Aside from capture fisheries, aquaculture contributes to Indonesia’s food security, exports and employment. One of the development agenda in the 2020-2024 Mid-Term National Development Plan (RPJMN) is to strengthen economic resilience including better management of fisheries and acceleration of agro-fishery industries. There are two strategic national priority projects that will be implemented to support the above goals and strategies. A 12 trillion IDR project is aimed to revitalise brackish water aquaculture in North Coast of Java and Lampung. The goal is to increase aquaculture products (10.32 million ton of fish in 2024) and prawn exports (an annual increase of 8% each year until 2024). The second government project will integrate fishing ports and international standard fish markets. The end goal is to increase fisheries exports to 8.2 billion USD by 2024 from 6.1 billion USD in 2020. The investment in this project is 66 trillion IDR. These two projects will also involve the private sector. The Sustainable Aquaculture Short Term Award intends to build capacity in sustainable aquaculture production including capacity development in broodstock management, water and ecosystem management, feeding and nutrition, disease control, biosecurity, and supply chain. The course objectives are in alignment with Indonesia’s development agenda and the Indonesian government’s objective of increasing exports of fishery products, including aquaculture. The course builds on lessons learned from two previous aquaculture courses delivered in 2017 and 2018. The 2020 course will be targeted to policy makers, aquaculture associations, universities and the private sector. Identify and understand strategic best practices and policies to manage the carrying capacity of aquaculture areas

Identify problems in broodstock management and inter-agency coordination in managing broodstock supply

Identify gaps/challenges in aquaculture supply, including production management, data management for aquaculture supply and managing more sustainable yield

Identify and understand strategies for fish seed management

Understand water and ecosystem management to support sustainable aquaculture in the fresh, brackish and marine water contexts

Identify alternative solutions in feeding and nutrition production in aquaculture that hamper cultivation of high quality fisheries products

Understand typical diseases and pathogens that affect tropical aquaculture species (fish and crustaceans) and identify suitable diagnostic aids, biosecurity measures and disease control techniques

Explore Australian certification for aquaculture products

Improve food safety, fish handling procedures, hazard analysis and health certificates

Benchmark Australian supply chain management for aquaculture products (case studies)

To achieve these outcomes, the proposed course offers a structured learning process for participants that will utilise a range of learning methodologies:

Classroom sessions

Case studies

Site visits to Australian government (state-level) agencies, professional associations and other relevant agencies

Workshops, discussion, and planning sessions

Simulations and role plays

Networking events

Award Project model used across all Australia Awards in Indonesia Short Term Awards (participants develop a project, conduct required analyses, present the project at pre-course workshop, further develop the project during the in-Australia course and present the implemented project at the post-course workshop)

Dates and locationThe award will be delivered over a 2-week period in Australia. The program is divided into three parts: pre-course workshop in Indonesia, in-Australia program and a post-course workshop. Attendance in the whole three parts of the course is compulsory. The course is scheduled as below:

The Pre-course Workshop in Indonesia: 7 – 9 April 2020

The short course in Australia: 8 – 19 June 2020 (departure on 5 June 2020, return to Indonesia on 21 June 2020)

The Post-course Workshop in Indonesia: 6 – 8 October 2020

Course participant profile:

The course will be offered to 25 participants from:1) Ministry of Marine Affairs and Fisheries (KKP), incl. Coastal and Marine Resources Management Centre, Balai

2) Coordinating Ministry for Maritime Affairs and Investments (Kemenko Kemaritiman)

3) Ministry of National Planning (Bappenas)

4) Ministry of Cooperatives and Small and Medium Enterprises (UMKM)

5) Universities

6) Private Companies and Associations

7) Provincial Government

8) NGOs

Course participant profile:

Staff to Echelon II level

Minimum D3 level qualification

Participant selection is endorsed by the supervisor

Commitment to prepare and implement an Award Project, an individual or small group development project as part of the course

Commitment to engage actively and foster networks with multiple stakeholders

Commitment to disseminate learning from the course with colleagues and peers

Applicants are expected to have professional working proficiency in English. The applicants’ English language competency is part of the selection process. The assessment of language competency is based on a phone interview and any additional evidence provided by the applicant (proof of studies or living in an English-speaking country, working in an English-speaking environment, completion of studies in English, language courses or language tests)

Participants will be selected through a competitive process whereby applicants submit:

(2) CV outlining their roles and responsibilities in the sector

Women and people with disability are strongly encouraged to apply.

To be eligible, all participant must:

be a minimum of 18 years of age at the time of commencing the Short Term Award (on 07 April 2020);

not have Australian permanent residence status or be applying for permanent residency;

be a citizen of and residing in Indonesia;

not be current serving military personnel;

not be married or engaged to, or be a de facto of a person who holds, or is eligible to hold Australian or New Zealand citizenship or permanent residency;

have been working in Indonesia and in an area relevant to the STA preceding the date of the proposed comnecement of the STA;

be able to satisfy all requirement of the Department of Home Affairs for a Visa;

be able to participate in the nominated STA activities at the time and for the duration proposed by Australia Awards;

be able to travel without family members as DFAT will only fund and provide visa support letters for individual participants, not their family members

Shortlisted candidates will be invited for a phone interview in early March 2020. Further instructions and phone interview invitation will be emailed to shortlisted candidates by the first week of March 2020. If candidates failed to join phone interview, AAI would not consider them to the next step of review process.

Gender equity will be a consideration and encouraged but not a constraint, given that participants are selected through a competitive selection process.

Participants will be identified through a competitive process whereby there is a call for proposals; applicants submit an online application which is reviewed by Independent Panel Reviewers, Australia Awards and the Australian Embassy to explore motivation and other demonstrated competencies to ensure commitment and interest in the study program.

Applicants shall submit their application forms directly through online application by Sunday 23 February 2020.

The selection panel will convene to select up to 25 participants. The short-listed participants will be informed of the outcome by mid-March 2020.

Practical Arrangements

Logistics – Australia Awards Indonesia will cover the cost of:

Return participant travel to the pre-course training

Return participant flights from their home base to the course location

Return participant travel to the post-course training

Per diems to cover living expenses while attending the course

Travel insurance for the duration of the course in Australia

Accommodation during pre-course and post-course workshop and the course in Australia

Transportation to and from the airport, to and from meetings and site visits (including transportation to and from pre- and post-course workshops)

Visas to Australia

In Australia, participants will share two-bedroom apartments, with each person having their own bedroom

During pre- and post-course workshops, participants will be required to share a hotel room

To respect Indonesian cultural preferences, male participants will share with another male and females will share with other females

Language support

The course material will be made available in English (Applicants are expected to have professional working proficiency in English)

Interpretation will not be provided (language assistance with specific terminology may be provided during Pre-Course workshop in Indonesia and in-Australia course, if required)

You need to allow enough time for each file to upload before trying to attach another file. Files can be up to 2MB each; however, we do recommend trying to keep files to a maximum of 2MB – the larger the file, the longer the upload time.

Submitting Your Application

Complete the application with your personal information based on your ID Card (KTP). You will find a Submit button at the bottom of the Last Page. You need to review your application before you can submit it.

Once you have reviewed your application you can submit it by clicking on 'Submit' buttom. You will not be able to submit your application until all the compulsory questions are completed.

Once you have submitted your application, no further editing or uploading of support materials is possible.

When you submit your application, you will receive an automated confirmation email included copy of your application form.

If you do not receive a confirmation of submission email, then you should presume that your submission has NOT been successful.
