This certificate-permission confirms the compliance of package design, including

transport packaging mentioned in the section 2 and radioactive content with properties given in section 3, to the requirements of “Safety regulations for transportation of radioactive materials” NP-053-16 and “Regulations for the safe transport of radioactive materials” IAEA No. SSR-6 (Rev.1).

At the same time, the certificate is an approval of the France certificates F/420/B(U)F (Ab), F/420/AF (Ab), F/420/IF (Ab) for the package design.

The certificate-permission allows transport of packages on conveyances mentioned in section 6 on exclusive use conditions in accordance with requirements of the documents listed in section 9.

This certificate does not exempt a consignor from fulfillment of any requirement of the government of any country to or through the territory of which this package is transported.

In accordance with the regulations NP-053-16 and IAEA No. SSR-6 (Rev.1), the package is referred as type B(U) with fissile material.

The criticality safety index of the package (CSI) is 0. UN number, proper shipping name and cargo description: - when shipping uranium hexafluoride - UN 2977,RADIOACTIVE MATERIAL,

URANIUM HEXAFLUORIDE, FISSILE; - when shipping empty packages with non-volatile residues after uranium hexafluoride

evaporation - UN 3328, RADIOACTIVE MATERIAL, TYPE B(U) PACKAGE, FISSILE.

The transport index and category of the package are defined by consignor in accordance

with paras 5.3.1. and 5.3.7. of the regulations NP-053-16 or paras 523 and 529 of the regulations IAEA No. SSR-6 (Rev.1) respectively and are mentioned in the shipping documents and on the label.

1. PRIMARY PURPOSE

The foreign made transport packaging DN30 is intended to carry uranium hexafluoride.

The design of the package loaded with uranium hexafluoride was certified by the competent authority of France by the certificates F/420/B(U)F (Ab), F/420/AF (Ab), F/420/IF (Ab) confirming the compliance of the package design with the requirements of IAEA regulations SSR-6 (Rev.1).

The transportation of the packages is permitted by the rail, automotive and sea transport according to the international trade contracts with foreign firms.

2. TRANSPORT PACKAGE DESIGN

2.1The transport packaging set DN30 includes: - protective overpack DN30; - container 30B.

Appearance of the packaging set is shown in the picture 1, container 30B in the picture 2.

2.2 Protective overpack DN30 (drawing 0023-ZFZ-1000-000, DAHER NUCLEAR TECHNOLOGIES GmbH, Germany) is a welded cylindrical assembly consisting of upper and lower subassemblies.

Each subassembly consists of two shells (inner and outer) made of stainless steel. The space between the shells is filled with a layer of hard fireproof polyisocyanurate foam (PIR) and insulation material. External surfaces of the inner shells are covered with intumescent material. Protective overpack DN30 has a horizontal connection formed by a highly elastic ethylene propylene diene monomer (EPDM) gasket. Upper and lower subassemblies are fastened together by means of six mortise-and-tenon jaws with a locking rod secured by a screw. The upper half overpack is equipped with two lifting lugs used to lift the upper subassembly. There are four feet with holes welded to the lower subassembly to install the overpack in the horizontal position and to tie-down the package on the conveyance.

To lift the package there are two forklift pockets and four lifting lugs welded to the lower subassembly.

The inner surface of the lower subassembly is equipped with the valve protecting device, plug protecting device, and two devices for preventing rotation of the 30B container inside the overpack during transportation.

2.3 The container 30B is installed into protective overpack DN30 and is used to

accommodate radioactive content. The container 30B is fabricated of carbon steel spec. A-516 (ASTM) in compliance with

the requirements of American National Standard ANSI N14.1 and International Standard ISO 7195.

The container 30B is a cylindrical vessel with a volume of 736 l equipped with the valve and plug protected by the “skirts” welded to the vessel.

2.4 The mass of the packaging DN30 with uranium hexafluoride – 4 100 kg, not more.

3. RADIOACTIVE CONTENT

3.1 Radioactive content of the transport package DN30 is uranium hexafluoride with

enrichment on U-235 of not more than 5%. The feedstock for uranium hexafluoride manufacturing is natural or reprocessed

uranium. The activity of fission products of uranium hexafluoride fabricated from reprocessed

uranium - 2.4*106 MeV*Bq/kg U, not more. The maximal total activity of the content does not exceed 227*A2. The mass of uranium hexafluoride in the package – 2 277 kg, not more.

3.2 Radioactive content of the empty packaging after unloading (evaporation) of uranium hexafluoride is non-volatile residues in a form of uranil fluoride and small quantities of fluoride impurities . The enrichment on U-235 of non-volatile residues of uranium hexafluoride – 5%, not more. Mass of non-volatile residues in the package – 11.4 kg, not more.

4. NUCLEAR SAFETY 4.1 Nuclear Safety during transport of the packages is provided in compliance with the requirements of regulations NP-053-16 and regulations IAEA No. SSR-6 (Rev.1). Nuclear safety is confirmed by the nuclear safety conclusion No. 20-039.

4.2 The permitted number of the packages with uranium hexafluoride is not limited. Criticality Safety Index of the package with uranium hexafluoride CSI=0. 4.3 The permitted number of empty packages with non-volatile residues on the

conveyance and in the group during interim storage is not limited. Criticality Safety Index of the empty package with non-volatile residues CSI=0.

5. RADIATION SAFETY

5.1 Radiation safety during transportation of the packages DN30 is provided in

compliance with the requirements of regulations NP-053-16 and regulations IAEA No. SSR-6 (Rev.1). Radiation levels from the packages and conveyances do not exceed those allowed by sanitary regulations SanPiN 2.6.1.1281-03:

5.2 Radiation safety of population and personnel during transportation of the packages is ensured by implementation of provisions:

- Radiation protection program for the transport of radioactive materials by Joint-Stock Company “Siberian Chemical Integrated Plant”. PRZ 15-103-2018 (JSC SCIP);

- Radiation protection program for the transport of radioactive materials by rail IP 07.00049 - 2019 (JSC AECP)

- JSC UEIP Radiation protection program for the transport of radioactive materials. STO 00.200-2020 (JSC UEIP);

- Radiation protection program for the transport of radioactive materials No. 85/1726 (JSC ECP);

- Radiation protection program for the transport of radioactive materials (Nuclear materials, radioactive substances, nuclear spent fuel) No. 162-217/83BN (JSC “SPb “IZOTOP”);

- Radiation protection program for the transport of radioactive materials (JSC Atomspetstrans).

6. CONVEYANCES AND OPERATION CONDITIONS

6.1 Transportation of the packages is performed by rail, road and sea transport.

The transportation is performed under special transport mode in compliance with the requirements of the rules for transportation of dangerous cargos actual for every mode of transport.

6.2 It is allowed to transfer the packages from one mode of transport to another at JSC “SPb “IZOTOP”, at the Sea commercial port of St. Petersburg or at the Sea port Ust-Luga. The reloading operations at mentioned ports are organized by JSC “SPb “IZOTOP”. 6.3 The transportation is performed on the 20’ flat racks or loose. Dimensions of the 20’ flat rack and its tie-down devices are the same as on a 20’ container. Placement and stowage of the packages on the flat rack is performed by the consignor in compliance with the scheme developed by the flat rack owner. The number of the packages on one flat rack - 4 pieces, not more. 6.4 The packages on flat racks are transported by rail on the railcar models 13-470, 13-9004, 13-4012, 13-H004, 13-H455, 11-H004 and others designed for large freight containers. Loose packages are transported by rail on the railcars of corresponding payload.

Placement and stowage of the packages on the railcar is permitted in compliance with the requirements of drawing U4520.00.00 (JSC ECP), drawing P5308.00.00 (JSC AECP), drawing 27510-0-0 (JSC UEIP), drawing 17250-0-0 (JSC UEIP), drawing T.01.18-1695.01.00.00 C (JSC “PE ECP”), drawing T.01.18-1282.00.00.00 C (JSC “PE ECP”), and drawing T.01.18-1431.00.00.00 C (JSC “PE ECP”).

The number of packages and flat racks with packages on the railcar is defined by the payload of the railcar.

6.5 Vehicles for road transport: freight trucks equipped for transporting radioactive materials in compliance with “Regulations for transport of cargoes by automobile” and “European Agreement on Transport of Dangerous Goods on Road” (ADR). The number of flat racks on the truck is limited by the payload of the truck. When transported loose, the placement and stowage of the packages on a vehicle is made according to the scheme developed for the concrete type of the vehicle in compliance with requirements of the regulations NP-053-16 and “European Agreement on Transport of Dangerous Goods on Road” (ADR). 6.6 Shipping of the packages by sea is performed on freight vessels. Placement and stowage of the packages on the vessel is performed in accordance with MOPOG (national regulations for shipping dangerous goods by sea) and IMDG Code. 6.7 Operations with packages are performed in compliance with provisions of ANSI N14.1 and ISO 7195 standards, Handling instruction 0023-HA-2015-001-Rev6, and instructions acting on the facilities involved into transport and technological operations with packages. No additional measures are required. 6.8 The container 30B must be checked for leaks prior to shipping. 6.9 The periodical recertification of the technical condition of the 30B container is defined and controlled by the shippers in compliance with ANSI N14.1-2012 and ISO 7195 standard. Technical condition of the protective overpack DN30 and its periodical recertification is performed in compliance with the instructions 0023-PA-2015-015-Rev4, 0023-PA-2015-016-Rev.4. 7. EMERGENCY CONDITIONS

7.1 Transport packaging provides safety during transportation in compliance with the requirements of regulations NP-053-16 and regulations IAEA No. SSR-6 (Rev.1).

7.2 In case of emergency situation the procedures on eliminating its consequences are performed according to emergency cards Nos. 701, 702 and also:

- Emergency response plan during transportation loads of radioactive materials. PLA 28.00022-2018 (JSC “AECP”);

- Emergency response plan during transportation of nuclear materials and radioactive substances by Joint-Stock Company “ Siberian Chemical Integrated Plant” by rail. PLA 17-006-20016 (JSC “SCIP”);

- Emergency response plan during transportation of radioactive materials by JSC “UEIP” by rail. STO 07.008-2015 (JSC “UEIP”);

- Emergency response plan during transportation of radioactive materials by rail. No. 32/156 (JSC “ECP”);
