SAR volunteers provided Nichole with dry clothing, food and water to assist her in recovering from this incident before she went home. On Monday Oct. 12 at approximately 6 p.m. Nichole and Mark Vanderschelden of Forks went mushroom picking in a wooded area about 10 miles north of Forks. Shortly after the outing began Mark and Nichole became separated. Nichole subsequently lost her way in the woods and Mark began searching for her himself.

Nichole was dressed in lightweight clothing and poorly equipped to spend a night in the woods. When Mark failed to locate his wife he called the Clallam County Sheriff’s Office and Deputy Ed Anderson was dispatched. After conferring with Mark, Deputy Anderson contacted the Search and Rescue (SAR) unit of the Clallam County Sheriff’s Office.

Headed up by Detective Jim McLaughlin the SAR unit responded with a group of 10 volunteers to come to Forks to search for Nichole. Rayonier security of-ficer Tim Pinard provided access to the wooded area where the hike began by opening gates.

The SAR unit searched the area using four teams of two persons. Nichole was located after about an hour of searching. She was found cold but in good health standing in shallow water of the SolDuc River. The ter-rain was rugged and steep and it took the teams until after 1 a.m. to bring Nichole out of the woods to a safe and dry spot. SAR volunteers provided Nichole with dry clothing, food and water to assist her in recovering from this incident before she went home.

Many residents in the Elk Creek area are reporting seeing a bear, and maybe two.

The bear(s) have been raiding apple trees and climbing, clawing and breaking branches. One person estimated the bear was 300-350 pounds.

If you live in the area be advised to keep an eye on small animals and pets. Bear activity has also been reported on Gaydeski Rd. Apples were the draw there too.

The statewide black bear population in Washington likely ranges between 25,000 and 30,000 ani-mals.

Bears usually avoid people, but when they do come into close proximity of each other, the bear’s strength and surprising speed make it potentially dangerous.

Most confrontations with bears are the result of a surprise encounter at close range.

All bears should be given plenty of respect and room to retreat without feeling threatened.

The Department of Fish and Wildlife responds to cougar and bear sightings when there is a threat to public safety or property. If it is an emergency, dial 911.

Patty has been in the medical profession for the majority of her life. She served our country in the Air Force for 25 years. Dur-ing that time she spent two years as a flight nurse in Viet Nam. Voting YES on Fire District No. 1 Proposition #1 is a smart thing you can do to help sup-port our town and volunteer fire department. If you can imagine

trying to run a small business without a paid manager, when you have County and State Safety standards to meet, all the while maintaining your equip-ment and high standards, then you have an idea of what the guys are trying to do now.

With part of these funds, they can retain a full time paid de-partment chief who can manage the training and certification re-quirements as well as the day to day operation of the department.

The following people were fined $100 or more and/or were sentenced to jail sentences when they appeared in Clallam County District II Court in Forks:

Dylan Shepherd was fined $250 and was sentenced to 364 days of jail with 362 days suspended for Violation of Domestic Violence Protection Order.

Joseph Henry was fined $100 and was sentenced to 90 days of jail with 75 days suspended for Criminal Trespass and was fined $150 and sentenced to 90 days of jail with 75 days suspended for Possession of Drug Paraphernalia.

Amber Davis was fined $250 and sentenced to 364 days of jail with 364 days suspended for Shoplifting.

Sidney Youngblood was fined $250 and sentenced to 364 days of jail with 354 days suspended for Theft Third Degree.

Stacey Woodruff was fined $0 and sentenced to 364 days with 354 days suspended for Theft Third Degree/Possession of Stolen Property.

Dale met the love of his life, Patricia Haglund, at the Swedish Vasa Club in Monroe. They joined hands and hearts Oct. 1, 1955, and were married at the Swedish Mission Covenant Church in Monroe.

Their marriage was blessed with daughters Leslie (Ron) Diimmel, Julie (Jim) Schumacher, and son Mark (Mary) Raben, eight grandchildren and two great-grandchildren.

After serving in the Air Force, Dale worked in the woods of Monroe, Roslyn and Cle Elum as a cutting contractor. In 1967, the Rabens moved to Forks. Dale worked cutting until 1975. He then became owner/operator of D&R Cedar retiring in 1988.

Patricia worked as a telephone operator until they began raising children. At that time, she dedicated her life to being a devoted mother and homemaker.

Happy 60th Anniversary Dale and Patricia Raben

($51 a year on a home valued at $150,000) is a small price to pay to assure that we have great coverage in time of need.

This LID LIFT increase will bring us to 75 cents per $1,000 - still the lowest of any city in the county. I feel safer know-ing that our guys are dedicated to responding quickly to calls and they want to be there vol-unteering. Please vote YES on CCFPD1 proposition 1.

Questioning FFD’s Calcualtions

Editor:By now most of the residents

in Fire District #1, Forks have received their brochure detail-ing the request by FD1 for a levy increase. However, the information in the document is misleading at best and in some cases totally incorrect.

Example is the actual cost of the levy to taxpayers, FD1 states that on a $200,000 home one would pay only $68, this is simply not true. The language in the actual election voters guide states that ”this proposition au-thorizes the district to establish a regular property tax levy of 75 cents per $1,000 of assessed valuation for collection in 2016 AND (emphasis added) autho-rizes annual increases of three percent for each of the succeed-ing years to fund a paid fire chief position and to maintain or IN-CREASE STAFFING (emphasis added) and service levels. The language in the actual request goes on to say “ the maximum allowable levy in 2020 shall serve as the base for subsequent levy limitations as provided in Chapter 84.55 RCW. “

The current levy amount is 41 cents per $1,000, the district is asking for an increase of 34 cent a $1,000, with a total levy amount to be levied to the tax-payers of 75 cents per $1,000 of accessed valuation.

Therefore the correct cost to the taxpayer for a $200,000 home in 2016 would be $150! NOT the $68 called for in the brochure!

Also, why did the district not tell the community what the salary for the Fire Chief’s posi-tion would be? Will the salary include benefits and at what rate? What is the basis for the salary, comparable salaries for similar positions or some other benchmark? Will this position be supervised by the Fire District Commissioners and will they be responsible for performance evaluations and management issues as they arise?

Also, the number of calls listed in the brochure for 2014 was 124. What was the need for those calls? Were they all critical in nature? Did the district receive reimbursement for calls outside the district, on private or public land? It would be helpful to know these facts in order to understand the impact to current volunteers.

Many junior taxing districts like FD1, have depended on timber tax revenue for years, that revenue has dropped since the DNR no longer cuts timber in the volumes required to sustain the level of funding that the taxing districts have counted on to fund their operations, the obligation is shifted to the taxpayer! This is evident when FD1 notes that the timber tax revenue for years, 1994 to 2003 was $78,200 and from 2004 to 2013 was only $18,200. But, note that prop-erty taxes increased from $90 to $120,000. Who absorbed the difference, you and I when we

paid our taxes!We do appreciate our volun-

teer firefighters, I have watched them work tirelessly to protect property and lives, but to man-agement of the district, please be truthful when asking us for help, you will find that our community always steps up to the occasion, but we do not appreciate vague descriptions and erroneous facts.

In response to the letter to the editor regarding the recent brochure from Fire Protection District #1:

The brochure clearly displayed the requested tax increase will be $68 on a $200,000 assessed value home.

Secondly, the pay rate for the proposed chief’s position is yet

to be determined. There is a con-siderable range in salary levels for comparable positions and the board will find a rate appropriate for Fire District #1.

The district is reimbursed for coverage of public properties within Fire District #1.

With respect to how critical were the calls, it is impossible to “rate” how critical a call is or will be, especially if your chim-ney or home is on fire, a car is rolled over in a ditch somewhere,

If a friend tells you that securing a home loan will be a simple and rewarding process, end that friendship yesterday. They are a liar and you don’t need that kind of influence in your life. You need a friend like me who will tell you the truth!

Getting a home loan is a horrible process … borderline tortuous. Have you ever seen a prison inmate going through the home loan process? No, you have not. They have rights and that would be ruled unconsti-tutional on account of it being a cruel and

unusual punishment. It is that bad!I know because I am in the middle of getting a home loan. I

have been working on it for the better part of a year, partially (but not fully) due to some complications on my end. When my husband’s mill closed down, the loan was put on hold. Something about not being able to pay bills when one doesn’t have a job. I don’t know, seemed silly to me.

Anyway, we are back on track now, but we basically had to start the process over again. I expected (and dreaded) the 1,000 times that I would have to sign my name again and the 4.7 million pieces of paperwork that needed to be sent, but I did not see the money laundering accusations that came this time.

I am not even making that up either. I got a call from the loan company informing me that my banking information alerted them to the possibility that I was a money launderer. Their rea-soning? My husband and I both get paid weekly so there are a lot of checks flowing through our bank account.

In order to clear this up, we have to prove that our checks come from our work place. One would think that the years’ worth of pay-stubs that we sent would be good enough, but they were not.

To recap that, we’ve sent them around 100 pay-stubs proving our income, which match the deposit amounts in our bank, but they need more proof. Perhaps our boss will need to provide a sworn deposition? I wouldn’t count that out at this point.

This all seems very silly to me considering that any money launderer with common sense would not engage in anything that would allow people to poke through his/her financial information, but maybe I am wrong. Maybe money launderers are dumb people? I don’t know any … that I know of anyway. It also seems to me like money laundering would be a lucra-tive enough (though illegal) business that one could pay for their house in cash? Laundered cash, but cash nonetheless.

I’m wondering now if I should consider this kind of “career”. Surely the risks of prison outweigh the horrendousness of the home loan process. At least in prison I won’t be subjected to that much torture.

Personally, I don’t like scary movies or haunted houses, but I do like an unsolved mystery.

In 1939, the West End experienced several unexplained and unsolved events.

In April of 1939, Wil-liam Walker was a

23-year-old California Univer-sity student. Walker was stay-ing at Lapoel Resort at Lake Crescent and had been there for a few weeks collecting speci-mens of small animal life in the forest and mountains around the lake. On a Sunday morning, Walker left his cabin and went for hike up Sourdough Ridge. He didn’t come back.

Lapoel Resort proprietor Ed Brooks became concerned when Walker did not return, so he called authorities. A major search was organized by the National Park Service, and 115 men began a systemic combing of Sourdough Ridge. As the search continued, the number of searchers grew to 170.

On Tuesday two bloodhounds were brought in by King County deputy sheriffs but they were taken back at the end of the day, as they could find no sign of Walker. The dogs may have been hampered by the snow that still remained on the ground.

Walker’s uncle from Seattle and mother from California both traveled to the resort to await results that never came…

The unknown, the unsolved and the unexplained …

In August 1939, Miss Marion Frances Steffens — a 34-year-old Vassar graduate and bota-nist — arrived in Forks. She made the acquaintance of sev-eral local residents and made plans to head for the Mount Olympus area. Her goal was to collect botanical specimens.

Steffens borrowed a pair of “logger boots” from Forks resident Mickey Merchant and went into the mountains from the Jackson Guard Station.

About 12 days after Steffens began her hike, rangers found a neat bundle near the end of the Hoh River Trail on the west side of the mountain. It con-tained some of Steffens’ camp-ing equipment and food, along with a note: “In emergency the following were offered and belong to these persons. Please see they are returned to the proper owners … sleeping bag … logger boots … pack board… ”

Fourteen rangers and fire guards, working from a base camp at Glacier Meadows, be-gan their search for the missing woman. Charlie Lewis, Hoh River packer and woodsman, assisted the park service in the search.

Rangers reported from the scene of the search that the ice field on the mountains was very broken up, causing large crevasses — some as deep as 200 feet. Had Steffens fallen into one of these?

The search was finally given up. Despite a concerted effort by a great many people, including flights by the U.S. Coast Guard, there was no sign of Steffens.

In July of 1940 a woman’s

body was found in Lake Cres-cent. The body was wrapped in a blanket and tied with ropes. Because of the clothing the woman was wearing authori-ties first believed the woman was Steffens. Due to a unique dental plate, however, the body was later identified as Hallie Illingworth.

Illingworth’s husband would later stand trial for her murder, and she was later known as, “The Lady of the Lake.”

To add insult to injury, Stef-fens’ father, who lived in Chi-cago, later received a bill from the park superintendent for $151.65 for groceries that were consumed by the searchers.

Steffens, the Vassar graduate, was never found.

In December of 1939 Hoh River News, in the Forks Forum, reported residents were hearing something that sounded like a crying child lost in the woods. Thinking it was a cougar, cougar dogs were taken out and no track or sign was ever found.

Was it a cougar, or wasn’t it?

AARP TAX-AIDE is looking

for new volunteers in the Forks area to prepare federal income tax returns for the upcom-ing tax season. Volunteers of all ages and backgrounds are welcome.

TAX-AIDE volunteers pro-vide free tax return preparation and electronic filing for low-and-middle-income members of the community. Last year, TAX-AIDE was able to pro-vide bilingual tax preparation service for over 100 taxpayers in Forks.

If you are good with numbers and good with people, this could be the perfect volunteer opportunity for you. Being

a TAX-AIDE volunteer is an educational, challenging and rewarding experience. In Forks, bilingual volunteers are especially needed — either as IRS-certified tax preparers or as “greeters” at the TAX-AIDE site.

Training begins in December. All volunteers do an extensive amount of self-study, using training materials and soft-ware provided by the IRS. Volunteers must attend training classes in Sequim and pass the IRS Tests before assisting tax-payers during the tax season.

Dear Editor“Moe the Crow” in last

week’s Forum was enjoyed by all the birdwatchers in this household. Especially the duck rescue.

Yes, crows recognize family, including in other species, so Moe was probably checking up on his duck cousin. Or pet?

Humans “hate” crows be-cause we try to judge them as humans. We perceive them as “stealing.” Wildlife can’t steal

- all food belongs to everybody who can get it. Ravens who snatch baby birds are just you and I getting some fast food. Farmers are beginning to un-derstand that native corvids gobble up far more non-native rodents and insects than they do crops.

Anyone with chickens should encourage their crow or raven neighbors, who will then hassle predator birds away from their “family,” including the hu-mans who give them treats and their hens. We feed Clubfoot Kelly, boss of our neighborhood crows, and they provide not just protection, but entertainment.

This area is part of an Audu-bon area, with a wealth of wild bird species. Birds that are zoo animals elsewhere - like the puffin or harlequin duck - are a drive or a walk away. Birdwatchers from around the world should be pinpointing the area as a vacation or life-list destination, helping support the local economy. And bring the kids.

Perhaps the Forum should introduce “Bird Stories” as a contributor column, encour-aging local and tourist bird-watchers and their friends to share their stories and helpful information?

We know we’d like to read them.

Selinda Barkhuis, would like to remind the taxpayers of Clallam County that the second half property taxes for 2015 are due by Monday, Nov. 2, 2015.

Since Oct. 31 is on Saturday, the deadline is extended until Monday.

Property tax payments must be postmarked or dropped off at the Clallam County Court-house by Monday, Nov. 2, 2015.

Please be aware that mail dropped in a U.S. postal mailbox after the post office

pick-up time may result in a postmark of Nov. 3 and will be considered delinquent.

The Courthouse parking lot is currently undergoing a major construction project and park-ing may be limited.

Please use the drop box in the drive through circle in front of the Courthouse on 4th Street. If you require a receipt, please enclose a self-addressed stamped envelope, and one will be mailed to you.

The Treasurer’s Office can accept most credit and debit cards, either at the Treasurer’s Office counter or online at http://www.clallam.net/Taxes/payment. A convenience fee will be charged by the credit and/or debit card provider.

Payments postmarked or dropped off at the County courthouse after Nov. 2, 2015, are delinquent and subject to one percent delinquent inter-est. On Dec. 1, an additional 1% interest and eight percent penalty will be charged.

NOTICE OF WORK TO BEGIN AT THE COURTHOUSE

Beginning Monday, October 12, 2015, demolition in the main courthouse parking lot will begin, with a sche-

duled end date of December 14, 2015.

Generally, the project scope consists of the following: 1. Removal of existing areas of asphalt,

concrete, and landscaping 2. Installation of bio-retention cells, rain

gardens, porous asphalt, landscaping 3. Other work typically associated with a

project of this type and complexity

The project is 75% funded through the Wa. Dept. of Ecology, with a 25% County match.

Throughout the duration of the project, the Port Angeles Police Department will be waiving parking restrictions and not ticketing. Vehicles along Lincoln Street will not be ticketed for parking more than the posted two-hour limit. Cars parked on 4th Street are already exempt from this requirement.

The Washington State Wres-tling Coaches Association will be honoring five coaches as they are inducted into the WSWCA Hall of Fame on Oct. 24.

The ceremony will be held as part of the annual Northwest Wrestling Coaches Clinic in Sea-Tac, WA at the Em-bassy Suites Hotel, and will celebrate the 32nd class of inductees.

Coaches to be honored are: Jay Breckenridge (Sedro-Woolley HS), John Casebeer (Lynnwood), John Eklund (Chehalis MS), Ruben Mar-tinez (Othello HS), and Bob Wheeler (Forks HS) have been elected to the Hall of Fame as the Class of 2015. With the induction of these coaches, the WSWCA Hall of Fame will have 132 members.

Robert (Bob) WheelerForks HS 1979-present Robert (Bob) Wheeler teach-

es PE at the Forks Intermedi-ate School. Over the years has taught a myriad of subjects for students in the Forks schools from fourth grade through twelfth grade. In 1979 he signed a one year position to teach English at the Forks Jr.-Sr. High School and is now working on his 37th year of teaching in Forks.

In 1979 Coach Wheeler served as an assistant coach at Forks High School before becoming the head coach in 1983. During his time at Forks, his teams have com-piled a dual meet record of 246-68-2, and have won 16 dual meet league champion-ships. The Spartans have placed in the top-10 in state ten times. Wheeler has coached 75 of the 77 FHS state placers, which include six state champions. His sons Ryan and Rob were among the Forks state placers.

There were three years from 2002–2004 that Coach Wheeler did not coach wres-

tling while his wife, Lyn, was battling cancer. Happily, she is now cancer free. In 2005 he returned to wrestling as an assistant coach, but again took over head coaching duties in 2007.

When Coach Wheeler moved to Forks in 1979, he started the Forks freestyle wrestling club which has supported kids’ wrestling ever since. In 1986 Wheeler was named the 1A State Coach of the year. In 1989, he was a coach for one of the Centennial Games regional wrestling teams. In 1991 he was the team leader for a cultural exchange team to Japan. He also spent six years as a WSWCA regional representative.

In the Forks community he spent six years coaching baseball in Little League and Babe Ruth. For eight years he served as the Forks High School fast-pitch head coach, and was also the Forks High School head baseball coach for four years.

United Way Campaign Underway The United Way of

Clallam County has kicked off its 63rd annual fund drive. United Way volunteers have set a goal of $950,000 for this year’s campaign, which will ben-efit its partner agencies.

The fundraising cam-paign will run from now through the end of No-vember. Volunteers on the fund-distribution commit-tee will allocate campaign proceeds in March for the 2016-17 year.

For information on how you can volunteer and/or donate contact Pam Hunter or Rick Bart, co-chairmen for Forks or Pas-tor George Eastman who is chairing the campaign in Clallam Bay, Sekiu and Neah Bay.

Jefferson County in partnership with the Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration is proposing improvements along the upper Hoh River Rd. The project intends to implement long-term bank stabilization along a 12 mile portion of the Upper Hoh River Rd.

The project will include construction activity at five loca-tions along the road. WFLHD invites comments on this pro-posal. Citizens are invited to attend an open house on Tuesday Oct. 27, at the ONRC, Hemlock Forest Room, 1455 S. Forks Ave., from 7-8 p.m.

ONRC’s “Evening Talk”: Friday, Oct. 23 –“Beaver Relocation-

A Novel Adaptation Tool”    By Frank Hanson

Please join us at Olympic Natural Resources Center, 1455 S. Forks Ave., at 7 p.m. in the Hemlock Forest Room for a presentation with Ben Dittbrenner. Ben is a PhD candidate in the UW’s School of Environmental and Forest Sciences and the Executive Director of the nonprofit organization Beavers Northwest. 

Ben holds an MS in Biodiversity, Conservation, and Policy from the University at Albany, and BS degrees in Biology, and Environ-mental Science and Conservation from the University of Wisconsin, Milwaukee. His PhD research focuses on exploring non-traditional approaches to promote habitat enhancement and maintenance, in-crease ecosystem resilience, and reduced effects of climate change on riparian systems at multiple scales.

He co-manages the Sky Beaver Project, which seeks to relocate beavers from areas where human-beaver conflicts would normally result in euthanization of the beaver to headwater riparian systems. 

The project assesses how beaver dams and networks of beaver dams modify measures of stream water quantity, timing, and tem-perature. Ben has managed beavers and worked with landowners to reduce conflict in a number of capacities for over 10 years. He is passionate about environmental education, creating opportunities for emerging ecologists, and providing landowners with realistic options to enable them to coexist with wildlife.

“Evening Talks” at ONRC are supported by the Rosmond Forestry Education Fund, an endowment that honors the contributions of Fred Rosmond and his family to forestry, education, and the Forks Com-munity. The Cedar Shake and Shingle Bureau has recognized Dean Hurn with a Lifetime Achieve-ment Award. During his career, Dean Hurn owned six mills in the Beaver, Port Angeles and Concrete, WA areas, includ-ing Hoh River Cedar and Hurn Shingle Mill.

He had 225 employees at the height of his mill operations. Dean took over the family business in 1958, two years out of high school.

He met timber supply chal-lenges by starting a logging company that cut fir, hemlock

and spruce which he then traded for cedar.

He was involved with the US Shingle Weavers, serving as a trustee on a committee of four that managed the workers’ retirement fund. He also trav-elled to Washington, D.C., to lobby on behalf of the industry.

Dean operated his mills during the turbulent times between labor and operators; negotiations were tough, strike votes happened and mill pro-duction depended upon good crews working and maintain-ing the machinery.

Dean served as Cedar Shake and Shingle Bureau Chairman from 1975-1977. In the late 1960s, Dean spent two years working on palletization. He created large rubber bags that were pumped full of air and placed against railcar doors to ensure nothing moved during transportation. Damaged loads were greatly reduced. This was an industry innovation that forever changed cedar shake and shingle shipping methods. Today Dean is retired and lives in Beaver, Washington with his wife Elaine.

Ali and Kat both adventurers and in their 20s, met to go hiking south from Rialto, one from Ver-

mont and one f rom Van-couver BC. On Rangers advice they went north instead!

H a v i n g four days to conquer the trial or rather

trail of 35 miles they set out with enthusiasm and courage, not knowing they would need to maintain both in equal amounts!

The first day they covered five miles, the last three they fought to attain 10. The animals were wonderful comfort, they saw porpoise, but no whales, even they knew to move to safer waters. No sea lions, they were safely hidden in their caves.

Only one black bear came out to greet them on their trail, “Have courage my friends,” was their interpretation of this sight-ing, and then it meandered off as well. This left them with only the wind and the ravaged waves to be their true companions for the force was something they didn’t reckon on.

Both adventurers said that they chose the right person to trail with.

“If we didn’t have each other to rally, stay calm and reconcile

the situation at regular intervals we would not have made it safely through.” There was the time when they traversed around the bend, didn’t notice the tide coming in and then the waves turned the ground to slimy mud and the only way was up, a trail used previously by others as the rope still clung there swaying vigorously to and fro as the wind and the waves caught it up in its current of hostility. Kat and Ali surrendered and chose to climb the cliff some 30 foot high with their packs and reveled in the fact that they were strong and de-termined, positive and survivors.

As the wind whipped them around the ears and played with their minds, they postured against the power and kept on going. Early rising at 5 a.m., cof-fee and on with the trail till day camp. Day camp saw oatmeal and tea, sheltered only by a tarp flapping ferociously in the wind. They showed me a video of the day camp, with a shouted com-mentary by Kat. It could have been on the Antarctic ice cap except for the forest and beach colors of churned harrowed wa-ter behind them. Ali was barely audible.

Kat rounded off her download to Terry and I with, “When you do something pushing your mental and physical limits with full exposure to the elements, and the ocean ready to swallow you up, you start to appreciate the shelter of the rain forest,

those hikes in the forest, gentle and safe, nothing like the torrent and power that the ocean and the coast wage against your spirit. The balance you are looking for is the ability to overestimate your needs and at the same time to underestimate them as well. This is life,” she said. “You need to stay calm and focused no mat-ter what life brings you. There is nothing you can’t handle!”

Ali shared, “It was a really good life experience to build on mental toughness, emotional rewards of survival in 40-50 mph winds, the physical ability to save oneself and the knowl-edge that the right people were there to back you up. To totally appreciate the brief moments of the sun breaking through a cloud soon to be gone all gave me a sense of freedom from the stress and emotional tension. Optimism for the future.”

Ali said, “I woke through the night, I thought my friend was snoring, I felt uneasy. Then I realized the ground was shak-ing! I have never been in an earthquake before but I am sure that was what it was, quite an eerie feeling. I got the feel-ing of being a long way from civilization and recalled reading the plaque at the Norwegian Memorial of the two survivors who got to shore only to be in a foreign land with no map and no idea of where they were or where support might come from. I understood!”

“We met guys on the trail, they were day hikers, and they called us Alley Kat! Because they thought we were so tough! How about that?” said Kat impressed by her new title.

“I will do the long trail in

Vermont next spring,” said Ali, “No, not in my sandals,” as she saw me looking down, “Our boots are water logged so we just changed into these!”

“As we walked the wind blew us sideways at times and with the extra weight of the pack it was really hard to balance and stay on the track,” said Kat, “At one point I knew I was about to be blown head first down this five foot rock onto more rocks, I had enough presence of mind and strength of body to change the picture of this in my head, hanging by one arm, my pack pushing from behind and although I skinned both knees, (they are still swollen), I saved a nasty fall! Head first off of a five foot rock just didn’t feel right!”

Ali said, “I walked the West Coast Trail in British Columbia for seven days. Rialto was two to three times more difficult than that, mainly because there was

no signage or maintenance. With this information lacking it didn’t feel right at times. You know, the Rangers map verses my own thoughts?”

“There were a bunch of surfers at Shi Shi; they were the big-gest waves I have ever seen! I describe the conditions as, Cold! Scarey! So cold! So windy! Shivering uncontrollably! Pour-ing rain! Then it all upgraded to super windy! High high tides! Not what we expected but is life ever as expected? It doesn’t flow evenly along; it can get scary and cold, knock you around. It’s just like life but I prefer the forest life and the black bear reminded me of the gentleness of the forest pace. Who‘d have thought that seeing a black bear in the wild was the best thing that happened?” they both in-terjected with pumping enthu-siasm, laughing a little during this spiel at their survival and success. “The neatest part of the coastal walks is the calm of low tide versus the chaos of high tide. Sun, clouds, tidal changes, rain, pouring rain, wind, high tide turmoil! Sometimes all at once! It was so worth it, but I prefer the shelter of the inland!”

Public Involvement The completion of the Final EIS/OEIS follows years of research, analysis and

public involvement. The Navy held nine public scoping meetings in March 2012, eight public meetings in February/March 2014 for the Draft EIS/OEIS and

four public meetings in January 2015 for the Supplement to the NWTT Draft EIS/OEIS. Meetings took place in Washington, Northern

California, Oregon and Alaska. The Final EIS/OEIS includes Navy responses to the public comments received

during the Draft and Supplement review periods. Regulations provide for a 30-day wait period after the Final EIS/OEIS is published before the Navy may take action.

Proposed Action The Proposed Action is to conduct training and testing activities within the NWTT Study Area, to include the use of active sonar, acoustic sources and explosives, as well as pierside sonar maintenance and testing. While training and testing, the Navy follows strict guidelines

and employs measures to reduce effects on marine species. The purpose of the Proposed Action is to ensure that the Navy accomplishes its mission to maintain, train and equip combat-ready naval forces

capable of winning wars, deterring aggression and maintaining freedom of the seas. The Final EIS/OEIS also supports the renewal of federal regulatory permits and authorizations for current training and testing activities and future activities requiring environmental analysis.

Halloween Activities also love to hike. Ali came to the West Coast for work and with a quick call to Kat in Vancouver British Columbia they met here in Washington State and made quick plans to adventure together.

“The best part of this sto-rytelling is the breakfast at the Co-op! Part of the Co-op menu is ‘Breakfast all day, traditional hot breakfast ... Describe your traditional breakfast and I will make it for you, priced to match the order.’ There it is in black and white, actually red and grey! My eyes nearly popped, here I am, cold and wet, full on trail food (?) and the menu is calling to me!” said Ali. “I’ll have an egg sandwich with lettuce, tomato, and beets, add some cheese, avocado if you have it, two eggs, a sausage and sausage patty, don’t forget the coffee and a Kombucha. Do you think I have ordered enough?” she asked.

Kat called for 2 eggs over easy, French toast, sausage, bacon, tomato and avocado, coffee and an apple. That is what it will take to ready up for the next adventure.

Katherine Van Vlack works for ‘Trail Appliances’ in Western Canada. They started their business in Alberta and followed the trail west to their Vancouver store.

Ali Kenney works for Bur-ton Snow Boards, she is their Sustainability Director.

Both folk like the ‘life on the edge’ philosophy.

“TRUNK” OR TREATTrucks, cars, or whatever type

of vehicle participants choose to use will be set up and decorated in the parking lot at Forks Assembly of God, 81 Huckleberry Lane, on Halloween from 6-8 p.m.

Each one will have their own theme and will be handing out treats. A route is set up for people to follow so they can stop at each vehicle. This year some carnival type games have been added in the gymnasium. Everyone is welcome.

HALLOWEEN PET COSTUME CONTEST

Bring your pet to the Hallow-een Costume contest from 1-2 p.m. Saturday, Oct. 31, outside Forks Outfitters. The contest entry fee will be by donation of pet food or a monetary donation. Photos of people and/or pets also will be offered by donation. There will be prizes and “treats” for your pet.

The event is the FHS senior project of Paislee Gilstrap and Alexis Leons. All pets must be on a leash and no pets will be allowed in the store.

All funds/food raised will go to assist Friends of Forks Animals with the great work they do on the West End.

FAMILY FIRST CENTER HALLOWEEN PARTY

The Family First Center, 915 S. Forks Ave., is hosting a Hal-loween party from 4-7 p.m., Friday, Oct. 23. There will be games, crafts and family friendly activities.

There also will be a costume contest for those that want to dress up, but costumes are not required to attend the party. Concessions will be open and children under 12 must be ac-companied by an adult.

Scarecrow ContestThe event also will feature a

Scarecrow Contest. Bring your homemade family scarecrow for judging at 6 p.m. Prizes awarded for creativity and originality.

This event is free so come en-joy fun for all ages.

CLALLAM BAY PUMPKIN DECORATION AND CARVING CONTESTS

The Clallam Bay Library will host an all-ages pumpkin deco-rating and carving contest begin-ning at 11 a.m. Wednesday, Oct. 28. Decorators and carvers are invited to submit their creations during the library’s opening hours until judging commences at 4 p.m. on Saturday, Oct. 31.

The Spartan Stadium and Field Replacement Project is a priority of the Quillayute Val-ley School District.

The Quillayute Valley School District Board has earmarked $1 Million dollars of undesig-nated and unreserved funds for the replacement project.

Last spring, the District com-pleted preliminary work to es-timate the cost of the replace-ment of the field and stadium in preparation for applying for grants and funding.

The District applied for a grant in collaboration with the City of Forks through the Recreation Conversation Of-fice in Washington State last May.

Early last week, the District was notified that the grant ranked Number Three in the state and that we would be receiving a quarter of a million dollars for the Field Replacement. These funds can only be used for a field replacement.

The dilemma for the District will be whether or not they accept the grant funding. The entire cost to put in an arti-ficial field is approximately $1.25 million dollars.

This project would deplete the earmarked savings for the field and stadium replace-ment. If the Board of Directors decide to accept the grant, the work would be completed be-

fore the 2016-17 school year. The work for the field replace-ment would begin in late May of 2016. This opportunity would give all of our students in the school district and in West End Youth League a safe field for year-round usage.

The Recreation Conservation Office rotates grant fund-ing alternate years for Youth Athletic Facilities (fields, etc.) and Washington Wildlife and Recreation Program (recre-ation field buildings).

The District could apply for the grant this coming spring, but it would require matching

funds like the Youth Athletic Facilities grant.

The approximate cost for building a replacement sta-dium (without the concessions or restrooms underneath the structure) will cost approxi-mately $850,000. A complete stadium will cost approxi-mately $1.25 million dollars, as well.

The District’s intention is to not ask for voter’s approval through levy or bond dollars.

The District would like input from the community as to whether or not we accept the grant and move forward with

the field, knowing that we have not yet secured the funding for the following year to rebuild the stadium. Any input would be valued and appreciate, as we have a community that fig-ures out ways to make things happen for Forks’ youth.

“The District would like to make the best decision for our youth and community,” stated Diana Reaume, Super-intendent. “I would also like to thank Bill Henderson, Jessi Wilson, Rod Fleck and the City of Forks for the time and consideration they have put forth into this grant

opportunity.”There will be a survey

posted on the district website at www.qvschools.org for your input.

The District will also hold a special meeting for com-munity members to voice their ideas and suggestions on Tuesday, Nov. 17 from 5-6 p.m. in the Forks High School library. There will also be forms available for input in the District Office at the reception-ist’s desk.

Hello! My name is Emily Ehorn. I’ve been work-ing for the Forks Forum for a while now and I haven’t put anything in the newspaper yet. The reason why is because I never know what to write.

I am in fourth grade, I’m nine years old (almost 10). My birthday is March 3, 2006. Some of you might know me, some may not. At my school one of my friends is Ryan Goetze, she has recently (over the summer) made a “li-brary” sort of thing. It’s called “Ryan’s Box of Books.” It’s behind the Forks Visitor Center. I don’t really have very much left to say.

Notice is hereby given that the Forks City Council will hold a hearing on a proposed Water Use Effi- ciency (WUE) Program at 7:30 p.m., on Monday, 9 Nov 2015 in the Forks City Council Chambers lo- cated at City Hall, 500 East Division Street in Forks.

The WUE program is a required by State law, as administered by the Department of Ecology per WAC 246-290-830, requiring municipal water pro- viders to assess their current water use and deter- mine ways of reducing water loss and conservation. The purpose of the hearing, and subsequent action by the City Council, is to review and set WUE Pro- gram goals for the next six year period. The current draft of the proposed WUE program, available on the City’s website at www.forkswashington.org or at the Water Department in City Hall located at 500 East Division Street in Forks, recommends the fol- lowing Goals:

The proposed goals and objectives of the City’s WUE program consist of:Reduce the average demand per equivalent resi- dential unit (ERU) by five (5) percent by 2020 over present (2015) ERU; Reduce the average demand per ERU by an addi- tional three (3) percent and by 8 percent by 2030.

This represents an average demand per ERU of 202 gallons per day by 2020 and 195 gallons per day by 2030; and

Maintain distribution system leakage at 10 percent or less through 2030.

The City will achieve these goals and objectives through the implementation of the WUE program that follows. Reducing DSL is a supply side goal that can be achieved through measures that will mainly be carried out by the City’s Water Depart- ment or in coordination with other City departments. Reducing the demand per ERU is a demand side goal that can be achieved through carrying out measures that affect customers’ water use.

Consumers, and the general public, are encour- aged to participate in this hearing and help the City in its development of the WUE program.
