Many countries with large population like Indonesia face the challenge of providing education at all level which is accessible to people from different socio-economic backgrounds, ethnicities and ages. Those countries look at open and distance learning system as one of the alternative to provide education especially to those who, because of one thing or another cannot participate in the face-to-face regular classroom. With the rapid change of knowledge and technology, the education system in large populated countries has to consider the innovative way to increase the capacity as well as the quality of education system to cater to the need of large number of students.
