of the premium amount to the charity, which uses those funds to pay for the policy. The charity receives the insurance proceeds when you die, and when you make those annual donations of the premium, you get the income tax deduction. This could sidestep the issue of the look-back period one might face when transferring a policy: You never owned it, so it won’t be included in your estate.

One little used idea is that of Charitable giving riders, which are available in many modern high value life insurance policies. For example, these riders can be attached to policies with face values of over $1 million and then pay an additional 1-2% of the policy’s face value to a qualified charity of the policyholder’s choice, although sometimes there are limitations placed on the maximum allowable gift amount. These riders usually come at no additional cost and often do not increase the premium or reduce the cash value or the death benefit of the policy.

Once the rider has been added, no further action is needed by the policyholder. These riders do have a few limitations; perhaps the largest is the high amount of protection that must be purchased in order to use them.

Clearly, whether any of these planning ideas will fit for a particular person’s situation requires analysis on a case-by-case basis. Life insurance has many unique attributes that may enhance nearly any comprehensive charitable gift plan. There are variations and many tax implications as well. You should discuss your estate plan with a financial advisor before taking any actions.

Benefits of Donating Life Insurance

The Oppenheimer-Stein Marine Corps Scholarship at Harvard UniversityThe family of Brigadier General Harold L. Oppenheimer, USMCR, and his mother, Doris Stein, established the Oppenheimer-Stein Marine Corps Scholarship at Harvard University in their memory. Its purpose is to provide financial assistance to dependents of Marines who are pursuing undergraduate studies at Harvard University.

The Marine Corps University Foundation, Inc. provides merit awards to undergraduate students to or already enrolled at Harvard in support of costs associated with their education. Those awards are based on a parent’s honorable service while on active duty in the United States Marine Corps.

Students who have been accepted admission to Harvard University and meet one of the below listed eligibility requirements may qualify for a scholarship award.

Recipients must be sons or daughters of a Marine who:• Is on active duty.• Has been Honorably Discharged from the Marine Corps

after a minimum of five years active duty service.• Died on active duty.

OR

Veteran Marines honorably discharged from the Marine Corps.

Students who maintain full-time student status and are in good academic standing may qualify for a renewal of the scholarship for each undergraduate academic year.

Each late summer or early fall, the Foundation’s Committee for the Oppenheimer-Stein Marine Corps Scholarship receives, reviews, and awards scholarships for the academic year.
