FORT BEND COUNTY MUNICIPAL UTILITY DISTRICT NO. 140 NOTICE OF REGULAR MEETING TO: THE BOARD OF DIRECTORS OF FORT BEND COUNTY MUNICIPAL UTILITY DISTRICT NO. 140 AND TO ALL OTHER INTERESTED PERSONS: Notice is hereby given that the Board of Directors (the "Board") of Fort Bend County Municipal Utility District No. 140 (the "District") will hold a regular meeting on Tuesday, June 18, 2019, at 6:00 p.m. at Joy Lutheran Church, 717 FM 359, Richmond, Fort Bend County, Texas 77406, outside the boundaries of the District, open to the public, to consider and act upon the following matters: Please note, the meeting begins at 6:00 p.m. All other times indicated on this Agenda are for planning purposes only and are not to be construed as notice or guarantee that such matters will be discussed at such times. 1. Minutes: Review and approve minutes of the previous meeting(s). [6:00 p.m.; 5 minutes] 2. Operator: Receive Operator's Report, including report on emergency repairs, if necessary; approve service termination list; consider and act on customer complaints and requests; consider writing off delinquentluncollectable accounts; receive reports regarding Ground Water Reduction Plan and Edgar Water Plant, if any; and authorize appropriate action. [6 :05; 15 minutes] 3. Tax Assessor/Collector: Receive Tax Assessor/Collector's report, approve payment of bills, and authorize appropriate action. [6:20 p.m.; 5 minutes] 4. Bookkeeper: Approve Bookkeeper's report, investment report, and payment of bills; and authorize appropriate action. [6:25 p.m.; 10 minutes] 5. Budget: Review and discuss draft District budget for fiscal year ending July 31, 2020, and authorize appropriate action. [6:35 p.m.; 15 minutes] 6. Auditor: Authorize auditor to perform the audit of fiscal year ending July 31, 2019, pursuant to evergreen contract with the District, and authorize appropriate action. [6:50 p.m.; 5 minutes] 7. Insurance: Consider renewal of the District's insurance policies, and authorize appropriate action. [6:55 p.m.; 5 minutes] 8. Maintenance of Recreational Facilities: Receive the following reports, consider and take action regarding maintenance of recreational facilities, and authorize all appropriate action related thereto: [7:00 p.m.; 20 minutes] a. Report on work performed by Champions Hydrolawn, consider and approve annual maintenance budget, take action regarding contract, if necessary; b. Report on work performed by Lake Management Services, L.P., consider and approve annual maintenance budget, take action regarding contract, if necessary; c. Report on work performed by Brazos River's Edge Community Association, Inc., consider proposal for additional mowing and landscaping of District facilities from BRECA Consultant, Native; consider amending Maintenance Agreement with BRECA, if necessary; d. Consider resident request to remove District tree encroaching on resident's property; and e. Receive report on mosquito spraying; consider and approve proposal(s) for additional pest control servIces. 9. Public Comments: Receive comments from the public. [7:20 p.m.; 15 minutes] 10. Engineer: Receive Engineer's report on and authorize all appropriate action related to engineering matters impacting the District, including, but not limited to, the following: [7:35 p.m.; 20 minutes] a. b. Emergency Flood Mitigation: Discuss and take action related to procurement and installation of floodmitigation equipment in the event ofa future emergency; and consider and approve any agreements relatedthereto.

c. NRCS Grant: Receive report on and discuss status of bank stabilization grant from Natural ResourcesConservation Service, receive report on meeting with Er-Con Technologies LLC ("Er-Con") and the USAnny Corps of Engineers, consider and approval proposal and/or authorize Er-Con to commencepreliminary design, permitting and other pre-construction tasks in connection with the project.

d. HMGP: Receive update on status of Federal Emergency Management Agency Hazard MitigationGrant Program application.

e. Regional Drainage Analysis Study: Receive report on regional drainage analysis study.f. Development: Receive report on and discuss matters related to development within the District.

11. District Berm Projects: [7:55 p.m.; 15 minutes]a. Report/Design: Receive status report on projects to construct drainage and flood mitigation berms

on DRS properties north ofthe District (DRS Berm) and along the southern boundary ofthe District(South Berm), and authorize appropriate action.

b. Construction: Receive and review bid tabulations for construction of DRS Berm, consider awardinga contract for same, and authorize appropriate action.

c. Condemnation: Receive report on status of condemnation ofproperties in connection with the DRSBerm project and South Berm project; consider and take action regarding any offers, settlements, ornegotiations, if appropriate; consider approving payment of any special commissioners' awards, if.appropriate; and authorize all appropriate action in connection with the condemnation proceedingsrelated to the DRS Berm and South Berm projects.

12. Website: Discuss revisions to District website, if necessary, and authorize appropriate action. [8:10 p.m.; 5minutes]

13. Fort Bend Central Appraisal District. Receive Memorandum from Fort Bend Central AppraisalDistrict regarding nomination and election of directors, and authorize appropriate action. [8: 15 p.m.; 5minutes]

14. Attorney Report: Receive report from District's attorney on matters impacting the District including,without limitation, legal matters, district correspondence, and future agenda items; and authorizeappropriate action. [8:20 p.m.; 5 minutes]

15. Executive Session: Convene executive session to discuss: (a) pending or contemplated litigation or toconsult with the attorney in accordance with Section 551.071 of the Texas Government Code; (b)acquisition of real property in accordance with Section 551.072 of the Texas Government Code; or (c)deployment or implementation of security personnel or devices in accordance with Section 551.076 ofthe Texas Government Code. [8:25 p.m.; 20 minutes]

16. ,Reconvene in Open Session: Reconvene in public session to take action with respect to (a) litigationor attorney advice, (b) acquisition of real property or (c) deployment or implementation of securitypersonnel or devices. [8:45 p.m.; 5 minutes]
