Quarterly Newsletter, Apr-June 2009, Issue 5For Private Circulation only
From the desk of
Chairman, ACORD
Dear Readers,
The first quarter of the second
year of the “Clean Yamuna
Manch” (as part of the Public
Participation & Awareness
component for Yamuna Action
Plan-II), has given ACORD an
opportunity to review some
activities on the basis of
feedback and evaluation of
Year 1.
As you know, YAP-I focused
on non-sewage aspects of the
project to clean the Yamuna,
while YAP-II focuses both on
sewage and non-sewage
components – and a key
strength is that it combines the
human and technological
aspects. Delhi Jal Board will
provide updates on the
engineering and technical
aspects of sewage treatment as
DJB's workplans progress.
Our on-going work through
the weekly radio programme
“Kinare Kinare” and street
plays continue to get good
response from listeners and
viewers. This quarter has
been a time of 8 focus group
discussions with a range of
stakeholders who can make a
huge difference within their
own communi t ies . In
addition, a 22-minute film
“Yamuna Rahe Swachh” has
been completed as part of
documentation of Year 1
activit ies under “Clean
Yamuna Manch”.
Our interaction through Focus
Group Discussions with
various stakeholder groups
during this quarter has given
us the confidence that citizens
of Delhi are becoming more
aware about Yamuna pollution
issues and are keen to take
action in various ways. They
would like support from
various agencies to work
together for best results.
Based on the above we plan to
launch a major campaign
during the festival season
2009, which starts with a
'Musical show – Human thChain' on 12 September
2009.
As music is a very important
a g e n t t o c o m m u n i c a t e
messages in an entertaining
way, this musical show will
focus on the theme 'Clean
Yamuna River'. This event is
being organised to raise public
awareness and participation
regarding pollution of river
Yamuna in Delhi.
We should also record a major
issue of concern expressed by
several Resident Welfare
Associations at the FGD
interactions: there are several
p laces in Delhi where
sewerage drains have been
combined with storm water
drains, and hence pollution
load has increased with
overflows, stench and other
health hazards. This needs
urgent coordination between
MCD, DJB at the local level
and through this forum we
make an appeal for assessment
and rectification work to be
started as soon as possible,
with the joint efforts of the
agencies and the residents.
Please do send us your
feedback and suggestions to
help keep Yamuna “on top of
the mind” of people of Delhi,
and do contribute to making a
difference.
We sincerely thank the
Commissioner, MCD
Sri K.S. Mehra for his
encouragement and support
at all times, so that we can
deliver qualitative outputs in
the project.

Yamuna Action Plan - IIPublic Participation & Awareness Component

Quarterly Newsletter, Apr-June 2009, Issue 5For Private Circulation only
Focus Group Discussions:
In April:
Hwith 14 NGO functionaries
working with rag-pickers
and sanitation issues etc
Hwith 15 school teachers
from Kendriya Vidyalyas,
Municipal Corporation
Primary Schools and
others.
In May:
Hwith 9 college students
Hwith 12 functionaries from
7 NGOs.
In June:
Hwith 8 office bearers of
R e s i d e n t W e l f a r e
Associations
Hwith 8 members of RWA
federations, having an
o u t r e a c h t o 5 0 , 0 0 0
households.
In each of these FGDs, the key
questions for discussion were:
Hwhat do you think are the
causes of pollution of
Yamuna in Delhi?
Hwhat do you think is the
impact of Yamuna pollution
on people's health?
HWhat role can you play to
contribute to clean-up of
Yamuna?
Hwhat ' do -ab le ' i deas
can you suggest for
public awareness and
participation?
In addi t ion , ACORD
worked out the minimal
knowledge/action inputs as
follows for each group:
HIntroduction to YAP-II and
“Clean Yamuna Manch”
activities
HPo in t and non-po in t
sources of pollution
HBOD and fecal coli, leading
to disease
Many suggestions were given
by the participants on how
they would raise awareness
within their families, friends
and communities. Several
also made requests for the
street play to be performed at
their locations. Ideas were
g e n e r a t e d o n w a s t e
management and use of items
like paper cutting, jute bags
and also to avoid use of
polythene bags. While
teachers said they would
promote teaching of vermi-
composting techniques, one
RWA participant said she
would promote Yamuna issues
during her locality's “satsang”
and introduce the Yamuna
song to her group.
However, i t wou ld be
appropriate to share with our
readers some feedback from
the RWAs who felt they could
play a key role but were not
satisfied with public services
in their localities. In several
places in Delhi there is an issue
of sewage being drained into
storm water drains. Several
participants felt this issue
should be resolved by
government agencies such as
MCD and Delhi Jal Board who
should work in coordination.
I n o u r r o l e t o b u i l d
partnerships amongst various
stakeholders, we have raised
this issue here and will also
compile your responses for
MCD and DJB if you have a
similar issue.
The NGO participants pointed
out that in several localities in
Delhi there is no system of
household waste collection
and often waste is left on the
roadside which proves to be a
health hazard.
The college students said they
would ra i se awareness
through debates and other
college events. They also said
they would link up with their
eco-club activities and do
events around Yamuna theme.
Exposure trips were seen as an
eye-opener and i t was
suggested that these should be
organised for all age groups –
seeing is believing, and a real
situation motivates people to
get involved.
“Clean Yamuna Manch” is
be ing imp lemen ted by
ACORD, as part of “Public
Participation & Awareness”
component of Yamuna Action
Plan – Phase II being executed
by the MCD.
The superordinate goal of
ACORD's mandate for “Clean

Yamuna Manch” is to create
and sustain “top of the mind”
awareness and major “mind-
share” for the Yamuna, its
sources of pollution and clean-
up in the mind-set of the
people.
This quarterly Newsletter is
part of that effort and brings to
you news, views, issues and
action updates.

We got aware towards Yamuna
and its pollution and we need
to do something. We are
playing the role of a guide to
students and we need to tell
students about the sources of
pollution of Yamuna. We can
take students for exposure
trips and take this issue in
assemblies and through
projects. We are telling
s tudents to s top us ing
polythene bags and keep our
Yamuna clean.
